EXECUTIVE SUMMARY

1.0 INTRODUCTION M/s Nepa Limited is a pioneer Newsprint Company of India, centrally located at Nepanagar, Dist. Burhanpur in M.P and incorporated in Jan-1947. Its commercial operations were commenced long back in the year1956. The plant was designed to produce newsprint from wood base. It was taken over by Government of India in the year 1958.

At present, Nepa Ltd. produces newsprint from waste paper with an installed capacity of 88,000 TPA using 2 paper machines along with Captive Power Plant. Nepa’s product meets all specifications of BIS standards, except brightness due to absence of de-inking technology.

Now, the company has proposed for Revival and Mill Development Plan by Renovation of existing Paper Machines #1 & #2 and existing 12.27 MW Captive Power Plant along with Installation of new 300 BD TPD De-inking Plant (DIP) and 9 MW Captive Power Plant. The other existing 5 MW CPP will be decommissioned due to its very low efficiency. After renovation, the overall paper plant capacity will remain within the existing production capacity.

The existing and the proposed project scenario are presented in Table-1.1.

M/s Envirotech East Pvt. Ltd. have conducted Environmental Impact Assessment (EIA) for the proposed project of Nepa Limited and formulated an Environmental Management Plan (EMP).

2.0 SITE LOCATION The project site is situated at Nepanagar, District Burhanpur, Madhya Pradesh. The geographical position of the project site is between latitude 21°278.37"N and longitude 76°2403.14"E with Mean Sea Level about 950 ft.

The proposed project site is situated at a distance of 24 km from Burhanpur, District Headquarters in the North-East direction. The nearest town Nepanagar is situated adjacent to the Project site. The plant is situated North side from Tapti River at a distance of 2.2 km. The nearest Nepanagar Railway Station is located at a distance of 1.4 km from the Project site in North direction. The nearest State Highway is SH-27 which is approx. 14.0 km in west direction. The nearest Airport is located at a distance of 180 km from the project site in north-west direction.

3.0 PROJECT HIGHLIGHTS The principal features or highlights of the proposed project of M/s Nepa Limited under study are as follows:

proposed project.

Water After Revival & Mill Development Plan, the daily make up requirement water requirement will be around 5540 KLD. Water Source: Tapti River (Tapti Water Works at the downstream which is about 5.0 km away from mill and Nawtha Head Works at the upstream). Power 18.3 MW Power will be consumed after Revival & Mill Requirement Development Plan, which will be sourced from the captive power plant. Air pollution Adequate control measures like installation of bag filters, control dust suppression system, Electrostatic Precipitator (ESP) and stacks of adequate height at relevant point. Waste water Entire Industrial Effluent will be treated in the proposed treatment, ETP. recycle and The treated effluent after meeting regulatory standard reuse will be utilized for cultivation / horticulture/ Ash Handling purpose. Zero discharge concept will be adopted. Domestic wastewater will be treated in Septic tank/ Soak pit system. 4.0 BASELINE ENVIRONMNETAL SCENARIO The area falling within the radius of 10 km around the proposed Revival and Mill development plan at Nepanagar, Dist. Burhanpur, Madhya Pradesh has been considered as study area. On-site environmental quality monitoring was carried out from 1st October, 2014 - 31st December, 2014.

4.1 Meteorology The monthly maximum and minimum temperatures recorded on-site during the aforesaid monitoring period varied between (31.0-36.0)C and (7.0-16.0)C respectively with overall maximum and minimum temperatures being 36.0C and 7.0C respectively.

The monthly maximum and minimum relative humidity recorded on- site during the said monitoring period varied between (62-71)% and (35-45)% respectively with the overall maximum and minimum being 71% & 35% respectively.

During the said monitoring period, the monthly mean wind speed measured on-site varied between 2.7 km/hr (in December, 2014) to 3.1 km/hr (in October, 2014). The overall mean wind speed during the period was 2.9 km/hr.

4.2 Ambient Air Quality Ambient air quality was monitored at eight (8) locations in and around the project site.

The overall mean of 24-hourly average values of PM10, PM2.5, SO2,

NOx, M-HC and NM-HC in the area (mean of all the 8 locations) were 63.90 g/m3, 28.1 g/m3, 7.4 g/m3, 18.1 g/m3, 0.7 ppm and 0.3 ppm respectively.

4.3 Water Quality Water samples were collected and analyzed at eight (8) locations to assess the surface water quality in the study area. Water samples were collected from eight (8) locations to assess the baseline status of the ground water quality of the study area.

The pH values found from River Tapti were ranged from 7.10 to 7.48. Values of Dissolved Oxygen of these water samples were varied from 6.2 to 7.1 mg/lit while Total Dissolved Solids (TDS) were found from

230 to 258 mg/lit and total Hardness (as CaCO3) were ranged between 198 to 214 mg/lit. Values of Calcium & Magnesium were found from 43 to 52 mg/lit and 20 and 22 mg/lit respectively. Oil and grease was below detectable limit (<1.4 mg/lit). Values of Sulphate, Nitrate and Chloride were observed from 9-12 mg/lit; 6.4-7.8 mg/lit and 32-44 mg/lit each respectively. Iron & Zinc contents were found from 0.37 & 0.45 mg/lit and 0.18 & 0.23 mg/lit respectively.

The pH value of the collected ground water samples were found in the range of 6.87-7.32. TDS values ranged between (318-422) mg/lit while values of conductivity were found in the range of (568-740) µmhos/cm. Total Hardness contents were found ranging between (176-238) mg/lit, Calcium (48-69) mg/lit, Magnesium (9-19) mg/lit, Chloride (78-132) mg/lit, Sulphate (9-20) mg/lit, Iron (0.23-0.47) mg/lit. All these parameters were generally within the tolerance limits for drinking water.

4.4 Noise A total of 10 locations around the proposed project were selected for the measurement of ambient noise levels.

During the day time, the equivalent noise levels were found to vary in the range of (55.6-65.3) dB (A) while in the night time, the equivalent noise levels were observed to vary in the ranges of (47.6-60.0) dB (A).

4.5 Ecology The study area is found to have a good vegetation cover due to helpful climatic conditions and good soil quality in the area.

There is no national park, reserved forest, wildlife sanctuary existing within 10 km radius of the project site. There are naturally growing plants, vegetation and grasses. The overall floral composition in the whole study area is quite rich.

4.6 Demography and Socio-economy The 10 km radius study area around the proposed project comprises of either partly or entirely 85 villages and Nepanagar Municipal area. Majority of the study area is Rural in nature and moderately populated with the total population of 2,20,676 (as per 2011 Census). The sex ratio is about 957 females per 1000 males. The overall literacy rate is about 42.5%. The male literacy rate is 49% (w.r.t the total male population) and the female literacy rate is 35.7% (w.r.t the total female population). As a whole percentage of Scheduled Caste & Scheduled Tribe population in the study area is 9.08% & 53.91% respectively.

5.0 ENVIRONMENTAL IMPACTS OF PROPOSED PROJECT

5.1 Impacts on Air Quality Stack emissions would be constituted of mainly SO2, NOx & Particulate matters. There will be two stacks, attached to the boilers of the existing 12.27 MW (which will be renovated) and the new 9 MW Captive Power Plants respectively.

As recommended by CPCB, GLCs at various receptor locations within 10 km radius have been computed for the three months’ period (1st October,2014 - 31st December,2014), based on the hourly meteorological data of this period. The computation has been made applying Industrial Source Complex (ISC3) model, developed by United States Environmental Protection Agency (USEPA), which is most widely used and also recommended by CPCB (PROBES/70/1997-98).

The maximum incremental values of SO2, NOx & PM are about 1.8, 4.76 & 0.5 µg/m3 respectively, which will occur at a distance of about 1.2 km. in ‘WSW’ direction respectively w.r.t. the ARP.

The predicted maximum GLCs of SO2, NOx & PM due to the operation of the proposed project is well within the prescribed limits. Therefore, there will be insignificant impact on the Air Quality of the area due to the operation of the project.

5.2 Impacts on Water Quality Company will follow “the zero wastewater discharge concept” and the entire wastewater will be recycled to the plant for various uses. As no wastewater will be discharged into any outside water body, there will

be no impact on the water quality of any surface water bodies of the area.

5.3 Impacts on Soil There will be solid waste generation, but will be managed in the proper manner. This will ensure that there will not be any impact on soil quality due to the disposal or deposition of solid waste.

5.4 Impacts on Land Use The proposed development will take place inside the already acquired land area within the existing Plant, so there will not be any impact on the land use pattern of the area.

5.5 Impacts on Biological Environment The surrounding area has substantial vegetation in the form of village orchards, roadside trees and agriculture. If the gaseous emission is controlled properly, there will not be significant impact. There will be sufficient plantation of trees at the plant site. All these measures, if implemented properly will ensure insignificant impact on the local vegetation from the proposed project and may improve the vegetation scenario of the area.

No wastewater will be discharged outside the plant premises. There is, therefore, no impact on the aquatic ecology of the water bodies.

5.6 Impacts on Socio-Economic Environment The project will offer substantial employment potential during construction phase and operation phase, which will have beneficial impact.

6.0 ENVIRONMENTAL MANAGEMENT PLAN M/s Nepa Limited will develop various management activities for the Environmental Management Programme, which will meet all statutory requirements and help to improve environmental quality.

In order to improve the aesthetic look of the area and enhance the land use as well as to compensate for any loss in ecology during construction, adequate plantation programmes around the project site have been planned and will be adopted. Development of green belt will include plantation of trees along boundary of the factory, roads, raw material yard and other available spaces.

A detailed monitoring for different environmental parameters will be carried out as per direction of State Pollution Control Board. An environmental management group will be established to implement the management plan.
