We ssere told that the reason for the lack of contra-flow during the ‘Aeekend rush hour was that an accident on the east bound span in the am. required contra-flow that impacted the westbound commute thus creating traffic backups on Kent Island. Once this contra-flow was removed after the accident was cleared, it would have been too time consuming and sould have negatively impacted traffic to reinstitute it later in the day.

1 This explanation sums up our frustration with the bridge and the bridge management in one sentence; making timely decisions and implementing solutions, is simply impossible with the antiquated system used to establish the contra-flow lanes. Sending state employees out to hand place orange cones to establish a change in lane usage/direction is not only inefficient, it is an inexcusable way to operate what is arguably one of the most important transportation routes in the State.

2th Additionally, the past two Sundays, August 1 and August l9, have seen eight to ten mile backups on the Eastern Shore from the beach traffic returning to the Western Shore. While our Sheriff’s Department is stationing deputies at the Rt. 50 exits prior to the bridge to try and encourage motorists not to get off and clog our local streets, they are fighting a losing battle. While we understand that MDoT and MSP are averse to blocking off the exits to beach traffic, we do not see any other solution to preventing excessive traffic problems for our emergency service providers and the 18.000 residents that live on Kent Island.

\Ve are no longer asking for a solution to this, we are demanding one. The citizens of Maryland and the visitors to the state that use the Ba’ Bridge to .isit our beautiful beaches demand it. The residents of Queen Anne’s Counts. Anne Arundel County and other jurisdictions that use the bridge demand it.

We realize that a permanent fix. a third span to the bridge is decades off. So find a solution to this problem nov. . We look forward to hearing a resolution in the near future.

Gentlemen:

Cloverfields Property Owners Association Inc. (CPOA) was formed in 1989 as successor to the association established by the original developer of the Cloverfields subdivision in Stevensville, Maryland. Its membership is comprised of the owners of lots within the subdivision. Public use of its facilities is not allowed.

CPOA owns and operates a pool, beach, marina, clubhouse, and other facilities for the use of its members. At times, it holds events for the members. CPOA operates on annual dues of $180 per owner. It is able to keep dues low due to extensive involvement of volunteers from the Community. It is proud of the service it offers its members.

CPOA has entered into a Voluntary Disclosure Agreement with the to address certain Admission & Amusement and Sales Tax issues. It has done so to ensure that it is in compliance with all State and County laws addressing these matters.

In the course of researching its liabilities, it was discovered that the County Commissioners of Queen Anne’s County provided exemption from Admission & Amusement taxes for the Cove Creek Club mc, an organization with the same purpose as CPOA. From the language of the resolution (copy attached) it appears that the exemption was granted under similar circumstances.

3 Given that an exemption is already on the books for an organization formed for the same purposes as CPOA, I would request that a similar resolution be adopted providing relief for us as well. A draft of the necessary language is attached.

The Board noted they had attended the following events: a LIGT Claims meeting, the “Maryland You are Beautiful” awards ceremony in Annapolis, the Harvest Breakfast at St. Q Christopher’s Church, the Ruthsburg CommunityDedication, KICC Meeting and the Queen Anne’s County and Kent Island High School Fall Sports Banquet.

The Board reviewed various correspondence with the County Administrator and signed the following documents: various proclamations and a Certificate of Appreciation.

RESOLUTION:

On a motion made by Ms. Davis, seconded by Mr. McQueeney, the Board unanimously adopted the following amended resolution for Cove Creek Club:

CONTINGENCY FUND:

On a motion made by Ms. Davis, seconded by Mr. McQueeney, the Board unanimously approved $3,500 from the Contingency Fund to Potter’s Pantry for food served at the dedication of the new Emergency Operation Facility held on October 30, 2000.

At the July 2018 regular Board meeting of the Kent Narrows Development Foundation, the Board voted to recommend to the Commissioners a reduction in the speed limit on Rt. 18through the Kent Narrows Waterfront Village Center Zoning District. In addition, the Board also recommends that measures be taken to address pedestrian and vehicular safety, especially at the intersections of Rt. 18and Kent Narrows Way North to Kent Narrows Way South.

Details: • The portion of Maryland Rt. 18/ Main Street that includes the Watermen’s Memorial Drawbridge, between Wharf Road and the entrance to Oyster Cove is approximately one mile long.

• The Kent Narrows Waterfront is a leisure and business destination for visitors and residents. It’s home to five marinas, three hotels, and nine restaurants — many restaurants include entertainment venues and docking facilities. The region is also home to several maritime-related businesses; including the Kent Narrows Marine Boatel, Kent Narrows Yacht Yard, Harrison Yacht Sales and several other related businesses. The working waterfront is home to Harris Seafood and United Shellfish. Over forty workboats make the Kent Narrows their home port.

• Rt. 18/ Main Street bisects the Cross Island Trail. The crosswalks associated with the trail runs parallel to other commonly-used pedestrian walkways. Currently the posted speed limit is 40 MPH.

• A high degree of pedestrian and vehicular traffic travels through this area, and the traffic is steadily increasing.

• The trails and roadways are used by an increasing number of cyclists.

Based on the details provided above, the Foundation recommends that the speed limit on this section of Rt. 18 between Wharf Road and the entrance to Oyster Cove be lowered.

We understand that a speed study must be commissioned in order for the County to act on our request, and urge the Commissioners to formally request such a study from the Maryland State Highway Administration.

8 In addition, the Board recommends that bike/pedestrian ways be studied for safety. The Foundation is specifically interested in improving pedestrian and bike safety around the intersections at Rt. 18/ Main Street and Kent Narrows Way North to Kent Narrows Way South.

Several years ago, at this location, a portion of the Cross Island Trail was converted into turn lanes. This change made the intersection increasingly dangerous for pedestrians and cyclists. Therefore, the Foundation also requests that the SI-IAreexamine the need for the turn lanes and instead focus on designing the intersection to include features that facilitate the flow of traffic, and at the same time, address pedestrian and bike safety.

WHEREAS, the County Commissioners of Queen Anne’s County deem it advisable to facilitate and expedite the provision of broadband internet service to the citizens of Queen Anne’s County;

AND WHEREAS, an advisory council with respect to the provision of broadband service and provide assistance in achieving such broadband service;

NOW THEREFORE, BE IT RESOLVED BY THE COUNTY COMMISSIONERS OF QUEEN ANNE’S COUNTY, MARYLAND this 23 day of May, 2017, as follows:

A. There shall be a Broadband Advisory Council in Queen Anne’s County.

B. The Broadband Advisory Council shall be comprised of nine members appointed by the County Commissioners and may include up to three citizens residing in each County Commissioner District, one representative from the broadband industry who shall not necessarily be a resident of Queen Anne’s County, the Queen Anne’s County Director of Budget, Finance and Information Technology, the Queen Anne’s County Manager of Information Technology, a liaison from the County Commissioners and an alternate who shall serve in the absence of any other member.

Justification:

Section 18 of the County Code states that the County reimburses the 50% and 25% discounts for commercial property within and outside

the growth areas This amendment provides budget authority for the FY18 transfer out of the General Fund and into the Fire Impact

Fee funds for these discounts. The amendment is balanced with an increase in property tax revenue, which the County has received

in addition to what was already budgeted for FY18.

The first line of this amendment removes the existing budget authority of $90,000 that was included in the existing budget and the remaining lines for

the transfer in are based on the actual commercial impact fees received.

Allocations to the Fire Departments for FY18 were already distributed, so this amendment only provides authority for the additional revenue in for the

fire impact fees. There is no need for additional expenditure authority for FY18.

Queen Anne’sCounty Department of PublicWorks, 310 Bateau Drive,Queen Anne’sCounty, Stevensville, Maryland 21666; has applied for a permit renewal to discharge treated wastewater at the average rate of 3.0 milliongallons per day (mgd) from the Kent Narrows! StevensvilleJ GrasonvilleWastewater Treatment Plant (WWTP),located at 310 Bateau Drive; Queen Anne’sCounty, Stevensville, Maryland21666, to Chesapeake Bay, which is designated Use II waters protected for estuarine and marine aquatic life, and for shellfish harvesting. The WWTPwill be receiving nutrient credit in phases from the retirement of On-Site Septic Disposal System (OSDS) connections during the 15-DP-0547 permit cycle, once certification from the Queen Anne’s County Health Department verifying the elimination of OSDSsis received by the Maryland Department of the Environment (MDE).Total Nitrogen (TN) annual credit load from retirement of OSDSs at the completion of: phase 1 is 5,922 lb/year and phase 2 is 1,606 lb/year.

The MDEis proposing to reissue the discharge permit with the followingeffluent limitations: BOD5,30 mg/I maximum monthly arithmetic mean and 45 mg/I maximum weekly arithmetic mean; Total Suspended Solids, 30 mg/I maximum monthly arithmetic mean, 45 mg/I maximum weekly arithmetic mean and 274,100 lb/year maximum annual loading rate; TN, 36,547 lbs/year maximum annual loading rate; Total Phosphorous as P (TP), 2,741 lbs/year maximum annual loading rate; Fecal coliform 14 MPN/lOOmImaximum monthly median; DissolvedOxygen, 5.0 mg/I minimum any time (all year) and 6.0 mg/I minimum weekly mean (for February 1 May31); Total Residual Chlorine (TRC), less than 0.1 mg/I (when chlorine containing compounds are used ( or wastewater treatment); and pH maintained between 6.5 and 8.5. The TN, TP and TSS annual maximum loading rate limits are in conformance with the Chesapeake BayTotal MaximumDailyLoads (TMDLs)for Nitrogen, Phosphorus and Sediment established on December 29, 2010. The effluent limits are set to maintain compliance with State water quality standards.

If a written request is received by August 23, 2018, a public hearing on the tentative determination for this application can be scheduled. The request should be sent to the Maryland Department of the Environment, Water and Science Administration, 1800 Washington Blvd., Baltimore, Maryland 21230-1708, Attn.: Yen-Der Cheng, Chief, Municipal Permits Division and must include the name, address and telephone number (home and work) of the person making the request, the name of any other party whom the person making the request may represent, and the name of the facilityand permit number. This compliance review was performed to deteimine whether or not the Commission is in compliance with State laws, rules, regulations and administrative policies relating to enrolling members in the System and reporting payroll data to the Maryland State Retirement Agency (“Agency”).

More specifically, the compliance review tested the Commission’s records to ensure the following objectives:

1. All eligible employees were enrolled in the System; 2. No ineligible employees were enrolled in the System; 3. Accui-ate payroll data was reported to the Agency for all enrolled members; 4. Complete and accurate salaries were reported to the Agency so that the Agency could calculate required employer contributions to fund the System; 5. Accurate totals of unused sick leave balances are reported for members who retired; and 6. Accurate and complete demographic and payroll history data was reported to the Agency for use by the Agency’s actuary for new employers.

CliftonLarsenAllen recently submitted their report to the Agency and a copy of that report is enclosed with this letter. I understand that the report was reviewed with Ms. Beverly Churchill, the Commission’s Director of Human Resources.

Overall, the report for the Commission was very good with only one exception noted. The auditors noted that three (3) ineligible employees had been enrolled in the System. These employees did not meet the System’s criteria for eligibility to be enrolled because they were contractual employees, rather than permanent employees.

I am pleased to report that subsequent to the issuance of the report, the Commission has submitted the required corrections to the Agency. The Agency has the information necessary to correct the membership records and refund all member contributions incorrectly received from these contractual employees.

I want to thank you and your staff for your efforts in properly enrolling your employees in the System and accurately reporting the payroll data on these employees to the Agency. By successfully working together, the Commission and the Agency can ensure that your employees receive accurate information from the Agency so that they may make informed decisions about their retirement benefits.

Name of Employer: Oueen Anne’s County Commission Location Code(s): .U Objective(s): To determine if only eligible employees have been enrolled.

Condition: We tested all of the employees actively enrolled in the System through their employment at the County as of 10/31/17. We identified three individuals enrolled under the County’s location code, despite being ineligible based on meeting the State’s criteria to be considered contractual.

Criteria: Employees of participating employers are required to be enrolled as members of the System as a condition of employment with few exceptions, such as contractual employees, retirees from a State system, and employees budgeted for less than 500 hours per fiscal year (State Personnel and Pensions Article (SP&P) §23-203 & §23-208).

“Contractual employee” means an individual who provides personal services to a participating employer for pay if all of the following conditions exist:

• The services and pay are specified in a current written personal services agreement between the employer and an individual; • There is an employer-employee relationship between the participating employer and the individual; and • Except as provided by law, the individual does not receive any fringe benefits.

Cause: The County enrolled the employees when they were expected to work more than 500 hours annually. However the County was unaware that as contractual employees, they were ineligible for enrollment regardless of their budgeted hours.

Effects: The individuals have participated in, and accrued benefits from the System, although they are not eligible to do so.

Recommendations: • The County should discontinue its practice of enrolling contractual employees, and stop reporting payroll data for the contractual employees currently enrolled.

• The County should submit 714 correction forms to the MSRA for the current calendar year’s contributions of the contractual employees currently enrolled.

• The County should contact the MSRA to coordinate its corrective actions.
