COVID-19 Update Situation Report No. 7 As of 21 September 2020

This report is produced by the UN Resident Coordinator Office in covering the period from 07 August to 21 September 2020.

MOZAMBIQUE’S HIGHLIGHTS

• The State of Emergency enacted by H.E. President Nyusi on 08 August ended on 06 September; • On 04 September, H.E. President Nyusi declared a Situation of Public Calamity with a red alert, the maximum level of warning which will last indefinitely; • In the first phase of easing restrictions, the majority of Higher Education Institutions were permitted to reopen for in-person teaching on 18 August following the approval by health authorities of adequate water supply and sanitation systems to prevent the spread of COVID- 19; • Additionally, on 15 September the reopening of beaches, training of football teams in Moçambola (the top Mozambican football league), and athletes and sports teams with international competitions began; • COVID-19 transmission in City was been declared as community transmission as it becomes the epicenter of the outbreak accounting for 81% of total cases in Mozambique; • The Ministry of Health (MISAU) launched an epidemiological survey in the city of Matola to gain a better understanding of the spread of COVID-19; and • According to MISAU between 07 – 13 September, there were 9,957 COVID-19 tests conducted with a 8% positive test rate, in which 50% of positive cases were asymptomatic. 345 people recovered and 8 people died from COVID-19 during this period.

UN COVID-19 RESPONSE IN MOZAMBIQUE

• In coordination with health authorities, ICRC, MSF, Caritas, Total and ENI, the largest COVID-19 treatment center with a capacity for 200 patients was inaugurated on 02 September in Pemba City, Cabo Delgado (IOM, UNICEF, WFP, WHO); • 5 multipurpose tents provided to provincial health authorities in Manica and 2 to health authorities in Cabo Delgado to expand cases management capacity for COVID-19 patients and mental health psychoeducation and counselling were provided (IOM);

• Support provided to MISAU to conduct a readiness assessment in 26 COVID-19 HEALTH treatment centers and conduct training sessions for 1,000 health care workers on Two COVID-19 treatment COVID-19 prevention and control and psychosocial support (WHO); centers in Pemba district open for • In collaboration with MISAU, Provincial Health Directorates and National Health patients Institutes, the installation of 1 laboratory for decentralized COVID-19 testing occurred in Sofala (UNDP); and • In coordination with provincial health authorities, 34 health facilities across 4 districts in Sofala were assessed on their preparedness and ability to respond to COVID-19 (UNFPA) while 4,502 women had antenatal, postnatal and family planning consultations through mobile brigades.

• Lead by MGCAS and INAS, a joint field visit to monitor the enrolment process for new beneficiaries as part of the expansion of the Social Protection response to COVID-19 to assist 900,000 households occurred (UN Agencies); • Enumerators trained for the call center in Tete as part of the expansion of the social PROTECTION protection response led by MGCAS and INAS to COVID-19 (WFP, UNICEF); • In conjunction with the Ministry of Justice, Constitutional and Religious Affairs (MJAR) Preparations for the expansion of the held a workshop and roundtable on human rights, inclusion and albinism, in the context social protection response to COVID- of COVID-19 (UNESCO); and 19 to 900,000 households • In conjunction with INAS, social protection actors are liaising with the World Bank regarding potential partnerships for the COVID-19 response (ILO, UNICEF, WFP).

• 20,000 people benefit from 20 additional handwashing facilities installed in 4 Municipalities in (UN-Habitat, UNICEF);

• 17 local managers for handwashing machines trained to supervise the facilities that WASH will be installed in 5 markets in Beira (UN-Habitat); 20,000 people benefited from • Support provided to provincial health authorities to upgrade WASH facilities in 6 additional handwashing facilities in isolation treatment centers in Maputo, Cabo Delgado and Nampula (UNICEF); and Maputo province • 67 handwashing stations set up at 5 resettlement sites in Sofala (IOM).

• In collaboration with MINEDH, the adaptation and production of the Family Learning Programme in Portuguese and four Mozambican languages to radio lessons occurred and the piloting is ongoing (UNESCO); • Support provided to MINEDH and IEDA for a workshop on the guidelines for distance learning in the context of COVID-19 for 305 12th grade teachers and education managers from all provinces (UNESCO); EDUCATION • In conjunction with IEDA, 96 education managers and tutors of Secondary Education Distance Learning Program attended training on management strategies in the e- 25,000 households in provided take-home rations Learning Platform (UNESCO); in place of school feeding programs • In coordination with local education authorities in Tete 25,000 households were reached in July through the distributions of take-home rations (WFP). The distribution of take-home rations in other regions is expected to start in October; and • The Provincial Education Directorate in Nampula authorized to switch the modality for the school feeding program to take-home rations in 26 schools in four districts (WFP).

• Over 11,000 masks were produced by women and girls in women-friendly spaces in resettlement camps in Sofala and Cabo Delgado and by the National Committee of MASKS Working Women (UN Agencies); and Almost 20,000 masks distributed • 20,000 Masks were distributed to vulnerable groups including internally displaced to prevent the spread of COVID-19 persons, inhabitants in informal settlements and girls and women (UN Agencies).

• COVID-19 messaging reached 5 million people across 22 districts through community radios and 12 million through Radio Mozambique (UN Agencies); • Almost 2,000 people sensitized on COVID-19 prevention measures in Montepuez, Ibo, Memba and Pemba as well as IDP settlements in Memba district (IOM); • Sensitization of farmers on COVID-19 prevention in rural communities including the correct use of face masks, social distancing and hand washing protocol (FAO); COMMUNICATIONS • Combined, over 2,000 awareness raising materials were distributed in Maputo including informal sectors and bus stops (UN Agencies); Over 17 million people reached with COVID-19 messaging • 3,000 pamphlets and 6,600 pocket guides for health professions donated to provincial health authorities on how to help children cope with stress during the COVID-19 pandemic (IOM); • Over 2,000 calls received by the COVID-19 call center (line #110) primarily related to information on COVID-19 and quarantine. • In collaboration with INGC, the Round 7 IOM Displacement Tracking Matrix covers 73 resettlement sites in the central region and indicates that 85% of sites have COVID-19 protective equipment (IOM); MONITROING • Support MISAU in surveillance activities through screening and awareness raising of Mozambican migrant workers returning from South Africa (IOM); and 85% of resettlement sites in • Administration of monthly survey of informal sector operators aimed at tracking how central Mozmabique have COVID-19 COVID-19 impacts this group will generate real-time data that can inform public PPE debates and help the design of support measures (UNDP).

• In coordination with MISAU, 70 health staff from 14 districts in Inhambane trained to improve their performance in key Rapid Response Team skills (WHO); • 444 Community health Workers and supervisors trained on COVID-19 IPC and continuity of services (UNICEF); • GBV and COVID-19 training for 91 health and social services providers including 29 from COVID-19 call centers (UNFPA); • 52 healthcare workers from Nampula trained in care of COVID-19 patients and case management to improve quality of care (UNFPA); TRAINING • In collaboration with MISAU, 11 implementing partner technicians from Nampula and Zambézia trained on community surveillance principles and tools (UNFPA); Nearly 900 people trained in COVID-19 measures, prevention and • In collaboration with the Municipality of Beira, 10 young activists were trained on awareness raising awareness raising on the COVID-19 preventative measures in markets (UN-Habitat); • 42 small farmers trained as Farmer Field Schools facilitators trained in COVID-19 prevention measures to spread the information to rural areas (FAO); • 35 journalists and Community Court judges in Cabo Delgado trained in COVID-19 prevention measures during community mobilization activities (IOM); and • 243 community leaders across 23 resettlement sites trained on COVID-19 prevention, prevention of GBV and stress management during the pandemic (IOM).

• The Urban Task Force met to establish next steps to include all 53 Municipalities and better include key stakeholders from the Health, Justice and Social Protection sectors to ensure a multi-sectoral perspective and response (UN-Habitat); • Development of Delivering Justice in Times of COVID Strategic Plan in collaboration with MJCR, Ministry of Interior, and independent institutions (UNDP); POLICY AND PLANNING • Development of a financial proposal with MISAU for the COVID-19 response related to HIV (WFP); and • Development of Guidelines for Organizational Digital Events to build institutional capacity for integrating ICT tool and services in operations (UNDP).
