    Canadian eview V olume 39, No. 2 Moving Forward Together: Indigenous People and Parliament p. 24 The Mace currently in use in the Legislative Assembly of Saskatchewan was made in 1906 and used for the first time in March of that year at the opening of the First Session of the First Legislative Assembly. Purchased from Ryrie Bros. Ltd. of Toronto at a cost of $340.00, it is made of heavy gold-plated brass and is about four feet long. The head consists of a Royal Crown with the arches surmounted by a Maltese cross and bears the Royal Coat-of-Arms on the top indicating the Royal Authority. Each side is decorated with a sheaf of wheat, representing the province’s agricultural wealth, a beaver representing Canada and the monogram E.R. VII, representing the sovereign at the time, Edward VII. The shaft and base are ornamented with a shamrock, thistle and rose intertwined. A Latin inscription around the Royal Coat of Arms reads in English, “Edward the Seventh, by the Grace of God of British Isles and Lands beyond the sea which are under British rule, King, Defender of the Faith, Emperor of India”.     Manitoba’s Changes to Workers Compensation Legislation Regarding Post-Traumatic Stress Disorder: Analysis and Legislative Process N O R A F I E N * I. INTRODUCTION orkers Compensation provides benefits to employees injured at work. Compensation is provided both for physical and W psychological injuries, including Post-Traumatic Stress Disorder [PTSD]. In most jurisdictions, the onus is on the worker to show that their PTSD is work-related. Recently, a number of provincial governments and political parties have introduced bills to change that. Several years ago, Alberta passed a bill that created a presumption that an emergency worker’s PTSD was work-related, unless the contrary could be shown. Ontario just recently passed similar provisions. Since then, similar bills have been introduced in legislatures throughout the country. But last year, Manitoba went a step further and legislated the presumption for all workers covered by Workers Compensation. Public awareness about mental illnesses like PTSD has been increasing, along with the recognition that stigma is a barrier to treatment. Political parties have presented presumption bills as a way to reduce stigma and speed access to treatment for work-related PTSD. These are of course admirable goals, so admirable in fact that the bills do not always receive much scrutiny from opposing parties. One can speculate that a political party does not want to appear unsupportive of emergency workers, who * J.D.   • British Columbians by Simplifying the Law and Making It Easier to Comply with Legal Requirements
    Legislative Reports Implementation Act, 2016 which gives effect to budget initiatives, and the Food and Agricultural Products Classification Act which requires all food and beverage products marketed as “organic” to be certified under a provincial or national certification program by 2018. In addition, the Legislature adopted the Miscellaneous Statutes (Signed Statements) Amendment Act, 2016 which replaces the need for sworn statements with a simple, signed statement where appropriate. This legislation intends to reduce costs, delays and inconvenience for British Columbians by simplifying the law and making it easier to comply with legal requirements.
