1. FOREWORD 1.1. Smarter Travel Ltd (ST Ltd) has been appointed by the Developer – Charles Church (Anglia) Ltd - to manage, monitor and promote the Residential Travel Plan (TP) for development land between the A11, Spinks Lane and Norwich Road, Wymondham, known as Oakwood Park. The development scheme is for up to 259 residential dwellings. The provision of this full TP is to oblige Condition 13 of South District Council (SNDC) planning approval Ref: 2012/1385/O and associated Section 106 agreement. The layout of the development is included in Appendix A.

1.2. A Travel Plan is defined as a long term management strategy and package of measures intended to encourage sustainable travel choices for a healthier lifestyle and reduce the reliance on the private car; this effectively requires identification and implementation of a set of interrelated measures and initiatives which will reduce the environmental impact of the travel associated with a development, particularly through the use of public transport, walking and cycling, which reflects current Government policy in respect of transport.

1.3. Charles Church (Anglia) Ltd are committed to the role and TP implementation and measures which are further set out in Section 8.

1.4. The Travel Plan Coordinator (ST Ltd) promotes, manages and monitors the success of the TP and reports to Norfolk County Council (NCC) for the agreed monitoring period of five years commencing within one year of first occupation. Oakwood Park is approximately 35% occupied at the time of the first anniversary survey in September 2018. The second survey after the baseline was moved forward from the original scheduled April 2019 time in agreement with NCC, Charles Church and ST Ltd due surveying requirements of NCC. The monitoring period is likely to be completed in 2022 with the principle target to have an 18% decrease in single occupancy car trip rates.

1.5. Oakwood Park lies to the north east of Wymondham town centre and south west of Norwich. Overall the site is close to numerous local amenities and public transport services with good pedestrian and cycle infrastructure to support the promotion of sustainable travel.

Definitions

1.6. The following definitions are used throughout this document:

i. “Travel Plan” means a comprehensive “living” document that includes the sustainable travel objectives, targets and commitments, which is updated, amended and supplemented from time to time under the provisions of the conditions of the planning approval and “Travel Plan Reviews” which are obliged to be undertaken by the Travel Plan Coordinator on behalf of the Developer.

ii. “Travel Plan Coordinator (TPC)” shall mean a permanent representative appointed by the Developer with the appropriate skills, budgetary provision and resources to produce and update

a “Travel Plan” and manage the continued implementation of the “Travel Plan” including the provision of information to the Local Authority.

iii. “Multi-modal Survey” means a standardised annual travel survey undertaken with manual observations at each access point to identify the modes of travel used by the residents and to determine vehicular generation of the development supplemented by postal / online surveys.

iv. “Annual Travel Plan Review” means a yearly report including the results and analysis of the “multi-modal survey” indicating how the “Travel Plan” is performing and updating the document as necessary to reflect changes in local area accordingly.

v. “Monitoring Period” means the time period that the Developer is committed to fund and manage the “Travel Plan” and “Travel Plan Coordinator” to review travel behaviour to / from the site with an aim to reduce private car usage in favour of sustainable modes with reporting to the “Local Authority” via the “Annual Travel Plan Review” for approval.

vi. “Local Authority” shall mean the relevant district council or county council required to approve the Travel Plan.

2. INTRODUCTION 2.1. This document provides the basis, from which to refine, expand and develop the TP and promote the objectives within it whilst reporting on recent survey work. An updated TP will next be submitted to NCC for approval upon the next anniversary (September 2019) of this report. The monitoring period for Oakwood Park has now commenced and the targets and measures have been set out in accordance with the approved ST Ltd TP dated April 2018.

2.2. At the time of the first anniversary multimodal survey, 90 dwellings were occupied, giving an occupation rate of approximately 35%.

2.3. A total budget of £109,525 has been agreed for the management, monitoring and promotion of the Travel Plan over the five-year monitoring period.

2.4. The development is wholly residential and therefore the TP is an important tool in helping to deliver sustainable communities. This will bring a number of benefits into the local area, including:

i) Reducing the need to travel by private car and aim to cut congestion to and from Oakwood Park. ii) Increasing awareness of sustainable travel alternatives to the private car. iii) Promotion of social inclusion and interaction by identifying that a wide range of transport options are easily available for new residents, including those with disabilities, and that existing amenities are accessible. iv) Helping to reduce greenhouse gas emissions by accommodating those journeys that need to be made by car through information on greener car travel usage. This will aid in addressing the increased emphasis of tackling climate change and reducing impact on the local environment. v) Residents can enjoy improved health, less stress and better quality of life through the increased use of walking, cycling and public transport use. Financial savings over the ownership and running costs of a private car can also be achieved through providing a greater travel choice. vi) Bringing new choices of modes of transport to the wider community with the promotion of a car sharing scheme. 2.5. This TP has been prepared in accordance with current NCC and Department for Transport (DfT) guidance on Residential Travel Planning.

3. POLICY CONSIDERATION National Policy

3.1. The Department for Transport document “Smarter Choices – Changing the Way We Travel (2004)” demonstrates the efficacy of measures such as the use of car clubs, car sharing schemes, personalised travel planning, travel awareness publicity, etc… The document sets out that the reduction nationwide could be of around 11% in traffic with appropriate travel plan measures implemented.

3.2. The Government’s white paper document “The Future of Transport: a network for 2030 (2004)” sets out the vision for a smarter choice of travel in . The document has identified that marketing to promote sustainable transport can deliver “reductions in car use of between 7% and 15% in urban areas and 2% to 6% in rural and smaller urban areas”.

National Planning Policy Framework (NPPF)

3.3. The NPPF and the DfT guidance, referred to in Section 2, identifies that all developments that will generate significant amounts of movement should be required to provide a travel plan.

Regional

3.4. Connecting Norfolk – Norfolk Transport Plan 2026 sets out the local transport strategies and policies across the whole of Norfolk. This document sets out the County Councils vision and strategy for long term development of transport up to 2026.

3.5. The plan identifies how transport will play its part in supporting and facilitating future sustainable economic growth in Norfolk by:

• Making the best use of what we have to facilitate reliable journeys; • Reducing the need to travel and reliance on the private car; and • Influencing others and ensuring transport is integrated into development plans. • Increasing proportion of active journeys by foot and cycle, reducing carbon emissions.

3.6. Wymondham also falls within the Greater Norwich Local Plan area. This plan covers the period until 2036 and aims to grow vibrant, healthy communities supported by a strong economy and the delivery of homes, jobs, infrastructure and an enhanced environment.

4. EXECUTIVE POLICY STATEMENT 4.1. Charles Church has agreed to the TP arrangements that demonstrate the importance of the environmental and health benefits of increasing the use of more sustainable modes of travel as an alternative to the private car. Charles Church is committed to developing and funding this programme, with the support of a TPC, and delivery of measures set out herein to achieve the monitoring targets whilst supporting change in travel habits of residents of this development.

4.2. The Developer will be responsible for the ownership of the residential TP for this development for a period of no shorter than four years from the date of the approval by SNDC and NCC of this updated version of this TP It is therefore expected that the monitoring period is to end no earlier than 2022.

4.3. The appointed TPC can delegate responsibilities to others to assist in the operation and monitoring of the TP. The contact details are set out below. Should the contact details of the TPC change at any time during the monitoring period the following details will be amended accordingly and advised to SNDC and NCC within two months.

5. LOCAL ACCESSIBILITY AUDIT Oakwood Park Location

5.1. Oakwood Park is located approximately 13km to the south west of the city of Norwich and 2.3km to the north east of Wymondham Town Centre. Access to Oakwood Park is off the B1172 (Norwich Road) which links Wymondham to Norwich. Also located nearby is the A11 which links Wymondham to wider areas within East Anglia including Norwich, Cambridge and the Midlands.

5.2. The vehicular accesses to Oakwood Park are off the B1172 / Norwich Common. A site layout can be found in Appendix A.

Pedestrian and Cycle Network

5.3. Oakwood Park has good access for pedestrians and cyclists to the existing area of Wymondham which provides access to local amenities including schools, shopping and employment areas.

5.4. Local amenities within the area include the Gateway 11 employment area immediately to the south which can be accessed using footways and cycleways from Norwich Common through to Tuttles Lane and then proceeding south along to Harts Farm Road. Further employment areas are

available to the south west towards the town centre as well as Wymondham railway station.

5.5. The closest supermarket to the development is a Waitrose which is located to the west of Oakwood Park along Tuttles Lane East and Norwich Road, it is accessible by both foot and bicycle.

5.6. Local schools including Ashleigh Infant School & Nursery, Robert Kett Junior School and Wymondham High Academy are located to the west of Oakwood Park. All are accessible via established pedestrian and cycle links within Wymondham. There is a Toucan Crossing on Norwich Common to access Waitrose and pedestrian / cyclist infrastructure to Gateway 11.

5.7. Work began in November 2017 to complete the 3.3km Wymondham to Norwich cycle route along the B1172 / Norwich Road (part of the Norwich Blue Pedalways cycle route). This is due to be completed in Spring 2019. This work includes widening of the footway to make it suitable for shared use, and installation of low-level street lighting to illuminate the new facility. Once the cycle route has been completed, this will be promoted and highlighted to residents. A cycle route map of Norwich and the surrounding areas can be found in Appendix B.

5.8. A review of 2011 Census data for this area of Wymondham shows that cycling for commuting purposes is relatively low. This is discussed later in this TP.

5.9. Although there are currently no officially recognised National Cycle Routes located close to Oakwood Park there are many shared use routes linking the development to Wymondham Town Centre creating good cycling infrastructure for residents.

5.10. The majority of the cycle route between Oakwood Park and Wymondham train station and town centre is off road on a mixed use pathway running alongside Harts Farm Road. The remainder of the route that is on the road has street lighting and vehicles are subject to a 30mph speed limit. Residents can use websites such as Cycle Streets to obtain a suitable cycling route for their level of ability.

Public Transport

5.11. The closest bus stops to the development are located on the B1172 , Norwich Road, near to the development’s access road. The bus stops are located directly to the front of Oakwood Park along Norwich Road and can be found in Figure 2.

5.12. Three of the four bus stops in the local vicinity are standard flag and pole style stops, however, the east bound stop closest to Tuttles Lane roundabout is sheltered. Several bus services run through these stops to various destinations and there is a Toucan Crossing on the B1172 to access north east bound services.

5.13. Table 5.1 below presents the regular current services which run along Norwich Road and service these two bus stops. Local bus timetables for the Sprink’s Lane bus stops are included in Appendix C.

5.14. Up to date timetable information for each bus stop can also be obtained via the websites of each operator or via Traveline East Anglia website. Links to updated timetables will be promoted to residents see Section 8 for Marketing and Promotion.

5.15. A review of 2011 Census data for the Wymondham area shows that currently the use of bus services is low for commuter purposes. This is discussed further later in this TP.

5.16. Travel times to Norwich and Wymondham are approximately 30 minutes and 10 minutes respectively. An adult return fare to within the Norwich Network area (bus stops within Wymondham are included within this) is £4.30 (price correct as of October 2018). Tickets can be purchased online through websites / bus service provider apps or directly with the bus driver and in addition to this there are a variety of discounted season tickets available; including weekly and monthly options.

5.17. Community transport options are also available to residents that may have need for these services and have difficulty accessing regular transport services. Flexibus operates in the area and further information can be found by telephoning (0300) 1231145.

5.18. Thickthorn Park and Ride bus service is located approximately 6.5km to the north east of Oakwood Park and offers greater flexibility. This service provides a regular link into the city centre, running every 15 minutes. A variety of ticket options are available and can be purchased both online or at the Thickthorn Park and Ride site. Again, season ticket options are available including weekly and four-weekly passes.

Train Services

5.19. Wymondham Train Station is located approximately 2.7km away from Oakwood Park. Although this would be an approximate 35 minute walk, some residents could cycle to and from the train station (approximately an 11 minute journey) making it a possible multi-modal sustainable transport option.

5.20. Wymondham is located on the Norwich – Cambridge line and is operated by Greater Anglia with connections to London Liverpool Street, London Kings Cross, Kings Lynn and Stansted Airport. There is currently Monday to Friday, 24No. services towards Cambridge between 0533 – 2252 and 24No. services towards Norwich between 0711 - 2359. The train service frequency is typically hourly Monday to Saturday and journey times to Cambridge and Norwich are 67 minutes and 15 minutes respectively. There is an increased service frequency during peak hours making this ideal for commuting purposes.

5.21. The current season and day ticket cost of train services to Norwich and Cambridge will be promoted to all residents. Currently a season ticket between Wymondham and Norwich costs £76.10 per month (price correct as of October 2018) and season tickets can be used on both Greater Anglia and East Midland services running through the station, offering greater flexibility to commuters. Railcards can reduce the cost of train travel by 33%, these

additionally will be promoted to residents but primarily for leisure purposes. The Plus Bus ticket option will also be promoted as a way to get cheaper bus travel at train destinations such as Norwich and Cambridge which is likely to be taken up for leisure related journeys.

5.22. Currently Wymondham train station only offers step free access to Platform 1 and offers very limited facilities to commuters. 90 car parking spaces are available of which six are accessible and additionally there are 28 sheltered cycle parking spaces. Disabled train users can use the station car park free of charge. There is no ticket office available at Wymondham station, but tickets can be purchased from a ticket machine, through the Greater Anglia mobile app or on the train.

5.23. A review of 2011 Census data for the Wymondham area shows that currently the use of the train is very low for commuter purposes. This is discussed further later in this TP.

Local Amenities 5.24. The Institution of Highways and Transportation in its publication “Guidelines for Providing for Journeys on Foot (2000)” suggests that an average walking speed of 1.4 m/s can be assumed. The Department for Transport’s document LTN 1/86 “Cyclists at Road Crossings and Junctions” recommends that an average cycling speed of 4m/s can be assumed.

5.25. Although now superseded by the National Planning Policy Framework, the Government’s document “Planning Policy Guidance 13: Transport” stated that “walking is the most important mode of travel at the local level and offers the greatest potential to replace short car trips, particularly under 2 kilometres.” The same document also stated that “cycling also has potential to substitute for short car trips, particularly those under 5km and to form part of a longer journey by public transport.”

5.26. Focusing upon the site, Table 5.2 presents a range of local amenities in the surrounding areas, with the appropriate distance and travel time from the site.

5.27. In conclusion, the development is very well located to a great number of amenities which are accessible on foot or by bicycle. Further to this the site is located approximately 3km from Wymondham Town Centre where a wide variety of further amenities are located.

5.28. The excellent range of amenities provision in the area should influence the residents to use more sustainable modes of transport to travel locally, reducing the impact of unsustainable travel.

Barriers to Sustainable Travel and Accessibility

5.29. The potential issues and barriers to the promotion of sustainable travel in association with the site and its locality have been identified as follows:

• Lack of knowledge about public transport links within the vicinity;

• Train services located in excess of 2.5km;

• The likelihood of residents undertaking shift work or working irregular hours;

• Lack of knowledge of potential car sharing opportunities;

• Perceived cost of public transport compared to driving;

• Perceived accessibility on foot and bicycle to Wymondham Town Centre; and

• Perceived quality of facilities (shelters / seating etc) at bus stops and train station.

5.30. The measures and initiatives proposed within this TP will seek to address the identified issues and barriers to sustainable travel and will be fully supported by Charles Church for the monitoring period.

Annual Inspection (off-site)

5.31. During the monitoring period, at least an annual inspection shall be made prior to each survey by the TPC to review the condition of local footways, cycleways and bus shelters off-site to identify any maintenance issues that could be detrimental to the promotion of sustainable travel. Any maintenance issues seen can then be reported to the relevant department at the Local Authority for remediation and be reported in monitoring reports or TP reviews.

5.32. At the time of the recent site visit, no issues were recorded or reported within Wymondham.

6. OAKWOOD PARK DEVELOPMENT 6.1. The Office for National Statistics website has been used to estimate the number of people that could potentially live in the development once completed. The “Key Figures for 2011 Census” for “ 007C” (where the site is located) has given the breakdown of number of people living per dwelling: 2789 people living in 1113 households; using this data it has been forecasted that a development of 259 residential dwellings has the potential to accommodate approximately 649 people.

6.2. All 259 properties are residential dwellings ranging from two bedroom apartments to five bedroom houses. 83 of these dwellings are affordable homes, with the operator known as Flagship Homes.

Access

6.3. There is currently only one main vehicular access to Oakwood Park which is along Norwich Common. Once the site is fully complete another vehicular access will be created to the west of the development (currently this is only being used for construction traffic). In addition to this main access point, there will be three additional vehicular access points into private driveways of which two are currently in use. All of these entrance / exit points are only accessible from Norwich Common and also used by pedestrians and cyclists.

Cycle Parking

6.4. Secure and sheltered cycle parking spaces are available for the residents of flats within or adjacent to associated blocks. It is expected residents of houses will store bicycles in garages or storage will be provided in gardens.

Annual Inspection (on-site)

6.5. During the monitoring period, an annual inspection shall be made prior to each survey by the TPC to review the condition of on-site local footways and cycleways to identify and maintenance issues that could be detrimental to the promotion of sustainable travel. Any maintenance issues seen can be reported to the relevant department at the Developer / or Local Authority for remediation and be reported in monitoring reports or TP reviews.

6.6. As of the September 2018 site visit, it was noted that the public footways and road surfaces have not been fully completed, however, the site is still under construction. Also noted was the southbound bus stop access has not been completed, however, since being highlighted to the developer, the link has now been finished and is accessible by residents.

7. OBJECTIVES AND TARGETS 7.1. The potential vehicular traffic generation of the development as estimated in the Transport Assessment that supported the planning application is summarised in Table 7.1. The original TA was for 275 dwellings, however, the number of dwellings have since been revised to 259, therefore Table 7.1 has been adapted for the revised number.

7.2. The development would have the potential to generate, when fully operational, approximately 162 two-way car movements during AM peak hour, 157 two-way vehicle movements during PM peak hour. Over a 12-hour period, it would be estimated to generate 1,382 two-way movements.

7.3. Further to this, the 2011 Census Statistics have been used to understand the current travel modes and typical work destination for existing local residents, these have been used to provide an estimate of typical travel modes that would be utilised from the development.

7.4. The April 2011 Census Statistics – Method to Travel of Work – Resident Population for South Norfolk 007C, which includes the site, is summarised in Table 7.2.

7.5. The tables demonstrate that from South Norfolk 007C, 15% of the commuting is undertaken by cycling and walking, and a further 8% of the commuting is undertaken by public transport.

7.6. It is also apparent the majority of the residents within the Census area that commute by single occupancy car journey are travelling to areas such as Hethersett, Norwich and Wymondham. All of these locations are easily accessible by public transport or walking / cycling from Oakwood Park and this will be heavily promoted to residents. The exact locations within these areas would need to be determined from postal / online residential surveys undertaken to ascertain what are the principle reasons for using a car.

Objectives

7.7. There are a number of objectives that the implementation of a TP is intended to help fulfil. The main objectives of the residential development are to:

• Reduce the use of single occupancy vehicles through raising awareness of alternative travel modes available, including car sharing – especially for those working in Hethersett, Wymondham and Norwich;

• Reduce the traffic generated by the development to a lower level of car trips than would be predicted for the site without the implementation of the Travel Plan;

• Promote healthy lifestyles and sustainable, vibrant local communities;

• Accommodate those journeys that need to be made by car; and

• Assist in addressing specific problems that prevent children or older people from gaining access to key amenities.

Targets

7.8. Targets should be Site-specific, Measurable, Achievable, Realistic and Time- related (SMART). They may be phased year on year and can be by 'aim' type (e.g. percentage using non-car modes by….) or 'action' type (e.g. appoint a TPC by….).

7.9. The “aim type” Travel Plan targets are quantifiable and are given over two timescales: short-term (within one year) and long-term (within three years). The suggested key targets set out in the agreed full TP (dated April 2018) are as follows:

• Within one year of implementation of the full TP, decrease the AM, PM and 12-hour car trip rates by 5% when compared to the TA data shown in Table 7.1.

• Within three years of implementation of the full TP, decrease the AM, PM and 12-hour car trip rates by 18% when compared to the TA data shown in Table 7.1.

• Retain the car trip rates seen at year three of implementation of the full TP when compared to that assessed in the TA.

• To maintain or increase the modal split in favour of sustainable transport methods when compared to 2011 Census Data as shown in Table 7.2.

7.10. The review of targets should be agreed between Charles Church, the TPC and NCC upon completion of each multi-modal survey. This is undertaken in Section 10.

7.11. Additional “aim-type” targets that are not directly related to travel mode are as follows:

• At least 20% return rate for postal / online surveys issued to residents.

• 80% of postal / online survey respondents should be aware of the TP and TPC and the services that can be provided.

• 50% of the respondents to the postal / online survey will have obtained a Personal Travel Plan provided by the TPC.

• 15% of the dwellings of the development should have used either their bus /train ticket or active travel voucher.

7.12. The “action-type” TP targets are non-quantifiable targets and take the form of actions that need to be achieved by a specified date. These targets are based on implementing the measures specified in Section 8 and therefore aid in meeting the “aim-type” targets and the principle objectives of the TP.

Remedial Measures and Triggers

7.13. After each travel survey the TPC will assess if the targets are being achieved. Should the targets not be considered to be to the SMART principles then a review of achievable, realistic targets will be undertaken and submitted to the Local Authorities with supporting evidence to be agreed.

7.14. If the agreed targets are not being met after the first and third year travel surveys the TPC will analyse the situation, contact residents by issuing a travel questionnaire and request feedback on what prevents people from using more sustainable modes of transport and in the case of this site what would help them to avoid single occupancy vehicle trips.

7.15. Should the target of 18% reduction in car trip rates not be achieved after the fifth anniversary of the original multi-modal traffic survey then the monitoring period will be extended by a further year with appropriate measures and reporting in place to be agreed with the Local Authority.

8. RESIDENTIAL TRAVEL PLAN MEASURES 8.1. The timescale for the implementation of measures are presented in a table included within Appendix D. The table details when measures will be put in place during the agreed monitoring period and an indication of the potential cost of the measure.

8.2. A Travel Plan Coordinator has been appointed to manage, review and monitor the Travel Plan. The responsibilities and appointment of the Travel Plan Coordinator are detailed in Section 9.

On-site Accessibility

8.3. It is essential to ensure that pedestrian and cycle routes are safe and accessible. The site layout is designed to respect the permeability for pedestrians and cyclists.

8.4. Through direct communication channels from residents to the TPC, as well as personal site visits, any maintenance issues identified with constructed pedestrian / cyclist routes on site will be identified to the Developer or NCC (as applicable) to be rectified.

Public Transport

8.5. An up to date schedule of bus and rail services, within the surrounding area of the site, including route information and service frequencies will be permanently available to the residents of the site (see Marketing and Promotion). The use of smartphone apps and mobile technology will be promoted so residents can access up to date bus timetables.

8.6. Residents will also be made aware of the seasonal discounts of fares that are currently available for buses and train services through promotional links to relevant websites.

8.7. Residents will be made aware of both rail and bus timetables, routes and fares through Travel Information Packs in addition to the Oakwood Park TP website.

8.8. Relevant events such as, ‘Catch the Bus Week’ will be promoted to residents (see Marketing and Promotion).

8.9. Each dwelling will be provided the opportunity to gain a one month pass for either bus services between Wymondham and Norwich or alternatively a monthly train ticket for services into Norwich from Wymondham. In order to claim their voucher, residents must complete the initial travel survey or contact the TPC. This will be promoted through a “Travel Information Pack” that each residential dwelling will receive.

8.10. Park and Ride services into Norwich will be promoted to residents through on-going marketing material such as newsletters and through social media channels. The Employers Discount scheme which offers an annual saving of 10% on these services will be promoted to residents where possible.

Walking

8.11. Pedestrian routes in the vicinity of the site are adequate, linking with local amenities within the wider Wymondham area. However, the TPC will liaise with the relevant authority to highlight any maintenance issues.

8.12. The residents will be provided information on pedestrian routes from the site to relevant local amenities within the Travel Information Pack. Branded merchandise can also be considered to be given out to residents to promote walking such as travel umbrellas at the time of promotional events.

8.13. Local walking groups including Norfolk Ramblers will be promoted to residents of Oakwood Park. Additionally events such as, ‘Walk to Work Week’ will be promoted through regular marketing material.

8.14. Route planning mobile apps and websites will be promoted through the Travel Information Packs as well as through the Oakwood Park Travel Plan website.

8.15. As an alternative to a one month public transport pass, residents can claim a £50 Wiggle.co.uk voucher. This can be used for active travel equipment including comfortable walking shoes or other walking equipment.

Cycling

8.16. The multi-modal survey provides information about the potential to increase the number of trips made from the development by bicycle. This mode of travel is underrepresented in the area for travelling to / from surrounding areas such as Wymondham, Hethersett and Norwich.

8.17. The TPC will liaise with the relevant authority to ensure that local cycle routes are properly maintained, should residents provide information on issues. The residents will be provided with information and advice concerning highway safety and appropriate cycle routes from the site to relevant regular destinations via Personal Travel Planning (see Marketing & Promotion).

8.18. The TPC will liaise with ‘The Wymondham Approach’ Bicycle User Group to promote cycling into and out of Norwich for commuting purposes and to encourage a cycle buddy scheme (experienced cyclists can help the less experienced ones get started). Information will be displayed via the website / social media and updated regularly.

8.19. The £50 Wiggle.co.uk voucher that is available to residents can be spent on cycling equipment or accessories. Alternatively it can be used as a contribution towards to the cost of a new bicycle.

8.20. A bicycle surgery will be implemented, in which a local bicycle company will attend the site for a day and enable safety checks and pre-bookable bicycle services to again further promote the use of cycling for local travel to areas. This should be undertaken annually in spring time and would link with any promotional events.

8.21. Cycling related branded merchandise will also be considered to be given out to residents via the promotional events such as a high visibility back pack rain covers, lights, among others. In addition to this, bike register kits will be offered to residents free of charge.

8.22. A promotional cycling event will take place upon the opening of the Wymondham / Hethersett / Norwich cycle link, expected to be in Spring 2019.

Car Sharing

8.23. Car sharing represents a relatively convenient alternative form of car travel and potential exists to reduce the total private mileage of the residents.

8.24. The TPC will establish from the multi-modal travel survey, the potential for car sharing to and from regular destinations and will arrange for individual residents to be made aware of that potential. For example if it is found that many residents are travelling to places such as the Norfolk and Norwich Hospital or business parks surrounding Norwich, the TPC will contact the relevant TPC for these locations in the hope of cross promotion of the benefits of car sharing journeys.

8.25. The TPC will continue to promote the Norfolk car share scheme (Norfolk.LiftShare.com), to provide opportunities to car share with residents from the surrounding areas. Residents will be made aware of the car share website and encouraged to make use of the information it contains from the outset.

8.26. Currently, there are over 300 car sharing options listed on the Norfolk Lift Share website around the wider Wymondham area.

8.27. Residents have been made aware of the car sharing scheme via the Travel Information Pack, social media and the Oakwood Park TP website.

8.28. During the on-site promotional event in Spring/Summer 2019, car sharing will be heavily promoted to residents with competitions and give-aways for regular car sharers. Additionally car sharing options will be promoted regularly through the Oakwood Park bi-annual newsletters.

Marketing and Promotion

8.29. Travel Information Packs for Oakwood Park were hand delivered to each dwelling for direct engagement with residents to encourage and promote the measure contained within this TP. For unoccupied dwellings, these will be distributed by Charles Church sales staff upon completion.

8.30. The TPC has provided training to the sales staff of the Developer on the aims and objectives of the TP as well as the incentives available to residents. Posters will also be provided so that sales staff can visually show the sustainable travel options available to them.

8.31. It is considered that in order to best promote a change in sustainable travel habits of new residents to an area, it is key to provide information within the first few weeks of moving in. Therefore, each dwelling will be provided with a Travel Information Pack that will direct residents to the development Travel Plan website and social media for travel related information and contact details of the TPC. A survey of current intended travel habits is also included within the Travel Information Packs to ascertain very early indications of travel behaviour change.

8.32. A travel website is available specifically for the development’s residents via www.SmarterTravel.uk.com this provides links to this TP and summary reports as well as a useful way to contact the TPC for general travel related queries or for Personal Travel Planning. It also provides information set out below and further links to other useful travel related websites:

• Information on what a TP is and the benefits of the scheme;

• Local area map indicating local amenities;

• Links to the social media pages and news articles;

• Information on car sharing, eco-driving, travel information and community transport availability;

• Personal Travel Plan requests;

• Public transport information including details of the bus text service (explaining what buses and train services, can be taken to access facilities);

• Cycle and pedestrian route maps;

• Details of home shopping services and collection points;

• Details of how to obtain the sustainable travel vouchers and any other measures including residents travel surveys;

• Marketing for the Norfolk Lift Share website and rail discount card application forms; and

• Contact details of the TPC for the resident to be able to discuss any travel related problem or to receive further information for their personalised trips.

8.33. The TPC, through the use of social media and other marketing materials for the development, will promote the use of sustainable travel and any nationally promoted travel days such as national bike week, etc.

8.34. It is recommended that the TPC undertake promotional events at the following times to increase awareness of the Travel Plan. Suggested events are as follows:

• Regular and on-going marketing to highlight website, social media and bus ticket promotion as well as Personal Travel Plans and merchandise;

• Promotional cycling event for residents of Oakwood Park upon the completion of the Wymondham / Hethersett / Norwich cycle route.

• An on-site promotional event to be held including provision of a bicycle surgery on-site in Spring 2019;

• Third year postal / online survey with prize incentive for respondents to be held in 2020;

• Fifth year postal / online survey with prize incentive for respondents (if required) in 2022;

• Bi-annual newsletter to be distributed to all residents highlighting any relevant travel information or events happening; and

• General small social media promotional events to engage with residents and provide information directly on sustainable travel.

Personal Travel Planning

8.35. The TPC will continue to provide Personalised Travel Planning to residents who request it. They will be made aware of this scheme by information provided on the website, promotional events and via marketing media issued to them. They can also contact directly the TPC through details given in Section 4 of this TP.

8.36. The above list of measures is not exhaustive and should provide a basis of measures that can be implemented easily. The TPC will identify other measures throughout the life of the plan to aid in achieving the set targets and reducing single occupancy car travel.

9. MANAGEMENT AND MONITORING 9.1. A programme of monitoring and review has been designed to generate information by which the success of the scheme can be evaluated. Monitoring and review will be the responsibility of the TPC.

The Travel Plan Coordinator

9.2. The TPC has been identified and appointed – with the contact details set out in Section 4. The TP will be managed for a minimum duration of four years from the date of this updated TP. The TPC will be funded by the Developer from appointment and for the full monitoring period.

9.3. The TPC will take responsibility for the development and management of the TP and ensure its delivery to its completion of the monitoring period. It is important that the TPC makes regular visits to the site and presents the ideals of the TP to the residents and oversees the monitoring and reporting of the TP to the Local Authority.

9.4. The TPC will be able to provide Personal Travel Planning (PTP) to residents of this development. This service will be provided on demand and be available within five working days of residents’ request. A follow up survey of the PTP will be provided to the resident accordingly to ascertain if it has assisted in changing their travel habits.

9.5. The TPC will ensure that structures for the on-going management of the plan are set up and running effectively, and will help to promote individual measures such as bus tickets, car sharing, etc. This can be undertaken through social media / marketing material, PTP and / or via the development TP website.

9.6. The TPC will liaise with the public transport operators, highway authority and / or the Developer in order to report any inadequacies in maintenance maximise the potential use of sustainable travel options.

9.7. The TPC is responsible for setting up and security of the residential travel database which will include the results of the multi-modal traffic surveys as noted in Section 7. In the interest of confidentiality, the TPC alone will hold the database and be responsible for the release of the results to the Local Authority and to the residents (data should be conveyed in an accessible but secure format).

9.8. The TP will be reviewed at every completion of the yearly multi modal travel survey, as part of an on-going five-year monitoring process. The TPC will submit details of each review to NCC within two months of the completion of the surveys.

Monitoring

9.9. To ascertain whether the residents have already changed their mode of travel as a result of moving to this development from another location, a short survey will be provided within the Information Pack that the resident

will need to complete to obtain the £50 active travel voucher or one-month free bus / train travel, plus additional measures.

9.10. Manual count surveys will be repeated annually until the fifth anniversary of the original survey (six surveys in total). This is to observe how effective the TP is in influencing mode of travel, please see Section 10.

9.11. The car trip rates will then be able to be used to compare the effectiveness of the TP over the monitoring period. The data should also be used to identify what further measures, if any, are required to further promote the TP and its objectives.

9.12. The results of the survey will be issued to NCC as part of the TP review identifying the progress against the original objectives and targets. If the set targets have not been reached the TPC will seek to address and improve use of any mode, which seems to be under represented and where greater utilisation could reasonably be achieved and report to NCC.

9.13. In addition to the multi-modal traffic surveys noted above, the take-up of additional TP measures will be monitored to demonstrate the impact of the TP on the residential estate, and to understand which measures are successful. The measures to be monitored are:

• The take up of Personal Travel Planning and response to follow up surveys;

• The level of redemption of the free bus / train travel; and

• The level of redemption of the active travel voucher.

Multi-Modal Travel Survey

9.14. In order to identify the travel patterns of the residents of the development, a multi-modal travel survey has been undertaken. Postal / online surveys will also be repeated again at the third and fifth anniversary (2020, 2022) of the original survey. This is to analyse how the residents actually travel from and to the development and observe how effective the TP is in influencing modes of travel.

9.15. The multi-modal survey will be undertaken at a cost to the Developer and be at a similar time of the year to provide a comparative assessment in September. It will be ensured prior to the survey being undertaken that the following circumstances will not affect the outcomes of the surveys:

• School / public holidays;

• Highway maintenance;

• Closures on public transport services; and / or

• Any publicised strike action.

9.16. The methodology of undertaking the multi-modal survey will involve a manual count of all movements in and out of Oakwood Park. The determined mode split of travel and car trip rates will then be able to be used to compare the effectiveness of the TP over the monitoring period. The data also enables a way to identify any new travel plan measures that could be introduced, to assist in reducing single occupancy car travel.

9.17. Due to the close proximity of the local bus stops, movements into and out of Oakwood Park for access to these services will be recorded.

9.18. The manual count survey will be taken over a 12-hour period (7am – 7pm) on a either a Tuesday, Wednesday or Thursday (also when the show home is not open). As the development is still under construction, associated construction / contractor movements will be disregarded.

9.19. The manual surveys undertaken annually can be supplemented with a postal / online survey directly to residents that will enable a more direct questioning of their travel habits and identify measures that can assist in changing their travel habits to more sustainable means. A copy of example questions for a postal / online survey is contained within Appendix E. To maximise the potential for return of postal / online surveys, an incentive shall be provided for respondents such as a voucher to a local restaurant or equivalent. The result of each postal / online survey will be issued to the residents in the form of a summary report (via the development TP website) and to the Local Authority via the TP reviews.

9.20. All online / postal / interview surveys are to be confidential and no names or addresses shall be passed on to any third party (such as a public transport operator) unless prior approval has been given by the survey respondent. The only personal information deemed necessary for the purposes of the TP are as follows:

• Name and address;

• Age;

• Email address;

• Whether they are registered disabled; and

• Number and age of any dependants.

9.21. All survey information shall be kept secure by the TPC in accordance with the ST Ltd Data Protection Policy. Hard copies of any surveys that have any personal information on shall be kept on file in a lockable cabinet for a period of no more than two years and shall be securely destroyed thereafter. Electronic copies of surveys that hold any personal information shall be saved securely on the local server and the file shall be password protected. Electronic copies shall not be kept longer than a period of two years and shall be securely deleted thereafter.

Options for future managing the Residential Travel Plan

9.22. There is a choice of different structures available for the on-going management of the TP beyond the five-year monitoring period, should demand warrant it.

9.23. The different options for management exist, are as follows:

• Management or consultant Companies;

• Town Council; and

• Steering groups, created with partnership working between the Local Authority, Developer and local representatives.

9.24. Whichever option is chosen then it will be notified to the Local Authority within the final TP review.

10. RESULTS OF MULTI-MODAL SURVEYS 10.1. The second manual survey (first anniversary) of Oakwood Park took place on the 11th September 2018. The methodology for undertaking this manual count survey was to have cameras located at the access points of the development along Norwich Common and record all movements in and out of the site for a 12-hour period (7am – 7pm). This was supplemented by a postal/online survey. The manual count survey results can be found in Appendix F.

10.2. An ATC was not used as part of the methodology during this survey due to the construction circumstances of the development at the time. This will be reconsidered and assessed, if appropriate at the time of the next anniversary multi-modal survey.

10.3. Approximately 56 dwellings were occupied at the time of the baseline survey, and 90 at the time of the second survey.

10.4. Due to the close proximity of the nearest bus services, residents leaving or returning to Oakwood Park from the closest bus stops along Norwich Common were recorded to indicate the amount of residents using nearby public transport services. Residents were asked what modes of public transport they use in the postal/online survey in order to identify opportunities for modal shift.

10.5. The modal split identified during the baseline multi-modal survey in March 2018 and the September 2018 multi-modal survey results are summarised below in Table 10.1.

Table 10.1 – Modal Split 2018 10.6. As shown in the above table, modal share of single-occupancy car use has decreased by 7.4% in a short space of time. Current modal share of single- occupancy car trips is more in-line with the 2011 Census Data shown in Table 7.2. The Travel Plan has been heavily promoted to residents between March and September, encouraging more sustainable travel modes.

10.7. Car sharing has increased dramatically during the same period and has a 59% increase. The postal/online survey of residents highlighted that a significant number of residents were travelling to the Norwich area, therefore

car sharing would be a suitable travel mode. 12% of postal/online survey respondents indicated that they use car sharing as their primary mode of travel. The percentage of residents greatly exceeds that of Census Data shown in Table 7.2.

10.8. As the development is still under construction and road and footways are yet to be completed, there is great potential to encourage walking and cycling further into the monitoring period. The unfinished surfaces could be discouraging to residents at the moment.

10.9. There has been an increase in residents travelling to and from Oakwood Park by bicycle, this could be due to the cycling infrastructure within the local area. It is expected that this has great potential to increase further upon completion of the Wymondham to Norwich cycle route in 2019.

10.10. The modal split for pedestrians has remained mostly stable with a slight increase, making walking trips an important way for residents to travel short distances due to the ease of access to local facilities, schools and shops. Modal spilt for walking during peak hours, however, is particularly low, this could be due to the ease of access by car to large employment areas such as Norwich via the A11 and the demographics of the development.

10.11. The number of bus users also remained stable between the baseline and September 2018 surveys, however, still significantly lower than that identified in Table 7.2. However, 20% of postal/online survey respondents suggest that they occasionally use a different mode of travel during the week, many of these suggested that they use the bus as alternative to driving on certain occasions. Local bus services will be continually promoted to all residents of Oakwood Park.

10.12. Table 10.2 highlights the two-way trip rates estimated in the original TA and actual trip rates identified in the baseline manual survey (56 dwellings) and second survey (90 dwellings).

10.13. Car trip rates have decreased in the AM, PM and over 12-hours between the baseline survey in March 2018 and the second survey in September 2018. 12% of postal/online respondents suggested that they car share which would have an impact on the car trip rates in and out of Oakwood Park.

10.14. Additionally, 8% of postal/online survey respondents have highlighted that they use nearby Park and Ride services as their primary mode of travel. This again would have an implication on car trip rates in and out of Oakwood Park although their mode of travel is partially sustainable.

10.15. Overall, although car trip rates are still higher than that what was estimated in the TA, AM Peak rates have decreased by 9% and PM Peak rates are 4% lower than the baseline survey. Over 12-hours, two-way car trips are 15% lower than the baseline survey. Oakwood Park is currently generating 64 AM Peak car movements, 80 PM Peak car movements and 506 12-hour movements.

10.16. It is suggested that the targets set out in Section 7 be adjusted to ensure they follow SMART principles. The previous targets set were against data provided in the original TA. However, upon review, it is much more realistic to compare to the baseline survey data. Therefore, the new and revised targets are set out below;

• Within one year of implementation of the full TP, decrease the AM, PM and 12-hour car trip rates by 5% when compared to the baseline (March 2018) data shown in Table 10.1.

• Within three years of implementation of the full TP, decrease the AM, PM and 12-hour car trip rates by 18% when compared to the baseline (March 2018) data shown in Table 10.1.

• Retain the car trip rates seen at year three of implementation of the full TP when compared to that assessed in the baseline (March 2018) data.

• To maintain or increase the modal split in favour of sustainable transport methods when compared to 2011 Census Data as shown in Table 7.2.

10.17. Based on the revised targets above, the Oakwood Park TP is meeting target reductions when compared to the baseline survey data (March 2018). Additionally, the modal share shown in Table 10.1 is comparable to the 2011 Census Data as shown in Table 7.2.

10.18. Measures discussed in Section 8 will be highlighted and promoted to all residents of Oakwood Park to encourage more sustainable modes of travel and the achievement of the targets set out in Section 7.

10.19. At the time of the September 2018 survey, 16% of dwellings have claimed their bus/train tickets or active travel voucher, which has exceeded the target of 15% stated on Section 7.11.

10.20. A 28% return rate for postal/online surveys issued to residents exceeded the original 20% target set out in Section 7.11.

10.21. In addition to the above, 43% of postal/online survey respondents have requested a Personal Travel Plan.
