SUPPLEMENTARY REGULATIONS FOR SUPERCARS

STANDARD REQUIREMENTS

1.1 EVENT TITLE, DATE & VENUE 1.1.1 The Event will be known as the “BETEASY DARWIN TRIPLE CROWN” (hereinafter referred to as “the Event”), which will also comprise of race 13, 14 and 15 of the 2020 International Virgin Australia Supercars Championship (“the VCS”), and be held at , Darwin, Northern Territory on 7th – 9th August 2020.

1.2 ORGANISATION & STATUS 1.2.1 The Event will be held under the FIA International Sporting Code including Appendices, the Supercars Operations Manual (“the Rules”), any applicable National Competition Rules of Motorsport Australia which are not in conflict with the Rules, the Supplementary Regulations, any Further Supplementary Regulations or instructions and any Bulletins issued. 1.2.2 Event Status: Restricted International.

1.5 CIRCUIT DETAILS 1.5.1 Track Length: 2.87 kilometres 1.5.2 Direction: Anti- Clockwise 1.5.3 Track Density: Supercars – 32 1.5.4 Notice Board: Located in the paddock office (pit exit end of the pit garages). 1.5.5 Stewards Office: Located adjacent to the paddock office complex – between the pit exit end of the pit garages and the race control tower. 1.5.6 DRD Office: Located adjacent to the paddock office complex – between the pit exit end of the pit garages and the race control tower. 1.5.7 Control Line: Located at the Finish Line and across Pit Exit.

ADMINISTRATION

2.1 DEFINITIONS 2.1.1 For this Event, the HOM will be the appointed Representative as per below: Supercars means V8 Supercars Australia Pty Ltd; and unless otherwise indicated in the text of a Rule, all references in the Rules to Supercars will be construed as references to the CEO or in their absence to their appointed representative.

2.2 TEAM COMMUNICATION WITH OFFICIALS 2.2.1 For this Event, Team personnel are not permitted to conduct business outside their garage. For avoidance of doubt, unless specifically given instruction to do so; Team personnel will not be permitted access (including but not limited to) the Supercars Operations Truck, the Stewards Office, the DSA Office, RD Office, DRD Office, Race Control and Event Operations Office.

2.3 ENTRIES 2.3.1 Competitors must have completed the 2020 Supercars Entry Registration Form. 2.3.2 Administration checking will commence at 1300hrs (ACST) on Friday 7th August 2020. 2.3.3 Any Competitors that need to change or add any details contained in their 2020 Entry Registration Form must do so at the Supercars Operations Transporter prior to the commencement of the Competitor’s Authorised Representatives & Driver’s Briefing as detailed in the Event schedule. 2.3.4 No change of Drivers will be accepted later than 1630hrs (ACST) on Friday 7th August 2020 unless exceptional circumstances, as determined by the Stewards, warrant a change after that time. 2.4 SCHEDULE A1. 2.6 STEWARDS 2.6.1 For this Event, update Rule A9.2.1 in relation to the location and availability of Stewards: A9.2.1 At each Event there will be three (3) Stewards who will be selected from a panel appointed annually by Motorsport Australia in consultation with Supercars. A9.2.1.1 In exceptional circumstances, should any Steward not be present at the Event, they must be available and contactable for the duration of the event to fulfil their duties.

OPERATIONS

3.1 VCS GARAGES AND VISION REQUIREMENTS 3.1.1 For this Event update Rule E2.1.2 Garages with the following new Rule: E2.1.2.4 For this Event, Teams will be permitted to make audio-visual and/or visual recordings whilst inside of their pit garages (using their promotional walling as the backdrop). Promotional walling is restricted to both sides of the Teams garage (no rear walling or storage rooms are permitted). a) At all times, Teams must adhere to social distancing protocols. Note: The above is subject to change at any time.

3.2 TEAM CATERING 3.2.1 Regarding Rule E2.3.2 Team Catering, there is no designated Teams Catering at this Event.

3.3 MERCHANDISING 3.3.1 Rule E2.4 Merchandising is permittable at this Event. 3.3.1.1 For merchandise sites, Teams are to contact NT Major Events Company - Natasha Bury [email protected].

3.4 TRANSPORTER ACCESS TO THE PADDOCK 3.4.1 The set-up of the Supercars paddock will be at the discretion of Supercars Paddock Manager or their delegate. 3.4.2 Details of Transporter access into the Circuit and set up of the Supercars paddock, will be in accordance with the instructions issued to Teams under separate cover by the Supercars Paddock Manager. 3.4.3 At the direction of the Paddock Manager, Transporters are permitted to enter the paddock and park up at 90 degrees to the garages from 0800hrs (ACST) on Thursday 6th August. 3.4.4 Transporters are permitted to be washed in the paddock on Thursday 6th August. 3.4.5 Unless otherwise approved by the Paddock Manager or their delegate, Teams are permitted to commence unloading transporters at 1400hrs (ACST) on Thursday 6th August 2020.

3.5 PRE/ POST EVENT GARAGE ACCESS 3.5.1 For Teams requiring access to their garage following Darwin #2 Event, for the purpose of prepping for Townsville, are to email Motorsport Operations prior to 4th August 2020. 3.5.1.1 The site access hours will be Monday – Friday, 0700 – 1700hrs (ACST). Weekend access will only be considered upon application to the Promoter.

3.6 ACCREDITATION & TEAM PARKING 3.6.1 All Team personnel will be required to complete the Promoter online WHS safety induction as a condition of entry to the venue. Admission to the venue will be denied to any person who has not completed the induction.

3.6.1.1 The online safety induction is to be completed via this link Click Here and must be completed prior to your personnel’s first day onsite, please print the certificate to avoid delays at the Circuit. NOTE: If the above link does not load, copy & paste the following URL into your browser: https://nt-major-events.rosterfy.co/training_register?tm=848&key=D54DC531- 7DFF-3C1F-CF1B-E31E-783C-2CCD-EB146DD63791 3.6.2 In addition to the WHS induction as detailed in Supplementary Regulation 3.6.1, all Team personnel will be required to complete a daily health check. Further information will be sent separately. 3.6.3 Team Personnel who do not hold Series accreditation will be issued event accreditation. 3.6.4 Each entry will be allocated four (4) car passes for Teams Car Park located at the rear of the VCS paddock. Only Event issued car passes will be accepted.

3.7 ACCREDITATION CENTRE 3.7.1 The Accreditation Centre for this Event will be located at the Event Site Office, accessed via Entrance A, through Gate2- Security Checkpoint between the hours of 0700hrs and 1700hrs (ACST) in the days prior to Saturday 8th August. 3.7.2 During the Event, all accreditation is to be collected at the Ticket Box Office between the hours of 0900hrs and 1600hrs (ACST).

3.8 RACE TRACK WALK 3.8.1 Teams are permitted to conduct a Race Track walk on Friday 7th August 2020 between 1400hrs and 1700hrs (ACST). 3.8.2 For this Event, update Rule E3.1.3 with the following: E3.1.3 Any Team personnel who are participating in a Race Track walk must be wearing a high visibility vest or high visibility shirt. E3.1.3.1 Unless approved by the RD, no use of motorised vehicle (electric, petrol, diesel) is permitted from 0800hrs, Thursday 6 August to 1159hrs (ACST), Sunday 9 August.

3.9 TEAM ACCESS TO CIRCUIT DURING EVENT 3.9.1 All Series Accreditation, including all Promoter issued accreditation and car passes must use Entrance A. 3.9.1.1 During the public opening hours of the Event, traffic will be diverted from Entrance A to Gate 4 by traffic Management. Please follow the directions of traffic controllers.

3.10 GOLF BUGGIES 3.10.1 Not permitted at this Event.

SPECIFIC CIRCUIT/ EVENT SAFETY REQUIREMENTS

4.1 COVID-19 RESPONSE 4.1.1 All team members and staff will adhere to the COVID-19 guidelines implemented and social distancing requirements for this event. 4.1.2 Under no circumstances should anyone with symptoms consistent with COVID-19 attend their place of work, travel interstate or attend the event. 4.1.3 Under no circumstances should anyone attend an event if they have been: 4.1.3.1 overseas in the previous 14 days, 4.1.3.2 in contact with someone who has been overseas in the previous 14 days, 4.1.3.3 in contact with a known COVID-19 positive case in the previous 14 days. 4.1.3.4 residing in a declared hotspot. (Each State has their own legislation regarding declared hotspots and border restrictions). 4.1.4 All Team Personnel (in accordance with Rule D24.2 and Supplementary Regulation 5.18) will be required to undertake mandatory COVID-19 screening as per the direction of Supercars with a subsequent negative result/s, prior to leaving the current State they are residing, for this Event. 4.1.5 In accordance with Rule E3.1.2, Teams are required to update their Workplace Health and Safety Policy and Procedures Manual with specific inclusion of COVID-19 management procedures and a response plan outlining how the Team will respond to a Team member developing symptoms of COVID-19 at both their Team workshop and at the Event. All updates to Team WHS Manual including COVID-19 Response Plan throughout the course of the 2020 Season must be submitted to Motorsport Operations. 4.1.6 In accordance with Rule D24.2 and Supplementary Regulation 5.18 all Teams are required to submit the Notification of Performance Personnel Form (F.13). listing all Team Personnel including Drivers and Team Principal attending the Event. NOTE: An updated version of the Notification of Performance Personnel Form (F.13). will be attached to these Supplementary Regulations as appendix 1. 4.1.6.1 Each Team is to appoint a COVID-19 Compliance Officer to manage their Teams compliance with COVID-19 regulations and health requirements. This person should be nominated on the Notification of Performance Personnel Form. 4.1.7 Teams must remain within the confines of their Team garage and Team transporter. COVID-19 Workplace restrictions apply (1 person per 4sqm). At no point are Team members permitted to enter other Team garages. 4.1.7.1 Team cafe barriers must be erected directing Team personnel from their pit garages to their B-double transporters and other equipment stored in the paddock area, clearly segregating their team from other teams’ personnel. 4.1.7.2 No group gatherings will be permitted anywhere within the circuit precinct with exception to Supplementary Regulation 5.4, where social distancing protocols must be observed. 4.1.8 Teams are not required to wear face masks however this is subject to change to align with State and/or Territory Government recommendations. 4.1.9 Race Fuel will be delivered directly to the Teams’ garages. 4.1.10 Each Team will be required to deliver their tyre trolley to the back of the Dunlop tyre garage and the team member returns to their garage. Dunlop will send a text message to the team when their tyres are ready to be collected. 4.1.10.1 Entry into the Dunlop garage is not permitted. 4.1.11 It is highly recommended that all personnel download the Australian Government COVIDSafe App.

4.2 MEDICAL SERVICES 4.2.1 The Medical Centre is located on the far side of the marshalling area near the TV compound and will be operational during the following times: (ACST): 4.2.1.1 Saturday 8th August 0900 – 1700hrs 4.2.1.2 Sunday 9th August 0900 – 1700hrs 4.2.2 Any medical assistance that is required outside of the operating hours outlined in 4.2.1, please contact 000. The address to give to Emergency Services is: ““Your Specific Location” “Your Specific Location” Eg: Garage 1, Hidden Valley Raceway, Hidden Valley Road, Berrimah NT 0828. 4.2.3 For First Aid assistance outside the medical centre hours and during the bump-in days, please contact Michelle Hampton (Venue Safety Officer) 0425 724 437.

4.7 HEALTH AND SAFETY 4.7.1 In line with the Northern Territory Health and Safety Act, there are two (2) Designated Smoking Areas allocated within the Paddock. Smoking is only permitted in these areas and will be sign posted.

SPORTING

5.1 PITS AND PADDOCK 5.1.1 For this Event, delete Rule E3.2.4.1 and replace with the following: E3.2.4.1 If positioned above the ground, they must be placed at a minimum height to the maximum height of the transporter of 6 meters above the ground.

5.2 TYRE FITTING, ALLOCATION AND USAGE 5.2.1 Control tyre fitting will commence from 1100hrs (ACST) on Friday 7th August 2020 in the Dunlop facility located in the Supercars Paddock. 5.2.2 The Dunlop tyre fitting hours of operation are as follows: 5.2.2.1 Friday 7th August 0900 – 1730 5.2.2.2 Saturday 8th August 0730 – end of VCS race 13 5.2.2.3 Sunday 9th August 0900 – end of VCS race 15

5.3 EVENT OPERATING HOURS 5.3.1 The Event operating hours (ACST), for the purpose of Rule E2 and in accordance with Supplementary Regulation 5.2.1 are as follows: 5.3.1.1 Saturday 8th August 0725 – Three (3) hours after conclusion of Parc Fermé, as announced over RMC by the HOM or their delegate. 5.3.1.2 Sunday 9th August 0910 – end of race 15 5.4 BRIEFINGS 5.4.1 A briefing for all Competitor’s Authorised Representatives & Driver’s will be held at 1630hrs (ACST) on Friday 7th August in the Media Briefing Area located in the Paddock. 5.4.1.1 Social distancing protocols must be observed.

5.5 DRIVER CONDITIONS POLICY In accordance with Rule D3.4.4, the nearest Town or City to the Circuit, as listed by the Bureau of Meteorology is Berrimah. http://www.bom.gov.au./places/nt/berrimah/ 5.6 PRACTICE 5.6.1 Rookie Drivers Session is reserved for Rookie Drivers- VCS. A list of eligible Drivers will be published by the Stewards. 5.7 START PROCEDURE 5.7.1 The Start Procedure will be in accordance with Rule D8.4 Specific Prescriptions – 15 minute Start Procedure. 5.7.2 Tyre equipment will be permitted, as advised over RMC. 5.7.3 During the Start Procedure, each Team will be permitted a maximum three (3) Team personnel for each Car. 5.8 PIT STOPS 5.8.1 For race 13, 14 and 15 the following additional CPS requirements must be complied with: 5.8.1.1 Each Car must complete the CPS requirements as per Schedule A2. Format of VCS Events. 5.8.1.2 A Car may only perform a CPS after it commences lap 5 on the Race track. 5.8.1.3 During the CPS, the Control Tyres removed from the Car cannot be refitted to the Car during that CPS. 5.8.1.4 The Penalty for failure to complete a CPS will be a Time Penalty added to that Car’s race time. 5.8.1.5 Should the SC be deployed prior to the leader commencing lap 5 on the Race Track, and the SC period continues after the commencement of lap 5, the CPS window will not open. Teams will be updated as to when the window will open via RMC and the Instant Messenger. 5.9 QUALIFYING – SPECIFIC PRESCRIPTIONS 5.9.1 For this Event, Teams are not permitted to refuel their Cars between qualifying Part 1 – race 13 and qualifying TFSO (Top Fifteen Shootout) – race 13. 5.9.2 For this Event, Teams are not permitted to refuel their Cars between qualifying race 14 and qualifying race 15. 5.9.3 For this Event, delete Rule D6.1.10.1. 5.9.4 For this Event, delete Rule D6.2.4.1 and Rule D6.2.4.2. 5.9.5 For this Event, update Rule D6.2.4.3 as follows:

D6.2.4.3 This Session will commence be conducted as per the following: a) Qualifying – Part 1 (Q1): During the first ten (10) minutes of the Session all Cars take part. the ten five (5) fastest Cars in order of the final classification from the practice Session designated in Rule D6.2.4.1 or 6.2.4.2 above will not be permitted to Compete. At the end of Q1, the slowest ten four (4) Cars will not be permitted to take any further part in the Session. The lap times achieved by the remaining Cars will then be deleted. b) Qualifying - Part 2 (Q2): After a five (5) minute break the Session will resume for Ten (10) minutes and only the top ten five (5) Cars in order of the final classification from the practice Session designated in Rule 6.2.4.1 or Rule 6.2.4.2 above and the remaining Cars from Q1 will be permitted to take part Compete. At the end of Q2, the ten fifteen (15) fastest Cars in order will be permitted to continue in the Session. The lap times achieved by the ten fifteen (15) fastest Cars will then be deleted. c) Top Ten Fifteen Shootout– Part 3 (TFSO): After a ten (10) minute break the Session will resume and only the top ten fifteen (15) Cars from Q2 will be permitted to take part Compete and the Rules outlined from D6.3.3 through to D6.3.8 will apply. 5.9.6 For this Event, update Rule D6.2.5 as follows: D6.2.5 When there is more than one (1) qualifying Session on the same day, Rule D6.1.10 shall operate from the commencement of the first qualifying Session until the completion of the final qualifying Session including the Top Ten Fifteen Shootout. 5.9.7 For this Event, update Rule D6.2.7.4 as follows: D6.2.7.4 A Car parked in Pit Lane with the front of the Car pointing toward Pit Exit must either exit the Pit Bay- or be turned so that it complies with Rule 6.2.6.1 D6.2.8.1 before any Car re-enters Pit Lane 5.9.8 For this Event, regarding Rule D6.3.3 through to Rule D6.3.7, all references to Top Ten Shootout (TTSO) are to be deleted and replaced with Top Fifteen Shootout (TFSO). 5.9.9 For this Event, delete Rule D6.3.8 and replace with the following: D6.3.8 In the case of identical times between two or more Drivers in a TFSO, the grid order for such Drivers will be determined by their fastest lap time set in Q2. 5.10 GRID DETERMINATION 5.10.1 For this Event, update Rule D7.2.3.1 as follows: D7.2.3.1 Grid positions will be determined by the final classification of qualifying and as follows: a) The last four (4) grid positions will be occupied by the Cars eliminated in Q1 as determined by the lap time achieved by each Car from fastest to slowest. b) The five (5) Cars eliminated in Q2 will occupy the remaining grid position as determined by the lap time achieved by each Car in Q2 from fastest to slowest. c) The top ten fifteen (15) grid positions will be occupied by the Cars, which Competed in the TFSO with the fastest Car in 1st position.

5.11 PERSONNEL 5.11.1 For this Event, update Rule D11.2.1 with the following: D11.2.1 Each Car may be attended by a maximum of eight (8) six (6) people (the “Designated Pit Crew”) as follows, who are permitted across the Prescribed Line when carrying out any Pit Stop in any race: 11.2.1.1 One (1) Car Controller 11.2.1.2 One (1) Air Jack Operator 11.2.1.3 One (1) Refueler/Vent Attendant 11.2.1.4 One (1) Fire Attendant 11.2.1.5 Four (4) Other Team members 5.12 AIR IMPACT TOOLS AND PRESSURE VESSELS 5.12.1 For this Event, update Rule D11.3.2 as follows: D11.3.2 A Team must be equipped with a minimum of four (4) air impact tools, of which only two (2) may be used during a pitstop, (except in the event of a tool failure), and an air lance during any race.

5.13 FUEL RIGS 5.13.1 For this Event, fuel rigs are not permitted.

5.14 GENERAL PRESCRIPTIONS – FITMENT 5.14.1 At this Event, update Rule D17.3.2.1 as per below: D17.3.2.1 It is not permitted to turn, rotate or remove a Control Tyre from a wheel and/or refit a Control Tyre to a wheel for the duration of the Event.

5.15 TYRE COMPOUND AND USAGE 5.15.1 At this Event, Teams must use Hard (H) tyres only during Format 3- qualifying race 13 Session.

5.16 SPECIFIC PRESCRIPTIONS – VCS TYRE ALLOCATION, USAGE, ORDER AND PAYMENT 5.16.1 At this Event, update Table D17.7 as follows:

D17.7.10 No later than thirty (30) minutes prior to the fifteen (15) minute signal of race 13, 14 and 15, Teams must nominate via email ([email protected]) what tyre compound they will commence that race with. D17.7.10.1 At the fifteen (15) minute signal the tyre compound as nominated in Rule D17.7.10 must be fitted to the Car and remain on the Car until the CPS window opens. D17.7.10.2 In the situation of Rule D17.5.2 being declared for a race, Supplementary Regulation D17.7.10.1 will not apply to that race. D17.7.10.3 A Teams’ non-compliance with D17.7.10 will be referred to the Stewards. 5.16.4 At this Event, update Rule D17.7.8 with the following: D17.7.8 A Team with a registered Rookie Driver will be permitted to purchase, through Supercars, one (1) set of four (4) new H or S Control Tyres for each Rookie Driver. The set of Rookie Driver Control Tyres are only permitted to be used in the designated Rookie practice Sessions for the remainder of the 2020 Season. D17.7.8.1 The Rookie Driver Control Tyres are required to be checked and re-marked by Dunlop on Friday 7th August 2020. D17.7.8.2 The Rookie Driver set of Control Tyres are not counted towards Rule D17.1.11.1 a).

5.17 FRONT BRAKE ROTOR RESTRICTIONS 5.17.1 For this Event, delete Rule D20.1.1 and replace with the following: D20.1.1 Each team will be restricted to one (1) set of front brake rotors and pads, per REC, per Event; which must be fitted from the commencement of the Event, (other than the ) and subject to requiring additional rotors due to damage, as approved by the HOM.

5.18 SPRINT EVENT – PERFORMANCE PERSONNEL LIMITS 5.18.1 For this Event, update Rule D24.3.1.1 to the following: D24.3.1.1 Teams are permitted to have a maximum of seven eleven (11) Performance Personnel for each Car per two (2) Cars. a) Up to six (6) engine builders will be permitted to attend each Event, subject to the approval of the HOM. 5.18.2 For this Event, update Rule D24.3.2 to the following: D24.3.2 Each two (2) Car Team must nominate one (1) Authorised Representative Team Principal for each REC. a) Where two (2) or more cars are grouped together, an acting Authorised Representative must be nominated for that Group. 5.18.3 For this Event, delete Rule D24.3.4. Work Experience is not permitted. 5.18.4 For this Event, an updated version of the Notification of Performance Personnel Form (F.13). will be attached to these Supplementary Regulations as appendix 1.

5.19 NON -PERFORMANCE PERSONNEL 5.19.1 For this Event, each two (2) Car Team is permitted to nominate one (1) non-performance person to attend. The non- performance person must be included on the Notification of Performance Personnel Form (F.13) as detailed in Supplementary Regulation 5.18.4. 5.19.1.1 The above non-performance person must remain with the Team in their allocated garage and transporter area at all times. For example, a Team photographer roaming the Circuit is not permitted. 5.20 IN CAR WARNING SYSTEM 5.20.1 For this Event, the In-Car Warning System will not be in operation. 5.21 VCS POINT SCORE SYSTEM 5.21.1 For this Event, delete Barbagallo Raceway (race 11 and race 12) from Schedule D1. VCS Point Score System and replace with Hidden Valley Raceway (race 13, 14 and 15) as per appendix 2, attached to these Supplementary Regulations. 5.22 MARKINGS ON CARS – VCS 5.22.1 For this Event, delete Rule E1.6.2.4 in its entirety. The MoTec LED Panels will not be available. 5.22.2 For this Event, delete Ref No: 1 in Schedule E.1 Markings on Cars VCS – LED Display Panel.

6.1 SCRUTINEERING 6.1.1 Scrutineering will commence at 1130hrs (ACST) on Friday 7th August 2020.

MEDIA / MARKETING/ PROMOTIONAL

7.1 PROMOTIONAL SCHEDULE 7.1.1 Teams must adhere to the activities outlined in the promotional schedule and/or any subsequent updates as provided by the Supercars Media and Promotions Department. 7.2 GRID WALKS 7.2.1 Grid walks are not permitted at this Event. 7.3 RIDES 7.3.1 Regarding Rule E.6 Rides. Rides are not permitted at this Event. 7.4 SPONSOR PRESENCE – START LINE ACTIVITIES / PODIUM PRESENTATIONS 7.4.1 Regarding Rule E8.6. Sponsor presence at the start line and Sponsor attendance at this Event is not permitted. 7.5 TRANSPORTER PARADE 7.5.1 Teams with B Doubles must participate in the parade with their A and B Trailer. 7.5.1.1 The Transporter Parade will take place on Thursday 6th August, further information will be sent under separate cover.
