NOTICE INVITING TENDER

This tender is invited in 2 cover system from the registered and eligible firms through e- procurement portal of Government of Kerala (https://www.etenders.kerala.gov.in). Prospective bidders willing to participate in this tender shall necessarily register themselves with above mentioned e-procurement portal.

The tender timeline is available in the critical date section of this tender published in www.etenders.kerala.gov.in.

1. Online Bidder registration process:

a. Bidders should have a Class II or above, Digital Signature Certificate (DSC) to be procured from any Registration Authorities (RA) under the Certifying Agency of . Details of RAs will be available on www.cca.gov.in. Once, the DSC is obtained, bidders have to register on www.etenders.kerala.gov.in website for participating in this tender. Website registration is a one-time process without any registration fees. However, bidders have to procure DSC at their own cost.

b. Bidders may contact e-Procurement support desk of Kerala State IT Mission over telephone at 0471-2577088, 2577188, 2577388 or 0484- 2336006, 2332262 and through email: [email protected] & [email protected] for assistance in this regard.

2. Online Tender Process:

The tender process shall consist of the following stages:

a. Downloading of tender document: Tender document will be available for free download on www.etenders.kerala.gov.in. However, tender document fee shall be payable at the time of bid submission as stipulated in this tender document.

b. Pre-bid meeting: For Pre-bid meeting, the venue will be the Corporate Office of KEL at Pamampilly nagar, .

c. Publishing of Corrigendum: All corrigendum will be published on www.etenders.kerala.gov.in ,which will be a part of the tender. d. Bid submission: Bidders have to submit their bids along with supporting documents to support their eligibility, as required in this tender document on www.etenders.kerala.gov.in. No manual submission of bid is allowed and manual bids shall not be accepted under any circumstances.

e. Opening of Technical Bid and Bidder short-listing: The technical bids will be opened, evaluated and shortlisted as per the eligibility and technical qualifications. All documents in support of technical qualifications shall be submitted (online). Failure to submit the documents online will attract disqualification. Bids shortlisted by this process will be taken up for opening the financial bid.

f. Opening of Financial Bids: Bids of the qualified bidder’s shall only be considered for opening and evaluation of the financial bid.

3. DOCUMENTS COMPRISING BID:

a. The First Stage (Cover 1- Prequalification cum Technical Bid Document): Pre-Qualification cum Technical bid proposal shall contain the scanned copies of the following documents which every bidder has to upload:

i. Technical bid document duly filled, digitally signed and upload.

ii. Notice Inviting Tender duly signed.

iii. Tender Details duly signed.

iv. Pre –Qualification Requirements

 Valid Factory License Certificate.  Details of Manufacturing and Testing facilities  Completion certificate of works of similar nature for an average total order value of at least 5 crores, per year in the last 3 years. (Satisfactory completion certificate from the Client for work done should be submitted along with the tender document).  Copies of purchase orders / performance certificates for orders, if any, executed for Central / State Government and Private Organizations  Annual turnover details, Audited Profit and Loss statement and Balance sheet for the last three years.  Details of technically qualified personnel in key areas  Banker’s name, Account no. PAN card no. etc.  Details of after sales service (personnel / facilities) with phone numbers.  GST Registration number

b. The company doesn’t take any responsibility for any technical snag or failure that has taken place during document upload.

c. The Second Stage (Cover 2- Financial Bid):

The Bidder shall upload the Price bid as per format given in cover 2 :-

i. Price: Prices quoted by the Bidder shall be firm for the Rate Contract period. ii. The prices quoted shall be for supply at KEL, Mamala Unit, . Kerala on FOR destination basis. iii. The GST, freight any other statutory levies shall be clearly mentioned in the Price bid. iv. The rate quoted in the BoQ shall be for one unit only.

4. Tender Document Fees and Earnest Money Deposit (EMD):

a. The Bidder shall pay, a tender document fees of Rs. 1000/- including GST and Earnest Money Deposit or Bid Security of Rs. 2500/-. The Bid security is required to protect the purchaser against risk of Bidder’s conduct, which would warrant the forfeiture of the EMD.

b. For guide line for remitting the on-line payment of EMD & Tender Fee, kindly refer Annexure A.

5. SUBMISSION PROCESS:

a. For submission of bids, all interested bidders have to register online as explained above in this document. After registration, bidders shall submit their Technical bid and Financial bid online on www.etenders.kerala.gov.in along with online payment of tender document fees and EMD. b. For page by page instructions on bid submission process, please visit www.etenders.kerala.gov.in and click “Bidders Manual Kit” link on the home page. c. It is necessary to click on “Freeze bid” link/ icon to complete the process of bid submission otherwise the bid will not get submitted online and the same shall not be available for viewing/ opening during bid opening process.

6. Partnership firms shall furnish full names of all partners in the tender. It may, however, be signed in the name of firm by one of the partners or by a duly authorized representative, followed by the name and designation of the person signing.

7. The basic contract will be placed with the lowest quoted on of Turnkey basis 8. Quantity indicated is approximate upon position and actual requirements.

9. The supplier should give 5 Year guarantee or 5 Year Spare Parts. 10. Price quoted shall be for direct credit payment

11. Any disputes, claims out of or in connection with this order shall be subjected to the jurisdiction of Courts at Kochi, Kerala.

12. KEL reserves the right to reject any or all tenders or cancel the tender at any stage without assigning any reasons thereof.
