Dear friends,

Yesterday I was in London with Bishop Paul and a small group of clergy all interested in one thing! We met to discuss our interest with the Church Commissioners and that thing was, money! Historically the Commissioners have offered financial support to all parishes who cannot afford to cover their costs. Incidentally that includes almost 100% of the churches across the Durham diocese….

As stewardship of money is a highly valued Christian ethic and given that we’re all com- ing out of the years of austerity, they like us, want to know their money is going to be used in a fruitful way. Now they want churches to bid for their resources and financial support in order to show how their investment will come to bear fruit. Hence my jour- ney to London to discuss how Hartlepool’s bid might fit their funding criteria to grow the kingdom of God through the church in fresh ways.

Do I hold out any real hope for this bid coming to fruition? I hope so, but I don’t want us to depend on it. So what might we do on our own rather than relying on handouts? Re- cently Hart and Elwick held the first of a short series of open discussions (for anyone to join in) to look at how we can become a more Invitational community. We do our best in welcoming people into the local faith community, a community that wants to commit time to learn, to be supported, to enjoy fellowship and find a place of peace in our busy world – a world where we have our senses overloaded with information which oblite- rates mcuh chance to reflect or recharge our energies.

This idea of being an Invitational Church follows the welcome we offer….. To welcome is to make church like a…….? What might you say church is like? A bicycle perhaps? Where if you keep pedalling it should stay upright, but if you stop it will fall over in a heap. A hospital perhaps? A place to go when you need care. A rocket per- haps? A place where you go to think of things above you? I could go on, but you get the picture.

Church attendance is linked too often with ‘needing’ to go rather than choosing to go. Church attendance might be described as a magnet to draw people into a building, BUT the reason people go is in fact to leave the premises, to go out recharged and ready to face the week. Looking at church this way, church becomes the opposite to a magnet …more like a radiator where energy and peace are taken outwards into the week, into work, leisure time and into our relationships with others.

The June meeting started with the singing of Jerusalem, minutes of the previous meeting were read and the financial statement giv- en. Final arrangements were made for the Group Meeting at and the trip to Hawes for lunch at the Wensleydale Creamery plus extra information regarding our outing to Keswick and tour of the Lakes on 6th August.

This month we were delighted to welcome back Sarah McCallister for a cookery demonstration. This time she made three very quick and easy meals, a chicken stir fry, a curry and a pasta dish. There was a lovely aroma wafting around the hall and unlike TV cook- ery programmes where the chef tells us how good the meal tastes, we were able to sample the delicious food ourselves.

The competition for three home-made scones was won by Joanna Bellerby with Sandra O’Connor second and Val Hazlewood and Linda Finer joint third. COFFEE MORNING Thank you to everyone who attended our Coffee Morning on June 9th. It was well attended and the atmosphere was lovely with peo- ple staying chatting to old friends and having refills of Tea/ Coffee. The amount raised was £429. Personally the money is lovely but the main outcome of these events for me is the community coming together like we used to years ago. ELWICK PARISH COUNCIL REPORT FOR MAY

What an exciting month this has been! The Annual Parish Meeting, held on 21st May, was well attended, with over 40 partici- pants hearing from the Clerk, on the Council’s work over the last year, Louise Parks for the EMA and school, Victoria Harrison for the church and Katie Sanderson for Young Farmers (brilliant to hear that she had won a national award from YFA!). Regrettably, the WI was unable to field someone to talk, but Diane spoke about Wynyard and Hilary reported on the frustrating lack of a date for the referendum on the Rural Plan, before in- viting residents to consider what the PC should prioritise for the next year, including ap- plication(s) to the Red Gap Community Fund. Residents raised concern about the growing amount of dog dirt in the gyhll; some trees in the village now being too tall or causing footpath problems with their roots; the non- replacement of the chevrons at the east end of the village, before the elephant in the room finally raised it’s head – the imminent closing of the A19 crossings! Just at that point, Ward Cllr Loynes arrived from attending Greatham Parish Council and heard from a number of residents what a negative impact this will have on their lives. Brenda then ex- plained briefly about the By-Pass progress and why HBC reserves could not be used to fund it (most is already committed to the Church Street redevelopment). The evening closed with everyone chatting over wine, cheese & nibbles or coffee & cake (or in some case all of these!).

Thanks to the support and votes of our villagers, Elwick’ 5 candidates were all re-elected, with Diane Atkins and Elizabeth Hurst from Wynyard joining the team. At the Annual Meeting of the Parish Council, our new Councillors were warmly welcomed; Peter Hutchinson retained the Chair with a unanimous vote, and Hilary Thompson was like- wise returned as Vice-Chair. The Village Maintenance Group is to be chaired by Barbara Irving and Hilary will chair the new Social Activities Committee, as well as the Person- nel Committee. Our Internal Auditor, Peter Olsen, gave the accounts a clean bill of health and these will now be submitted for External Audit. The Parish Council is looking for others to join the Social Activities Committee, whose remit includes the annual Village Fete – so hopefully the EMA, PCC, WI and Young Farmers will send members. If any- one else is interested, do please contact the Clerk.

Finally, and in case you thought I’d forgotten – we now have virtually completed the first stage of the upgrade of the Playing Field. The new equipment has been installed and as soon as the soft fall area is re-shuttered and been refilled with bark chippings, we shall have an official opening. Without the Red Gap funding this would not have been possi- ble, and we are all most grateful for their support, and also to Awards for All. The Parish Meeting approved plans to seek further funding for the resurfacing o the cinder paths at each end of the village, with replacement railings on Church Bank to match those on the steps up to the church, a roundabout for the playing field, and repairs to the road to the north-east end of the village green which is breaking down. NEWS FROM DALTON PIERCY PARISH COUNCIL - JULY

Hexagrid: Work is now complete on the five areas. The grass is coming through slowly as we have had little rain and the birds have snaffled some of the seed. We’ll add more seed and hope it rains - overnight!! Thank you for your patience. It’s been an expensive job, paid for in part by DPPC, Red Gap funding and a contribution from landlord Thirteen. It should restore the green and will be worth it when winter arrives and we don’t have to worry about the safety aspect of negotiating mud baths.

The Batts: The wooden fencing to replace the barbed wire around the wildflower meadow is now complete. The Batts comprises 11 acres of land sold to DPPC, with the proviso that it remained a nature reserve for 10 years (now lapsed ).

Website: The new website is now live but still needs some additional work, re back dated minutes and load- ing of photos etc. New address is daltonpiercy.com The old email address is still accessible at www.daltonpiercy.co.uk

Ward Councillor’s Report: Brenda Loynes has asked HBC to reconsider the Village Hall land. The best she has been able to negotiate is a 25 year lease, but no guarantee that this will be at a peppercorn rent for the whole period.

Asphalt path: DPPC asked that the asphalt path from Three Gates to Sambuca be sprayed. The Clerk con- tacted HBC and asked that this be done urgently as the moss was making it very slippy. The weeds have been sprayed, but as it was so overgrow it needs a second spray.

No 65 Bus: Paul’s Travel wrote to inform us that the No 65 bus will no longer come through Dalton Piercy or Elwick villages. No date has been given as yet when the service will stop.

Sewage smell: Northumbrian Water have met with the Treatment Works Manager in the Windmill car park and were met with a very strong odour. The Windmill has a private pumping station which NW has no right of access. However the Windmill/Sambuca do have to meet specified standards for their effluent to enter NW’s system. NW will involve external agencies and are happy to come and report to the next Parish Coun- cil meeting.

Boundary Commission Review: A consultation on new Ward Boundaries is underway. There is also a pro- posal that HBC should have an extra three Councillors. It may be that the increase in the part of Wynyard which falls within the Elwick parish may make the number of constituents viable for a Rural Ward again. At present Hart is not in our Ward. Any comments you wish to make, write to the Boundary Review Officer at HBC, or access the portal on the HBC website. The consultation deadline is 5th August 2018.

The June meeting was much taken up with discussing the Village Field Wall, the western part of which partially collapsed in early spring. The Chairman reported to the meeting that the school wished to have an inner wire safety fence built 4 metres inside the walls around the field, for the health & safety of the children, as there was a possibility that the other limestone walls might collapse in the future. The proposal had only come to light at a meeting held at the school that morning, of which the Parish Council had only 48 hours’ notice, on which Borough Councillors were to vote at a meeting to be held on the following day. It was very clear at that meeting, at which HBC Education Authority officers, the school and Parish Councillors and Clerk, along with David Wall, a former Chairman of the Parish Council were present, that both HBC and the school believed that the field belonged to the school. Mr. Wall and the Chairman had explained the history of the field, donated to the village by the Milbank family in the late 19th Century, and the tri-partite agreement between HBC, the school and the Parish Council, which allowed the school sole use during school hours and the villagers use at all other times. The Education Authority officers were not aware of the existence of this agreement; they had tabled five options for addressing the collapsed wall, only two of which had involved rebuilding the wall in any way, but their preferred option, due to cost, was the removal of the wall and placement of the high plastic cov- ered wire mesh fencing inside the three ancient walls.

Residents present at the Parish Council meeting, as well as those Councillors who had not attended the meeting at the school, had been vehemently opposed to the removal of the wall and all agreed that a letter should be submitted to the Children’s Services Com- mittee stating the Parish Council’s view on the matter, and offering to include the wall in the proposed ‘Heart of Hart’ funding bids, for the refurbishment of the Chare and car park. The other issue discussed was the Boundary Commission Review of local Wards within Hartlepool. Councillors felt that Hart would much prefer to be in the same Ward as the other rural villages with which we have much in common, not least a shared history, ra- ther than linked with a Ward which was predominantly urban. It was agreed that this view be put forward to the Boundary Commission.

News from Hart Church Ladies Fellowship Our June meeting took the form of afternoon tea in the hardwick Manor Hotel Blackhall. We met with our friends from Elwick ladies fellowship. It was lovely to sit outside in the summer sunshine and chat before going in for tea. NEWS FROM OUR 3 @ 4 Our last service was June 17th Father’s Day. Rev Janet talked on God the Fa- ther and his unconditional love for us.
