Executive Summary

Year four (fiscal year 2008—2009) was a great success for the Coastal Waccamaw Stormwater Education Consortium. The education providers con- tinued to implement the types of activities that proved to be successful in years past, being sure to diversify outreach strategies. Meanwhile, education of the general public was expanded dramatically through an extensive mass media campaign, and specific audiences and topics were targeted through pro- grams with information pertinent to each. The Consortium also added many new service projects to its agenda, ensuring that more and more citizens are being involved in public participation efforts in the region. A concerted effort to expand the mass media campaign resulted in the broadening of public outreach efforts in the region. Most remarkable of these programs was the school rain garden initiative that resulted in the installation of rain gardens at four area schools involving nearly 1,000 students and faculty and securing more than $26,100 in grants from Wal-Mart for the schools. Looking back, it is apparent that much has been accomplished in the past year. Successful initiatives from years past were continued with renewed fervor, and new programs were implemented to address needs identified in the year four work plan. Education Providers

The core education providers consist of the same organizations as last year with a few changes in staff including an addition to the Clemson Extension staff and a shift in leadership for Murrells Inlet 2020. Ben Pow- ell continues to serve as the regional coordinator of Clemson’s Carolina Clear program. Clemson also welcomes aboard Katie Giacalone who fills the position as statewide coordinator for Carolina Clear. In this position, Katie serves to spearhead statewide efforts as well as provide support to each of the regional coordinators and consorti- ums across the state. Coastal Carolina University is represented by the Consortium’s coordinator, Karen Fuss, and Dr. Susan Libes. Formerly Murrells Inlet 2007, Murrells Inlet 2020 has changed its name to reflect a contin- ued commitment to the community and its water resources, and also has hired a new executive director, Jennifer Averette. At the North Inlet-Winyah Bay National Estuarine Research Reserve, Nicole Saladin coordinates the Coastal Training Program and Beth Thomas serves as the Public Education Coordinator. Christine Ellis re- mains as the Waccamaw Riverkeeper and has hired a new assistant, Crystal Cashera, and a volunteer coordina- tor for Georgetown County, Shannon Siau. April Turner serves as the contact for SC Sea Grant Extension. There has been little change in the membership except for one shift that occurred in the Georgetown Stormwater office. Chris Laude is no longer the stormwater manager for Georgetown County’s Department of Public Services. Tracy Jones, from the City of Greenville, has filled his position. Welcome Tracy! Partner Focus—Georgetown County

A county ripe with history and the original stomping grounds of the “Swamp Fox,” Georgetown County is a water lovers dream. Intricate networks of old rice dikes, reticulated channels formed by the confluence of six rivers, and the vast expanse of Winyah Bay and its neighboring salt marshes have stirred a culture that is all about water, and its people value their culture. Year four was a very trying year for the stormwater section in George- town County. They look to the Consortium as a gathering of like-minded individuals with a common goal that will help to preserve the culture that is Georgetown.

Description: The Waccamaw River Volunteer Monitoring Project is a volunteer-based program. Volunteers trained in using environmental testing equipment sample ten sites along the whole length of the river in the state of South Carolina. Volunteers work as a part of one of the five teams that sample all the sites. Most of the coordination of the team activity is done by the team itself and team captain helps to keep all the members of the team in the loop. Volunteer Moni- toring Coordinator makes sure that all the quality assurance and quality control procedures are being followed according to the guidelines provided by United States Environmental Protection Agency (US EPA).

Description: Since June 2008, four teams of volunteers have been measuring water quality biweekly at eight sites in the Murrells Inlet watershed. Conclusions for Year 4 (08-09)

Year four, fiscal year 2008-2009, was a year of expansion, specialization, and increased public in- volvement for the Coastal Waccamaw Stormwater Education Consortium. Education providers expanded efforts to raise public awareness about stormwater pollution through the implementation of a three pronged mass media campaign and the launch of an additional web page dedicated to consortium activities. Programs were specialized for target audiences through tailored workshops and presentations, and we pro- vided technical assistance to professionals and decision makers. Public involvement activities grew through several new initiatives involving community volunteerism. Seeking to build upon successes from past years, education provid- ers maintained the diversity of activity types, meanwhile turning to a hearty mass media initiative to spread our message to more audiences. The consortium continued making its presence known with exhibits at fes- tivals and community events, with presentations to local groups, and through other proven activity types, meanwhile developing and implement- ing an ambitious mass media campaign. Although the full impact of the mass media campaign has not been assessed and will not be known until its completion in August 2009, a concerted effort to “get the word out” has been made using three media types where residents in our area get most of their public information. We also have expanded our “web presence” with an additional site and the use of new technologies such as social network- ing sites. While expanding outreach to general audiences through the mass media campaign, the Consortium educators also specialized by bringing the message to specific target audiences. Property managers again learned about stormwater facilities on their properties and how to manage them. Technical professionals learned about low impact developments such as Oak Terrace in North Charleston and the innovative stormwater practices implemented there. HOAs received valuable information about the purposes and maintenance schedules for ponds and other stormwater devices in their communities. Considering the success of these directed programs, the Consortium plans to continue these services into the future. The most headway was made in the realm of public participation and involvement activities. A new volunteer monitoring group formed in Murrells Inlet. Several new community clean-ups occurred, and the advancement of rain gardens into local schools demonstrated the practical impact that the Consortium is having in local communities. Never losing sight of the need to address federal and state requirements to address water quality issues in the Waccamaw and coastal watersheds, the Consortium remains dedicated to the objectives re- corded at its conception. Each member recognizes that, while obligated by regulations to improve the qual- ity of freshwater resources in our region of the state, the true motivation for making every effort to teach others about the incredible value of our water resources comes from knowing that the Consortium is mak- ing a difference.

Appendix A - Mass Media

In year four, the Consortium amplified its mass media efforts by creating a unified message dispersed through three media types: television, radio, and billboards. Using the visual of a goldfish in a fish bowl and a voiceover with a general message about stormwater pollution, the series of public service announcements intends to raise awareness of the general public to the everyday activities that impair our water supplies. A 30 second announcement has been distributed to four local network sta- tions: WBTW, WFXB, and WPDE in November of 2008 and to WMBF in April of 2009. These stations have agreed to keep the announcement in rotation through August of 2009, at which point the stations will report on their viewership numbers. Appendix B - Rain Gardens and Schools

One of the most remarkable programs of year four was the school rain garden initiative. As one of many efforts to reach students in area schools, this program has proven to be a very effective way not only to educate youth about water quality and stormwater pollution but also to involve them in the installa- tion and long term monitoring of a stormwater best management practices. Spearheaded by the Consortium’s coordinator, Karen Fuss, the installa- tions of rain gardens at local schools have become hallmarks of cooperation. Several agencies deserve credit for their contributions, not the least of which is local Wal-Mart stores who provided the funding to make each project happen through a grant program intended for community improvement projects. Other agencies such as Horry Stormwater, Georgetown Public Works, Myrtle Beach Public Works, and of course the school districts and schools worked with Consortium members to see these projects to fruition. Other con- tributors include the Horry County Solid Waste Authority and many private companies and in- dividuals from around the service area. Through the fiscal year 2008-2009 four rain gardens were installed at area schools in- cluding Burgess Elementary, Conway High School, Georgetown High School, and Myrtle Beach Intermediate. The combination of these four projects involved the participation of more than 900 students and faculty. While just over 900 participants were involved in the installa- tions and dedications of these projects, many more students are being impacted through on- going monitoring and education of the rain gar- den demonstration sites. The funding received from Wal-Mart stores totaled $26,100, which was used for purchasing plants and mulch and will be used for scientific equipment for monitoring the performance of each garden. Area media also have latched onto the idea of school rain gardens, as each has been covered by newspapers and television news. Even the school district broadcast reports about the rain gardens on their access channel. The students at Conway High school went so far as to document the installation as a field report for their closed circuit news broadcast in their school. The future is bright for the school rain garden program. Wal-Mart stores appreciate the program and have agreed to continue funding it. At pre- sent, another garden is being planned for North Myrtle Beach Primary and oth- ers are anticipated in the near future.

Appendix C - Grants / Restoration Projects

A line item in the work plan for year four was to provide technical assistance with grant writing for local restoration projects and education initiatives. To satisfy this objective, education providers met with Consortium members to identify possible projects and began preparing proposals to implement the identified projects. Several projects were identified along the Waccamaw River including a land acqui- sition near Conway, a restoration of Crabtree Canal in Conway, and a volunteer monitoring program in the northern half of the Waccamaw River basin. A 600 acre parcel of lowlands along the eastern bank of the Waccamaw River in Conway has been proposed to be set aside for conservation in trust with the Nature Conservancy. To secure funding for this land ac- quisition Coastal Carolina University, the City of Conway, and Horry County have submit- ted a proposal to the Coastal and Estuarine Land Conservation Program in the National Oceanic and Atmospheric Administration for a total of $1.1 million. This proposal has been received by the granting agency and is still pending. To address water quantity and quality concerns in Crabtree Swamp, a workgroup called the Crabtree Restoration Initiative was formed to identify and design a restoration pro- ject. A 2,200 foot reach was slated for a restoration project involving earth work to increase the capacity of the canal, building a flood plain, and vegetating it. To secure funding for this project Consortium members submitted for and received $30,000 from the US Fish and Wild- life Service for plants and materials. As a follow-up and expansion of the project additional funding is being sought through NOAA to the tune of $5.2 million for additional work in the Crabtree Watershed. That proposal is still pending. Following the success of the volunteer monitoring program in the southern half of the Waccamaw River basin, a volunteer moni- toring effort is planned for the northern half. To assist with its creation, the Waccamaw Riverkeeper has submitted for nearly $40,000 from various entities in North Carolina to initiate the program. That proposal is still pending. The Riverkeeper also has received approximately $45,000 from various funding sources for ongoing educational and advocacy activities in the southern reach of the Waccamaw River Basin Secured: $30,000 USFWS Granting through the US Environmental Protection Agency’s 319 Program has $45,000 various sources been submitted for implementation of a TMDL project in Murrells Inlet.
