Report

We report to the Parliament as follows—

1. The Freedom of Information (Scotland) Act 2002 (Designation of Persons as Scottish Public Authorities) Order 2016 [draft] was laid before the Parliament on 12 January 2016. This Order is laid in exercise of powers set out at section 5(1) of the Freedom of Information (Scotland) Act 2002.

2. The policy objective of this order is to extend coverage of freedom of information legislation to contractors overseeing and managing private prisons, bodies providing secure accommodation for children and young people, grant-aided schools, independent special schools and Scottish Health Innovations Limited (SHIL). The changes in this draft order will come into force on 1 September 2016.

3. The Delegated Powers and Law Reform Committee considered the draft Order at its meeting on 26 January 2016 and agreed that it had no comments to make.

4. At our 6th meeting, on 10 February 2016, we considered the instrument. We took evidence on the instrument from Joe FitzPatrick, Minister for Parliamentary Business.

5. Joe FitzPatrick (Minister for Parliamentary Business) moved motion S4M-15235—

That the Local Government and Regeneration Committee recommends that the Freedom of Information (Scotland) Act 2002 (Designation of Persons as Scottish Public Authorities) Order 2016 [draft] be approved.

6. The motion was agreed to.
