Executive Summary

The basic theme of the PLP 2016-17 is "Accelerating the pace of capital formation in agriculture and allied sector”.

District Profile

The total geographical area of is 4498 sq.km. accounting for 3.46 % of the geographical area of . The district is classified into north eastern sub- zones under Zone X among the 13 agro climatic zones in the country. Normally, dry climate prevails over the district. The average annual rainfall of the district is 1012 mm. Chinnar and Thenpanniyar are the major rivers in the district. The major source of irrigation is dug wells.  The Lead Bank of the district is Indian Bank and there are 23 commercial banks (CBs) with 109 branches, Dharmapuri District Central Cooperative Bank with 20 branches, Pallavan Grama Bank (PGB) with 17 branches, two PLDBs, one Urban Cooperative Bank, one Tamil Nadu Industrial Investment Corporation Ltd., and one TAICO Bank providing credit facilities for the development of the district. During the year 2014-15, UCO Bank has opened the first branch Dharmapuri and Pallavan Grama Bank has opened a new branch in and relocated to other location in H Veppampatti.  Credit dispensation by the existing credit delivery system has been smooth in the district. But the term loans vis a vis target have been not increasing during the year due to low absorption capacity of the borrowers along with the low credit dispensation by the banks. As on 31 March 2015, the total deposits mobilised by the banks stood at Rs 299711.72 lakh and total loan outstanding of all banks was Rs.524119 lakh.  In terms of ACP achievement for the year 2014-15 which stood at Rs.265582 lakh, the PLP projections for 2016-17 is higher by Rs. 63534.40 lakh. The activity-wise, block-wise projections for the year 2016-17 are given in Annexure-I. Details of Ground Level Credit disbursements by various agencies during 2012-13, 2013-14 and 2014-15 and target for 2015-16 are given in Annexure - II. Sector-wise details of Ground Level of credit flow for Agriculture and Allied activities are given in Annexure - III.  Short term credit requirement for crop production, maintenance and marketing:-Contract farming in Maize, Pulses may be encouraged besides coverage more farmers under KCC/RuPay KCC and there is huge potential for financing for crop loan under JLG Mode.

PLP 2016-17 Dharmapuri District

 Land Development: Banks may proactively finance for fresh investment credit requirements in watersheds are being implemented by the implementing government departments. Banks/Corporates under PPP may facilitate ground water recharge adopting watershed approach by constructing CCTs, WATs, Check Dams, Percolation Ponds, farm Ponds etc.,  Dairy development: With the district having around 250 Milk societies under Aavin and with total milk procurement of 3LLPD of 20 Milk routes together with a sizable cattle population, there is scope for value addition of milk into milk Khoa, Paneer, Flavoured milk have great potential. Cattle breeding farm can be set up in the district.  Area Based Scheme—Promotion of Minor Millets in Pennagaram Block. Dharmapuri has been one of the major producers of Minor Millets like Horse gram, Pearl Millet, Ragi, Samai, Maize, Varagu etc., An area based scheme with banking plan to benefit the Small Farmers and Marginal Farmers of the block may be prepared to enhance production and undertake post-harvest activities like grading, standardising, packing, labelling to suit the ultimate consumers. An FPC is already established in production, processing and marketing of Minor millets in Pennagaram.  In tune with the Govt of initiatives of Digital India and Complete Financial Inclusion, NABARD had introduced the technology driven system of mobile based e-book keeping of SHG accounts, on a pilot basis and the same is running successfully till date. With the success of the pilot project, the technology is now upscaled to cover 10,000 SHGs across Tamilnadu over 03 year period ending 31 March 2016.  The District has been identified as one of the 10 district for implementation of “Digitisation of SHG” on pilot basis, the inauguration of the Pilot Scheme was made by the Hon’ble Union Minister of State on 14 March 2015 in Jharkhand State.  There is lot of scope for creation of post-harvest infrastructure like cold chain/storage as the district is highest producer of mango, tomato, turmeric, minor millets etc., The Dept of Agri Marketing has already commenced operation of 02 cold storage of 25 MT each in Pennagaram and and 100 MT cold storage in Dharmapuri town, with RIDF loan assistance of NABARD. Critical infrastructure to be considered by State Govt.,  Mobile dispensary in Harur may be considered, besides fodder cultivation in 25 acres in all the blocks of the district. There is a need to have drying yards to the extent of 50 numbers.  The agri term loan financing may be stepped up as it provides sustainable employment and income besides generating assets/ capital formation. Critical infrastructure to be considered by Banks  As regards SAMIS reporting, the banks are not serious in complying with the necessity to report correct figure in time so that the purpose of SAMIS is achieved. This creates a situation of reporting old data, which is redundant. Bankers attending DCC/DLRC and also the Block Level Bankers’ Meet were urged upon the need to report the disbursements, recovery, outstanding as per the schedule.  The financial Inclusion plan is reviewed in all the district level bankers’ fora and a sub- committee is also proposed to review the implementation of the BC operation.  With the need to produce more staple food for distribution under Food security act, there is need to provide loans to tenant farmers, share croppers as they are to be supported with collateral free loan under JLG mode. In our district, the proportion of such people is more and there is lot of scope for providing under dairy, poultry, small business, petty shop owners who can be organised into JLGs and provided bank credit.

PLP 2016-17 Dharmapuri District

 The financial inclusion under PMJDY has been very impressive as the number of BSBD accounts opened as on 25 May 2015 for the district is 178,188. Further, in order to give further push, the District Collector advised the bankers to hold special camps at regular intervals and on account of this, the district has been declared 100% coverage under National Mission on Financial Inclusion.  As regards recently introduced social security measures of GoI, in the form of PMJJBY, PMSBY and Atal Pension Yojana, the progress has been very impressive with 1.48 lakh persons have been enrolled so far, as against 350,000 including 178,188 BSBD account holders, with 140,105 in rural Dharmapuri, of which 69,350 male and 70,755 female. In this connection, NABARD sponsored NGO, had conducted a Financial Literacy Awareness Programme as also the Lead Bank conducted a town hall meeting to create more awareness and publicity amongst the poor.

DISTRICT PROFILE AT A GLANCE

A. District Profile

The total geographical area of Dharmapuri district is 4498 sq.km. accounting for 3.46 % of the geographical area of Tamil Nadu. The district lies between 11 47’ and 12 33’ latitude and between 77 02’ and 78 4’ East longitude and is bound on the North by Krishnagiri district, East by Tiruvannamalai and Villuppuram districts, South by Salem district and West by Cauveri. There are two revenue divisions, eight blocks and 470 villages in the district. The district is complemented with 109 Commercial Bank branches. The district is classified into north eastern sub-zones under Zone X among the 13 agro climatic zones in the country. Normally, dry climate prevails over the district. The average annual rainfall of the district is 1012 mm. Chinnar and Thenpannaiyar are the major rivers in the district. The major sources of irrigation is by way of dug wells. The types of soil available in the district are lateritic soil, red sandy loam, sandy coastal alluvium and black soil. The district has large deposit of granites. The district has a total population of 15.03 lakh comprising of 7.73 lakh males and 7.30 lakh females as per 2011 census. The statistical data and district map are given in the previous pages. The per capita Income of the district is Rs. 42,415 and the level of Urban and rural poverty as determined by Dr C Rangarajan Committee is Rs.47 per day and Rs.32 per day respectively. 32.3% of the district population is under BPL. (a) Predominant Economic Activities Prevalent in the District The district has scope for various types of economic activities viz., rearing of milch animals, sheep and goat rearing. Mango pulp making, tamarind processing, milk processing, granite polishing, coir rope making, silk reeling, sago industries, country sugar making, handloom, value addition of minor millets, construction works are the major NFS activities taken up in the district. Two sugar mills and sizeable number of sago units are functioning in the district. (b) Major Food, Commercial and Plantation/ Horticulture Crops The major food crops grown in the district are paddy, ragi, cholam, and samai, groundnut and horse gram. Mango, tomato, tamarind, turmeric, arecanut and banana are some of the principal horticulture crops. Sugarcane and tapioca are some of the major cash crops grown in the district. (c) Special / Additional / Other Features of the district relevant to credit estimates As per the Advance Estimate for the year 2010-11, the Net Domestic Product at constant price for Tamilnadu State and per-capita income is Rs.349334.61 crore and Rs.51928 respectively. The contribution of primary, secondary and tertiary sector towards NSDP is 9%, 25% and 66% respectively. The estimate of NDP for the district is Rs.5274.41 crore for the year 2008-09. (d) Unique or Special feature of the district The district has got Granite deposits in Pennagaram and Palacode blocks. Some Granite units are 100% Export Oriented Units. Uranium deposit is also identified in of Dharmapuri district. (e) Panchayat Raj Institutions There are 251 village panchayats and 10 town panchayats in the district (Pennagaram, Papprapatti, , , Pappireddipatty, B.Mallapuram, Palacode, , Karimangalam and Harur). The PRI under DRDA undertakes various Central and State Govt schemes like MNREGS, OAP, Indra Awas Yojana, PMGSY of GOI and the Green House Scheme, IHHT scheme, SEDP, THAI Thittam of the State Govt.
