PROPOSED OFF MARKET LETTING OF PART OF KIRKLEE PLAYING FIELDS, BELLSHAUGH ROAD, GLASGOW, G12 0SP TO KELVINSIDE ACADEMY

Purpose of Report: To seek authority to commence negotiations for an off market letting of part of Kirklee Playing Fields, Bellshaugh Road, Glasgow, G12 0SP to Kelvinside Academy

Recommendations: The Committee is asked to: I. Note the content of this report

II. Approve in principle the off market letting of part of Kirklee Playing Fields to Kelvinside Academy.

III. Approve in principle the Council excising of part of the Kirklee Playing Fields from the PPP lease for Cleveden Secondary School in terms of that lease.

IV. Instruct the Director of Property and Land Services to instruct City Property to negotiate terms and conditions for the proposed letting to Kelvinside Academy on behalf of the Council. To include consultation with Local area communities in adjacent Wards and with Cleveden Secondary school representatives

V. Note that the provisionally agreed Heads of Terms will be discussed with representatives of Cleveden secondary school and reported to the Contracts and Property Committee for approval.

1.0 Introduction

1.1 The purpose of this report is to seek approval to enter into discussions with Kelvinside Academy (KA), a registered charity, with regard to this organisation taking a lease of part of Kirklee Playing Fields.

2.0 Background

2.1 Kirklee Playing Fields currently form part of the Council’s Cleveden Secondary School infrastructure. Cleveden Secondary is subject to a PPP contract that includes the playing fields.

2.2 The playing fields not in a particularly good condition or well utilised sports facility.

2.3 Kelvinside Academy currently use the one of the playing fields by agreement with the Council and Cleveden Secondary School Senior Management Team. The Council has now been approached by Kelvinside Academy regarding the possibility of improving the condition of the playing field currently used by the Academy by developing a modern synthetic playing surface, associated floodlighting and fencing together with a new changing pavilion.

2.4 The project would be funded by Kelvinside Academy and it is envisaged that while they would receive a lease of the premises, provision would be made for the local community and pupils from Cleveden Secondary school to retain an agreed level of access to the improved facilities.

3.0 The Subjects

3.1 Kirklee Playing Fields extend to 2.71 hectares (6.9 acres) and are bound by housing to the south, east and partially to the west, with Kelvinside Academy bounding the site in its the south west corner. The playing fields are accessed and have direct frontage on to Bellshaugh Road to the north west of the site.

3.2 The facility includes two full size pitches with associated fencing, together with a single storey changing pavilion. Neither pitch benefits from floodlighting.

3.3 While part of the Cleveden School estate, the playing fields are located separately from the school. Due to their relative remoteness and the nature of the playing surface, the playing fields are underutilised relative to other Council facilities.

3.4 Kelvinside Academy have expressed an interest in leasing the southern pitch and associated ground located adjacent to the school building. This area extends to 1.50 hectares (3.7 acres) and is shown on the attached plan.

4.0 Policy and Resource Implications

Financial: None

Legal: A Common Good assessment will be required to be undertaken prior to a lease being entered into.

Personnel: There are no direct personnel implications.

Procurement: There are no relevant procurement issues.

Council Strategic Plan: This proposal is in line with the theme of Resilient and Empowered Neighbourhoods. A world class destination for tourism, culture, sports, events and heritage with Glaswegians becoming active and healthier.

Priority 79: Encourage the development of trusts, social and community enterprises to support community ownership and management of assets.

The Committee is asked to:

I. note the content of this report

II. approve in principle the off market letting of part of Kirklee Playing Fields to Kelvinside Academy.

III. approve the Council excising the Kirklee Playing Fields from the PPP lease for Cleveden Secondary School in terms of that lease.

IV. instruct the Director of Property and Land Services to instruct City Property to negotiate terms and conditions for the proposed letting to Kelvinside Academy on behalf of the Council.

V. note that the provisionally agreed Heads of Terms will be reported to the Contracts and Property Committee for approval.
