BACKGROUND INFORMATION:

The Florida Department of Transportation (FDOT) and the North Florida Transportation Planning Organization (TPO) request from local governments their project priorities for potential funding of new transportation projects to be considered for inclusion in the new fiscal year (FY 2024/25) of FDOT’s Work Program. This is an annual recurring request to local governments. The St. Johns County Board of County Commissioners is charged with prioritizing all projects within the County, including those within municipal boundaries. The Transportation Advisory Group (TAG), consisting of County staff, representatives of the City of St. Augustine, St. Augustine Beach, St. Johns County School District, St. Johns County Sheriff’s Office, and the St. Augustine-St. Johns County Airport Authority met on November 22, 2019 to review last year’s priorities and to recommend this year’s priorities. The attached LOPP includes recommendations of the TAG for both and alternatives projects.

a H Flagler St. Johns County 2020 Regional Priority Roadway Projects for North Florida TPO/ FDOT St. Johns County Board of County Commissioners Proposed – 2020 REGIONAL PRIORITY PROJECTS DESCRIPTIONS

Project Project Description I.D. R1 SR 313 (SR 312 Extension) around St. Augustine has been a consistently high priority for many years to relieve congestion on US 1. FDOT has chosen an alignment from SR 16 to SR 207 and has programmed funding for right-of-way to this southern segment and has actively acquiring the necessary right-of-way. The County requests for the final design of the alignment and ROW acquisition to be completed and construction funding to be programmed for this critical transportation facility. R2 CR 2209 from CR 210 to International Golf Pkwy will be a new north/south roadway (6 lane) providing necessary mobility and connections. This corridor is planned to eventually connect Race Track Rd to CR 204 as a critical north/south arterial collector serving the entire county. The St. Johns County requests funding for engineering, right-of-way, and construction. R3 The First Coast Expressway, segment from I-95 to US 17 formerly referred to as the St. Johns River Crossing Connector from the Shands Bridge to I-95 will provide commuters from Clay and west Duval counties an additional route to I-95. The St. Johns County Board of County Commissioners has passed a resolution in support of a southerly route using an alignment in the vicinity of the existing Shands Bridge. Right-of-way has been funded in the FDOT’s 5yr work program but not construction dollars. R4 The intersections of SR 16 at CR 208 and I-95 have historically experienced high levels of traffic conflicts. Continued traffic growth has caused an increase in traffic congestion in this area. A series of interchange/intersection improvements are warranted. The County is seeking funding to address these pressing issues. R5 Race Track Rd from Bartram Park Blvd to Bartram Springs Pkwy is a two-lane roadway and is experiencing heavy congestion for both morning and afternoon travel. This segment includes an overpass over I-95. With the anticipated SR 9B connection to St Johns Pkwy and to Race Track Rd at this segment, Race Track Rd widening to 4-Lane is necessary. Right-of- way has been acquired. The County requests funding for design and construction. R6 With the connection of SR 9B to St. Johns Pkwy, it is anticipated that a significant amount of traffic will be diverted to St. Johns Pkwy to access SR 9B. The St. Johns Pkwy/CR 210 intersection will need to be redesigned to an interchange to accommodate the increase in traffic and maintain an acceptable level of service (LOS). R7 A grade separated intersection at CR 210 and US 1 is needed as detailed in the CR 210 Corridor Study. Phase I, an overpass of CR 210 over US 1, is completed and open for traffic in October 2014. The Twin Creeks DRI has a commitment to expand this overpass to a 4- lane overpass in its latter phases of the development. However, additional funds will be needed to add ramps (Phase II) for access to US 1. R8 St. Johns Pkwy from CR 210 to SR 9B is a four-lane roadway that is projected to experience heavy congestion for both morning and afternoon travel with the future connection of SR 9B. The widening of St. Johns Pkwy to 6-lanes will be necessary to mitigate for the increase in traffic. The County requests funding for Right-of-way, design, and construction. This segment of St. Johns Pkwy was moved up in ranking due to expected opening of SR 9B in 2018.

A PD&E study conducted by the FDOT for the 4-laning of SR A1A north of CR 210 has also been completed. This request is to fund construction of the four lanes in the Five Year Work Program at the earliest opportunity. 10 Palm Valley Rd between the Intracoastal Waterway and Mickler Rd will require additional travel lanes to improve traffic flow as this area of St. Johns County develops. This 2-lane section has been identified as deficient in the County’s concurrency management system. Widening of this segment to four lanes along with the widening of Mickler Rd will complete a regional connection from Nocatee Pkwy to SR A1A. Mickler Rd from the roundabout/Palm Valley N/S to SR A1A is a two lane roadway that is R11 projected to experience an increase in traffic volume as this area of St. Johns County develops. Widening of this segment to four lanes along with the widening of Palm Valley Rd west of the roundabout will complete a regional connection from Nocatee Pkwy to SR A1A. R12 SR 16 from International Golf Pkwy to S. Francis Road is a two lane high volume high speed mobility corridor. Design is underway by the County funded by developer proportionate share for a ½ mile widening to 4-lanes to align the intersection of SR 16/Pacetti Rd/IGP. There is currently adequate right-of-way for widening. The County requests funding for construction in the interim to widen SR 16 to 4-lanes to CR 2209 to be combined with funding from other sources but ultimately to S. Francis. R13 SR 16 from S. Francis Road to the Outlet Mall Entrance will require additional travel lanes to improve traffic flow as this area of St. Johns County develops. This two lane section has been identified as deficient in the County’s concurrency management system. The County is requesting funding for design and construction. R14 The North Ponte Vedra Beach Traffic Study recommended intersection improvements between Ponte Vedra Lakes Blvd. to Marsh Landing Pkwy/JTB at the northern boundary of St. Johns County with Jacksonville Beach. This area continues to experience heavy traffic congestion that has been increasing since the development of the Nocatee DRI. Intersection improvements will improve the traffic flow in the area until more substantial improvements can be programmed. R15 Intersection improvements along SR A1A corridor recommended by the Ponte Vedra/Palm Valley Traffic Study completed in 2017. R16 CR 2209 is a planned north/south roadway that will eventually connect Race Track Rd to CR 204 as a critical north/south arterial collector serving the entire county. The segment from IGP to SR 16 will also serve to relieve the SR 16/IGP/Pacetti Rd. intersection in the interim. St. Johns County requests funding for engineering and construction. R17 The Old Moultrie Road (CR 5A) Improvement Study completed by the County in 2013 recommends a 3-lane section from SR 312 to US 1.

R18 Development along the SR 207 corridor in the vicinity of the I-95 interchange has continued to increase travel demand through the interchange area. A study of the future traffic impact on this interchange will identify what improvements will be necessary to handle the increase in traffic; thus, the county is requesting an interchange modification report R19 The I-95/SR 206 interchange has also begun to experience traffic growth in recent years. This project would provide a study to determine what improvements will be necessary to handle projected increases in traffic; thus, the county is requesting an interchange modification report. R20 In an effort to enhance mobility in the St. Augustine area, this intermodal center will give residents, commuters, and tourists a centralized location to obtain information and services that will expedite their trips to and through the greater St. Johns County area. The location is along US 1 at the St. Augustine-St. Johns Airport.

The majority of the facility is either four lanes or will be widened to four or six lanes in the near future. The primary north-south connector for this facility is I-95. The ramp intersections at the interchange are currently failing due to capacity and other safety-related issues. The County, developers and FDOT have been working to implement short-term improvements to relieve the current congestion. However, additional funds will be needed for improvements that will maintain an acceptable level of service (LOS) through design year 2030. SR 9B Extension has been funded and construction is anticipated to be completed in mid-2018. It is projected that a substantial number of traffic volume will be diverted to CR 2209 to access SR 9B and FDOT is designing I-95 to be widened to ten lane; therefore, FDOT will evaluate this interchange for future needs once SR 9B Extension is complete and operational per mutual understanding between FDOT and the county in lowering the ranking of this project until after SR 9B is open and a study can be conducted to evaluate the interchange conditions. R22 Wildwood Drive from US 1 to SR 207 has experienced increased traffic volumes as this area of St. Johns County develops. The County conducted a safety study in 2013 that specifically recommended a three-lane section at various segments of the corridor. Additional dedicated turn lanes are also recommended at critical intersections.

R23 Widening to 6-lanes is requested on SR 207 from I-95 to SR 312

R24 A feasibility study is being requested for a new road and interchange with I -95 on Big Oak Road from US 1 to I-95 to provide an easier, more direct access for those traveling to and from the St. Augustine-St. Johns Airport to I-95

R25 The request is to develop plans to provide a commuter rail service between downtown Jacksonville and St. Augustine.

St. Johns County Board of County Commissioners Proposed - 2020 LOCAL PRIORITY PROJECTS DESCRIPTIONS

Project Project Description I.D. L1 The South Dixie Highway project limits are from SR 207 to King Street. The Project improvements entail replacement of underground utilities (water and sewer), stormwater conveyance system, stormwater water quality structures and the implementation of complete street principles for the corridor. L2 Request CST funding for drainage improvements on King Street between San Sebastian River and Avenida Menendez. Project includes improvements to storm drainage and roadway reconstruction incorporating complete street principles focused on a multimodal way. L3 The east leg of the SR 16/IGP intersection requires widening to 4-lanes to match the existing configuration on the west leg. The County is in the design process and is requesting funds for construction. L4 U.S. 1 South is within a commercial district. A corridor study by FDOT recommended various safety, functional, congestion and aesthetic improvements. This location requires intersection improvements including an additional turn lane on the Wildwood Drive approach, auxiliary lanes on US 1 and a new mast arm traffic signal to enhance its safety and operation. L5 The Ponte Vedra/Palm Valley Traffic Study completed in 2017 recommends interim improvements at the Palm Valley Rd/Mickler Rd intersection/roundabout. L6 The Ponte Vedra/Palm Valley Traffic Study completed in 2017 recommends interim improvements at the Palm Valley Rd/Roscoe Blvd/Vilano Bridge intersection. L7 The sidewalk on US 1 from San Sebastian View to SR 16 is only partially complete. To increase pedestrian connectivity, County is requesting funds to complete the sidewalk on both sides to San Sebastian View. Along US 1 from SR 207 to CR 5A (Old Moultrie), there is a sidewalk only on the west side. County is requesting funding to install a sidewalk on the east side of US 1 for better pedestrian connectivity. L8 There is currently a sidewalk on the east side along SR A1A from Treasure Beach Rd. to the Ocean Palms Entr. (San Julian Blvd). To increase connectivity in a heavily used pedestrian corridor, County is requesting funding to construct a sidewalk or trail on the west side of SR A1A. This corridor is within SJR2C Trail adopted by Resolution. L9 The City of St. Augustine requests funding for engineering design and construction of a shared use path on San Marco Ave. from SR 16 to the Bridge of Lions. L10 Sidewalk is currently under construction by FDOT on the east side of US 1, but stops short of IGP. Request is to continue the sidewalk from Stokes Landing Rd to IGP. L11 Currently there are no sidewalks on this portion of SR 312. Local residents are requesting sidewalks or St. Johns River to Sea Trail for pedestrian safety.

L12 Develop plans and reconstruct this corridor utilizing complete street principles focused on a multimodal way with pedestrian safety and connectivity in mind. This corridor is within SJR2C Loop Trail area adopted by resolution. Develop plans to improve the intersections to include pedestrian safety and connectivity, and improved vehicle movements from Red Cox Rd and Old Quarry Rd. L13 The City of St. Augustine Beach is requesting approximately 500 linear feet of sidewalk along A Street from A1A Beach to the Beach to provide a safe pathway for pedestrians along this narrow two-lane roadway. L14 Requesting a countywide sidewalk program, where specific projects will be identified through the St. Johns County sidewalk gap study

OVERVIEW The North Florida Transportation Planning Organization (North Florida TPO) Transportation Improvement Program (TIP) for Fiscal Years 2018/2019 through 2023/2024 begins with preparing a "List of Priority Projects" to be used in developing the Florida Department of Transportation's (FDOT) Tentative Five Year Work Program. The "List of Priority Projects” identifies potential projects to be funded in the new fifth year (2023/2024) of the FDOT Work Program. However, by creating the Strategic Intermodal System (SIS) and the Transportation Regional Incentive Program (TRIP) in Florida, the “List of Priority Projects” now includes potential projects to be funded in other years of the FDOT Work Program under the SIS and TRIP programs. The "List of Priority Projects" includes a prioritized listing of , mass transit, aviation, intermodal, and Transportation Alternative Program (TAP) and Transportation Regional Incentive Program (TRIP) projects and was approved by the North Florida TPO Board June 14, 2018.

The North Florida TPO expects all projects currently programmed in the FDOT Work Program to advance to the next development phase. This will ensure that implementing the 3-C planning process (continuing, cooperative, and comprehensive) in the North Florida TPO area is being implemented, as required by federal and state statutes. If FDOT cannot complete the programmed phase and advance the project to the next logical phase, it is incumbent that the agency provides an explanation to the North Florida TPO.

TPO Staff works with local governments to develop a preliminary List of Priority Projects to submit to the Technical Coordinating Committee (TCC), Citizens Advisory Committee (CAC| and Transportation Planning Organization (TPO) Board for review and approval at the June TCC, CAC and TPO Board Meetings.

A STREET SIDEWALK PROJECT A Street is a two-lane St. Johns County maintained roadway, located within the City of St. Augustine Beach. A Street provides the northmost vehicular public beach access on Anastasia Island. This distinction, in conjunction with the commercial activity in the area and nearby off- beach parking, makes the stretch of A Street between A1A Beach Boulevard and the beach ramp heavily travelled by vehicles, bicycles and pedestrians.

Unfortunately, A Street east of A1A Beach Boulevard is a narrow two-lane roadway without shoulders. The roadway cross section provides no refuge from vehicles for pedestrian traffic. This shared use of the travel lanes is undesirable and presents an increased danger of vehicle/pedestrian and vehicle/bicycle collisions. Adding to the problem, A street has significant drainage problems, resulting in standing water well into the travel lanes and forcing pedestrians to walk in the middle of the roadway.

The A Street Sidewalk project would construct approximately 500 linear feet of sidewalk along the roadway to provide a safe pedestrian pathway from A1A Beach Boulevard to the beach. The project would also construct drainage improvements to alleviate the flooding on the roadway. The project would significantly improve safety on this stretch of A Street, provide a desired transportation alternative and provide capacity improvement.

The estimated total project cost is $60,000

One comment I received from our staff is a question as to why the list of sidewalk priorities is includes a subtitle of “Schools” similar to “Trails.” They asked me to request that it just be listed at “Sidewalks” instead of Schools. There has been some pushback that the school district only wants sidewalks to reduce bus service. They are sensitive to this fact and recognize that the sidewalk benefits more than just the school as it serves the entire community. I am not sure if you can change that subtitle, but that would be the School District’s request.
