As you are aware, the channel on which KEAR presently operates, 295 (106.9 mHZ), is not in the 1M band of channels reserved exclusively for non-commercial educational stations. As it is a commercial channel: a licensee is free to operate on a non-commercial basis if it so chooses. Thus, it is not necessary for you to file a formal application seeking authority to do something that you are already authorized to do. The purpose for establishing the proposed broadcast service is to provide noncommercial, educational PM programming to an area deserving of additional aural service of this type. The objective of Family Stations, Inc. is to serve the resi­ dents of this community with specialized educational programming tailored to meet the community's needs. With funds received from listener support, listeners will be provided with unique programming designed to educate them in the message of the Bible, containing a blend of original educational programming along with programs acquired from independent producers or other organi­ zations. The policy of Family Stations, Inc. is to provide a balanced local and national program schedule covering an exceed­ ingly broad range of educational interests. Some of the subjects included in the programming are Bible study, psychology, health, archeology, contemporary and historical drama, scientific and philosophical news and viewpoints from local, national and inter­ national sources, literature appreciation, Sunday school training, sacred and classical music, special interests of young children and teenagers, devotionals, church services, sermons, and religious news. Also included in the program schedule will be public service announcements and local public affairs programming.

The programming of Family Stations, Inc. will address specific community needs and interests, adapting its programming to local needs as determined by listener's feedback through letters and phone calls, and by formal and informal ascertainment surveys. .
