Neighbourhood Development Plans Background Paper South Downs Local Plan March 2018 1. NEIGHBOURHOOD DEVELOPMENT PLAN UPDATE FOR THE SOUTH DOWNS LOCAL PLAN 1.1 This paper provides an overview of the status of Neighbourhood Development Plans (NDPs) across the National Park at the point of submission of the South Downs Local Plan. NDPs are being prepared by many communities across the National Park and localism within a protected landscape has presented a range of challenges and opportunities. The National Park Authority is fully supportive of all parish and town councils that have expressed an interest in preparing an NDP for their community. 1.2 As of 31 March 2018, there were a total of 52 designated neighbourhood areas across the National Park. Many of these straddle the boundary of the National Park. Where the main settlement is within the National Park, the SDNPA is the lead Local Planning Authority for supporting the community in preparing a NDP. Across the National Park, 21 NDPs have been made and are now part of the Development Plan. The details of all 52 neighbourhood areas is set out in Appendix 1, which includes the latest key milestone reached by each plan as of 31 March 2018. All designated Neighbourhood Areas are shown on a map in Appendix 2. 1.3 It is important that all of the National Park is planned for. The South Downs Local Plan (SDLP) does not generally allocate any development in parishes with an NDP. Exceptions to this are strategic sites / strategic housing allocations, or where a NDP itself does not allocate sites to meet SDLP provisions, for example, Findon. -

Date of Assessment: 11 April 2016 2. Address / location: Loxwoodhills Pond, The Drive, Ifold 3. Gross area (hectare): 4.69 ha 4. Current use: agricultural/ open space/ allotments/ Part of the rear garden and lake of the property known as scrubland/ buildings Loxwood Hills. The area proposed for designation is outside the Settlement Boundary and in Flood Zone 2 and 3. 5. Ownership: Privately owned by Mr and Mrs Peter Simmons 6. Site description: There are no historic buildings or structures in the space. However there are important historic landscape features such as the many veteran trees (native species such as oak and holly), which surround the lake and old hedgerows bordering the site on the East, West and partially on the North boundary. The meadow alongside is maintained as mown grassland. There is a public footbridge (that appears on historic maps) on the Public Right of Way (Path Number: 624_1) and crosses the River Lox. There is also a ornamental, wooden footbridge (not historic) across the lake on the Western side. The area includes designated Ancient Woodland areas located to the rear of adjoining residential properties sited on the historic road of The Drive, the majority of which is classified as a public footpath and which is part of Headfoldswood Ancient Woodland and includes lone veteran trees. -

This document has been worked on over a number of years, and is the result of consultation within the community of Northchapel, with Chichester District Council and West Sussex County Council. We have also benefited great- ly from the input of Action in rural Sussex and the Sussex Association of Local Councils. The Parish Plan is an overview of the way we, as a community, wish Northchapel to develop in the years ahead, the problems and challenges we face, and how we propose to deal with them in partnership with the appropriate outside authorities. We are happily supplied with an excellent local school, with a newly refurbished Village Hall, and a Village Shop and Post Office, however there is much to be addressed if we are to achieve our aim of making Northchapel a place that not only we, but also our children, will be happy to call home. • We must ensure there is an adequate supply of appropriate and affordable housing to meet the needs of future generations (High Priority and Ongoing). • We need to work to establish transport services which link the village to local townships on a regular basis (Medium Priority). • We must work to provide leisure facilities for the younger members of our community (Ongoing). • We must continue to campaign for proper control of the speed of traffic through our village (High Priority and Ongoing). -

The Chairman welcomed everyone to the meeting. The 100 Club Draw – the winning number was 34, Jean Lightman. 130. APOLOGIES FOR ABSENCE – to receive both apologies and reasons for absence. Apologies for absence had been received from Cllr. Mr. Andrews and Cllr. Mr. N. Thomas (Chichester District Councillor) as he had to attend another meeting at Northchapel. 131. DECLARATION OF MEMBERS’ INTERESTS – to receive disclosures of personal and prejudicial interests from Councillors on matters to be considered at the meeting. Cllr. Mr. Loxton declared a personal interest in the flooding topic as he lived close to where the sewage was coming out of a pipe. 132. PUBLIC PARTICIPATION – to receive and note questions, comments or representations made by members of the public. Some residents wished to speak about the Community Led Plan Survey and Neighbourhood Plan, others wished to speak about the Flooding problems. 133.
