This year the Parish Council and the Village Day organising group have chosen the Senior Members in our community to benefit from the proceeds of our Village Day which was held on 24th June. In previous years we have supported our Young People and our Churches.

The party will be held in our newly extended hall which is located on St. Clements Way on Sunday 26th November 2017 between 2pm and 5pm. The afternoon will include performances by Theartreworkz who are a professional theatre company who are tailoring their show especially for you and a buffet will be served.

Tickets are free but are restricted to a total of 100, if we as we expect we get a high demand we will draw a ballot for the tickets.

New Waltham wonderers continue to meet on the third Thursday of the month at New Waltham village hall.

Our October meeting will have taken place when you are reading this and we will have enjoyed a wine and cheese evening, one evening I am particularly looking forward to!

November's meeting will see us undertaking a Christmas card making evening.

The final meeting of the year is earlier on Friday 1st December and will be a ticketed event. After the success of last year's wreath making we have made the decision to issue tickets to members looking to come. If you would like to bring a visitor they again will need a ticket and they are available for £5.

We will also draw our golden raffle that evening for members who have signed up again for 2018. Please note: Because Christmas Eve falls on a Sunday this year there will be an alteration to our usual Christmas Service Pattern, this is to enable our Rector and Curate to cover all the churches in our group with a Christmas Service, consequently there will be no 9.00 p.m. Christmas Eucharist Service for this year only. Our Eucharist will be included in the Crib Service and as at all our services all are welcome to join us.

Serves 14 Pour the fruitcake mixture in the cake Maturing time up to 1 month tin. Bake for 1 ¾-2 hours on 180 degrees C. This new facility has its official opening on the weekend of 24th/25th November – do please all come along to the Open Afternoon on Saturday 25th November between 10am - 3pm and look around the lovely new space and see what it has to offer. We can take bookings for parties, family celebrations, activities, clubs and societies etc.

COMING TO THE PAVILION for end of 2017 and then into 2018 are the following:

Pilates on Monday evenings - 6 to 8 pm - two classes

Slimming World on Tuesday afternoon/evening

Artiez kids activity club on Wednesday mornings

Tea Dances – these will be on Wednesdays and/or Thursdays

Fitness Classes – Thursday tea/time, early evening – 6.00 to 6.50 pm

Yoga – Thursday evening – 7 to 9pm – two classes

Householder Development Whether you need planning permission to alter or extend your property will typically depend on the size and position of what you want to do and the location of your property. Some alterations and extensions, particularly to houses, can often be carried out without the need for planning permission. This is known as ‘permitted development’. The NELC planning portal offers general advice including interactive tools and guides to common projects. If you are unsure whether you need planning permission, please complete the ‘Do I need planning permission – householder form’ on the Council’s website and the local planning authority will check this for you. There is a charge for this service of £30* (includes VAT).

Non-Domestic Development Alterations to business premises are more likely to need planning permission, including alterations to shop fronts and external security shutters or grilles. If you are unsure whether you need planning permission, please complete the ‘Do I need planning permission – non domestic form’ on the Council’s website and the local planning authority will check this for you. There is a charge for this service of £30* (includes VAT). If you would also like an informal opinion on the acceptability of your proposal, the total fee cost is £144* (includes VAT).

Why do applications go to planning committee? There are two ways in which decisions are made, either through delegated powers or by planning committee. Delegated Powers - are given in the UK to Local Planning Authorities to determine applications without the requirement for them to be put before Planning Committee. Planning applications for minor development, development which has no significant impact on the public interest, or those planning applications which do not attract significant public objections at the consultation stage are generally decided by an authorised senior officer of the Council under such delegated powers. Planning Committee - Planning applications are decided by the planning committee if the delegated authority does not apply. In NELC, the committee procedure needs to be followed in the following circumstances:

There are four or more material planning objections from members of the public and the case officer is minded to approve.

The proposal would be contrary to adopted or emerging planning policy and the case officer is minded to approve. Where applications are submitted by an elected member of NELC, officers of the Planning Service and Senior Officers of the Council or where there may be perceived issues of probity. There is an objection from a statutory consultee and the case officer is minded to approve. There is a town or parish council objection on valid planning grounds and the case officer is minded to approve. The application is requested to go to committee by a ward councilor on valid planning grounds.

Planning Committee Planning committee is lead by the Chair – who is a Councillor appointed by the council for this role. To his/her side are officers employed by the council to advise on planning, legal and administrative matters. The planning officers will usually include the head of planning services and other planning officers who will present individual cases. Sometimes, specialist policy, legal or highway officers will also attend. Members of the Committee sit around the table facing the Chairman. They are all elected Councillors.

Members of the public and the applicant/agent are entitled to be present but may not be allowed to speak unless they have formally registered to do so with legal services. The Chairman will announce each item. There is normally a comprehensive written report circulated with the agenda. (This report is available for viewing five working days prior to the committee date on the council’s website). The Chairman will then ask an officer to present the report, bringing it up to date if necessary. Any speakers will then be heard. The chair invites questions and views from the members and the officer will reply whenever necessary. Next, a motion will be proposed and seconded, debated if necessary, and a vote taken. In the event of a tie, the Chair has a second or casting vote. There are three possible decisions: Approve: usually subject to conditions. Refuse: sound planning reasons must be given which the authority may have to substantiate in the event of an appeal. A refusal may be agreed even though the principle of the development is acceptable. Defer: if all the information needed to make a decision is not available, to allow time for further action before the decision is finally made or to allow members to make a site visit.

There are strict rules about the declaration of interests, affecting both members and officers. Where the committee decision is different to the officer recommendation, the committee is required to give reasons and these are minuted.
