Documents giving more detailed particulars of the proposals are held on deposit at the offices of Hertfordshire County Council, Pegs Lane, . This Order may be cited as “The Hertfordshire (A120 Standon Road, Little Hadham) (40 mph Speed Limit) Order 2021” and shall come into operation on ……………… 2. No person shall drive any motor vehicle at a speed exceeding 40 miles per hour on that length of A120 Standon Road, Little Hadham as specified in the Schedule to this Order. 3. No speed limit imposed by this Order applies to vehicles falling within Regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with Regulation 3(5) of those Regulations. 4. For the avoidance of doubt where a length of road is described within Article 2 and the Schedule to this Order, that restriction (unless stated to the contrary within the Schedule) shall apply to the whole width of the road so described and in all directions along that said length of road. 5. The Interpretation Act 1978 shall apply for the interpretation of this Order as it applies for the interpretation of an Act of Parliament. Dated: STATEMENT OF REASONS THE HERTFORDSHIRE (A120 STANDON ROAD, LITTLE HADHAM) (40 MPH SPEED LIMIT) ORDER 2021 THE HERTFORDSHIRE (A120 STANDON ROAD and LITTLE HADHAM BYPASS, LITTLE HADHAM) (DE-RESTRICTION) ORDER 2021 The Hertfordshire County Council is proposing to introduce speed limit changes in parts of Little Hadham. The proposals include:  A 40 mph speed limit restriction on part of the A120 Standon Road, Little Hadham.  De-restriction of street lit parts of A120 Standon Road and Little Hadham Bypass. Due to the construction of the new A120 Bypass and construction of a new roundabout (to connect the new A120 bypass to the existing A120 Standon Road), changes are proposed to the current 40mph limit on Standon Road, to extend the 40mph speed limit to a point approximately 24 metres from the new roundabout at the junction of the A120 Little Hadham Bypass. Parts of the A120 Little Hadham Bypass and the roundabouts at each end, are to be subject to National Speed Limit, however the presence of Street Lighting at these locations places those sections into the status of being ‘restricted roads’ for the purposes of Section 81 Road Traffic Regulation Act 1984 and accordingly would be subject to the associated 30mph limit. The De-Restriction Order will remove the restricted road status and render the roads subject to the current National Speed Limit. The proposal has been subject to consultation with local and County Councillors representing the area and District Council. The local Police, Ambulance, Fire and Rescue Services and Little Hadham Parish Council have also been consulted. mm 100
