This publication takes one to the fascinating world of the languages and mother tongues Mainly Spoken in the household as derived from the 1991 Census data. The language data, thus collected are presented up to Development block and town level of State in this volume. The data is based on the mother tongue of each individual which was ascertained through a question in the individual slip canvac;sed on the entire population. The mother tongue figures were compiled and grouped under the relevant language for presentation in the final table. The Table C-7 presented in this volume comes under part IV B(i) social and Cultural Tables. The presentation of the 1991 language data is based on the Same Principles as adopted for the presentation of the 1971 and 1981 data. In addition, the figures in respect of individual mother tongues have also been presented now. This will meet the requirements of linguistic scholars and researchers and wi 11 be of great use to many data users including state governments and local bodies, particularly in the context of the provision in Article 350 A of the constitution of India which stipulates to provide facilities for instruction in mother tongue at the primary stage. It is important that data on mother tongues and languages are disseminated, studied and researched extensively so that they flower and 110urish, because it has been observed that if a language dies, thousands of years of experience, history, cultural diversity and the very identity of the people is lost for ever. The table is divided into two parts viz. part A & part B. Part A relates to languages specified in schedule VIII to the constitution of India and part B relates to languages other than those specified in schedule VIIl to the constitution of India. Part A and also part B are again sub-divided into two parts, part A(i) relates to the level of State and District and part A(ii) relates to development Blockffown level of State, similarly, part B(i) relates to state' and District level and part B(ii) relates to development Blockffown level of the state.

The tabulation of these data was done manually under the guidance of the ORGI.

The Director of Census Operations Shri H.M.Chowdhury lAS under whose guidance, the 1991 Census was carried out deserves all credit for the success of the Census Operations but he had left the organization before the paper in question could be ready for the press. GENERAL NOTE

Language is an important attribute of a population, and has great reh!vance and sigl1lllcanc(: in a pluri-lingual and pluri-ethnic land like India. The Census of India has been the richest source of language data collected and published during the successive decennial Censuses for over a century. The language data is particularly useful in this country of diverse peoples since no. separate question is asked on ethnicity except in respect of the scheduled tribes. The language literature generated by Census over the last more than one hundred years has thrown much light on the ethnic and linguistic characteristics the population. It has also been felt that the actual presentation ofthe language tables could be improved upon in terms oflucidity as VI'ell as detail. Therefore, special efforts have been made in the presentation of language data in the present Census so as to make it more comprehensive as well as user-friendly.

In the 1991 Census, as in the previous Censuses, the mother tongue as returned by each individual was collected and this was done through question number 6 in the individual slip which was canvassed on the entire population of the state.

Part A of the table gives the distribution of the 18 languages specitied in schedule VIII of the constitution. It is revealed from the above analysis that 72.36% persons of the total population are in practice of using Scheduled languages, and the rest 27.64% exchanging their views in nOIl­ scheduled languages.

The::: language tables presented in this volume comes under the series of Social & Cultural Tables of 1991 Census Tabulation plan bears the Table number C - 7 which is further divided into Part A and Part B. Each part is further divided into two parts as indicated below:

In both Part A & Part B, Mother Tongues have been grouped in some cases under relevant languages which are based on the linguistic information readily available or in light of studies already made and those identifiable variants which returned] 0,000 or more speakers each at all India level have been presented under Part A & Part B languages. All other returns falling under Part B and Which returned less than 10,000 speakers each at the All India level or were not linguisticalJy indentifiable are included in the category "Others" occuring as the last entry in part B. The details of these Mother Tongues and their returns are presented in Statement -I. The following abbreviations are used against the names of the towns to indicate the civic status of the town.
