.......................................................................................................................... 138 3 Introduction to the Statement of Accounts The Accounts and Audit Regulations 2015 require the Council to produce a Statement of Accounts for each financial year. This Statement of Accounts has been prepared in accordance with the Code of Practice on Local Authority Accounting in the United Kingdom 2019/20 (The Code), which is based on International Financial reporting Standards. The Statement of Accounts contains a number of sections and statements and these are explained below: Page 5 The Independent Auditor’s Report – This gives the auditor’s opinion of the financial statements and of the Council’s arrangements for securing economy, efficiency and effectiveness in the use of its resources. Page 10 Narrative Report of the Chief Finance Officer - The purpose of the narrative report is to give the reader an understanding of the most significant matters reported in the accounting statements, as well as a review of the Council’s financial performance and economy, efficiency and effectiveness in its use of resources over the financial year. Page 47 Statement of Responsibilities for the Statement of Accounts – This summarises the responsibilities of the Council and the Chief Finance Officer in relation to the Statement of Accounts. Page 127 The Annual Governance Statement – The Council is required to conduct an annual review of the effectiveness of its system of corporate governance and to publish a statement on the adequacy of the system with its annual accounts. This statement is referred to as the Annual Governance Statement

Strangely our Chorley membership has actually increased in the last 12 months. When coming out of the COVID-19 lockdown I was struggling to restart the Chorley walk programme when an unexpected phone call from Helen Oliver offering us 8 Tuesday walks for a two month period. I quickly drew up and emailed this out to our Chorley members. Straight away other walk leaders began to offer walks and very shortly we had more walks on our programme than in normal times. Sid Calderbank even completed the same historical walk six times in six week and most of the time he was oversubscribed. This year has given us the opportunity to revolutionise the way we collect and produce our walk programme by Email, Website and Social Media. Walk Programme Report The walk programme is being produced flexibly with regular updates. See the Chorley Ramblers Website and Social Media Report for more information. Due to Cov1d 19 all Coach Rambles have had to be cancelled.

Clayton Brook estate on the outskirts of Chorley is a large-scale housing development under the control of North British Housing Association (N.B.H.A). The estate accounts for over 30% of all calls to police, and 28% of crime within the Wheelton section. The objective was to find methods of reducing this figure. Analysis. Police data was examined and it was discovered that a significant number of incidents were emanating from a small number of individuals or households. For example police had been called to one address 32 times in a one-year period. N.B.H.A. also hpld data in which individuals and households regularly highlighted anti social and criminal behaviour. Traditional policing methodswere having no lasting effect upon these problem makers; as in isolation the incidents seemed relatively minor. Response • A partnership between N.B.H.A. and Police was established. • An existing protocol was resurrected under which data held by the partners could be exchanged. • Hardcore offenders were identified and targeted and a zero tolerance approach adopted. Close liaison with CPS on target offenders. • Both partners gathered information on the targets and a file was prepared. • Individuals jointly visited and warned. Any continuation of the behaviour and N.B.H.A. instigated eviction procedures. Assessment. Initially very successful and within a short period of time targets who chose to ignore their warnings were taken to court.

On 23 March 19^3 South Ribble B0rouph Council asked us to make proposals > for changes to the boundary between the Boroughs of "outh Ribble and Chorley. The two councils had conducted a through going examination of their boundary as a result of a request for chanre from Hoghton Parish Council. Both boroughs are in the non-metropolitan county of Lancashire. 2. Changes were suggested in five areas; at Hophton Parish, involving ribbon development; at Clayton Brook involving a housing estate divided by the borough boundary; at Cuerden Bulge, a sparsely inhabited are., of land; at Leyland Golf Club/Rose Whittle Farn involving a small area of land east o*1 the H6 motorway and at Moss Side involving new housing development. 3. We considered the Borough Council's request in accordance with section of the Local Government Act 1Q72. We noted that the two councils had been able to agree on a mutually acceptable boundary in three of the five areas concerned. These were Hoghton, Cuerden Bulge and Moss ^ide.
