(2) The “purposes” referred to in sub-Article (1)(d) of this Article are – (a) any operation involving building, demolition or excavation; (b) the removal of any obstruction to traffic; (c) the maintenance, improvement or reconstruction of a road; (d) constructing, improving, maintaining, or cleaning of any street furniture; or (e) the laying, erection, alteration, repair or cleaning of any sewer or of any main pipe or apparatus for the supply of gas, water or electricity, or of any telecommunications apparatus kept or installed for the purposes of a telecommunications code system or of any other telecommunications apparatus lawfully kept installed in any position. 4. Nothing in Article 2 of this Order applies to the lengths of road restricted by that Article (which said lengths of road are referred to in this Article as “the restricted area”) so as to render it unlawful to cause or permit any vehicle to wait only for so long as may be reasonably necessary – (a) to enable goods to be loaded on or unloaded from the vehicle from or to premises adjacent to the restricted area; or (b) to enable a passenger to board or alight and to load and unload any luggage. 5. (1) Nothing in Article 2 of this Order shall render it unlawful to cause or permit a disabled person’s vehicle which displays in the relevant position a disabled person’s badge and a parking disc, to wait at any time in the lengths of road specified in the Schedule of this Order for a period not exceeding 3 hours (not being a period separated by an interval of less than 1 hour from a previous period of waiting by the same vehicle in the same length of road). (2) In this Article - “disabled person’s vehicle” has the same meaning as in Section 142(1) of the Act of 1984; “disabled person’s badge” has the same meaning as given in Regulation 3(1) of The Local Authorities’ Traffic Orders (Exemptions for Disabled Persons) () Regulations 2000 “parking disc” has the same meaning as given in Regulation 8(5) of The Local Authorities’ Traffic Orders (Exemptions for Disabled Persons) (England) Regulations 2000; and “relevant position” has the same meaning as given in Regulation 4 of The Local Authorities’ Traffic Orders (Exemptions for Disabled Persons) (England) Regulations 2000 6. Dated: STATEMENT OF REASONS THE HERTFORDSHIRE (DENHAM WAY, CHALFONT ROAD AND OAKHILL CLOSE, MAPLE CROSS) RESTRICTION OF WAITING) ORDER 2020 THE HERTFORDSHIRE (A412 DENHAM WAY, MAPLE CROSS) (PROHIBITION OF ENTRY) ORDER 2020 THE HERTFORDSHIRE (DENHAM WAY, MAPLE CROSS) (PROHIBITION OF RIGHT TURNS) ORDER 2020 Hertfordshire County Council is proposing to introduce new restrictions in parts of Maple Cross. The proposals will comprise of –  ‘No waiting at any time’ restrictions on parts of Denham Way, Chalfont Road and Oakhill Close.  ‘Prohibition of Entry’ restriction on part of A412 Denham Way at its junction with Denham Way North Service Road’.  ‘Prohibition of Right Turn’ restriction on part of Denham Way North Service Road at its junction with A412 Denham Way. The proposals aim to extend the existing waiting restrictions in Denham Way Service Roads due to a change of junction layouts and to adjust the existing double yellow lines to take account of new build outs at junction with Denham Way / Chalfont Road. The ‘no waiting at any time’ restrictions are required to prevent vehicle waiting in the carriageway and affecting the route and movement of vehicular traffic. In addition, for Chalfont Road to improve visibility and prevent vehicular obstruction around the new ‘relocated’ bus stop area to take account of changes to vehicular movements and improvements to the junction areas between Chalfont Road / Denham Way Service Road and Denham Way. Securing full carriageway width is required to avoid minimum impact on traffic flow. The prohibition of entry is proposed to update an existing Order due to legislative and exemption changes. The prohibition of turns restriction is proposed to ensure vehicles turn left onto A412 Denham Way from Denham Way north service road, the existing prescribed route is to be revoked. These proposals will replace existing Orders which require updating, to take account of road layout changes and to match / conform with current signage on site. It is also proposed to revoke two Orders for prescribed routes and right/left turns. The ‘routes/movements’ are no longer required, due to changes and improvements to road and junction layouts in the vicinity of Denham Way, its Service Roads and the Chalfont Road area. The existing Orders prohibit certain vehicular movements in and around these proposed junctions. The proposed new layout allows for the more efficient movement of vehicular traffic at these junctions therefore the existing Orders are no longer required and to be removed / revoked. Therefore, it appears to the Highway Authority that it is necessary and expedient to make Orders in the interests of; avoiding danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising, to prevent damage to the road or to any building on or near the road, for facilitating the passage on the road or any other road of any class of traffic (including pedestrians), for preventing the use of the road by vehicular traffic of a kind which, or its use by vehicular traffic in a manner which, is unsuitable having regard to the existing character of the road or adjoining property, for preserving or improving the amenities of the area through which the road runs. The proposal has been subject to consultation with local and County Councillors representing the area and Three Rivers District Council. The local Police, Ambulance, Fire & Rescue Services, Hertfordshire County Council Passenger Transport Unit, Arrive, Greenline, Peter Reynolds Coaches, SPOKES, Red Eagle, Red Rose, Sullivan Buses, Bus Stop Closures, Maple Cross JMI and Nursery School, consultation is also being undertaken with local residents and businesses. 10

The Hertfordshire County Council in exercise of their powers under Sections 1(1), 2( 1) to (3), 3 and 35 of the Road Traffic Regulation Act 1984 (which said Act of 1984 is hereinafter referred to as "the Act of 1984"), and ofall other enabling powers and after consultation with the ChiefOfficer ofPolice in accordance with Part III ofSchedule 9 ofthe said Act of 1984, hereby make the following Order:­

1. This Order may be cited as "The Hertfordshire (Various Roads, Rickmansworth) (Waiting Restrictions) (Consolidation) Order 2001" and shall come into operation on Monday 8 October 200 1.

~ 2. In this Order

"Prohibited area" means any area of road which is comprised within and indicated by a road marking complying with Diags 1025.1 and 1025.3 supplemented by signs to Diag 974 ofThe Traffic Signs Regulations and General Directions 1994;

"public servic e vehicl e" has the sam e meaning as in Section 1 ofthe Public Passenger Vehicles Act 1981.

"disabled person's badge" has the same meaning as in Section 142(1) ofthe Act of 1984.

"parking disc" means a disc, issued by a local authority, complying with the requirements ofthe British Standard Specifications for Parking Discs (BS No.4631 : 1970), coloured orange or blue, and capable of showing the quarter hour period during which a period ofwaiting begins, and "relevant position" means

i) A vehicl e displays a disabled person's badge in the relevant position if:­

a) in the case of vehicle fitted with a front windscreen, the badge is exhibited thereon on the near side of and immediately behind the windscreen and with its front facing forward so as to be legible from outside the vehicle; and

b) in the case ofa vehicle not fitted with a front windscreen, the badge is exhibited in a conspicuous position on the vehicle.

ii) A vehicle displays a disabled person's badge in the relevant position if:­

a) in the case of a vehicle fitted with a dashboard or facia panel , the badge is exhibited thereon so that Part 1 of the badge is legible from outside the vehicle; or b) in the case of a vehicle not fitted with a dashboard or facia panel, the badge is exhibited in a conspicuous position on the vehicl e so that Part I of the badge is legible from outside the vehicle.

iii) A vehicle displays a parking disc in the relevant position if:­

a) in the case of a vehicle fitted with a dashboard or facia panel, the disc is exhib ited thereon so that the quarter hour period durin g which the period of waiting began is legible from outside the vehicle; or b) in the case ofa vehicle not so fitted, the disc is exhibited in a conspicuous position on the vehicle so that the quarter hour period during which the period of waiting began is legible from outside the vehicle.

3. Save as provided in Articles 24 and 26 of this Order, no person shall, except under the direction or with the permission ofa police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait at any time in the lengths of Rickmansworth specified in Schedule I of this Order.

4. Save as provided in Article 25 ofthis Order, no person shall, except under the direction or with the permission of a police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait at any time in the lengths of Rickmansworth specified in Schedule 2 of this Order.

5. Save as provided in Article 25 of this Order, no person shall, except under the direction or with the permission ofa police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait between the hours of7.30 am to 9.30 am and 4.30 pm to 6.30 pm for the purposes of loading or unloading goods to or from any vehicle in the lengths of Rickmansworth specified in Schedule 2 of this Order.

6. Save as provided in Articles 24 and 26 of this Order, no person shall, except under the direction or with the permission ofa police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait between the hours of8.30 am and 6.30 pm on Monday to Saturday in lengths of roads in Rickmansworth specified in Schedule 3 of this Order.

7. Save as provided in Articles 24 and 27 of this Order, no person shall, except under the direction or with the permission of a police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait between the hours of 8.00 am and 6.30 pm on Monday to Saturday for a period in excess of one hour, return prohibited with in the next hour, in the lengths of roads in Rickmansworth specified in Schedule 4 of this Order.

8. Save as provided in Articles 24 and 26 of this Order, no person shall, except under the direction or with the permission of a police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait between the hours of 8.30 am to 10.00 am and 4.30 pm to 6.30 pm on Monday to Saturday in lengths of roads in Rickmansworth specified ...; in Schedule 5 of this Order.

9. Save as provided in Articles 24 and 27 of this Order, no person shall, except under the direction or with the permission of a police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait between the hours of 8.30 am and 6.30 pm on Monday to Saturday for a period in excess ofone hour, return prohibited within the next two hours, in the lengths of roads in Rickmansworth specified in Schedule 6 of this Order.

10. Save as provided in Articles 24 and 27 of this Order, no person shall , except under the direction or with the permission ofa police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait between the hours of8.00 am and 6.30 pm on Monday to Saturday for a period in excess of twenty minutes return prohibited within the next forty minutes, in the lengths of roads in Rickmansworth specified in Schedule 7 of this Order. II. Save as provided in Articles 24 and 27 ofthis Order, no person shall, except under the direction or with the permission ofa police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait between the hours of 7.00 am and 6.00 pm, in the lengths ofroads in Rickmansworth specified in Schedule 8 ofthis Order.

12. Save as provided in Articles 24 and 26 of this Order, no person shall, except under the direction or with the permission ofa police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle having a maximum gross weight in excess of3 tonnes to wait at any time in lengths of roads in Rickmansworth specified in Schedule 9 of this Order.

13. Save as provided in Articles 24 and 26 of this Order, no person shall, except under the direction or with the permission of a police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait between the hours of 12.00 noon and 1.00 pm on Monday to Friday in the length of road in Rickmansworth specified in Schedule 10 of this Order.

14. Save as provided in Articles 24 and 26 of this Order, no person shall, except under the direction or with the permission ofa police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait between the hours of 12 noon and 6.00 pm on Saturdays, Sundays or bank holidays between 1 April and 30 September each year, in lengths of roads in Rickmansworth specified in Schedule II of this Order.

15. Save as provided in Articles 24 and 26 of this Order, no person shall, except under the direction or with the permission ofa police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait between the hours of8.00 am and 9.00 pm on Monday to Sunday, in lengths of roads in Rickmansworth specified in Schedule 12 of this Order.

16. Save as provided in Articles 24 and 26 ofthis Order, no person shall, except under the direction or with the permission of a police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait between the hours of 7.30 am and 6.30 pm on Monday to Sunday in lengths ofroads in Rickmansworth specified in Schedule 13 ofthis Order.

17. Save as provided in,Articles 24 and 26 of this Order, no person shall, except under the direction or with the permission of a police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait between the hours of 8.30 am to 9.30 am and 2.30 pm to 3.30 pm on Monday to Friday, during school term time only, in lengths ofroads in Rickmansworth specified in Schedule 14 of this Order.

18. Save as provided in Articles 24 and 27 of this Order, no person shall , except under the direction or with the permission of a police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle to wait between the hours of 8.30 am and 5.30 pm on Monday to Saturday for a period in excess of two hours return prohibited within the next hour, in lengths of roads in Rickmansworth specified in Schedule IS ofthis Order.

19. Save as provided in Articles 24 and 26 of this Order, no person shall, except under the direction or with the permission of a police officer in uniform or a officer authorised by Three Rivers District Council , cause or permit any vehicle to wait between the hours of8.30 am and 5.30 pm on Monday to Saturd ay in lengths of roads in Rickmansworth specified in Schedule 16 ofthis Order. 20. No person shall, except under the direction or with the permission of a police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any heavy commercial vehicle as defined in Section 138 of the Road Traffic Regulation Act 1984 having a weight in excess of7.5 tonnes to wait at any time in lengths of roads in Rickmansworth specified in Schedule 17 of this Order.

21. No person shall, except under the direction or with the permission of a police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any heavy commercial vehicle as defined in Section 138 of the Road Traffic Regulation Act 1984 having a weight in excess of7.5 tonnes to wait between the hours of 12.00 midnight to 7.00 am and 8.00 pm to 12.00 midnight on Monday to Saturday and at any time on Sundays, in that length of road in Rickmansworth specified in Schedule 18 of this Order.

22. Save as provided in Article 24 (b) and (c) of this Order, no person shall, except under the direction or with the permission of a police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle, other than a public service vehicle* to wait between the hours of7.00 am and 7.00 pm in the prohibited areas in lengths of roads in Rickmansworth specified in Schedule 19 ofthis Order.

23. Save as provided in Article 24 of this Order, no person shall, except under the direction or with the permission of a police officer in uniform or a officer authorised by Three Rivers District Council, cause or permit any vehicle other than a disabled person's vehicle to wait at any time in lengths of roads in Rickmansworth specified in Schedule 20 of this Order.

24. Nothing in Articles 3, 5, 6, 7, 8, 9, 10, 12, 13, 14, 15, 16, 17 and 18 of this Order shall render it unlawful to cause or permit any vehicle to wait in the lengths of road specified therein for so long as may be necessary to enable :­

(a) a person to board or alight from the vehicle;

(b) the vehicle, ifit cannot conveniently be used for such purpose in any other road, to be used in connection with any of the following operations, namely

(i) building, industrial and demolition operations;

(ii) the removal of any obstruction to traffic;

(iii) the maintenance, improvement or reconstruction of the said length of road;

(iv) the laying, erection, alteration or repair in or on land adjacent to the said length of road of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus defined in paragraph 1(1) of the Telecommunications Code contained in Schedu le 2 of the Telecommunications Act 1984;

(v) fire brigade, ambulance or police purposes;

(c) the vehicle, ifit cannot conveniently be used for such purposes in any other road, to be used in the service of a local authority or of a water authority in pursuance of statutory powers or duties;

(d) the vehicle to be used for the purpose of delivering or collecting postal packets as defined in section 87 ofthe Post Office Act 1953.

(e) loading and unloading goods to or from premises in the lengths of the said roads. 25. Nothing in Articles 4, 11 and 21 of this Order shall render it unlawful to cause or permit any vehicle to wait in the lengths ofroad specified therein for so long as may be necessary to enable :­

(a) a person to board or alight from the vehicle;

(b) the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in connection with any ofthe following operations, namely

(i) building, industrial and demolition operations;

(ii) the removal ofany obstruction to traffic;

(iii) the maintenance, improvement or reconstruction of the said length ofroad;

(iv) the laying, erection, alteration or repair in or on land adjacent to the said length of road of any sewer or ofany main, pipe or apparatus for the supply ofgas, water or electricity or ofany telecommunications apparatus defined in paragraph 1(1) ofthe Telecommunications Code contained in Schedule 2 of the Telecommunications Act 1984;

(v) fire brigade, ambulance or police purposes;

(c) the vehicle, ifit cannot conveniently be used for such purposes in any other road, to be used in the service ofa local authority or ofa water authority in pursuance of statutory powers or duties ;

(d) vehicle to be used for the purpose ofdelivering or collecting postal packets as defined in section 87 of the Post Office Act 1953.

26. Nothing in Articles 3, 4,5, II, 12, 13, 14, 15, 16, and 18 of this Order shall render it unlawful to cause or permit a disabled person's vehicle which displays in the relevant position a disabled person's badge and a parking disc , to wait in the lengths ofroads in Rickmansworth specified in Schedule I ofthis Order for a period of 3 hours (not being a period separated by an interval of less than I hour from a previous period of waiting by the same vehicle in the same length of road).

27. Nothing in Articles 6, 7, 8, 9,17,19 and 20 of this Order shall render it unlawful to cause or permit a disabled person 's vehicle which displays in the relevant position a disabled person's badge to wait in the lengths of roads in Rickmansworth specified in Schedules 20 ofthis Order.

28. Save as provided in Article 24 (b) and (c) of this Order, shall prevent any vehicle to wait at any time for the purposes of loading or unloading goods in the lengths of roads in Rickmansworth specified in Schedule 8 of this Order.

29. The provisions of the following Traffic Regulation Orders and other Orders not referred to below insofar as they relate to lengths of roads detailed in this Consolidation Order are hereby revoked: ­

THE THREE RIVERS (VARIOUS ROADS INCLUDING DENHAM WAY) (WAITING RESTRICTIONS) ORDER 2014

The Three Rivers District Council ("the Council"), pursuant to arrangements made under Section 19 of the Local Government Act 2000 and the Local Government (Arrangements for Discharge of Functions) (England) Regulations 2000 with the Hertfordshire County Council, and in exercise of the powers conferred on that County Council under Sections 1, 2, 3 and 4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 ("the Act of 1984") and of all other enabling powers, and after consulting with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act of 1984, hereby makes the following Order:-

1. This Order may be cited as The Three Rivers (Various Roads including Denham Way) (Waiting Restrictions) Order 2014 and shall come into operation on 3rd February 2014.

2. In this Order —

"The Council" means the Three Rivers District Council.

"Civil Enforcement Officer (CEO)" means a Civil Enforcement Officer appointed by the Council under Section 76 of the Traffic Management Act 2004.

"Disabled person's vehicle" has the same meaning as in Section 142(1) of the Act of 1984.

"Disabled person's badge" and "parking disc" have the same meanings as in Regulation 3(1) of the Local Authorities' Traffic Orders (Exemptions for Disabled Persons) (England) Regulations 2000 and "relevant position" has the same meaning as in Regulation 4 of those Regulations.

"Universal service provider," "Provision of a universal postal service" and "Postal packet" each has the same meaning as in the Postal Services Act 2000.

"Schedule" means a Schedule to this Order.

3. The Interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament.

Save as provided in Article 5 or 6 of this Order, no person shall, except upon the direction or with the permission of a Police Constable in uniform or with the permission of a Civil Enforcement Officer appointed by the Council, cause or permit any vehicle to wait on any length of road referred to in Schedule 1 to this Order at the times specified in Schedule 2 to this Order.

5. Nothing in Article 4 of this Order shall render it unlawful to cause or permit any vehicle to wait on any length of road referred to therein, for so long as may be necessary to enable —

(a) ....a person to board or alight from the vehicle;

(b) ....a person to load or unload the vehicle;

(c) ....the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in connection with any of the following operations, namely —

(i) ...building, industrial or demolition operations;

(ii) ...the removal of any obstruction to traffic;

(iii) ...the maintenance, improvement or reconstruction of the highway;

(iv) ....the laying, erection, alteration or repair in or adjacent to the said lengths of road of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any electronic communication network within the meaning of the Communications Act 2003;

(d) ....the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority or other authority in pursuance of statutory powers or duties;

(e) ....the vehicle to be used for the purpose of delivering or collecting postal packets by a "Universal service provider" as defined in the Postal Services Act 2000;

(f) ....the vehicle to be used for Fire and Rescue Service, Ambulance or Police purpose.

6. Nothing in Article 4 of this Order shall render it unlawful to cause a vehicle which displays in the relevant position a disabled person's badge and a parking disc (on which the driver or other person in charge of the vehicle has marked the time at which the period of waiting began) to wait on any of the lengths of roads referred to in that Article for a period not exceeding three hours (not being separated by an interval of less than one hour from a previous period of waiting by the same vehicle on the same length of road on the same day), provided that such period lies entirely within the period during which loading is permitted in that location.

7. The restrictions imposed by this Order shall be in addition to, and not in derogation of, any restriction or requirement imposed by any regulation made or having effect as if made under the Act of 1984 or by or under any other enactment.

STATEMENT OF REASONS FOR PROPOSING TO MAKE THE FOLLOWING ORDER

THE THREE RIVERS VARIOUS ROADS INCLUDING BRIDGE ROAD, HUNTON BRIDGE (WAITING PROHIBITIONS) ORDER 20**

The Three Rivers District Council has investigated reports of inconvenient and/or obstructive and/or hazardous on-street parking at the various locations the subject of this traffic regulation order.

Observations have confirmed that a significant number of incidences of obstructive parking take place and that in most instances the parking also reduces visibility at junctions to the detriment of highway safety.

The Council is therefore proposing the implementation of waiting prohibitions which would remove dangerous and/or obstructive parking and reinstate the unobstructed and safe movement of vehicular and pedestrian traffic.

Junction Parking It is necessary to remove parking from the junctions

a) To enable drivers to see left and right before entering the junction and to maintain a reasonable length of 2-way carriageway to accommodate vehicles waiting their turn to move to the give-way line or to clear the junction in the face of oncoming traffic.

b) To enable pedestrians to see in all directions before crossing the roads.

The proposed waiting restrictions will enable the Council's Enforcement Service to issue penalty charge notices to those who wait on the lines.

The proposals were finalised in consultation with The Police and, where appropriate, Officers and Members of the Hertfordshire County Council and the Three Rivers District Council.

TRO 2014 No 02 THE THREE RIVERS (VARIOUS ROADS INCLUDING BATCHWORTH LANE, NORTHWOOD) (WAITING RESTRICTIONS) ORDER 2014

NOTICE IS HEREBY GIVEN that the Three Rivers District Council, acting as agents for the Hertfordshire County Council and after consultation with the Chief Officer of Police has made the above-mentioned Orders under the Road Traffic Regulation Act 1984.

The general effect of the Orders shall be to introduce waiting restrictions and/or prohibitions (yellow lines) at the following locations in the District of Three Rivers:

Note: Unless stated otherwise dimensions are measured from the nearest kerbline.

TRO 2014 No. 01

a) Berry Lane, Rickmansworth on the southwest side from the bus-stop to15 metres beyond Highfield Way. Highfield Way from the northeast boundary of house number 155 to Berry Lane. The Queens Drive for 10 metres from Berry Lane.

b) The junction of Grove Road and Springwell Avenue, Rickmansworth for 10 metres on both sides in Grove Road and 15 metres each side of Grove Road on the southeast side of Springwell Avenue

c) The junction of Loudwater Lane with Chorleywood Road, Rickmansworth for 15 metres on both sides in Loudwater Lane and 56 metres and 26 metres on the west and east sides respectively of Loudwater Lane on the north side of Chorleywood Road.

d) High Elms Lane, on the north side at the two accesses to Parmiters School for 10 metres each side of each access.

e) Denham Way west service road and Chalfont Road, north side from the existing double yellow lines at the east side of the access to "Crossways" to the west side of the access road to the shops at 4, Chalfont Road.

TRO 2014 No.02

a) The Fairway and Eastbury Road junction with Batchworth Lane, Northwood: double yellow lines on both sides of all arms of the junction; on Batchworth Lane each side of the junction for 15m and both the The Fairway and Eastbury Road for 10m.

b) The junction of Ardross Avenue with Batchworth Lane, Northwood: for 20m on both sides of Ardross Avenue and on the south side of Batchworth Lane for 28m west and 15m east and on the north side between 10m west and 5m east of the pedestrian crossing point.

c) Furtherfield, Abbots Langley on the west side for 10m each side of the depot access road. d) Hallowes Crescent, South Oxhey on its 2 junctions with Hayling Road for the first 10m of each arm of Hallowes Crescent and on the north side of Hayling Road for 10m east and west of the east arm of Hallowes Crescent and 20m west and 15m east of the west arm. On each side of the 2 garage access roads for the first 20m (up to the gates) and on Hallowes Crescent for 3m each side of each access road.

e) Denham Way, Chalfont Road and Oakhill Close, Mill End: Denham Way west service road on both sides of the first 10m south of its junction with Chalfont Road. Chalfont Road on the southeast side from Denham Way to a point opposite No. 4, and on the northwest side from outside No. 4, to 15m southwest of Oakhill Close. Oakhill Close both sides from Chalfont Road to the first bend at the flank of No. 2d.

f) Moor Lane, south service road, Rickmansworth: both sides of the service road, for its first 25m, and on the south side of Moor Lane for 10m each side of the service road.

g) Barton Way recreation ground access road: on its north side for the first 7m and on Barton Way, east side, from the north side of the bus stop "cage" north to the north boundary of No. 2, Barton Way and on the west side from the junction of Community Way, north to same point.

h) Ellesborough Close and Ashridge Drive, South Oxhey: on both sides of all 4 arms of the junction. In Ellesborough Close to the beginning of each parking place and in Ashridge Drive for 10m in each direction.

i) Ainsdale Road and Gosforth Lane, South Oxhey: Ainsdale Road from its junction with Gosforth Lane for its first 10m and 22m on its east and west sides respectively and the south side of Gosforth Lane for 15m each side of Ainsdale road.

Any person wishing to question the validity of the orders or any provision contained within them on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act or any instrument made under it has not been complied with in relation to the order, may, within six weeks of this notice, apply to the High Court for this purpose.

THREE RIVERS (DENHAM WAY SERVICE ROAD) (PROHIBITION OF PARKING OF HEAVY COMMERCIAL VEHICLES) ORDER 1989

The Three Rivers District Council pursuant to arrangements made under Section 101 of the Local Government Act 1972 with the County Council of Hertford, in exercise of the powers of the said County Council under Section 1 (1) (2) and (3) of the Road Traffic Regulation Act 1984 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with paragraph 20 of Schedule 9 to the Road Traffic Regulation Act 1984, hereby make the following order:-

(1) Save as provided in Article 2 of this Order, no person shall except upon the direction or permission of a police constable in uniform or of a traffic warden cause or permit any vehicle whether mechanically controlled or not which is constructed or adapted for the carriage of goods and has an unladen weight exceeding 7.5 tonnes or any passenger carrying vehicle designed and constructed to carry more than twelve passengers in addition to the driver to wait between the hours of midnight to 7.00 a.m. and 8.00 p.m. to midnight Mondays to Saturdays (inclusive) and at-any time on Sundays in the road specified in the Schedule to this Order.

(2) Nothing in Article 1 of this Order shall apply so as to prevent any person from causing or permitting a vehicle to wait in any of the roads referred to in that Article for scrlong as may be necessary:-

(al To enable a person to board or alight from the vehicle;

(b) To enable goods to be loaded onto or unloaded from the vehicle;

(c) To enable the vehicle, if it cannot be conveniently used for such purpose in any other road to be used in connection with any building operation or demolition, the removal of any obstruction to traffic, the maintenance, improvement or reconstruction of any of the said roads or of any of the lengths of road so referred to or the laying, erection alterations or repair in or near any of the said roads or lengths of road of any sewer or any main, pipe or apparatus for the supply of gas, water or electricity or of any telegraphic line as defined in the Telegraph Act 1878;

(d) To enable the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in pursuance of statutory powers and duties;

(e) To enable the vehicle to take in petrol, oil, water or air from any garage situated on or adjacent to the said road or lengths of road. (3) This Order shall come into operation on the 171K day of /111,0"4 1989 and may be cited as "Three Rivers (Denham Way Service Road) (Prohibition of Parking of Heavy Commercial vehicles) Order 1989.

The Three Rivers District Council pursuant to arrangements made under

Section 101 of the Local Government Act, 1972, with the County Council of \ Hertford, in exercise of the powers of the County Council under Section 1

(1), (2) and (3), of the Road Traffic Regulation Act, 1967, as amended by

Part IX of the Transport Act, 1968, and Schedule 19 to the Local

Government Act, 1972 (which said Act of 1967 as so amended in hereinafter referred to as "the Act of 1967"), and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with

Section 84C(1) of the Act of 1967 hereby make the following Order:­ 1. In this Order the following expression has the meaning hereby

respectively assigned to it:­

"the Service Road" means that length of road which fronts

to make a left-hand turn into the Service Road. 3. Save as provided in Article 6 of this Order every person

causing any vehicle to proceed in a northerly direction in

the Service Road shall cause that vehicle on reaching the

junction with Denham Way (A412) to make a left-hand turn into Denham Way.

4. Save as provided in Article 6 of this Order no person shall cause any vehicle to proceed in a north-easterly direction

in that length of Ghalfont Road between its junction with

the Service Road and its junction with Denham Way (A412). 5. Save as provided in Article 6 of this Order no person shall

cause any vehicle except a stage or express carriage operated

by London Country Buses to proceed in the length of road

constructed for that purpose on the west side of Denham

Way (A4l2) between Woodland Road and Denham Way (A4l2).

6. Nothing in Articles 2, 3, 4 and 5 of this Order shall

apply to any mechanical road or gulley cleansing vehicle.

7. The Interpretation Act, 1889, shall apply for the interpretation of this Order as it applies to an Act

of Parliament.

8. This Order shall come into operation on the Eighth day of December 1975, and may be cited as "Three Rivers ( ) (Various Roads - Maple Cross) (Prescribed Routes) Order 1975."
