CALL TO ORDER 1. The meeting was called to order at 7:28 p.m.

APPROVAL OF AGENDA 2. Approval of July 17, 2017 Regular Council Meeting Agenda MOVED by Cassidy, seconded by Cameron: THAT the July 17, 2017 regular Council meeting agenda be amended by: • adding to Item 8, report regarding UBCM Resolution to Change Motor Vehicle Act to Expedite Accident Clearing; • adding Item 10.1 regarding Development Procedures Bylaw Amendment; AND THAT the agenda be approved as amended. Cross (Vice President, Planning and Policy, TransLink) provided a PowerPoint presentation regarding “Mayors’ Vision and B-Line Update”. J. Cross and M. Craig (Manager, System Planning, TransLink) responded to Council questions. Staff provided a PowerPoint presentation regarding the proposed development. Staff and M. Blackwood ( ) responded to Council questions. Mayor Smith queried if there was anyone who wished to speak and there was no response. MOVED by Cameron, seconded by Soprovich: THAT all written and oral submissions regarding proposed Development Permit 16-064 and proposed Temporary Use Permit 16-064, both for 2833 Chippendale Road, up to and including the Council meeting held on July 17, 2017 be received for information. CARRIED MOVED by Cameron, seconded by Booth: THAT proposed Development Permit 16-064 and proposed Temporary Use Permit 16-064, both for 2833 Chippendale Road, which would allow for a temporary sales presentation centre, be approved. CARRIED

6. West Vancouver Memorial Library 2016 Report (File: 1900-10) D. Carter (Chair, West Vancouver Memorial Library Board of Trustees) provided a PowerPoint presentation regarding the Memorial Library’s 2016 Annual Community Report. D. Carter and the Director, Library Services, responded to Council questions. MOVED by Soprovich, seconded by Booth: THAT the West Vancouver Memorial Library 2016 Report be received for information. CARRIED

Mayor Smith left the meeting at 8:30 p.m. and Councillor Soprovich assumed the Chair. Mayor Smith returned to the meeting at 8:32 p.m.

MOVED by Booth, seconded by Soprovich:

THAT 1. The Pedestrian Network Study, attached as Appendix A to the report dated June 30, 2017, regarding Pedestrian Network Study Final Report from the Transportation Planner be approved; and 2. Staff commence with the implementation of the recommendations for additions and improvements to the pedestrian network. CARRIED Councillor Soprovich left the meeting at 8:37 p.m. and returned to the meeting at 8:39 p.m.

8. UBCM Resolution to Change Motor Vehicle Act to Expedite Accident Clearing (File: 1805-01) MOVED by Cassidy, seconded by Soprovich: THAT Council endorse the District of North Vancouver’s UBCM resolution to change the Motor Vehicle Act to Expedite Accident Clearing as follows:

WHEREAS traffic volume is increasing steadily on provincial highways and minor vehicle accidents are occurring on a frequent basis causing excessive traveller delay, significant local and regional economic loss and loss of mobility on adjacent local road networks (for example on average three accidents per week on the Iron Workers Memorial Bridge between the North Shore and Vancouver);

AND WHEREAS under provincial legislation • Only police are authorized to issue consent to remove damaged or stalled vehicles blocking a provincial highway (MV BC Reg), • Police who attend an accident where damages are estimated over $1,000 are required by law to conduct a time consuming accident investigation (a MV6020 form) (MV BC Reg 191/2008), and • Only police are authorized to fill out a MV6020 accident form (MV BC Reg 249 (1)).

THEREFORE BE IT RESOLVED that UBCM request the Minister of Transportation make the following amendments to provincial legislation to facilitate more timely removal of damaged vehicles on provincial bridges, tunnels and highways thereby reducing the impact to the traveling public and movement of commercial goods:

• Amend Act to allow the Province to delegate authority to their Maintenance Contractors to authorize removal of stalled or those vehicles involved in minor accidents from blocking a provincial highway.

JULY 17, 2017 REGULAR COUNCIL MEETING MINUTES M-3 1280678v2 • Amend Act to increase the damage limit to $10,000 to allow Police to attend minor accidents without having to complete a MV6020 investigation and to facilitate timely removal of vehicles with minor damage. • Expand pilot program and move towards amending Act to allow the Authority having Jurisdiction to extend authority to Fire Rescue Services to complete MV6020 investigations for minor accidents. CARRIED

Proposed: Heritage Designation Bylaw No. 4942, 2017; and Heritage Revitalization Agreement Bylaw No. 4943, 2017 (1768 Inglewood Avenue) (File: 1610-20-4942/4943) MOVED by Lambur, seconded by Soprovich: THAT proposed “Heritage Designation Bylaw No. 4942, 2017” be read a second and third time. CARRIED MOVED by Lambur, seconded by Soprovich: THAT proposed “Heritage Revitalization Agreement Bylaw No. 4943, 2017” be read a second and third time. CARRIED

10. REPORTS FROM MAYOR AND COUNCILLORS 14. Reports from Mayor and Councillors Councillor Booth reported on: the upcoming meeting on July 19, 2017 of the Tree Bylaw Working Group and the Community Engagement Committee regarding a proposed engagement plan; and the two last Ideas Forums this week at Collingwood School on July 18, 2017 and at the West Vancouver Community Centre on July 20, 2017. Councillor Cassidy reported on the Royal Canadian Marine Search and Rescue Dinner on the Dock in Horseshoe Bay scheduled for July 20, 2017. Councillor Cameron reported on attendance last week at the Metro Vancouver Solid Waste Committee meeting and on the North Shore contract with Metro Vancouver for solid waste disposal cost increase regarding organics disposal.

JULY 17, 2017 REGULAR COUNCIL MEETING MINUTES M-7 1280678v2 Mayor Smith offered a salute to the West Vancouver Police Department for their participation last week in the canoe journeys regarding paddling for reconciliation (Pulling Together Canoe Journey), at Horseshoe Bay and Ambleside Park; and offered a salute to the Fire and Rescue Department for their Burn Camp event on July 16, 2017 at Ambleside Park for young burn survivors to attend the camp in July, a program of the BC Professional Fire Fighters’ Burn Fund. MOVED by Cassidy, seconded by Cameron: THAT the oral reports from the Mayor and Councillors be received for information. CARRIED

PUBLIC QUESTIONS AND COMMENTS 15. Public Questions and Comments C. Reynolds (Editor, West Van Matters) commented relative to the District website and the order in which public hearings are listed on the meeting schedule, process regarding speaking at public hearings, and the 50 metre notification area for some development proposals.
