Divisions affected:

(a) Holbrook Loses NXC to Horsham Hurst, gains / NSA, NSB, NSC from &

(b) Horsham Hurst Gains NXC from Holbrook and PJ from Horsham Riverside

(c) Horsham Riverside Loses PJ to Horsham Hurst and NVB and NVC to Roffey. Gains Denne NN and NO from Horsham Tanbridge and

(d) Warnham & Rusper Loses Faygate/Kilnwood Vale NSA, NSB, NSC to Holbrook and Colgate NJ to Roffey. Gains Broadbridge Heath NGA and NGB from Horsham Tanbridge and Broadbridge Heath

(e) Roffey Gains NVB and NVC from Horsham Riverside and Colgate NJ from Warnham & Rusper

(f) Farmhouses accessed from Black Gate Lane to move from Billingshurst to (29 electors)

(g) Pulborough To gain farmhouses accessed from Black Gate Lane to move from Billingshurst (29 electors)

(h) Horsham Tanbridge – DIVISION REMOVED

(i) Broadbridge Heath – DIVISION REMOVED

Divisions unaffected: (j) Castle; (k) ; (l) & ; (m) .

Key Considerations:

 There is a good fit on all divisions in 2021 and limited change for southern divisions.  Roffey is kept together, as is Horsham Hurst.  Horsham Tanbridge & Broadbridge Heath is eliminated (with the support of the local member).  Most of the town divisions are similar to the agreed 12-member scheme except Holbrook which is too small under 11 members and has to gain some other significant territory.  Kilnwood Vale and Faygate are placed with Holbrook, which have a substantial common boundary (NXA and NSB polling districts) although Kilnwood Vale does not fit naturally with anything else.  NXC from Holbrook is part of Horsham Town (in the unparished area and the other side of the railway line from the rest of Holbrook which is in North Horsham Parish). It was part of the old Hurst Division prior to the 2005 boundary changes.  The main flaws with any 11 member scheme are that a number of divisions are at the large end of the scale (close to +10% in 2021) which does not provide any future proofing.
