Prof. Rohana P. Mahaliyanaarachchi

Summary After completing secondary school education at the Royal , 07, I devoted my time for higher education. My constant love towards search of knowledge and hard work earned me higher degrees of M.Sc. and PhD. I was undertaking research at the University of Reading, United Kingdom as a Post Doctoral Fellow, during 2001/2002 during which time I gained much valued hands-on experience of British Higher Education sector. My extensive traveling to other parts of the world including Western Europe, Asia, Australia, New Zealand and Africa gave me exposure to research and higher education systems in other parts of the world.

I commenced my career as an Assistant Regional Manager (Extension) in 1987 at the Tea Small Holdings Development Authority of (TSHDA) where I was able to display leadership and management skills at strategic and operational levels. During the 10 year period with TSHDA, I have successfully planned and executed a number of development programmes.

I joined the Sabaragamuwa as a Senior Lecturer in 1997 to pursue an academic career and progressed to the capacity of Professor of Agribusiness Management in 2005. I was holding administrative positions right through at the Sabaragamuwa University and progressed to the post of Vice-Chancellor through an administrative career path of Head of Department of Agribusiness Management, Dean of Faculty of Agricultural Sciences and Director of External Degree Programmes & Extension Services Unit. As an administrator in this higher education institute, I was able to motivate and lead a successful team of senior and junior academics as well as non-academics, to achieve higher educational objectives of the university. Other significant achievements include co-planning and successful implementation of a rural development project with the Horticultural Research Institute of New Zealand, designing of a Master of Business Administration programme through a higher education link with Harper Adams University College in UK funded by DFID of UK and increasing the revenue of External Degree Programmes & Extension Services Unit of Sabaragamuwa University significantly by introducing short courses targeted at needy youth in Sri Lanka with a vision of “Education for all”.

As the Vice-Chancellor, I was able to provide a strong leadership to the Sabaragamuwa University in its development in infrastructure, education and research. I have been successful in pro-acting to student issues and to resolve a wide range of other issues which were critical to the health of this institute. Extensive and painstakingly patient negotiations with ministers, ministry officials, treasury officials and prominent personnel in the field of higher were successfully handled using my skills of communication, persuasion and negotiation to earn all the benefits to my university. Sabaragamuwa University was transformed into a very dynamic national university excelling in all the areas of teaching, research, infrastructure, sports and discipline and also developing links with six foreign universities in India, Thailand, UK, Canada and Nigeria.

In regarding procument, I am well aware about the World Bank procument system and I have introduced the same to the Sabaragamuwa University and currently it is functioning with successful progress in University procument system. Other than shouldering the challenging task of providing leadership to Sabaragamuwa University as its Chief Executive Officer, I have worked as a member of the Expert Group of Higher Education Policy planning of the Ministry of Higher Education, Sri Lanka.

Further, I am a member of the review panel of quality assurance of Sri Lankan Universities in the Quality assurance and accreditation council of the University Grants Commission. I have conducted high number of subject reviews, Institutional reviews and library reviews in eleven Universities in Sri Lanka. Currently I am providing my service as a senior consultant to the private higher education system apart from my service at the University as a Chair Professor.

Further, I have served as the Academic Advisor of the Sri Lanka Military Academy from 2008 to 2014 and I have involved in restructuring the academic component of the degree programme of the SLMA.

ACHIEVEMENTS AS THE VICE CHANCELLOR Policy Development and Strategic Planning 1. Introduced 15 year development plan to the University aiming to be an internationally recognized center of excellence in the country which was the most important strategic plan for the University development. . 2. Developed first 5 year cooperate plan (2006-2010) of the University. 3. Developed a Research and Knowledge dissemination policy for the University. 4. Developed a strategy for International Relations of the University. 5. Introduced the world recognized World Bank procurement system to the University.

Infrastructure Development 1. Commenced constructions of the buildings of the master plan of the university which was delayed by 4 years. 2. Completed the construction of the stage I of the building of the Faculty of Management Studies (SL Rs. 95 Million ) within 14 months. 3. Started the constructions of three major building projects ( Rs 250 Million ) in year 2007. 4. Planned and scheduled to commence major building projects (Rs 900 Millon) in year 2008. 5. Solved the water scarcity problem of the SUSL by implementing short term and long term solutions. 6. The whole university was networked and internet facilities were provided to all the teachers, administrators and students.

Academic and directional Development 1. Formulated a long range strategic plan for the university and made arrangements to align all the necessary resources for successful implementation of it. 2. Established the Department of Food Sciences and Technology in the Faculty of Applied Sciences. 3. Established the Department of Tourism Management in the Faculty of Management Studies. This new department introduced a new degree program in Eco Business Management. 4. Chinese Language was introduced to the curriculum Department of Languages. 5. The curriculum of the Faculty of Agricultural Sciences was revised and upgraded according to internationally accepted criteria and renamed as B.Sc. in Agricultural Sciences and Management. 6. Arrangements have been made to commence the Degree Programmes in Computer Science and Information Technology, Physical Education and Sports Science & Management in 2008. 7. Commenced revision of the curricula of all the degree programs in the university by allocating funds for each faculty from the annual budget. This was done with the objective of producing employable graduates from my university. 8. Two language laboratories have been established to enhance the English language education of the university. 9. Successfully completed the World Bank funded Improving Relevance and Quality of the Undergraduate Education (IRQUE) project in the Sabaragamuwa University. The financial and physical achievement is over 80% which is excellent achievement in the World Bank projects.

Research Activities 1. Initiated a research grants programme in the university by using recurrent budget, for the benefit of the academic staff. 2. Three peer reviewed research journals are in progress; Sabaragamuwa University Journal, Journal of Agricultural Sciences (the first journal in Sri Lanka with e-journal option) and Sabaragamuwa Sasthreeya Sangrahaya (in Sinhala) 3. The first International Symposium of the university was planned and conducted in 2006 covering all the study areas of the University. 4. An Indigenous Community Studies Centre was established. It is the first indigenous community studies centre affiliated to a university in Sri Lanka. 5. Establish the Agri Fac Farm Stay to introduce Agricultural Tourism in Sri lanka.
