2. Additional ~inancingto Rural Energy I1 Project 2.1. Project objectives - Rehabilitating, upgrading and expanding the rural distribution power networks, meeting the electrical demand for socio-economic development in the rural areas.

- Improving the reliability and quality of the power networks, reducing the distribution losses and rural electni iost, improving the business efficiency and managing ability of the LV networks by the local authorities.

2.2. Capital sources of project - W loan: loan is used to buy equipments, materials and construction works - National counter-part loan is used to pay the cost of project management and other cost for following works: preparing investment stage, implementing investment stage, finishing construction stage and exploring project, paying tax, ensurance, compensation cost and cost for clearance site. - Investor is provincial people committee of provinces participating in project. 3.1.1 Natural condition a, Geography position 1 - Hung Yen is a delta province bordering with Ha Noi

Natural area is 923.09 km2, account for 0.277% of national area. Population calculating to date 3 1/12/2003 is 1.1 13.489 people, with density rate of 3 16 peoplekm2. There are majority of King people in Hung Yen province.

Hung Yen province has 9 districts as follow: Van Lam, My Hao, Yen My, Van Giang, Khoai Chau, An Thi, Kim Dong, Phu Cu, Tien Lu and Hung Yen Town. There are 161 communes and towns.

Hung Yen Province is belong to delta. This province is important economic zone of Vietnamese northern area and triangular area of Ha P?oi - Hai Phong - Quang Ninh provinces. Hung Yen is the eastern gateway of . There are 23 km length of 5A national road and more than 20km length of Hanoi - Hai Phong railroad. Beside there, There are 39A national road and 38 national roacl connecting Hung Yen with south west provinces of northern area ( Ha Nam, Ninh Rinh, Nam Dinh, Than11 Hoa . . .). -

Hung Yen is near to Hai Phong, Cai Lan seaports and Noi Bai international airport, and border with other provinces and big ciy such as Ha Noi, Bac Ninh, Ha Nam, Thai Binh and Hung Yen.

b, Topography Hung Yen Topography is not complex with flat area and characteristic of delta area.

c, Climate

Hung Yen province has tropical moonsoon climate. Every year has two season: winter with cold and dry and summer with hot and wet. Charateristic of this climate is suitable with tropical crop plants. Average temparature of year is from 320-24oC, average rainfall is from 1.200-1.300 mm and average humidity is 85%.

3.1.2 Natural resources

a, Land resource Land resource of Hung Yen province is most agricultural land, especially rice cultivatg bnd and short day industrial crops. According to inventory of land in 2003 year, there are 62,603 ha agricultural land which account for 67.82% of natural area. In which: + There are 55,282 ha annual cultivated land which account for 88.3 1% + There are 2,207 ha gardern land . + Thqre are 2,207 ha gardern land + There are 1,02 1 ha prennial cultivated land + There are 4,093 ha water surface land for aquiculture

b, Water resource

Besideland resource, Hung Yen province has water resources including: + ~aiersurface for producing and living with natural river system and imgational system of Bac Hung Hai. + underground water is abundant with large underground water mine which sastify the demand of developing industry, urban, production and life. This resource can supply large amount water for regional area.

c, Mineral resources

Hung yen has main mineral of black sand with large amount, which place near Hong River and Luoc River. Beside Hung Yen has clay for producing bricks. Hung Yen province also has brown coal belonging to brown coal basin of Hong , which estimated that there has large capacity at more than 1000 m depth, but now Hung Yen province can't explore because exploration works is difficult.

3.2 Project area in Hung Yen province - Additional Financing to Re-2 of Hung Yen province is estimated to restore, upgrade and enlarge LV Network in project area of 9 districs including: Van Giang, Van Lam, Khoai Chau, Kim Dong, An Thi, Phu Cu, Tien Lu, My Hao, Yen My districs. Raising, quality of LV network to sastify development demand of Hung Yen province.
