HASSELL has prepared this supplementary Public Domain Design The public domain concept proposal has been updated to reflect the Report for SSDA2 in response to key issues raised by: following: • Department of Planning and Infrastructure (DoPI) in its issues • The new boundary which coordinates with the PPP core letter dated 29 May 2013, and facilities under SSDA1 to the north, the interfaces with Railcorp • City of Council in its submission to DoPI dated 20 May and also reflects boundary amendments adjacent to the 2013 Novotel and Pumphouse This report provides response to these submissions through text and • Further design resolution west of the boulevard reflecting diagrams. design advancement as part of the Stage 2 SSDA3/4/5 • An enhancement of the north/south connections along Darling Drive resulting in a shareway along its western edge to link the precinct and the student accommodation with the light rail stop at Tumbalong Place • The continuation of the shareway to and past the student accommodation • Removal of the previously proposed shareway on Hay Street, and replacement with pedestrian priority space • Introduction of a signalised pedestrian crossing to Darling Drive at the termination of Dickson’s Lane and adjacent to the student accommodation in recognition of the desire line into the Haymarket

Minimal works only are proposed as necessary to ensure levels transition and overload flow drainage are integrated with new works and to maximise east-west pedestrian permeability for the precinct.

With reference to the Public Domain Design Report (PDDR), clarification is sought as to what is proposed: b.) between the NW block and Pier Street overpass, the PDDR has been annotated with diagonal lines which resemble coach parking spaces Pier Street Parking The boundary lines have been consolidated in this zone such that the area in question now rests within the PPP. That said, the proposed diagonal line parking between the NW Block and the southern edge of the Pier Street overpass is intended for SHFA dedicated staff parking. Current SHFA parking under Pier Street is proposed to be relocated in order to facilitate the spatial requirements, for exhibition, vehicular turning and pedestrian sight lines.

The Public Domain Concept Proposal and MacArthur Place drawings (page 35 and 50 of the PDDR) indicate it landing on the UPN whereas Appendix A illustrative Design (Design Report for SSDA2) indicates it terminating within MacArthur Place Coordinated Plans The Public Domain Concept Plan and Appendix A Illustrative Plan have been coordinated with amendments made to each to ensure consistency. Refer figure 4.0 and 4.1. Noted within the Appendix document though is a conceptual plan for the proposed solution to MacArthur Street. Key Improved Connections Increased at grade pedestrian movement remains core to the public realm design response to the entire SICEEP project. This has been specifically addressed in the Haymarket precinct through • MacArthur Street interface with The Goods Line • The Goods Line at grade crossings over both Darling Drive and Hay Street • Pedestrian crossing to Darling Drive between the laneways and the student accommodation • Share-way cycle and pedestrian path adjacent to the student accommodation, to the western side of Darling Drive, linking through to the Tumbalong Place light rail stop, and • Hay Street pedestrian zone running adjacent to the light rail as a direct link to the Boulevard and broader pedestrian connection east to George Street

Pedestrian Crossing Darling Drive Two signalised pedestrian crossings provide access to Dickson’s Lane and Hay Street. The signalised crossing at the centre of Darling Drive provides a direct, safe crossing point for students allowing them to take the Dickson’s Lane route into The Haymarket precinct. This crossing point has come as a result of commentary received from the DRP and , and is seen as a strong development of the design as it; • Greatly improves connectivity into the precinct for students • Increases activation of the lanes • Reinforces natural pedestrian desire lines • Improves pedestrian safety, and • Increases the at grade permeability of the site

Shared Path - Student Housing The shared cycle and pedestrian footpath along Darling Drive recognises the desire line for both pedestrians and cyclists to the Tumbalong Place light rail stop within the SICEEP precinct north of this site. It also recognises the desire line for students/others to cross the north/south cycle route into the Haymarket, and the increased pedestrian activity in this area driven by the Goods Line, the MacArthur Street link and the development proposed under this application. The inclusion of a shared path is key in facilitating safe access and movement for pedestrians in the Public Domain. The shared area provides ample space for the cycling thoroughfare, as well as for pedestrian movement and circulation. The proposed width also ensures that the civic character around the building is consistent with that of the wider Haymarket precinct. The allocated spaces and access routes ensure that students are not dissected from the wider precinct. The shared cycle/footpath recognises the increased pedestrian activity in this area and aims to ensure clear visibility for cyclists and pedestrians, building upon the local precedent of the Goods Line and putting safety as a key priority. The proposal maintains pedestrian access and gathering and forecourt spaces to the student facilities whilst ensuring the integrity of cycle routes. Cycling safety is enhanced as cyclists are separated from the road and vehicular conflict zones, such as the Pier Street round about.

THE HAYMARKET 015 5.0 IMPROVED CONNECTIONS

Hay Street Access Hay Street, which runs from Elizabeth Street to Darling Drive is a pedestrian/ light rail shareway between Parker Street and George Street to the east, and from Harbour Street to Darling Drive within The Haymarket site. The proposed upgrades to the Sydney Light Rail and the Chinatown district create the opportunity to strengthen this street as a key pedestrian link within the Sydney network. It is proposed that the light rail tracks remain as existing, whilst the ‘street’ treatment is defined through the use of the Sydney stone pavement - dark grey granite and flush stone kerb. The car park entry for the South West residential building is located on the corner of Hay Street, accessed off Darling Drive. This section of the street will be treated as roadway, whereas the remainder of Hay Street will be a pedestrian environment containing landscape elements such as trees, seating and bollards. Previously proposed vehicular drop off zones and shared ways along Hay Street have been removed and the area fully pedestrianised as Figure 4.5 Hay Street Access part of the wider Haymarket urban fabric and as a primary direct link to the Boulevard and through to MacArthur Place and beyond to The Goods Line and Powerhouse Museum.

Refer: DoPI letter dated 29 May 2013 Item: 22. The Department notes that the elevated pedestrian walkway from Harris/MacArthur Streets to the site is a well used east/west pedestrian route and currently pedestrians benefit from not having to negotiate at grade road crossings. Further information is required of the proposed altered east/west route, specifically the pedestrian transition and experience from the end of the elevated section through to the site. This should also provide consideration of a grade pedestrian crossing over the light rail and Darling Drive (analysis of desire lines to inform linkage location) MacArthur Street East West Access The existing elevated walkway from Harris Street/Powerhouse Museum, that currently provides pedestrian access into the Sydney Entertainment Centre precinct is proposed to be terminated at the end of MacArthur Street, within Railcorp land. It is recognised that this east west link is a well used pedestrian route, and as such is proposed to be retained, albeit in an amended form. It is equally recognised that the new works proposed around The Goods Line will improve at grade access from the south, past UTS and assist with pedestrian permeability into the Haymarket precinct. The proposal recommends termination of the elevated walkway from Harris Street at the end of MacArthur Street, within the Railcorp lot, landing pedestrians via lift and or stairs onto the northern end of the proposed Goods Line (by others). From The Goods Line public access will be via the new stairs and the accessible ramps, then via the new signalised intersection across Darling Drive into the Haymarket. (Refer Aspect drawing package in Appendix A).

The project calls for a design of a lift and stairs which will land at the northern most point of The Goods Line, with all abilities access provided by The Goods Line project.
