Existing and planned measures on the promotion of racial equality

Auxiliary Medical Service

The Auxiliary Medical Service (AMS) is mainly responsible for providing volunteer medical services to assist the regular services of the Department of Health, the Hospital Authority and the Fire Services Department during emergency situations whilst providing supplementary volunteer medical services to government departments and outside organisations in normal times. Besides, it also organises paramedic training for disciplined services staff and other appropriate civil servants to enhance their operational efficiency and effectiveness.

A. Recruitment of Members

Services ⚫ The AMS strives to provide equal opportunities to all Concerned applicants regardless of race for membership of the Service. The posts of membership of the AMS are open to applicants of all races meeting the basic entry requirements.

Existing ⚫ Recruitments to the AMS are based on the principle of Measures openness and fairness. All candidates in an open recruitment exercise are assessed consistently on the basis of their ability, performance and character, and having regard to the stipulated entry requirements (including language proficiency) set according to the requirements for the posts of membership concerned.

⚫ Race is not a relevant factor of consideration in the selection process. Given this, the AMS does not require candidates to declare their ethnic origins, nor does it collect information about the ethnic origins of individual new recruits.

Assessment of ⚫ The AMS will continue to keep the language proficiency Future Work requirements for the posts of membership under review and make suitable adjustments as appropriate with a view to

1 meeting actual operational needs, and at the same time facilitating those who wish to join the Service in applying for the posts of membership.

⚫ The AMS will review the relevant measures for enhancement of racial equality and elimination of discrimination to further optimise its services where necessary.

B. First Aid Coverage and Non-emergency Ambulance Transfer Services

Services ⚫ The AMS deploys members to accident scenes to provide Concerned first aid coverage to the injured and provides non- emergency ambulance transfer services, serving all walks of life irrespective of their race.

Existing ⚫ The AMS aims at facilitating easy and equal access to all Measures members of public irrespective of race to the first aid coverage and ambulance transfer services.

Assessment of ⚫ The AMS currently does not provide interpretation Future Work services in its day-to-day operations. Nonetheless, if such a need arises in the future, the AMS will consider individual circumstances and arrange the relevant services for the people in need.
