42/2020-21 Apologies for Absence DCCllr N Atkin, DCllr D Corbin 43/2020-21 Declaration of Interest None to record 44/2020-21 Variation of order of None to record business 45/2020-21 Public Participation A resident attended to discuss an issue regarding the access road between London Road and Ambaston Lane. There was a discussion and Cllr Clifton and DCllr Watson advised of the historical nature of the footpath. Approximately four to five years ago, it was established that this is a public footpath, not a bridleway and not for vehicular access. DCllr Watson will refer the matter to County Council Footpaths Records Officer for clarity and report back at the next meeting. The Clerk will send location photographs and maps to DCllr Watson to assist with research. 46/2020-21 Reports from outside DCllr P Watson - detailed it is good news that we appear to be nearing the end of lockdown. There is very little else bodies to report relevant to this parish, however a recent planning application to build in the order of 300 houses in Aston on Trent Settlement but Weston on Trent Parish has been rejected. The developer had until June 17th to make an appeal against the rejection and therefore the application has been dismissed. This is the second time an application has been rejected for this site. 47/2020-21 Approval of Minutes 27th The minutes of the previous meeting held on Wednesday 27th May 2020 were recorded as an accurate May 2020 representation of the meeting having previously been circulated to all member Councillors by the Clerk. Cllr Clifton will sign the minutes as a true and accurate copy once Covid-19 restrictions are lifted. 48/2020-21 Clerk’s Report Parish Council planning application has been accepted as valid and complete in respect of some necessary tree maintenance works on the green adjacent to the Village Hall. Land Registry searches are now complete for the area around London Road and Ambaston Lane, and have been forwarded to all member Cllrs. Annual Government Accountability Return is now complete and signed off, and will be returned to the external auditors pending approval from full Council. A VAT 126 claim has been submitted for the period 1st May 2018 to 31st May 2020 for circa £2500. This was paid in full on 24th June 2020.

Government guidance will allow play areas to re-open from 4th July 2020. South District Council are responsible for the play area in Shardlow and will complete any necessary maintenance checks prior to removing their signage. Fly-tipping has been an issue over the last month and all instances have been reported to SDDC using their online form and the Love Clean Streets App. SDDC Clean Team continue to respond quickly to all reports. Cllr Perks asked for it to be noted and reported there is a broken dog waste bin on the canal towpath opposite Canal Bank – this will be reported to Canal & River Trust. Files, which were thought previously lost or destroyed, have been located in amongst filing for another Parish. I am in the process of sorting through this, and will ensure it is appropriately stored and filed in due course. 49/2020-21 Chairman’s Report It’s been a very quiet month, with little to report. The village floral display has arrived and it is looking very nice, there needs to be further discussion about planter locations prior to next year’s display being organised. Everywhere is looking very nice and tidy and the grass is being cut right up to the bridge, which is an improvement. The Chairman sadly reported that Phil Coles, an old Shardlow Policeman died last week. Cllr Hawksworth detailed he was a very well-respected member of the community having been one of the first officers on the scene at the Kegworth air disaster, and he still has children who are resident in the village. 50/2020-21 Lengthsman’s Report The lengthsman continues to fulfil her duties and the village is looking very nice and tidy. There have been some reports of fly-tipping but these have been swiftly collected by SDDC clean team after reports made using the Love Clean Streets App. The lengthsman raised an issue in relation to overnight camping in Wilne Lane car park and asked if signage should be considered for the car park to deter potential incidences of overnight camping and gatherings. It was RESOLVED at this time to not consider any signage as the area is covered in a by-law to prevent over night camping. Should any complaints be received in the future, this can be reconsidered. We have replaced a heavy- duty litter picker for the lengthsman. 51/2020-21 Access Road between There is an ongoing issue relating to a previously used access road between London Road and Ambaston Lane. The Ambaston Lane and Clerk has written to a resident of the property adjacent to the access road and asked for the trees to be pruned back London Road to within the curtilage of the boundary, and the same for the large boulders which have been placed. Cllr Hawksworth has accessed some historical documents relating to this access, and has consulted with a previous resident of the parish on the same matter. The matter has been referred to both District and County County Council for their representation, and the Clerk has obtained documents from HMRC Land Registry, OS Maps, Google maps and other sources. The resident claims this was resolved some time ago by a previous Clerk, however it appears that this may not be the case and a resolution still needs to be reached. It was RESOLVED the Clerk will supply all relevant information to DCllr Watson who will refer to County Footpaths Record Officer and report back at the next meeting. It was discussed that this was thought to be resolved some four or five years ago and it was established that it was a footpath and a right of way for pedestrians but not for use as a bridleway nor for vehicular access.

52/2020-21 Parish Council Working Cllr Perks shared some information from Andrew Kempton regarding the development of the Churchyard by The Groups Wildlife Trust. Mr Kempton has expressed a wish to involve more village residents in the development. It was RESOLVED Cllr Perks & Lees will lead on this. Mr Kempton has also made a request for a member Cllr to sit on the community room committee and has extended an invite to the Parish Council to hold a Parish Council meeting in the community room when Covid 19 restrictions are lifted and physical meetings can resume. It was RESOLVED to accept this invitation and agree to hold a meeting in the community room when we are able. 53/2020-21 Allotments As at 24th June 2020, the invoice for the clearing of Plot 14 Long Row remains unpaid. There has been no further correspondence received from the previous tenant. It was RESOLVED to send a further letter with an additional 7 days for payment – if no payment received, it was RESOLVED to proceed via small claims court – the Clerk has prepared the necessary paperwork and evidence. The largest leylandii and two other smaller leylandii trees have been felled at Long Row allotments as requested.

The invoice for allotment rent for Long Row has been received from Dickenson Trust, the invoice covers the period 2019/20 and 2020/21. All allotments are being well cared for and cultivated in accordance with the tenancy agreements. 54/2020-21 Village Hall The Clerk forwarded a letter received from our solicitors in regard to the Parish Council responsibility in terms of the Village Hall and the management committee. The letter details several options available to the PC in terms of their status as Custodial Trustees of the Village Hall. It was RESOLVED there needs to be some further thought and discussion and all member Cllrs are requested to bring their thoughts to the next meeting whereby a resolution will be agreed to ask our solicitor to draft a letter to the VHMC regarding their responsibilities and the PC responsibilities. Clerk reported a resident had raised concerns re anti-social behaviour on the Playing Field, and had been informed by a member of the VHMC that the VHMC has disbanded, is no longer in existence and the Village Hall is going to be boarded up – the Clerk reported she had allayed these fears having attended a meeting of the VHMC the previous evening. 55/2020-21 Neighbourhood Plan The Clerk forwarded information to the sub-committee as per a previous resolution. There was a discussion and it was RESOLVED to carry forward to the next meeting. 56/2020-21 Flood Store Cllr Perks raised an issue following the recent heavy rain. It was discussed that at a previous meeting regarding the provision of the floodstore, a previous resolution stated that it is not a PC responsibility to arrange flood relief for residents. In the event of flooding, the expectation is that each person makes their own house safe and secure and in the vent of an emergency, it is referred to SDDC Environmental Team. It was RESOLVED to write to the Flood Warden and thank him for his duties over the years, and inform that that duties have now reverted to SDDC and in the event of further flooding issues, he should contact them directly. There was a discussion regarding the container currently used as a flood store. It was RESOLVED to bring suggestions for future use to the next meeting and Cllr Clifton will find out where the container originated from.

57/2020-21 Roadside hedge and As per a previous resolution, a contractor has been employed to reinstate and cut back the footpath from Aston footpath maintenance/ Lane to London Road. As yet this work has not been completed. It was RESOLVED the Clerk will chase for a date of Zero Tolerance campaign commencement. It was RESOLVED to continue to send out letters to any residents whose boundaries were overgrown and were encroaching footpaths and public spaces. 58/2020-21 Grounds Maintenance Cllr Perks has been in contact with Horizon Lanscapes to ascertain which of the additional works were completed, in relation to the invoices dated October 2019, which have been presented for payment again. It was RESOLVED to ask Horizon Landscapes to provide a full breakdown of the additional work they completed against the invoice they have raised prior to payment being released. It was RESOLVED to provide a numbered specification for grounds maintenance and grass cutting as per the maps which were created at the beginning of the year, Cllr Lees and Cllr Perks will lead on this and the Clerk will approach some other contractors in respect of the required work. 59/2020-21 Christmas Tree Lights There was a discussion and it was RESOLVED to install some additional festive lights this year in addition to the beacon lights on the tree in the Churchyard. It was RESOLVED the Clerk will supply some brochures and costings for various options and a switch-on event. It was also discussed that local business would be approached to request sponsorship for a festive display and celebration. 60/2020-21 Skylink Bus Service The Clerk raised an issue from a neighbouring Parish who have no bus service at all from Friday to Monday and only a very limited service during the week. Aston and Weston on Trent now have no public transport links from their villages over weekends, and only two buses a day during the week. A request has been made to approach Skylink and enquire re the possibility of the Skylink service diverting through Aston on Trent via Road. It was discussed that this diversion would mean three stops along the current route would be affected, so a partial diversion of services would be preferable; but in principal are agreeable to Aston on Trent Parish Council opening discussions with Skylink. 61/2020-21 Correspondence The correspondence was discussed as per the schedule. It was RESOLVED to suggest the maintenance of the church Clock as a suitable benefactor of a grant from the Shardlow Parochial Charities. Installation of double yellow lines along Wilne Lane has previously been referred to DCC, and it was discussed that in any case these lines would not prevent the placement of a skip. 62/2020-21 Planning Applications & New applications received as at 17th June 2020 Decisions DMOT/2020/0466 – Felling of a tree at 15 Canal Bank, Shardlow DMPA/2020/0426 – Refurbishment of existing sash windows and associated works at 11 Wilne Lane, Shardlow Pending Applications as at 17th June 2020 DMPA/2020/0264 – Erection of an extension to agricultural building to form storage shed at Moor Farm, 1 London Road, Shardlow

DMPA/2020/0265 – change of use of agricitural land to domestic curtilage and the erection of a detached garage and stable block at Moor Grange, London Road, Shardlow DMPA/2019/1423 Approval of reserved matters (layout, scale, appearance and landscaping) pursuant to outline permission ref. 9/2019/0229 at 89 Aston Lane, Shardlow DMPA/2020/0136 – Formation of decked area and play equipment with walkway access from pub and boundary fence and gates at The Navigation Inn, London Road, Shardlow Approved Applications as at 17th June 2020 DMPA/2020/0341 – Erection of a Front Single Storey Extension at 45 Glenn Way, Shardlow 63/2020-21 Training The Clerk has forwarded an updated training schedule from DALC and requested permission to attend Clerk Finance and Budget Training on 28th September 2020. The cost of the delegate place is £50 and the Clerk will seek to split this amount with Elvaston Parish Council. It was RESOLVED the Clerk has permission to attend this training. 64/2020-21 AGAR & Budget Matters The Clerk presented the AGAR for approval by full council. It was RESOLVED to accept as complete and the Clerk will now submit to external auditors. 65/2020-21 Finance The council RESOLVED that the payments set out in Schedule A be approved for payment, with the exception of two Horizon Landscaping invoices. The council RESOLVED that the accounts set out in Schedule B were correct. The council RESOLVED that the bank reconciliation and budget V actual were correct. 66/2020-21 Date, time of the next The next meeting will be held on Wednesday 22nd July 2020 at 7.30pm meeting: The vice chairman thanked everyone for attending and the meeting was closed at 9.30pm
