1. Introduction

1 Introduction

1.1 Background

1.1.1 This Framework Travel Plan has been prepared by Phil Jones Associates on behalf of Gleeson Developments Limited in support of a planning application for a proposed development of 140 dwellings on land surrounding Roycroft Farm, south of Bramshall Road, Uttoxeter. It should be read in conjunction with the Transport Assessment for the site also prepared by PJA.

1.2 Purpose of Report

1.2.1 This document sets out the principles that will be applied in the preparation of the Travel Plan Agreement and Welcome Pack which the developer will be obliged to provide through planning conditions to any planning permission.

1.3 Travel Plan Agreement

1.3.1 A Travel Plan Agreement is a document that clearly sets out the precise details of the initiatives, deliverables, targets and responsibilities of the Travel Plan. The document will be a recorded agreement between County Council and the developer which provides a commitment to deliver the Travel Plan. The Travel Plan Agreement will be secured by a planning condition.

1.4 Welcome Pack

1.4.1 An initiative of the Travel Plan Agreement will be the provision of a Welcome Pack; a promotional document that will be presented to new residents. The content of the document needs to be site-specific and includes information on local shops, schools, health facilities, walking/cycling routes, and public transport services. The provision of a Welcome Pack will be secured by a planning condition.

1.5 Structure of the Framework Travel Plan

1.5.1 The remainder of this document is structured as follows:

• Chapter 2 – Existing transport opportunities;

• Chapter 3 – Development proposals;

• Chapter 4 – Travel Plan management and co-ordination;

• Chapter 5 –Initiatives; and

2 Existing Transport Opportunities

2.1 Site Location

The site is located on land to the south of Bramshall Road, to the west of Uttoxeter. The eastern boundary of the site is Bramshall Road Park and the site slopes down to the watercourse at the base of a valley and which forms the southern Boundary. To the west is open countryside. In addition to the access to Roycroft Farm, there are field access points along the frontage of the site and a private access to Rycroft Lodge, the driveway to which severs the site. The location of the site in the context of the wider Uttoxeter road network is shown in Figure 2.1 below.

2.2 Pedestrian and Cycle Network

2.2.1 Bramshall Road Park lies along the eastern boundary of the site and connection will be created from the site allowing easy access to the Park during opening times. Connections will also be made to the existing Public Right of Way (Footpath) which follows the Picknall Brook to Hockley Road. The path joins Hockley Road approximately 400 metres to the South of Picknalls First School and is closer still to the Uttoxeter Leisure Centre which has a dedicated link from the footpath.

2.2.2 The Staffordshire County Councils le ap etrat is iluded as Appedi A ad this shos a network of advisory on road routes which provide access to the wider Uttoxeter area and the town centre. This also shows routes which are public footpaths, such as the Picknall Brook path where cyclist must dismount.

2.2.3 National Cycle Route Route 549 which links Etwall in Derbyshire to Uttoxeter. Locally, this route is accessed from the A518 approximately 1.5 kilometres to the east of the site and is largely off road between Uttoxeter and Doveridge.

2.2.4 Overall it can be concluded that with the proposed links from the development, new residents will have good access to walking and cycling routes to the town and surrounding amenities.

2.3 Public Transport

2.3.1 The proposed development is located close to stops served by the Uttoxeter Town Circular (Service 4). The details of the Town Centre Circular and other services within a 500 m radius are summarised in Table 2.1 below.

2.3.2 Further details regarding the public transport journey times have been obtained from Mapumental, web based travel time planning software. The analysis includes walk times from a particular post code to the nearest stop or station. In this case travel times within 1 hour of the post code of Roycroft farm have been used and the resultant travel times are illustrated in Figure 2.2.

2.3.3 This analysis shows that the majority of the Potteries towns to the North West are within a 1 hour journey of the site. To the south east, the whole of Burton on Trent is also within a 1 hour journey as are some of the smaller towns including Etwall and the western areas of Derby City.

2.3.4 Focusing on more local accessibility Figure 2.3 is a closer view of the journey times by bus within Uttoxeter and this shows that the whole of the town centre area including the railway station is within a 15 minute journey time.

3 DEVELOPMENT PROPOSALS

3.1 Development Proposals

3.1.1 The development is estimated to have capacity for around 200 new dwellings on two adjacent sites, separated by the existing private driveway to Rycroft Lodge. The planning application is for a first phase of 140 dwellings. This Travel Plan is considered appropriate for the whole site, and it is anticipated that future applications for a second phase of development will make reference to this document.

3.2 Access Arrangements

3.2.1 Road access is from Bramshall Road, and from two simple priority junctions proposed to the east and west sites either side of the private driveway to Rycroft Lodge. There will be no connection between the two sites.

3.2.2 West Site Access: There is no footway along the frontage of the west site and in order to maintain much of the existing mature hedgerow the development will provide a shared access/home-zone style layout to the new houses fronting Bramshall Road and a pedestrian route within the development. A new zebra crossing will be provided, linking to the existing footway along the northern channel of Bramshall Road. A small number of houses to the west of the access are to have driveways onto Bramshall Road, replicating the existing frontage on the opposite side of the road and reinforcing the existing residential nature of the road

3.2.3 East Site Access: This has the benefit of an existing footway along the site frontage however, similar home-zone style development is proposed and the existing farm house and brick built buildings will be retained and refurbished as private houses.

3.2.4 To the south of the site connections will be created to the public rights of way through Bramshall Park which also link to Hockley Road on the western edge of the town centre.

3.3 Off-site Improvements

3.3.1 The Transport Assessment has identified, through surveys and the Public Consultation exercise, concerns over traffic speeds along Bramshall Road. The proposed accesses to the two development sites have taken the speed issue into consideration and have been designed as part of a relatively simple safety scheme aimed at encouraging drivers to better comply with the existing 30 mph speed limit.

3.3.2 The improvements comprise the installation of two flush refuges within Bramshall Road and provision of a hatched strip as a replacement of the existing centre line. The visual and physical narrowing of carriageways is proven to encourage drivers to reduce speed.

3.3.3 In addition, a new Zebra crossing is proposed between the western site access and the existing driveway to Ryecroft Lodge, to link the proposed home zone/pedestrian route to the existing footway on the northern side of Bramshall Road.

4 TRAVEL PLAN MANAGEMENT & CO-ORDINATION

4.1 Introduction

4.1.1 This chapter sets out guidance for the management and co-ordination of the Travel Plan. The precise details of how the plan will be managed will be defined in the Travel Plan Agreement to be secured by a planning condition.

4.2 Travel Plan Coordinator

4.2.1 The developer will nominate a member of its Sales Team staff to be the Travel Plan Coordinator (TPC) for the site. The TPC will be appointed prior to the occupation of the first dwelling and remain in that role until the last home is sold. The TPC will be responsible for administration and the day-to-da operatio of the Trael Pla ad ill e the first poit of otat for residets travel queries.

4.3 Travel Plan Steering Group

4.3.1 The TPC will invite residents to form a Travel Plan Steering Group. This group will manage the Travel Plan to ensure its long-term sustainability. The Travel Plan Steering Group will have regular meetings and will invite officers of Staffordshire County Council and representatives from local public transport operators to the meetings as considered appropriate/necessary.

4.3.2 The TPC will undertake to contact the coordinators of Travel Plans relating to other residential developments within Uttoxeter with the aim of adopting an area wide approach. Elements of the Travel Plan will also be promoted to existing residents within Uttoxeter.

5 TRAVEL PLAN INITIATIVES

5.1 Introduction

5.1.1 This chapter details the initiatives that should be considered for implementation in order to encourage residents to travel by more sustainable modes. The Travel Plan Agreement to be submitted as part of the reserved matters application will set out more precise details of the initiatives.

5.2 Welcome Pack

5.2.1 Each household will receive a Welcome Pack which will be secured by a planning condition and submitted as part of the reserved matters application. The pack will contain the following:

 Walking and cycling maps illustrating local routes;  Map showing the location of local amenities including schools, GP surgeries, local stores and shopping centres;  ‘esidets Weekl Trael Diar to gather iitial iforatio aout trael hoies;  Site specific public transport information, including location of bus stops and connections to railway stations;  Travel Plan Coordinator contact details;  Useful websites/contacts for public transport, walking, cycling and car-sharing schemes; and  Promotion of Smartphone apps for up-to-date/real-time public transport, walking and cycling information/maps etc.

5.2.2 The TPC will provide the occupiers with revisions of the Welcome Pack (i.e. timetable information, contact details), as appropriate. Timetables and sustainable travel information will also be located within the sales/marketing suite and be kept up-to-date.

5.3 Sustainable Travel Office

5.3.1 The TPC will be a member of the house uilders sales team based at the marketing suite and will be available for residents to contact on all travel enquiries. At the marketing suite there will also be an information point containing public transport, walking and cycling maps, public transport timetable information, promotional materials etc.

5.4 Travel Plan Steering Group

5.4.1 Residents will also be invited to join a Travel Plan Group and attend meetings which may also be attended by Staffordshire County Council officers and local public transport operators. The objective of the group will be to make residents aware of travel options and any changes to services and new routes or highway schemes. On-going promotion of events will be essential to maintain sustainable travel, for eaple Bike Week or Liftshare Week. It ill e the role of the TPC to organise such events.

5.5 Public Transport Information

5.5.1 Residents will be made aware of their various options. Information including details on routes, services, timetables and fares will be provided and easily accessible to all residents through the marketing methods/material contained within the Welcome Travel Pack.

5.5.2 To encourage residents to use public transport the sustainable living travel pack will contain details of discounts available for bus and rail tickets. The TPC will liaise with service providers and negotiate discounts on tickets as appropriate. Journey planning tools such as http://www.transportdirect.info will also be marketed.

5.6 Walking and Cycling Information

5.6.1 Information and maps will be promoted and available to residents at the information point, Welcome Pack and other marketing methods previously mentioned.

5.7 Broadband and Home-Working/Shopping

5.7.1 To reduce the need to travel, the developer will facilitate home-working and shopping, by ensuring each household has the ability to connect to broadband services.

5.8 Car Sharing

5.8.1 Residents will be encouraged to car share using the national car share website www.liftshare.com by registering with the website, individuals can search for other car sharers who live within the vicinity and wish to car share. Car sharing relationships formed over internet sites will allow residents to take advantage of a wider group of people with who to car share, by enabling them to car share with people from different areas. The use of the service will also be promoted to existing residents within Uttoxeter to maximise the chances of identifying suitable travel partners.

5.9 Smartphone Apps

5.9.1 Residents will be made aware of numerous smartphone apps such as National Rail Enquiries, National Cycle Network, Walkit and MapMyRide. These apps can help plan/map out journeys via foot, cycle and public transport within the local area.

6 TARGETS, REVIEW & MONITORING

6.1 Targets

6.1.1 In order to ascertain if a Travel Plan is successful in meeting its objectives, it is important that these objectives are measurable. Therefore there must be a direct relationship between objectives and targets. For targets to be meaningful they should be SMART (Specific, Measurable, Achievable, Relevant and Time-bound).

6.1.2 Target setting is an important process within a Travel Plan; it enables the effectiveness of the plan to be monitored and can focus the delivery of more sustainable travel behaviour.

6.1.3 Current travel patterns of Uttoxeter residents have been identified using the Journey to Work modal splits taken from the latest 2011 Census data on the Nomis data site, based on and Town Wards. These wards represent the majority of housing within and around this compact town centre and the resultant mode split is summarised in Table 6.1 below.

6.1.4 Typical of national travel trends the majority of trips from within the surrounding residential areas are by private car (69%). 27% of trips are undertaken by non-car (or car sharing) modes, with 4% of residents working from home and therefore not commuting to work.

6.1.5 In order to deliver a more sustainable development, a mode shift target of 5% is considered to be an achievable aspiration of the Travel Plan. Assuming that the existing travel patterns within Uttoxeter are reflected in the behaviour of the new residents this would achieve an overall 32% of trips from the development to be undertaken by sustainable modes of transport by the completion of the development (baseline 27% + 5% mode shift).

6.2 Monitoring Programme

6.2.1 A monitoring programme will be contained in the Travel Plan Agreement and this will be agreed with Staffordshire County Council, this should take the form of:

 New homeowner travel diary;  Annual travel survey; and  New Homeowner Travel Diary.

6.2.2 A travel diary for residents to complete will be provided as part of the Welcome Pack along with a date for returning the diary to the marketing suite. The following information regarding residents travelling behaviour will be collected:

6.2.3 Specific details on all frequent journeys made, including the location, origin, destination, distance travelled, time travelled and mode of transport used:

 Reasons why current modes are used; and  Willingness to use alternative modes.

6.2.4 An incentive may be provided such as entry into a prize draw to encourage residents to complete the diary. The travel diary will aid in the establishment of baseline data (current travel behaviour) against which objectives of the plan and targets for reducing car dependency can be refined.

6.3 Annual Travel Survey

6.3.1 A travel survey will be supplied annually to the first occupied household and every household onwards until the residential development is completed. The TPC will input the first analysis of the surveys upon initial full occupation. After this time, the house builder will provide Staffordshire County Council with the travel surveys for future monitoring use.

6.4 Residential Consultation

6.4.1 The Travel Plan Steering Group Meetings will also give residents an opportunity to feedback to the TPC and service providers about current travel arrangements.

7 SUMMARY

7.1.1 This Travel Plan has been prepared for the purposes of supporting a planning application for a development of 140 new homes on land to the south of Bramshall Road in Uttoxeter, Staffs. The development is in two adjacent areas of land occupied by Roycroft Farm and will be accessed off two separate accesses off Bramshall Road. Improvements to Bramshall Road along the frontage of the site will be made as part of the development. These will comprise:

 Vehicle speed reducing measures;  Pedestrian routes adjacent to the road; and  A new pedestrian crossing.

7.1.2 An audit of the existing travel facilities has been undertaken which has identified that there are a number of facilities nearby and these should encourage travel by sustainable modes including pedestrian/cycle routes to the town and surrounding areas.

7.1.3 Analysis of bus journey times also show that the whole of Uttoxeter town is within a 15 minute journey time (based on the existing Roycroft Farm post code).

7.1.4 The broad objective of the Travel Plan is to promote the use of non-car modes to travel to and from the site. The Travel Plan has therefore set out a package of measures that will be taken forward upon occupation of the development. The document has outlined how the Travel Plan will be administered by the Travel Plan Coordinator in co-operation with the local highway authority and other stakeholders. It also outlines a target for the reduction in private car use and a strategy for the monitoring and review of the plan. It is concluded that the Travel Plan provides a sustainable access strategy for the development.
