Final review of the on-site validation results, selection and proclamation of the Regional Winners for each category shall be made by the Regional Awards Committee. Awardees are each to receive a Glass Trophy of Exemplary Performance and Cash Award.

The event was graced by Department of Health Undersecretary Teodoro J. Herbosa who delivered the keynote speech during the ceremony. Speaking before hundreds of guests and local officials from local government units, USEC Herbosa talked about mainstreaming healthcare with other priority programs of the government. In Bicol, USEC Herbosa said, there will soon rise a Cancer Center to address the needs of an increasing number of cancer patients in the region. He also added that an MRI facility will soon be set up in Naga City. This way, Bicolanos will no longer be burdened in traveling to Manila to avail of these services. USEC Herbosa was also present during the Presentation of DUGONG BICOL Awards to Local Chief Executives and barangay officials from identified provinces. The awardees totaled to 231 with 17 of them as Hall of Famers.

Also, the Barangay Nutrition Scholars (BNS) with outstanding performance for the year 2011 were given due recognition and were awarded a trophy and cash. For the Regional OBNS category, Naga City bagged the award. Runners up were Iriga City and Tiwi, Albay. Likewise, the Green Banner Awardee for Outstanding City in the Bicol Region in 2011 was given to Iriga City while Gubat, Sorsogon as the Outstanding Municipality. Basud, Camarines Norte made it to the 2 nd place. The Province of Sorsogon was the Top Ranking Province in the Bicol Region while Tabaco and Ligao were adjudged as the High Performing Cities for 2011.

The Green Banner Award is given to a municipality, city or province which has shown very satisfactory performance in implementing its nutrition program. An area awarded for 3 consecutive years as outstanding regional winner is awarded the Consistent Regional Outstanding Winner in Nutrition or CROWN Award.

Tabaco City: MDG FACES project 2nd national roll out project site

Camarines Sur completes orientation on upscaling BPLS reforms

he conduct of orientation on upscaling Business Permit Licensing System (BPLS) reforms for the 2 cities and the T 35 municipalities of Camarines Sur was concluded on August 30, 2012 at Regent Hotel, Naga City with the participants from the ten remaining local government units in Camarines Sur. The strong partnership between the Department of the Interior and Local Government (DILG) and the Department of Trade and Industry (DTI) ensured the completion of the project. Both agencies pooled their manpower and financial resources to make sure that all the LGUs in Camarines Sur are capacitated on BPLS. Provincial Director Arnel Renato L. Madrideo of DILG and Provincial Director Edna S. Tejada of DTI agreed to prioritize the project and cover all LGUs this year considering the benefits that can be derived from it. With this update, the DILG and the DTI hope that LGUs could do away with the complex, cumbersome and protracted procedures encountered by clients in accessing services and in getting permits and licenses. Consequently, the provincial directors of both agencies are positive that their efforts could result to the promotion of more investments; escalation of citizens’ trust and confidence in the government; and increase in revenues of LGUs. Orientation on BPLS reforms were conducted since CY 2010 for the four (4) pilot LGUs namely Naga City, Iriga City, Pili and Calabanga followed by the 2 nd batch involving 17 LGUs. On July 12, 2012, another orientation was conducted at the Avenue Plaza Hotel, Naga City, for the six (6) Development Council (MNDC) member LGUs funded by LGSP-LED under the “Tooling-Up for Tourism Project” of MNDC. These LGUs include Bula, Bombon, , , and . The participants from the 10 remaining LGUs namely , Bato, , San Jose, Garchitorena, , , , and Lupi were provided with knowledge on Upscaling BPLS Reforms Program, Registration Standards, Key Features of the BPLS Standards, Procedures to Attain BPLS Standards, Process/Flow Matrix and Installation of Business One-Stop-Shop (BOSS). They also submitted their respective action plan on how to institutionalize reforms as output of the activity. All the orientations were attended by City & Municipal BPLS Teams composed of City/Municipal Treasurers, Business Permits and Licensing Officers, Zoning Officers, Assessment Clerks and Business Sector Representatives. DILG Officers were also directed to attend as BPLS Coaches. The completion of the orientation for all LGUs in the province is a major accomplishment of DILG and DTI considering that the number of covered LGUs of the province is more than the number of LGUs targeted for this year. he Department of Interior and Local Government (DILG) Region V in T partnership with the National ICT Confederation of the (NICP) and the Cyber City Teleservices, Inc., launched on August this year the 1st eGov Awards for local government units to recognize the use of effective and cost-efficient ICT of LGUs in the delivery of public service.

DILG V Director Blandino Maceda informed the participants that the Department issued Memorandum Circular No. 2012-121 informing all provincial governors, city or municipal mayors to participate in the annual eGov Awards. The integration of the information and communication and technology to private industries resulted to a faster and more reliable delivery of services. The same applies for good governance, specifically in all the local government units (LGUs) across the country today.

Mr. Daniel de Leon, NCWIP representative briefed the participants on the two (2) award categories, entry eligibility, evaluation criteria and nomination process of the eGOV awards. Present during the Orientation Briefing on the eGOV Awards were representatives from the provincial and city governments and other municipalities at the DILG Regional Office in Legazpi City last August 6, 2012.

The eGov awards aim to recognize two (2) major categories namely, the Best in eGov Customer Empowerment (G2C) Award and the Best in eGov Business Empowerment (G2B) Award. The Awards share the vision of establishing indices or standards for local government units across the country in harnessing the potentials of ICT towards raising the bar in delivering public service and drawing attention to the best practices in integrating ICT capabilities and solutions to the different sectors of society. Bicol team joins training for municipal lead organizers of empowerment project

s the Empowerment Project (EP) - Bicol Team embarks on the challenging task of implementing a 5-month project dubbed A “Building and Strenthening Local CSo-LGU-NGA Partnerships for Poverty Reduction”, twelve (12) municipal lead organizers (MLO) and two regional staff of CBD joined the two-day National Capacity Building Training for Municipal Lead Organizers spearheaded by CODE-NGO last July 9-10, 2012. The training at PhilDHRRA Partnership Center in Quezon City was attended by 24 organizers and coordinators from Bicol, Eastern Visayas and CARAGA regions. Together with the project teams of Visayas and Mindanao, the participants discussed the local governance processes and formulated specific plans for activities that will be undertaken in each of the twenty municipalities within the project period, June 1 to October 31, 2012. The training featured a brief orientation of the Empowerment Project followed by substantive inputs from project partners National Anti-Poverty Commission (NAPC) Secretary Joel Rocamora and NAPC Usec Marie Victa Labajo who heads the Empowerment Fund Program Management Office. Secretary Rocamora discussed the anti-poverty agenda of the government and the important role of CSOs in realizing the agenda. Usec Labajo provided updates on the Bottom-Up Budgeting (BUB) process and plans. Parallel to the organizing of LPRATs at the municipal level, the EP-Bicol Team will directly engage with the regional offices of the Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM) and Department of Social Welfare and Development (DSWD) to discuss the creation and mobilization of a regional level PRAT and how this body can concretely support budgeting and planning process of the LGUs with an oversight function as defined in the Joint Memorandum Circular (JMC) 01 of DBM-DILG-DSWD-NAPC. The BUB-LAPP process is only one of the strategies that CSOs must take advantage of. DILG Bicol showcases its best LGUs

th pride and honor, the DILG LGRRC and the Wi province of Albay, the cities of Legazpi, Tabaco, Iriga and Ligao and the municipality of Tiwi have showcased their best practices in local governance before the DILG key officials, Local Governance Regional Resource Centers (LGRRC) team and the Multi Stakeholders Advisory Committee (MSAC) members of DILG Regions XI, VII and National Capital Region. This team development and study visit was intended for the LGRRC and MSAC members under the program Strengthening LGRRCs in the Philippines managed by the Loal Government Academy (LGA) and financed by the European Union (EU). LGA has recommended DILG Bicol LGRRC as the place for the said activity being evaluated as one of the top performing LGRRCs.

The best practices presented have already gained recognition and awards such as the Disaster Risk Reduction and Management program of the province of Albay which boasts for its zero casualty in times of disasters; the Environmental Solid Waste Management program of the city of Legazpi which is the only local government in Southern Luzon with a sanitary landfill; the environmental preservation program of Iriga City; the agricultural program of Ligao City; the laudable MDG programs of Tabaco City and the various innovations adopted by Tiwi, Albay. Four of these LGUs were partners of the Department in the Strengthening Local Government in the Philippines (SLGP) project wherein they were given capacity, equipment and infrastructure assistance by the DILG, LGA and the Spanish government through the AECID.

Aside from exposing the visitors to various innovative programs of the LGUs, they were also able to see and appreciate the local crafts and industry and the natural scenic wonders like the majestic Mayon Volcano and the beauty of the Mayon Planetarium, Lignon Hill, Cagsawa Ruins, Legazpi Boulevard and Kawa-Kawa Hill.

LGA holds content development and database management training workshop for LGRC multimedia knowledge focal persons and IT officers

n response to the need for enhancement on the operations and capacity of the Local Governance Regional I Resource Centers (LGRRCs), the Local Government Academy and the Department of the Interior and Local Government with the support of the European Union (EU) conducted a training-workshop on Content Development and Database Management for LGRC Multimedia Knowledge Focal Person and IT Officers on June 25-29, 2012 at Hotel Rembrandt, Quezon City. The 5-day training workshop was a timely intervention in scaling up the LGRRCs in order to be more productive. The training also intended to equip the LGRRCs with the skills on processing, codifying, storing and providing access through a central database. As champion and advocate for knowledge management in the development of our Department as a knowledge centric organization, the participants from the 17 regional centers under the LGRC actively shared, contributed and provided inputs in the workshop with the following end results:

Moreover, to effectively harmonize existing database from all the regions, a core group was created to facilitate the development of data standard for use in the database, assist the management in drafting training designs related to IT and identify appropriate IT systems. An occasion like this is not complete without a videoke session. We all are aware that DILG people are not just trained officers but born performers as well and a-party-ain’t-a-party without a video cinco. It was a whole day fun- filled event with a lot of merry-making, endless chatter, singing and dancing, food and drinks like there was no tomorrow. DILG people really know how to have fun. Afterall, we all need a breather to recharge our energy after the grueling hours we spend in the office daily.

Director Blandino Maceda also recognized the valuable service contributed by Ms. Araceli Villareal and Boy Mendoza as they bade goodbye to almost three long decades of dedicated service to the Department. Is the opinion absolute that the vice-mayor cannot hire a consultant in the sanggunian as there is no express provision of law giving him authority to represent the LGU in the required Contract of Consultancy Services?

Earlier we made an opinion that, since a Contract is needed in hiring consultants and that the party hiring and paying for the services is the LGU, the mayor should represent the LGU. This is one of the functions of the mayor under the law, denied from the vice-mayor. That settled questions invoking the independence of the sanggunian from the executive.

That opinion, however, was reinforced by the recent case of Vicencio vs Villar (GRN 182069, 03 July 2012).

In this case, the members of the previous sanggunian passed an ordinance authorizing their vice-mayor to negotiate and enter into a contract of consultancy services for the hiring of consultants in the sanggunian. When the newly elected officials assumed office, the new vice-mayor, upon favourable advice by the legal officer, hired consultants based on the same ordinance. Later, the COA disallowed the amount paid to the consultants for being an improper disbursement. The COA points out that the incumbent vice-mayor lacks authority to hire HAMODYONG consultants and the ordinance only authorized the former vice- Editorial Board & Staff mayor.
