Chamber Desk Arrangements during the Summer Recess

During the summer recess from 23 August to 21 September 2014, the Chamber Desk will be open from 10.00 am to 4.00 pm, Monday to Thursday and 10.00 am to 3.30 pm on a Friday. Normal opening arrangements will resume on Monday 22 September.

Business Bulletins during the Summer Recess

During the summer recess, Business Bulletins will be published once a week on each Monday, commencing from Monday 25 August until Monday 22 September 2014, when the normal publication schedule will resume.

Motions that members wish to appear in a Monday edition of the Business Bulletin should be lodged no later than 2.30 pm the previous Friday.

Portfolio Questions 24 September and General Questions 25 September 2014

Members are advised that the deadline for submitting names for Portfolio Questions on 24 September and General Questions on 25 September is 12 noon on Monday 15 September. Members who are selected will be advised by email on that day.

Members selected will have until 12 noon on Wednesday 17 September to submit their questions. The submitted questions will appear in Section D of the Business Bulletin on Monday 22 September 2014.

The Portfolio will be Health and Wellbeing.

*S4M-10854 Jackson Carlaw: Barrhead to Receive £44 Million Investment as Part of Glasgow City Deal Project—That the Parliament congratulates everyone in Barrhead on the town securing almost £44 million in investment; understands that this comes as part of the Glasgow City Deal Project, which was announced by the Prime Minister in July 2014; believes that the deal will establish 15,000 construction jobs across the region, with many going to top projects in Barrhead; understands that this investment will also establish 28,000 permanent additional jobs once construction is complete and that it will unlock £3.3 billion worth of private sector investment; believes that work includes a new A-road to link Barrhead to junction 5 of the M77, a tourist and visitor centre for the Dams to Darnley Country Park, major infrastructure works for over 1,000 new homes in the south of Barrhead and a new railway station, and looks forward to what it sees as this positive development proceeding.

*S4M-10850 Alison Johnstone: Shelley Kerr, First Female Manager in Scottish Men’s Senior Football—That the Parliament welcomes the University of Stirling‘s appointment of the former Scotland international, Shelley Kerr, as the manager of its men‘s football team; understands that Shelley is the first female to be appointed a manager in Scottish and British senior football and considers this to be of historic significance; believes that this appointment will be inspirational in helping to continue the development of women in football, including in terms of coaching and playing; considers that the example set by the university can lead others to encourage participation by women and girls at all levels in football and other sports; believes that the appointment can inspire wider progress to overcoming gender stereotypes and

*S4M-10849 Patricia Ferguson: Remembering Professor Andy MacMillan 1928– 2014—That the Parliament marks the sudden passing, at the age of 85, of Professor Andy MacMillan OBE, a Scottish architect and educator who earned a reputation internationally as one of the leading figures in post-war British architecture; commemorates the life of Professor MacMillan, who was born in Maryhill in 1928 and educated at the Glasgow School of Art from 1945, where he met his future collaborator, Isi Metzstein, and went on to work for the well-known Scottish architectural firm, Gillespie, Kidd & Coia; notes that he helped to design St Peter‘s Seminary in Cardross, the first modern building in Scotland to be awarded Category A Listed status, and understands that he is particularly admired for his work on Catholic church projects across the country, which were often strongly influenced by the modernism and brutalism of Le Corbusier; notes that, as well as being head of the Mackintosh School of Architecture between 1973 and 1994, Professor MacMillan was also a visiting lecturer at numerous international universities, including Yale; recognises his involvement and influence in the Royal Scottish Academy, which made him an Academician in 1990, the Royal Incorporation of Architects in Scotland (RIAS), from whom Professor MacMillan and Isi Metzstein were awarded the inaugural RIAS Lifetime Achievement Award in 2008, and the Royal Institute of British Architects, which awarded them the Annie Spink Award for services to architectural education, and expresses condolences to his wife, Angela, and his children, Angela, Siobhan, Fiona and Fred, and all of his grandchildren.

commitment by the church staff and trained volunteers to offer weekly workshops that aim to provide access to credit union services to churchgoers and across the wider community, and further welcomes the plans by the Methodist Church in Scotland to work with the Church of Scotland and the Church of England to launch the Churches‘ Mutual Credit Union on 1 October 2014.

*S4M-10844♦ Richard Simpson: Cap on GDPA Affects 600,000 Patients—That the Parliament understands that the decision to implement a cap on the General Dental Practice Allowance (GDPA) has resulted in 5% of Scottish dental practices being affected, with registrations of around 600,000; considers that, of these practices, those with the largest number of NHS-registered patients are being most adversely affected and that a number of these practices in Mid Scotland and Fife and across the country are facing severe financial difficulties as a direct result of the cap, which could result in the closure or curtailment of the practices and lead to tens of thousands of NHS-registered patients being without a dentist, and notes calls for the Scottish Government to examine closely the effects of capping GDPA and to ensure

that a process is put in place to protect the largest, most NHS-committed practices by mitigating the adverse effects of this policy without delay.

For each Bill, the date of the next (or most recent) event in the Bill‘s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member‘s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.
