AN ACT TO ADD A NEW SECTION 834.2.TO IGCA TO DESIGNATE ROUTE 4 AS "CHALAN CHAMORRO" TO HONOR THE CHAMORRO PEOPLE OF GUAM, ESPECIALLY THOSE WHO SUFFERED AND DEMONSTRATED SUCH FORTITUDE, COURAGE AND STRENGTH OF SPIRIT DURING THE SECOND WORLD WAR.

BE IT ENACTED BY THE PEOPLE OF GUAM: Section 1. Findings. I Liheslaturan Gushan finds that thousands of our people suffered terribly during the Second World War, enduring tremendous deprivations, physical beatings, forced labor, forced march and inter--rnent, and in some circumstances the loss of life. Through it all, the Chamorro people remained resolute, faithful, courageous and demonstrated an indomitable spirit. It is fitting that Route 4, which in part describes the path taken by our people during their forced march to concentration camps in Manengon, Talofofo and elsewhere, be forever dedicated in commemoration of this spirit of the Chamorro people. Section 2. A new section 834.2. is added to IGCA to read: "Section 834.2. Designation of Route 4 as Chalan Chamorro. Route 4 is hereby designated as "Chalan Chamorro", from its junction with Route I and along its entire length, except where otherwise designated. The Department of Public Works shall post signs along Route 4 at reasonable intervals that visibly designate Route 4 as "Chalan Chamorro". The Department of Public Works shall further cause to be fixed, in prominent overhcd display, signs that designate Route 4 as "Chalan Chamorro", at the intersection of Route ffc;k,.4P;,L"J 4 and Route 1, the intersection of Route 4 and Route IOf8nd other such areas as determined by the Department of Public Works. The Department shall further cause to be displayed along the roadside at or near such designated intersections signage that dedicates "Chalan Chamorro to the people of Guam who suffered during the Second World War, and to the Chamorro people generally. A dedication ceremony for the designation of Route 4 as Chalan Chamorro shall be conducted no more than sixty (60) days after the effective date of this act." I. OVERVIEW The Committee on General and Omnibus Matters held a public hearing at 2:00 p.m.. on April 27,2005 in the Public Hearing Room, I Liheslaturan Guihan. Public notice was given t\, -11 media (see facsimile confirmation page) on April 20 and April 25, 2005 and posted in the Government Meetings Section in the April 26,2005 edition of the PDN.

11. SUMMARY OF TESTIMONY Individuals that appeared before the Committee to present oral and written testimony on the bill were as follows:

Johnny Sablan, Department of Chamorro Affairs, President, oral testimony in support of Lai Priniponi. 58 (provided amended version of Lai Priniponi. 58). The President of the Department of Chamorro Affairs presented to the committee a substitute version of Lai Priniponi. 58 for its cnqsideration. The substitute version accounts for orthography, structure and syntax of Lai Priniponi. 58, which the Department of Chamorro Affairs has researched for authenticity of proper word usage.

Dr. Rosa Palomo, University of Guam, Professor, oral testimony in support of Lai Priniponi. 58. Ms. Palomo wislhlly addressed the committee in Chamorro about the intent of Lai Priniponi. 58. A significant aspect of Lai Priniponi. 58, according to Ms. Palomo, was the language used in which it was introduced. Written in the Chamorro language and first of it's kind, Lai Priniponi. 58 recognizes the Chamorro language, she said. She further said, aside from the technicalities of the bill, it's significant to have a bill introduced in Chamorro that honors all Chamorros. She asked all senators to pass Lai Priniponi. 58.

Debbie Quinata, Chamorro Nation, member, oral testimony in support of Lai Priniponi. 58. Ms. Quinta spoke before the committee of the significance of renaming Rte. 4 to "Chalan Chamorro". She said the road has a significant history and is deserving of its name. She applauded the author for introducing Lai Priniponi. 58, and is hopeful that there will be other bills forthcoming that will change the names of roads to Chamorro names.

Dr. Katherine Aguon, Department of Chamorro Affairs , Administrator, oral testimony in support of Lai Priniponi. 58. Dr. Aguon said that she has waited for a long time to see a bill introduced using the Chamorro Language. She said she hopes that there will be more laws passed using its native language.

Ron Laguana, Department of Education, Chamorro Studies, acting Administrator, oral testimony in support of Lai Priniponi. 58. Mr. Laguana said that Lai Priniponi. 58 is unique in which it was written in Charnorro. He asked the senators pass Lai Priniponi. 58. He fkther said that the bill's intent to change the name of the road has plenty of substance, considering the fact that many of Guam's elderly Chamorros, our parents, was forced to march along this very road to concentration camps in Manenggon, Yona and Talofofo. Many suffered during the war and this Bill will recognize the Chamorro people for their courage, strength and will to survive the atrocities of war.

111. FINDINGS AND RECOMMENDATION The Committee on General and Omnibus Matters finds that the intent of Lai Priniponi. 58 designates Route 4 the proper common name "Chalan Chamorro." Long overdue, the renaming of the road that extends from Marine Corp Drive in Hagatna through Merizo and ends in Umatac and has been utilized as a primary access to villages in Southern Guam has been without a proper common name. For many southern resdients, this road is vital thoroughfare to the heart of our island, Hagatna, in the past and present. Many of our people use this road everyday, unmindful of its significance, even more so by our visitors. By dedicating this road "Chalan Chamorro", the people will acknowledge the importance of this road. The most relevant and significant event that occurred on this stretch of road was the march to Manenggon, Yona and Talofofo, where concentration camps held many people evacuated from their homes as a result of World War 11. "Chalan Chamorro" will recognize the Chamorro People's sprit, resilience to catastrophic events, and the determination to grow anew. The long stretch into the southern villages, where Chamorro culture is vibrant and the grass roots of Chamorro heritage prevails, the renaming of Rt. 4 to "Chalan Chamorro" is a proud gesture recognizing the Chamorro People.

Buenas yan saludu, Speaker Forbes and Honorable Senators of the Mina'bente ocho na Liheslaturan Guahan. I am Leilani Espinosa, Professor Rosa Salas Palomo's Student Counterpart from Simon Sanchez High School. We are here today to testify in favor of Bill 58, an act to name a major highway in honor of the CHamoru people who suffered during World War II.

Thank you so very much for this action! It is about time! It has been a long wait! But here it is now and we hope that it will get 100% suppoxt from all the members of the Mina'bente na Liheslaturan Gu%han. Thank you for honoring our parents, brothers and sisters and peers who have died and suffered during World War II. We am sure that our people are clapping their hands and nodding their heads in their new place upon their death in fbll agreement with your actions today. God bless you all. This is one more reason why we should be proud of you for the good you are doing.

We offer some changes but we don't view these as that important. It is just very difficult for Professor Palomo to remove her CHamoru teacher hat, that's all.
