4. Public Forum / Te Huinga Whānui

Item 3 Item 4.1 Halswell Residents Association Ross McFarlane, addressed the Board on behalf of the Halswell Residents’ Association regarding Council land at 66 Quaifes Road. He acknowledged the funding provided by the Board for the radiocarbon dating of trees from that land that were found to be ancient and were of interest to local iwi. The Association is aware that it is proposed that the Quaifes Road site be disposed of and requests that prior to disposal there be an investigation of the land be to determine whether it contains any other artefacts.

Mr McFarlane noted also that the memorial to seven men killed in the worst Royal Air Force crash in history has been unveiled in a reserve at the end of Edwin Ebbett Place, .

4.2 Wharenui Gators Incorporated

Development Manager, Zach Lilburne spoke to the Board on behalf of local Basketball Club Wharenui Gators Incorporated. The club has 23 teams entered in Canterbury Basketball Association Competitions and works within Middleton Grange, Riccarton High, Hornby High and Hillmorton High Schools and the primary schools that feed into those schools.

Mr Lilburne said that the club along with other local organisations is committed to the community and wants to provide quality basketball facilities that are accessible for community which can be used for events, skill sessions, competitions and just general play.

The Club would like the support of the Board initially for the redevelopment of basketball courts at Harrington and Branston Parks.

4.3 University of Canterbury Student Association Clyde Road Parking Kim Fowler and Nuha Fathina addressed the Board on behalf of the University of Canterbury Students’ Association regarding parking on the university side of Clyde Road. They explained that the Association regularly receives complaints about the way vehicles are parked on this stretch of road. In particular there is no uniformity of spacing.

The Association would like to see the road marked out with parking tics to standardise and maximise the parking space available on the university side of Clyde .

After questions from members, the Chairperson thanked Ms Fowler and Ms Fathina for their presentation.

3 Item 4.4 Knightstream School Ross McFarlane, addressed the Board on behalf of Knight’s Stream School on the school’s roading concerns. In particular the School wants provision for safe pedestrian, bike, and scooter travel to and from school, including road crossings. The school wants to see a safe vehicle speed for the local community and acknowleged the additional speed signs and road markings recently intalled on Richmond Avenue.

Additionally, the school is concerned about buses parked outside the school blocking visibility, the volume of traffic turning right from Killarney Avenue and children navigating crossing main roadways without lights. The School would like to see a 30 kilometre per hour speed zone outside of school, more signage to remind driver behaviour, an engineered raised platform outside the school, a pedestrian crossing/dual kea crossing from the school to the

park and for the bus stop/layover to be moved to the car park inside the Knights Stream Park.

Mr McFarlane, raised the schools concerns about the new raised threshold being constructed at the intersection of Richmond Avenue and John Patterson Drive . He said that the threshold height is very minor, visually it is not a deterrent, road markings are minimal and he considers that it will not mitigate excessive speed or slow vehicles down.

4.5 Laura O'Brien - Richmond Avenue/John Patterson Drive – Traffic Calming Local resident, Laura O'Brien addressed the Board on her concerns about the new speed table being constructed at the intersection of Richmond Avenue and John Patterson Drive. She said that she thinks that there needs to be a bump and that the table that is being constructed in her opinion will not slow down vehicles that are already exceeding the 40 kilometre per hour speed limit on Richmond Avenue.

Ms O'Brien said that she is concerned for the safety of children in the area.

5. Deputations by Appointment / Ngā Huinga Whakaritenga

5.1 John Paterson Drive and Richmond Avenue, Halswell Greg Olive, local resident, spoke the Board regarding the proposal for no stopping lines in the vicinity of the the intersection of Richmond Avenue and John Patterson Drive. Mr Olive said

that the need for on street parking should be considered in light of the adjoining land uses. He does not consider there is justification for the extent of no stopping restrictions proposed - in the officer’s report particulaly in John Patterson Drive which is a low volume road. Mr Olive also pointed out that cars parked on the side of the road can have an effect of slowing vehicles down.

9. John Paterson Drive and Richmond Avenue, Halswell - Proposed No Stopping Restrictions and Give Way Control Board Comment

Staff in attendance spoke to the accompanying report and the consultation process that was undertaken. In its deliberations, the Board considered the consultation responses and the deputation from Greg Olive (Item 5.1 of these minutes refers). Officer Recommendations / Ngā Tūtohu

That the Waipuna/Halswell-Hornby-Riccarton Community Board resolve to: 1. Approve that a Give Way control be placed against John Paterson Drive on its south western approach to the intersection with Richmond Avenue. 2. Approve pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017 that the stopping of vehicles be prohibited at all times as shown by ‘Proposed No Stopping Restrictions’ in Plan TG136522 dated 25 August 2020 in Attachment A of the agenda staff report. 3. Approve that the stopping of vehicles be prohibited at any time on the north west side of John Paterson Drive (west) commencing at its intersection with Richmond Avenue and extending in a south westerly direction for a distance of 60 metres. 4. The speed table as built at the Richmond Avenue/John Patterson Drive intersections is not sufficiently visible or defined to effectively slow traffic. 1. Purpose of the Report / Te Pūtake Pūrongo 1.1 The purpose of this report is for the Waipuna/Halswell-Hornby-Riccarton Community Board to approve a peace rock and its location at Harrington Park (refer Attachment A). 1.2 Representatives from Oak Development Trust (ODT) and the local community addressed the Community Board at its meeting on 26 June 2019 in relation to a proposal for a Peace Garden in Harrington Park. The Community Board referred the proposal to staff to consider. 1.3 Staff worked with ODT to develop a landscape plan. The plan was costed and ODT subsequently decided that a simpler less expensive option would be better. They are now proposing to install a large peace rock with a poem engraved onto a plaque. 1.4 The decision in this report is of low significance in relation to the Christchurch City Council’s Significance and Engagement Policy. The level of significance was determined by using the engagement and significance matrix. 1.5 ODT will be installing the peace rock into Harrington Park with support from Council staff where required.

2. Officer Recommendations / Ngā Tūtohu That the Waipuna/Halswell-Hornby-Riccarton Community Board: 1. Approve the peace rock and its location at Harrington Park as shown on Attachment A to the report on the agenda.

3. Reason for Report Recommendations / Ngā Take mō te Whakatau 3.1 The staff recommendation is to install a peace rock with a plaque and poem at Harrington Park. 3.2 The request has come from Oak Development Trust, who have been set up with the purpose of improving the quality of life for those in the Riccarton area and further afield through providing leadership and resources to help meet their social, emotional, physical and spiritual needs1. The report recommendation supports the trust and the work they complete in their community. 3.3 The work will be funded by ODT and installed by members in the community.

4. Alternative Options Considered / Ētahi atu Kōwhiringa 4.1 Do nothing – do not approve the installation of a peace rock and its location at Harrington Park.

4.2 Option advantages:  There are no advantages to this option. 4.3 Option disadvantages:

Item 7  The request has come from a local community member who approached ODT to support him with his proposal. The idea has been socialised at community events. Doing nothing would be against the community views to have a peace rock installed in Harrington Park.

5. Detail / Te Whakamahuki 5.1 Representatives from ODT and the local community addressed the Community Board at its meeting on 26 June 2019 in relation to a proposal for a Peace Garden in Harrington Park. The idea came about after the March 15 2019 Mosque attacks when a local man wrote a poem to remember, but also to inspire hope for a united future. He was keen to have the poem out on a plaque on a standing rock somewhere in the Riccarton community. 5.2 The Waipuna/Halswell-Hornby-Riccarton Community Board decided to:  Refer the proposal received from the local Riccarton community for a Peace garden at Harrington Park to staff for consideration and response back to the Board and community representatives. 5.3 Staff worked with ODT to develop a landscape plan. The plan was costed and ODT subsequently decided that a simpler less expensive option was preferred. They are now proposing to install a large rock with a poem engraved onto a plaque. 5.4 The proposal is to simply place the rock in the ground, to Council Construction Specifications, with no surrounding features. A Council arborist has reviewed the proposed location and has suggested that an arborist should be onsite when they install the rock as it is under the drip line of a large tree. The overall disturbance would be minimal and the Council arborist can prune any tree roots that are exposed. 5.5 The rock will stand taller than wider and will include a plaque with a poem. The poem is titled ‘Peace, Love and Unity’ and was written by Sirwan Mohamadi. 5.6 An information leaflet was sent to residents that neighbour Harrington Park on Wednesday 2 Item 7 September to let them know of the proposal (refer Attachment B). If staff receive feedback, they will advise the Community Board at its meeting on 13 October 2020. 5.7 ODT have socialised the idea of a Peace Rock at Harrington Park at community events including a community dinner on May 2019, Common Group Café fortnightly meetings, the annual Community Fun Day in October 2019 and the Community Garden Christmas Dinner in 2019. The idea has been shared in the Riccarton Community newsletters where it was discovered that a standing rock is symbolic in many cultures and that the idea resonated well with everyone. 5.8 The decision affects the following wards/Community Board areas: 5.8.1 Waipuna/Halswell-Hornby-Riccarton

3. Background / Te Horopaki Introduction / Te Whakatkinga 3.1 Road naming requests have been submitted by the developer, for the subdivision of 700 Cashmere Road (RMA/2020/879). A preferred name and alternative names, have been put forward by the developer for the road. 3.2 The recommended road names have been checked against existing road names in Christchurch and bordering districts, for duplication, alternative spelling, or other similarities in spelling or pronunciation to avoid the potential for confusion. The proposed names are considered sufficiently different to existing road names. 3.3 The recommended road names have been checked against the Council’s Roads and Right-of- Way Naming Policy dated 2 November 1993 and are considered to be consistent with this policy except as outlined below. 3.4 The recommended road names have also been checked against the Australia and New Zealand Standard AS/NZA 4819:2011 Rural and Urban Addressing. The names are considered to be consistent with the Standard unless otherwise stated below. 3.5 Under the Roads and Right-of-Way Naming Policy, the names considered must be requested by the developer. There is not an ability to consider alternative names without first checking whether there are any duplications or similarities with other road and right-of-way names. 3.6 Consultation has been undertaken with Land Information New Zealand who have raised no concerns with the proposed road names. 3.7 The names requested have been accompanied by an explanation of the background to the names, which is summarised below, along with correspondence with the applicant.

Assessment of Significance and Engagement / Te Aromatawai Whakahirahira 3.8 The decision in this report is of low significance in relation to the Christchurch City Council’s Significance and Engagement Policy.

3.9 The level of significance was determined by the number of people affected and/or with an interest. 3.10 Council’s Senior Advisor Ngāi Tahu & Maori Relationships has been consulted and has raised

no concerns with the suitability of ‘Korimako’ (as set out below) as a road name. Item 8

3.11 Due to the assessment of low significance, no further community engagement and consultation is required. Proposed Names 3.12 The proposed names are shown in Attachment A. 3.13 The proposed options are themed for the local environment. 3.14 Preferred name by the subdivision developer: Barnfields Close 3.15 There has been a barn associated with this property for nearly 100 years. The old red wooden barn, built around 1920-30, was a well-known feature in the neighbourhood and prominent landmark. The old barn was demolished after the September 2010 earthquake and replaced with the new red barn. The fields below the barn have provided grazing for sheep, deer and cattle. The new subdivision will overlook the ‘fields’ of the new Basin Reserve. Alternative Names 3.16 Korimako Close - Korimako is the te Reo Māori name for a bellbird. The species is endemic to New Zealand and common across much of the country. It is well known for it’s bell-like bird song. They are often heard on the property and are expected to be about more with the development of the Hoon Hay Basin reserve. 3.17 Hazelwood Close - The hazel is a genus of deciduous tree native to the temperate northern hemisphere. Hazelnuts have been grown on the land and could be used for the landscaping of the development.

1. Purpose of the Report / Te Pūtake Pūrongo 1.1 The purpose of this report is for the Waipuna/Halswell-Hornby-Riccarton Community Board to approve No Stopping Restrictions on a part of The Runway in Wigram and a revision to the operational period for a School Bus Bay on Curtis Street located adjacently. 1.2 This report has been written in response to a request from Wigram Primary School and members of the public to investigate safety concerns relating to parked vehicles causing problems during school drop off and pick up times as well as other temporary activities at the school. Wigram Primary School has also highlighted that the Bus Bay restrictions need to correspond with the actual operations. 1.3 The decisions in this report are of low significance in relation to the Christchurch City Council’s Significance and Engagement Policy. The level of significance was determined by the low level of impact and low number of people affected by the recommended decision. 1.4 The community engagement and consultation outlined in this report reflect the assessment. 1.5 The recommended option is to extend the No Stopping restrictions on The Runway in accordance with Attachment A and to replace the Bus Bay restrictions with the proposal shown in Attachment B. A location plan is shown in Attachment C.

1.6 These measures have been requested to:  Improve the safety of pedestrians walking to and from parked vehicles related to the school and weekend church activity.  Improve the intervisibility of pedestrians and drivers at the two crossing points  Ensure larger vehicles especially buses can drive along The Runway without risking harm to pedestrians or damaging parked vehicles.  Improve the sight line for drivers turning right out of Curtis Street onto The Runway.

2. Officer Recommendations / Ngā Tūtohu That the Waipuna/Halswell-Hornby-Riccarton Community Board: No Stopping restrictions (Refer to Attachment A) 1. Approve that the stopping of vehicles be prohibited at any time on the north west side of The Runway commencing at its intersection with Curtis Street and extending to the south west for a distance of 30 metres. 2. Approve that the stopping of vehicles be prohibited at any time on the north west side of The Runway commencing at its intersection with Curtis Street and extending to the north east for a distance of 62 metres.

3. Approve that the stopping of vehicles be prohibited at any time on the south east side of The Runway commencing at a point 11 metres south west of its intersection with Curtis Street and extending to the north east for a distance of 73 metres. Bus Bay Restriction (Refer to Attachment B) 4. Approve that the stopping of vehicles is prohibited on the south west side of Curtis Street commencing at a point 20 metres south east of its intersection with Porter Street and extending in a southeasterly direction for a distance of 54 metres, is reserved as a parking

Item 9 place in the form of a bus stop for the exclusive use of school buses on Fridays except on Public Holidays. 5. Revoke any previous resolutions pertaining to traffic controls made pursuant to any bylaw to the extent that they are in conflict with the traffic controls described in resolutions 1-4 above. 6. Approve that these resolutions take effect when parking signage and/or road markings that evidence the restrictions described in the staff report are in place (or removed in the case of revocations).

3. Reason for Report Recommendations / Ngā Take mō te Whakatau 3.1 Safety concerns have been raised by local residents concerning parking activity near the primary school. This relates to short school drop off and pick up periods as well as members of the church congregation that park during the periods of the service and other church events that is held at the school building. 3.2 The existing school bus bay restrictions do not correspond with the actual operations, as confirmed by the school. Once adjusted this will enable buses to access the bay more easily and the bay will be available for car use at other times.

4. Alternative Options Considered / Ētahi atu Kōwhiringa Maintain the status quo 4.1 The advantages of this option include: 4.1.1 Retains on-street parking spaces on The Runway. 4.2 The disadvantages of the option include: 4.2.1 Does not address community concerns about safety at this intersection. 4.2.2 The Bus Bay being restricted at inappropriate times.

5. Detail / Te Whakamahuki 5.1 Residents referred to the effects of pedestrian activity associated with the parked vehicles including children being dropped off or picked up. Due to the limited road width in each direction on The Runway, vehicles, including buses must overtake carefully and there is a frequent risk of pedestrians being hit by passing vehicles. This worsened further since many vehicles are SUVs with family groups, sometimes with 2-3 children. 5.2 Staff have observed conditions during school pick up times. It was also evident that many adults and children run across the street to access parked vehicles. Since this can be a busy intersection at certain times of the day, staff consider that there are many safety risks evident, which could be alleviated by encouraging parking to take place on Curtis Street or elsewhere. 5.3 The Runway is median divided and is classified as a collector road. The road width in each direction is 4.7m, which with parked vehicles, especially SUVs leaves limited width for passing vehicles. Buses operate along The Runway and every 15 minutes during peak times.

5.4 There is also a formal crossing South West of the intersection and 50 metres north east of the intersection. Parking is currently allowed on both approaches to the crossing, which adversely affects the intervisibility between pedestrians at approaching vehicles. 5.5 Staff consider that parking should be discouraged on The Runway in this area and take place either in the school car park, parking bays on The Runway or the side streets such as Curtis Street and Porter Street which have extensive parking opportunities. 5.6 On Curtis Street there are parking bays for short term P3 restrictions and some that are

Item 9 unrestricted. There are also bays designated for school buses. These have restrictions in effect for bus use only for each day during school pick up and drop off times only. 5.7 Staff have consulted Wigram Primary School concerning the bus activity. They indicated that the bay is not used by buses each day, but for sports events which are consistently on Fridays only and required at different times of the day, including before and after school drop off and pick up times. 5.8 Staff are therefore proposing the restriction to be adjusted accordingly, as shown in Attachment B. In addition to the use by buses, this will enable the bay to be available for the rest of the week, for parents and school staff. 5.9 There are some existing no stopping restrictions at the Curtis Street intersection with The Runway, though only extend a short length and exclude any restrictions on the south east side. 5.10 The recommendations in this report will help to achieve the desired community outcome of a safer environment near The Runway. 5.11 The proposed no stopping will result in 18 spaces being removed and displaced elsewhere. However, the amended Bus Bay restriction will enable 9 spaces to be available except on Fridays. 5.12 Approval is required by the Waipuna/Halswell-Hornby-Riccarton Community Board. 5.13 If approved, the recommendations will be implemented within the current financial year. Community Views and Preferences 5.14 Affected property owners and residents on The Runway were advised of the recommended option by letter and invited to comment. The revision to Bus Bay restriction was not publicly consulted on, since there are no property frontages on Curtis Street affected except the school itself. 5.15 Three submissions were received from property owners who all supported the no stopping proposal. 5.16 The Team Leader Parking Compliance supports the preferred option. 5.17 The do nothing option is inconsistent with community requests to improve road safety and ensure the Bus Bay restriction matches the correct periods of operation.

6. Policy Framework Implications / Ngā Hīraunga ā- Kaupapa here Strategic Alignment /Te Rautaki Tīaroaro 6.1 Council’s strategic priorities have been considered in formulating the recommendations in this report, however this area of work is not specifically covered by an identified priority. 6.2 The recommendations in this report are also consistent with the anticipated outcomes of the Traffic Safety & Efficiency Service Plan in the Councils Long Term Plan (2018 - 2028)

Awards 2020 19 (the Corona Virus). 2020 Function Riccarton The annual Riccarton Community Saturday Strengthening Community Fun Day is happening on Saturday the 24 October Communities Day 24th October from 1pm till 4pm. This 2020 Strategy

year's event will have four Item 10 locations; Harrington Park, Paeroa Reserve, Best Start and Riccarton Baptist Church. Each location will have various free activities for the whole family to enjoy.

3.1.1 ROAR - Riccarton On A Roll Expo The expo was held on Tuesday 22 September 2020 at Rārākau: Riccarton Centre and showcased activities and groups in the Riccarton area. A variety of stalls provided information regarding services, recreation and community groups. Local musician Richard Hore and singing group the Canterbury Plainsmen provided entertainment. The expo was an opportunity for the local services and groups to engage and connect with the Riccarton community. Following positive feedback from attendees and exhibitors, there are plans to make the expo an annual event.

3.3.2 Council Engagement and Consultation.  Draft Tree Policy The Draft Tree Policy for managing and maintaining trees in public open spaces is currently open for feedback. Consultation opened on 14th September 2020 and will close on 12th October 2020.  Community Facilities Network Plan The Community Facilities Network Plan is currently open for consultation. Consultation opened on 15th September 2020 and will close on 14th October 2020.  Proposed Plan Change 4: Short-term accommodation Proposed Plan Change 4 proposes a change to the resource consent requirements for visitor accommodation in a house or unit in most residential, rural and papakāinga zones, particularly where a host is not living there. The proposal is currently out for consultation. Consultation opened 24th September 2020 and closes 22nd October 2020 3.4 Governance Advice 3.4.1 CCTV installation. At its meeting on 4 February 2020 the Board requested staff advice on the possible availability of Closed Circuit Television (CCTV ) cameras for the detection of crime as follows:  mobile cameras for the Halswell-Hornby- Riccarton area for use at identified “hot spots”.  funding and installation of cameras in the suburb of Wigram.

Staff have now advised that the Council does not have a mobile camera system that would meet this need for use at identified “hot spots”. There was a camera in the very early 2000’s but its use was very problematic due to vandalism and difficulty with

securing a power source to maintain the feed. There is no plan to purchase any mobile cameras in the future because of the identified problems and also because now the feed is direct to the Police system and security of that system is paramount. In addition staff have advised that the placement of Cameras is governed by actual need compared to perceived need. At the moment Wigram is not seen as a high priority for

CCTV coverage by New Zealand Police when reported crime is considered and also when considered against other areas of Christchurch. The budget for replacements and new installations is in high demand and at this point there is no plan to install cameras in this area.

4. Advice Provided to the Community Board 4.1 Halswell Park and Ride A staff memorandum (refer Attachment B) has been provided to the Board in response to a request/notice of motion at their 30 June 2020 meeting. The purpose of the memorandum is to provide advice regarding “the viability and potential locations for a “Park and Ride” facility in the vicinity of Halswell Road to provide residents in the south west with better access to public transport to central Christchurch. 4.2 Tree Removals for Flood Protection Works at 88F Hinau Street, Riccarton A staff memorandum (refer Attachment A) has been provided to the Board advising of proposed tree Removals for Flood Protection Works at 88F Hinau Street, Riccarton. Approval was given for the removal by Head of Parks, exercising his delegation to approve the removal of unhealthy and structurally unsound trees, and trees causing damage to infrastructure or other safety concerns where there is no viable alternative other than to remove the tree. In this case the trees to be removed are causing damage to infrastructure and some are unhealthy and structurally unsound. 4.3 Yaldhurst Memorial Hall Building Update Community facilities staff have provided the attached update on the Yaldhurst Memorial Hall building (refer Attachment D).
