Tom Daly (new SW Counsel) not present; alternate steps in Becky Pearson attending as Guest of AZ Director; Frank not a Director any more

Jill - new NFAA Outreach Head, coordinating membership system

Arkansas and AAE non-compliant, thus 55 possible votes. 14 Directors absent, thus total 41. Simple Majority = 21; 2/3 Majority = 28. Doug Joyce elected VP 24-20

President’s Remarks (part 1)

ATA here to pitch partnership to pull in more Bowhunters Recapped evolution of NFAA: originally Roving Archers (Pasadena) and unmarked, then marked, and so on to spots. Need to push to re-welcome bowhunters to expand membership

Headquarters Update — Brittany

Working a new ATA Partnership (3 year) to form more clubs and establish NFAA Clubs & Shops as “social center” for archers to bring people together

Emily & Jennifer Major from ATA: Focused on growing ; sees opportunities in NFAA’s club & shop structure to reach BHs and welcome them into our social circle

Massively tuning up online club & shop locator and database

Creating development tools for clubs & shops and publicizing benefits — and figure out why we’re losing clubs & shops. Will be producing materials/slide decks on what we are and why we are a good thing. Directors requested Brittany send it out to all, including her slide deck

Ensure Dave, Ruby, other MA Officers have correct email data on file with HQ and have access.

Can now register ALL tournaments onto NFAA master on-line — can list Sunday Shoots and Leagues too!! (Ruby would need help — Pass info to Dave F)

Tool can be used (but program not yet on-line) to incentivize membership drives - Recruitment, Retention, Reactivation: 3-4000 memberships expire each year. Researching now why people left and providing enhanced retention/renewal reminder/ outreach. Added new goal: Chase bowhunters — we have very small ## of known BH as membership. ATA has an existing BH program; we are working to collaborate with them to capture them as members of NFAA

Planning to revamp Art Young and esp. 3D / Safari shoots HQ (Foundation) purchased IANSEO real-time scoring system and loans to NFAA. Planning to rollout to all tournaments in 2018, even outdoors!

Foundation Update

Planning: Vegas - 3500 shooters in 2017. Growing 17%/year!

FSL Flights will be cut next year (Champions FSL still in).

Other Vegas rule tweaks too; to be published shortly by Council South Point good up to about 4500 people

Bigger prizes bring in more people, so prizes going up

Flights, Youth, Recurve all growing the most; international shooters up too Flights are about 2000 people; crapshoot of winning $$ is big draw (even if you ”won” the 12th flight); Youth had 800 participants.

Museum - planning timeline exhibit for the east wall; also preparing complete archive of magazines

HQ-8 Shift to Council approval of Dues changes from BoD; question came up over whether we are permanently on bi-annual (WE ARE OFFICIALLY ON BI-ANNUAL MEETING PER 2015 BOD MEETING) — PASS

Change would still require BoD ratification - typically mail vote w/i 30 d of Council action

PRO-1 Pro Proficiency/Qualification addition. Well-thought out in its terms. They don’t want to reduce membership, but they understand the high bar will limit new pros. PASS Bar is set by 6-year rolling average high score in the division of interest at the Nationals over the past 6 years. 6 year cycle is so all three outdoor venues are measured twice.

Current rule for non-NFAA pros (which we require to shoot as Pros) would have to change, because they would not/could not qualify automatically. They would have to come to an NFAA shoot and qualify

This may not actually apply to anyone that wants to shoot with us — Chuck Cooley thinks those outsiders are already shooting NFAA

Europe has returned as an active 51st state (not here though) and they have many Pros — no way to accommodate them in this scheme as presented because they don’t shoot here

Ken volunteers to reach out to AEA to re-establish AEA State and Sectional NFAA-sanctioned tournaments so that AEA pros can qualify in Europe AT NFAA-sanctioned shoots

PRO-2 Pro Dues increase. Pros in favor. PASS Includes proposal to add Pro Scholarship fund, though specifics on how Scholarship would work undefined. Idea is to start building fund.

4 Monday, July 31, 2017 PRO-3 “Pro Staff” dress code. Noted that this would prevent non-Pro qualified shooters from being sponsored “Pro Staff” - this would prevent say a Viscosity Pro Staff shooter from wearing his shirt. Chuck states mftrs he talked to only give Pro Staff designations, but IN is a pro staffer but not a pro so he’d be prohibited from wearing his staff shirts. Lacks proper form. TABLED (and subsequent withdrawal/no action)

PRO-5 Change “sponsor” to “mentor” — they do not want to regulate sponsorship by companies, or to require an endorsement. PASS

HQ-6 Pro Dress Code Change — need to remove camo ban! Also modifying skirt length rule to make it Vegas-conforming (recent change to Vegas rules) and modern. PASS AZ-1 Sectional fee - TABLED for improper form, and because Council sets these fees

SE-2 Adds Barebow Recurve with simpler rules. As written, limits stabilizer to 12” but Motion to Amend to remove 12” limit FAILS (not enough people want to add classes). FAIL

This AI only eliminates/combines divisions at all levels: it is meant to eliminate the affected divisions entirely, thus HQ will delete those definitions/terms from all ¶¶ in the Bylaws

IFAA World Team to be selected according to IFAA scores regardless of NFAA divisions (that’s all IFAA rules) CT motion to not delete Pro Recurve fails for lack of second

We’ve tried for years, threw guarantied $$ at them and they still didn’t turn out

State Champs (sez Bruce) would be free to add other Styles for State-level shoots as long as they have the minimum specified in Bylaws

PRO-4 Add Pro SS & MS to continue to attract seniors who still want to play at Pro level. PASS

Chuck Cooley: purpose is to extend the 3 senior class structure to Pros. They have more Seniors than ever before and they are growing (because they are all getting older)

Pros would use Adult SS/MS scores to qualify new Pros in the new divisions MI notes some older Pros dropping out because they can’t compete; this would keep them in — and maybe get some back

PA-1 Remove wooden in Trad. NO ACTION

SE-3 Style rename. NO ACTION

IN-1 Crossbow bolt size. PASS

IN-2 Crossbow bolt label. PASS

• Confirms that NFAA (&ATA) want to grow crossbow, and get more hunter as NFAA members

MT-1 Rework conduct & disciplinary paragraphs to eliminate duplication and inconsistencies in Bylaws. PASS

NY-1 Change age to age as of Jan 1 to simplify accounting and age-classification. FAIL

NB USAA age is “year of birthdate” which is “a/o Dec 31” Needs amendment - Am PASSED Legally you CANNOT put birthdate on ID card (PII). 2d Amendment to remove requirement that DOB be put on card. Am PASSED (We can check via our database, don’t need it on card)

Tim (who runs tournaments for all) notes that USAA age are very hard to run; CT Hall also against. Discussion rapidly shows change is not favored

FL-3 Adds specific words to clarify how we judge age, based on how we do it now (actual birthdate). PASS

NY-2 Youth to shoot at 15 yards for Indoor shoots. FAIL This “burns more lanes” for adult shooters, BUT thought to brings more kids

AZ-3 MAY Count X for everyone at Sectional & National shoots. PASS

Adds cost? to change faces more if someone thinks they can’t call X

Given we now qualify Pros, better to count them for people who want to advance

Is this needed - do we have enough ties? Some regions have multiple locations for Sectionals, and they do count Xs now (permissive)

—> This is permissive rule by its own terms, so no actual effect

SE-5 Clarifies that we prefer shoot-offs in Nationals for Championships. (Pro has to have shoot-offs by internal rules). And they are exciting. PASS

MN-1 Change Vegas Round time to 2 minutes per end (which is how WAF Vegas has been shot for several years). PASS

MN-2 Shorten NFAA round to 3:30 from 4:00 — Based on MN observation that almost everyone at Indoor Nationals finishes before 3 minutes. FAIL

Tower judges Doug & Brian confirm rounds always end at 3 to 3:20 minutes, however some people do run all the way to 4 minutes due to let-downs and target panic

Discussion reminds us to account for folks who might need the time

HQ-10 Clarify penalty point rule with respect to X; is the current law for Vegas shoot, but unclear in Indoor Nationals. PASS

Also glitch in scoring system: a penalty deduction in IANSEO system doesn’t delete the X

8 Monday, July 31, 2017 FL-1 Add 900 Round Full face option addition. PASS

As written, applies only to 900 round. Requires all archers on bale to elect big face or they don’t get it.

FL-5 Add Classic 600 round full face option. PASS

FL-2 Adds requirement in 900 Round for AB-BA end rotation, specifically for NFAA Nat’l Target and shooters on mini-targets. PASS

FL-4 Should stand under shelter if available: The 900 Round/NFAA Nat’l Target currently does not use the shooting line cover, but FL notes that standing in sun is not favored. And it poured rain too. FAIL Have done it USAA-style where the targets stay still and lines change, because targets are staked down against wind. Change complicates it!

Can skip it, leaving it as it is now at discretion of Tournament

SE-4 Count non-stuck pile drivers for Robin Hood Award. FAIL Oliver Austin attempts to reconsider: FAIL

The amendment is offered for the Order of Robin Hood Award, so it only affects getting the award, not scoring

Technically deficient: you could have the hit in the 8 ring. We have defined an arrow not in the target as a bounce-out and it is re-shot. Also only applied to “highest” scoring area -- amended to remove “highest” Am FAILS b/c the point was to allow a RH pin for bounced-out arrow. Also reason why main Am fails Problem (for the future) is that Bylaws do NOT specify how to score a robin hood — but who seriously doesn’t believe it scores as the arrow it is embedded into?

HQ-11 Club/shop charter by right. PASS “Petition for denied membership”? Moved to amend to “petition to deny”

Control point for non-compliant directors: allows HQ to admit when state Director AWOL and states to block usurpers.

2016-3 Aperture in a 1/2 circle housing for BH LEGAL because it doesn’t add sight pins or sight guards beyond limits. UPHELD 2017-1 Fur or Feather tracers LEGAL per RIC, overruling TX Director. This is fuzz added to nok end. UPHELD

2017-2 Accel Crosshair + pin sight ILLEGAL for BH, overruling WI Director because it has two pin guards (circle-in-a-circle). UPHELD

2017-4 The 3-Shoot Rule was challenged in RI. RI upheld and RIC validated the requirement as not prohibited by Con or Bylaws. UPHELD

Some other states have similar rules, but not many

2016 Performance: all positive - change in net assets $87K

Indoor shoots + 3D and Pros make money; outdoor Champs and outdoor Sectionals lose $$ KOA Kampground actually made money this year.

Land North of Kampground is owned by NFAA and is awaiting someone to make an offer on it for archery manufacturing. City-backed investment to hold out land for the “right” archery-related investment. All upside to us, especially since City is guarantee.

(FL) National Unmarked 3D had been held in FL and they have bid it again. Notes it wasn’t listed in Archery magazine when it was held.

(FL) National Target: Why are we giving bowls? We give belt buckles for 3D.

(WI) What is Bruce’s role post-presidency? He is past-President and still on the Foundation Board. (CA) Please deliver Agenda Items 90 days in advance

This was problem resulting from 28 month gap since last meeting.

Many Directors shot the Outdoor Nationals so the combo worked. (Council to set next date & time — but not likely to be in Yankton since 2019 is nominally a Darrington shoot)

(Mid-Atlantic) Parents need help on the rules in the kid classes, esp. helper parents vs. spectator parents

Need adult helpers that have sufficient archery experience for Cubs And a ban on Cub spectators?!

Might consider putting Cubs on Easton Field to better serve & control them

IBO has specific Cub rules, so we could consider those as guidance; ASA puts Cubs on all-walkback ranges

(MI) Vegas feedback - Recurve shooter bows all over the floor. And target pins are hard to use (they use the electronic score tally as hammer!). And some want 60+ Championship division.

These are in work with WAF group

(CT) Let’s do our own instructor training, and even develop a scratch “JOAD” replacement.

We have no legal requirement to continue using USAA Level 1, 2, & 3 Instructor certs (Level 3 only just approved), but 1994 MOU agreed to cross-honor (and NFAA didn’t have a decent instructor program)

USAA is forcing people to join USAA now, although contra to MOU (“sold us a bill of goods”)
