Mr. Robert Taylor Thoron Capital • D.C. Zoning Commission Foundry Building 1050 30th Street, NW • D.C. Board of Zoning Adjustment Washington, DC 20007 Re: Organization of American States

• Secret Service Dear Robert,

On the behalf of SmithGroupJJR, we are pleased to submit preliminary concepts for a new building on the Organization of • National Park Service American States site, located at the corner of Seventeenth and Constitution Avenue, NW in Washington, DC. The study sug- gests ways in which the Organization of American States can expand their campus in an effort to provide necessary meeting • D.C. Historic Preservation Review space, consolidate resources and improve efficiency, technology and the overall operation of the organization. We recently completed a new building for ourselves, two blocks away neighboring the historic Corcoran Gallery of Art, and fully understand the complexities of designing a project for such a premier location facing the National Mall and adjacent Board to the historic Organization of American States Building. Any project on a site as significant as yours will inevitably be re- viewed by numerous local and federal agencies including the U.S. Commission of Fine Arts, the D.C. Historic Preservation Review Board, D.C. Board of Zoning Adjustment and the National Capital Planning Commission. SmithGroupJJR has a • National Capital Planning long, successful history of working with these agencies to create compelling, award-winning designs within environments as sensitive as Washington’s monumental core. Our understanding, expertise and experience in the undertaking of a project Commission of this importance will be advantageous as we navigate the complex design and entitlements process. Our initial concepts are derived in part by the fundamental design problem and the expectations of the governing agencies. These preliminary solutions range from the idea of a modern office pavilion to a more subtle architectural folly that nestles • D.C. Preservation League quietly within the existing landscape.

We look forward to collaborating with the Organization of American States on the future vision of this site and are • U.S. Commission of Fine Arts available at your earliest convenience to share our ideas and better understand your goals. Thank you again for including SmithGroupJJR as a partner in this exciting endeavor.

AXON DIAGRAM RESPONSE TO SITE Concept 2: The Bar Creating a long linear bar as opposed to a central mass at the corner allows for the building to create a datum that separates the urban fabric of north to the open and public fabric of the south. By pulling the bar to the edge of DAR’s south wing, an urban 3-sided space is created.

MINIMIZING IMPACT

The form keeps itself tight to C street and narrow, it allows for a large separation aisle between OAS and the new building. Minimizing the mass at the first floor allows for the building to appear lower in height.

OPENING TO THE GARDEN

Levitating the bar from the garden plan and continuing the diagonal geometry of the garden to cut

the mass at the lobby level opens the building up to 18th street and connects it to the garden.
