The sixth accused, 56-year-old Shyam Lal had died in February this year and proceedings against him were abated. Three other accused in the case are juveniles and inquiry against them is in progress before the Juvenile Justice Board. Before commencement of proceedings today, the convicts were taken out of the courtroom and were frisked by the police on the direction of the judge. Special Public Prosecutor Atul Shrivastava had sought maximum punishment for the convicts ie. imprisonment till the remainder of natural life, saying the crime was committed in a barbaric and inhuman manner. Legal aid counsel Dinesh Sharma, who represented the convicts, had sought leniency for them saying they belong to poor background. The victim had come here on January 1, 2014, and stayed for a couple of days before leaving for Agra. After visiting several places, she returned to Delhi on January 13, 2014, and stayed in a hotel in Paharganj near the station. The next day when she was returning to her hotel, she lost her way and had asked one of the accused for directions when the men waylaid and gangraped her. 12 Driving more than an hour a day can lead to weight gain - study The study, from the Australian Catholic University's Institute of Health and Ageing, looked at the driving habits of 2,800 adults taking part in the Australian Diabetes, Obesity and Lifestyle study. The data was then compared against health measures including body mass index (BMI), waist circumference, fasting plasma glucose, and a range of cardio-metabolic risk factors. The results showed that when compared to individuals who spent 15 minutes or less each day in the car, those who spent more than an hour behind the wheel -- around 25% of the participants -- were more likely to have a 0.8 higher BMI number (equivalent to 2.3 kg for a person with a height of 1.7 m), and 1.5 cm greater waist circumference. The study also found that men who drive at least an hour a day were more likely to put on weight than women. According to the Australian Bureau of Statistics, 78% of people use a car as the main form of transport to go to work, with the study's lead author Professor Takemi Sugiyama also adding that other countries that use a car as their main form of transport include the USA (86% of people), UK (64%), and Sweden (54%). Instead of just focusing on reducing traffic, congestion, and air pollution, Professor Sugiyama now believes that transport sectors could use this information to further promote more active travel in an effort to avoid the negative health effects of prolonged sitting behind the wheel. Current guidelines recommended by WHO advise 150 minutes of "moderate intensity" activity per week for people over 18, which can include activities such as walking or cycling to work, and not just exercise through sport. They also advise that doing some physical activity is better than doing none at all, and that incorporating activity into daily life in relatively simple ways, such as walking to walk, will help people achieve the recommended activity levels and reduce their risk of obesity and obesity-related diseases. 13 'Starving to death': Boko Haram displaced facing food crisis A civilian vigilante and a soldier said the deaths were occurring in the town of Banki where they are based, some 130 kilometres (80 miles) southeast of the Borno state capital, Maiduguri. Troops liberated the remote town near the Cameroon border last September. "People are dying in large numbers in the camp every day from lack of food," the vigilante, who asked not to be identified because of his job assisting the military, told AFP Thursday. "They are starving to death on a daily basis. Between 10 and 11 people, including men, women and children, die daily since the IDP (internally displaced persons) camp was opened three months ago. "As of yesterday (Wednesday) we counted 376 graves in the Bulachira cemetery belonging to dead IDPs who died in the last three months. " The soldier, who has been in Banki since the liberation and also asked to remain anonymous, gave a similar account: "At least 10 people are buried every day in the cemetery. "The whole camp is hunger-stricken. People are emaciated and starving to death. If nobody intervenes, a huge catastrophe is looming because these people can't hold out. " The Borno state government and aid agencies have warned about acute food shortages in the Lake Chad region as a result of seven years of violence. The United Nations said in May that 9.2 million people living around the lake, which forms the border of Nigeria, Chad, Cameroon and Niger, were in desperate need of food. One Nigerian refugee in a camp in southeastern Niger told AFP last month: "I think that everyone has abandoned us. " Another said it had been four months since they last received food aid. Even at the giant Dalori camp outside Maiduguri, which houses about 20,000 people, IDPs complain there is not enough to eat and children especially are always hungry. The camp has been locked down since a suicide blast outside in January, forcing residents to rely on twice daily bowls of cooked rice and beans. "We force ourselves to eat the food despite its bad taste so as not to die from starvation, " added Babagana Mustafa, 46. Ahmed Satomi, executive secretary of the Borno state emergency management agency, said there were some 10,000 IDPs in Banki and "relief items" were delivered two weeks ago. But the vigilante disputed the claim, saying the IDPs received nothing from the state and only UNICEF provided them with water containers and sanitary items in April. Satomi said they were "preparing to procure maize and rice that will last them (the IDPs) for the next 40 days" but said priority was being given to Bama, 60 kilometres away. But most are still largely reliant on food hand-outs, with farmlands devastated, and homes and local infrastructure destroyed. Nearly 6,500 children were found to be severely malnourished at camps in Borno state last year; more than 25,000 others had "mild to moderate symptoms", health officials said in February. The vigilante and the soldier said troops had been giving two-thirds of their rations to the IDPs, who also lacked access to medical facilities and even basic medicine such as paracetamol. "People have no food, they are just walking corpses," he said by telephone, adding he was watching another funeral procession as he spoke. 16 DA: Parliament must call SABC to account over ‘rampant censorship’ after SAfm show axed The party’s Phumzile van Damme said on Tuesday that “censorship at the SABC ahead of the local government election has reached crisis proportions” after its spokesperson Kaizer Kganyago on Monday night confirmed the axing of the show. Kganyago said he didn’t understand the furore over the issue‚ and said it was part of a “revamping” and “The Editors” was an “old” show dating back to the 1980s. Van Damme countered that it “is a very popular programme on SAfm on Sunday mornings where the political events of the week are critically analysed‚ debated and discussed by newspaper journalists and editors”. “The programme has been a bone of contention for the ANC for many years as its poor record as a governing party is often discussed‚” she said. “Through the years the ANC has attempted to have the show canned‚ and failed.” Van Damme said the “DA will be calling on the Portfolio Committee on Communications to return to Parliament in order to be fully briefed by the SABC’s management on the rampant censorship”. 20 DA set to launch ‘censored’ campaign ad The launch of the commercial‚ which will take place in Crossroads in Nyanga‚ comes a day after the DA said it had “been reliably informed that SABC chief operations officer Hlaudi Motsoeneng has now banned the reading of newspaper headlines on all SABC radio stations”. “The reading of the morning’s newspaper headlines is a practice on radio and TV stations worldwide‚ particularly on news and talk radio‚ as a method to review stories currently in the news cycle‚” the party said. “The banning of the reading of newspapers can only be viewed as yet another attempt by Motsoeneng to censor any negative news stories about the African National Congress (ANC) on SABC radio stations ahead of the local government election.” This‚ the party claimed‚ “is part of an on-going programme driven by Motsoeneng to only portray ‘sunshine news’ about the ANC on SABC stations”. Campaign ambassadors Maps Maponyane‚ Stacey Holland and Masasa Mbangeni spoke to TMG Digital this week to tell us why they care about the cause‚ and why you should too. Here are some memorable quotes from the interviews. Actress Masasa Mbangeni said more South Africans should be welcomed into the conservation space: “The reality is that conservation is still a largely white space where white capital earns you a seat at the discussion table. “Many of the people in surrounding communities of the Kruger have never been to the Kruger simply because they cannot afford to. 22 The Big Read: Reflections in the twilight zone In Dubai airport they have conquered time. It's like a vast casino except it doesn't make you feel grimy and nauseous - only a little sad. You can sit here for four or five hours as I've just done, at any time of day and night, and the quality of light will be the same, the density of the air will be the same, the flow of people will be constant and easy and regular. People have no biorhythms or circadian rhythms here - it's not night or day, just one long not unpleasant state of transit. The laws of time do not apply. I feel that if I just sit here eating this weird cheese forever I'll never grow older or fatter or sadder or wiser. It wouldn't be such a bad life; from time to time I'd see people I recognise and maybe they'd come over to say hello. There are two New Zealanders at the next table and they have been arguing for hours with remarkable stamina about the zombie apocalypse. Now I'm no stranger to long conversations about zombie end-times. I can passionately uphold both sides of whether or not a zombie can float, and I once spent three hours in Kigali airport defending the pretty hopeless position that during the apocalypse a mountain stronghold would be preferable to an island refuge, but these Kiwis have embraced a very technical dispute involving rates of entropy and how long it would take a closed ecosystem of zombies to eliminate itself. (One Kiwi: seven years; the other Kiwi: never). Adding zing to this dispute is that one Kiwi is a doctor and the other isn't, and Dr Kiwi is of the opinion that this makes him the undisputable authority on zombie biotics, a claim heartily disputed by the other guy. Their conversation is heated but I find it soothing. It always comforts me to contemplate a zombie apocalypse, where all our petty problems are dissolved and no one needs to worry about ratings downgrades or social media or how many people were in a stadium. But more than that, I enjoyed hearing two smart people argue with commitment and passion but without rancour. It's true that there's nothing much at stake here (except the survival of humanity), but I'd like to think that they'd argue this way even if it were about race or immigration or female James Bonds. Two people disagreeing and no one shouting or walking away: that's what civilisation looks like to me. Of course, even the most civilised disagreements can end violently. Consider the two Russian friends in the town of Irbit earlier this year, who quarrelled over whether poetry or prose is the superior literary genre. They weren't academics or writers, they were simply country folk with strong opinions about literature, which would warm me to the Russian character except the debate became heated and Mr Poetry resorted to practical criticism and stabbed Mr Prose to death. Just a few months before that, in a grocery store in southern Russia, another Russian shot his friend during a brouhaha over the philosophy of Immanuel Kant. "Reason is the source of morality! " "Don't be such a Kantian! " "You're a Kantian! " Obviously even between friends one shouldn't use the K-word, but there are still unanswered questions. Why a grocery shop? Does cabbage shopping make them bellicose and philosophical? Or were they at home swopping stinging aphorisms when one of them said, "Boris, this is getting out of hand. Most spontaneous acts of violence occur at home, so let's take this down to the grocery store where we can argue in safety. I'll bring this pistol for self-defence in case we bump into any militant poetry fans on the way. " But unless you're Russian, debate is good. I was sad when the debate between Eusebius McKaiser and Zapiro was cancelled this week, because I think they're both good people and broadly on the same side, and with some thoughtful and open-hearted to-and-fro they might have understood each other a little better, and so might their supporters. The thought of two people talking face to face instead of sniping and defending in the media seemed a shockingly fresh idea. I suppose I still believe in the power of conversation instead of shouting, of argument instead of silencing. Maybe I still believe it's not too late for things to be better. Maybe I've been sitting in Dubai airport too long.

24 Emtee's next big thing: start a record label! Speaking to TMG Entertainment this week, Emtee revealed that he is in the process of starting his very own record label. He said the inspiration for the label comes from wanting to help develop artists who are copying his sound. "I realised that people were venturing into my sound and instead of being upset by it, I thought maybe I can help develop these artists and mentor them," he said. Although he was shy to reveal the name of the label, Emtee explained that he is currently registering the company and has already started scouting for talent. "There is so much talent out there, from across the country, and all I want to do is try give them a platform to have their music heard," he said. Emtee reassured fans that the record label will not mean the end of his relationship with Ambitiouz. He will stay on the Ambitiouz roster, while his label will serve under the Ambitiouz Entertainment umbrella. "It won't be super formal. I'm not here to take artist's money. I just want to develop other artists," he added. The news comes at the end of a great week for Emtee. Since his TV debut last week, the rapper has walked away with the Record of the Year award at the SA Music Awards and been nominated for a prestigious BET award. He says that the decision to launch his own record label also comes from his desire to spread his talents and brand across a number of platforms. "The one thing that I have realised is that anything is possible. I want to go up and up. I want to be everywhere," he said.

25 Van Rooyen concerned but confident that municipal polls will be free and fair The inter-ministerial committee‚ led by Department of Cooperative Governance and Traditional Affairs Minister Des van Rooyen‚ met on Friday to gauge preparations for the poll on August 3. The team voiced concern over acts of intimidation and violence in certain areas where residents do not agree with decisions made by the Municipal Demarcation Board. “We continue to strongly condemn the acts of intimidation and the destruction of state properties in those areas‚” said Van Rooyen. “We want to reiterate that we agree that people have a right to protest‚ but that should not mean to destroy public and private property. That we cannot accept. We have engaged with the affected communities and we will continue to do so. We believe that our efforts will bear fruit‚” he said. The committee is tasked with overseeing the smooth running of the elections and ensuring that voters are able to cast their votes in an environment that is free and fair. “We are at Day 56 in our countdown to Election Day and today’s interaction gives us an opportunity to assess our preparations for the coming local government elections. To date‚ government has embarked on a communication campaign to call on all eligible voters that have registered to vote to exercise their right to vote‚ come the 3rd of August 2016‚” said Van Rooyen. He said there had been a significant increase in the number of political parties registered at 530. Police would ensure there was “stability and security” in areas where there has been conflict‚ he said. “We are now left with just under two months to ensure that we have free and fair 2016 local government elections. 26 PSL top scorer Collins Mbesuma's signature is now up for grabs The Zambian international netted 14 times last season to end as the league’s leading marksman‚ even if he did himself express his displeasure at what he deemed a low total. His contract at Black Aces has expired and he will not be moving to with the new franchise acquired by former Ajax shareholder John Comitis‚ Mbesuma’s agent Mike Makaab has confirmed to Times Media Digital. Makaab would not be drawn on any contact made with clubs yet‚ but the next few weeks could turn into a bun fight for his signature. Mbesuma has already played for all of the so-called ‘Big Three’‚ excelling at Kaizer Chiefs before less successful spells with Mamelodi Sundowns and Orlando Pirates. 27 Alberta’s premier intervenes in SA firefighters’ pay row in Canada CBCNews recorded that she “had thought the contract negotiated with the firefighters to help battle the Fort McMurray wildfire would allow them to earn acceptable levels of pay”. Working on Fire‚ whose 300 members didn’t pitch for work on Wednesday and Thursday‚ had send it would send a team to Canada to resolve the apparent strike. The government-funded organisation said that media reports about “salary increases” and hourly rates had “caused confusion” among the firefighters who are abroad. CBCNews reported that Notley said the dispute was between the firefighters and the SA government‚ but would intervene nonetheless. "The fact of the matter is that it's not acceptable to me and my government that we would have people working for wages in our province that do not align with our labour laws‚" it quoted Notley as saying. "I can say right now that every hour that every firefighter from South Africa or anywhere else has worked on these fires will be compensated in accordance with our laws in this province.” CBCNews said that‚ on top of their pay from Working on Fire‚ the work in “Alberta is for $50 a day for 12-hour shifts‚ or just over $4 an hour”. It added that the “Alberta minimum wage is $11.20 an hour. Accommodation and food is being covered by the Canadian authorities”. A day earlier‚ reports said the dispute was prompted by “news articles… claiming the workers are making between $15 and $21 an hour”‚ and quoted one of the firefighters‚ Bitiro Moseki‚ as saying: “It’s $15 (R179.90) not even per hour‚ it’s $15 per day.” “We wish to categorically state that the quoted amount of $21 (R244) per hour is incorrect and was never agreed to with anyone‚” said Working on Fire spokesman Linton Rensburg on Thursday. 28 28 'It's groundbreaking!'- DJ Sbu ecstatic with radio return It was announced on Thursday that the popular radio and TV personality will be hosting a morning show called DJ Sbu Breakfast that will be broadcast to both Vuma FM in KwaZulu-Natal and Rise FM in Mpumalanga. In addition, the show will be broadcast live on 1KZN TV in KwaZulu-Natal and nationally on Soweto TV. Sbu has worked at some of the biggest radio stations in the country, including Metro FM, Ukhozi FM and YFM, and will be on air for at least the next 12 months. He will be based in but will travel across the country to interact with his fans. Talking to TMG Entertainment on Wednesday, DJ Sbu revealed that his breakfast team will include talent he has worked with before and a couple of new faces, like Wits SRC president Nompumelelo Mkatshwa. "She is going to be part of our team. She has never done radio before but she will be learning. I see her, in a few months time, co-anchoring on the show or content production. She has a lot to offer and, most importantly, she represents a generation that has something to say," Sbu told us. Reflecting on his new venture, Sbu says that it is the first step towards one day owning his own major media company. "It's a historic venture that we are launching. I believe that in the era we live in, broadcasting has to have more elements than just you being on radio. It has to transcend one medium. That's what I have always wanted to do and that's what I am finally able to achieve with this partnership," he said. As a businessman with several existing companies and initiatives, DJ Sbu says that he is in a unique position to pull resources from his various projects, including his 2020 leadership enterprise and, soon, his record label. "Anything that I get involved in, I try to pull skills from. If I see a skill I need I can pull from my MoFaya team or I can pull from my 2020 team," he says.

29 Wanted: Man of steel to run platinum powerhouse That's the potential job description for whoever replaces Terence Goodlace at Impala Platinum in Johannesburg, the second- largest producer of the precious metal. Goodlace, 57, said last month he soon planned to resign, ending a four-year tenure that saw one of South Africa's most reliable cash cows diminished by plunging platinum prices, strikes and accidents. The next chief at Impala will also face demands from the government to erase the remnants of apartheid through increased minority ownership, efforts that can conflict with the interests of investors. "A South African mining CEO sounds like an impossible job right now," said Bernard Swanepoel, former head of Harmony Gold. who is a non- executive director at Impala. In addition, tough working conditions and low pay make for volatile labour relations. There was a five-month strike in 2014 that disrupted operations and reduced output. Impala is due to begin new wage talks in the coming weeks. In an industry hit hard by the global commodity slump, Impala's decline stands out. The company was the third-best performer among precious- metals producers on the JSE all share index in the decade before Goodlace took over, paying substantial dividends even as rivals faltered during the 2008 financial crisis. The pair will now share that record. Prop , who was perhaps the Springboks' most famous substitute, started his first three Tests before enduring an 18-match sequence when he only appeared as a replacement. In his 13 appearances, Kolisi has played a total of 271 minutes of Test rugby, or 21 minutes per game, which is about the norm for a substitute. When the Boks run out against Ireland on Saturday, it will be almost three years to the day since Kolisi made his Test debut against Scotland in Nelspruit, coming on as a replacement for . Botha sustained knee ligament damage early in the game and the 75 minutes Kolisi played that day is the most time he has played for the Boks in a single game. This home visit special vote sees election officials calling on voters who are “disabled‚ infirm or pregnant…at their place of residence to allow them to cast their ballots”. The other type of special vote – aimed at “security forces‚ election officials‚ the media and any other voters who are unable to visit their voting station” on August 3 – will special voting days on August 1 and 2‚ at voting stations‚ which will be open between 8am and 5pm. On Election Day‚ voting hours are 7am to 7pm‚ the IEC noted. “Once their application has been processed‚ voters will receive a notification via email or SMS of whether their application for a special vote was successful or not. They can also check the status of their special vote application online at www.elections.org.za‚” the commission said. “The traditional method of applying for a special vote at local IEC offices by submitting a MEC35 form is also still available. 33 There's no place to hide in Sevens rugby Five teams have strong hopes of winning the gold medal, and five others could beat them in any match. It will be, in my admittedly biased opinion, the highlight of the Games because the sport is so "volatile", the result so uncertain, often until the very final act of the match. I remember being concerned that Sevens' Olympic inclusion might actually undermine it. I was fortunate enough to work with Paul Treu during the maturation phase of our Sevens strategy from 2008 to 2012, and Rio 2016 was a variable we considered both a threat and an opportunity. The appeal of an Olympic medal meant that superstars from the major rugby nations might have swept in for the week of the Olympics, soaked up the spotlight, and then left again, leaving behind a version of the sport that was, by the arithmetic of casual observers, "lessened" by their transient appearance in it. Were that to happen, it would undermine the efforts made by Sevens teams in the intervening four years - it would be analogous to pulling your luxury sports car out of the garage for a weekend once every four years, then locking it away and hoping your four-door family sedan turned heads the same way. The only way to prevent this, we knew back then, was for Sevens to evolve enough that it became so specialised that the addition of even the best players from XVs would do little to the performance of teams. Sevens had to be too distinct to allow "rugby-hopping" to occur. My strong impression is that this has, in fact, happened. Or is happening. Yes, certain teams, including South Africa, have strengthened their squads with the targeted addition of international players, but anyone who thought they could throw XVs superstars onto a field of Sevens players and dominate has been exposed. The Blitzboks under Neil Powell formulated a calendar that gave them access to certain players in certain "windows" so they could adapt to the speed and technical nuances of the game. But even this process has "failed" more than it succeeded, and of the 10 or so players who came into the Blitzbok training environment, one, perhaps two, will make the final cut. Quade Cooper couldn't make the switch for Australia, and Sonny Bill Williams has been patchy for New Zealand, who have also added the Ioane brothers, and Liam Messam, but still rely heavily on their historical Sevens specialists. I'm now confident that Sevens requires a set of skills specific enough that any team that suddenly picks players, however stellar their reputation in XVs rugby, would be worse off. The transition is so difficult because Sevens is not simply a version of rugby lacking forward packs. Decision-making at rucks is at a premium because so much more space has to be covered per player. Agility and lateral mobility are more forensically examined (something that has affected Williams in particular), as are basic skills like passing to both sides and one-on-one tackling. The lack of space in XVs allows players with limitations to "hide", whereas such inadequacies are exposed in Sevens. This doesn't even consider the physical demands of Sevens - the ratio of sprints and fast running to rest is completely different, and few XVs players can handle it without a period of some adaptation. None of this is to say that Sevens is the finished article - no doubt the best XVs internationals would make exceptional Sevens players, given sufficient cross-over time. But the specialisation of Sevens is an encouraging sign, and the respect and recognition given to the Sevens specialists is growing, rightly, in proportion to the technical and tactical evolution of the sport. That this coincides with the commercial growth of Sevens, the expansion of the Series to 10 tournaments, means that Rio will be a leap forward, and the only threat now, at least to a South African observer, is that the sport evolves so quickly it leaves us behind.

36 'Fatigue killed doctor' She crashed on her way home from Paarl Hospital on Friday after working a shift of at least 24 hours. The young doctor, who qualified in 2008, was described as someone who went out of her way to help others. Markwat veered into oncoming traffic on the N1 in Paarl in an accident that killed three others. The police have not said what caused the accident but doctors believe working long hours was almost certainly to blame. Markwat worked in the obstetric unit of Paarl Hospital, where interns last year complained to the Junior Doctors' Association of SA about overly long shifts. Legally, a doctor's shift can be 30 hours but many doctors said they worked an average of 300 hours a month. Safe Working Hours is a group of local doctors campaigning to reduce the hours doctors have to work. They said South Africa had "lost a wonderful doctor" in Markwat. The organisation delivered a petition asking for a legal limit of 24 hours a shift to the Health Professions' Council of SA earlier this year. It had 3,000 signatures. The council allegedly did not respond to the petition and failed to answer queries from The Times. Safe Working Hours spokesman Koot Kotze said: "Safe Working Hours directly approached the Department of Health with the same issue. We have not received any feedback. " In her blog, intern doctor "Barefoot Megz" said of the accident: "The number of consecutive hours - such as our 24-hour-plus shifts - gives rise to exhaustion so bad you might as well be drunk. "I hate how I second-guess my medical judgment when I've been working more than 18 hours. I hate driving home tired and I am afraid that I'll fall asleep. " Johannesburg doctor Jonathan Witt said after the accident: "The constant abuse of doctors is disgusting and unacceptable. " Cape Town's Red Cross Children's Hospital limited shifts to 27 hours this year after paediatric registrar Alastair McAlpine demonstrated to staff that there was a link between exhaustion and a greater likelihood of making mistakes to the detriment of patients. He warned of car accidents caused by tired doctors and said a shift longer than 16 hours would lead to fatigue that could contribute to an accident. Junior Doctors' Association of SA spokesman Zahid Badroodien said that even though doctors must leave their hospital at 2pm after a 30-hour shift, many are told to keep working by senior doctors. "We need to start standing up for our legal rights," he said. 37 ANC handlers fingered in KZN assassinations This is the view of KwaZulu- Natal ANC spokesman Mdumiseni Ntuli, speaking after 56-year-old Badedeli Ntshapa was gunned down while heading home after a pre-election meeting in Mbali township, outside Pietermaritzburg, on Wednesday night. Her colleague, 60-year-old Phetheni Ngubane, is in ICU with gunshot wounds. No arrests had been made by yesterday afternoon. The two were members of the party's branch election team in Ward 15, and Ntshapa was also a member of the branch executive committee. The late- night attack came just a week after two members of the Ward 12 executive were gunned down within a day of each other. The three murders in the last week have taken place in the Moses Mabhida region. But though Ntuli said the killings did not look related, a worrying pattern was starting to reveal itself. He said: "These may be politically motivated assassinations. "We want to know whether or not the thugs who are doing this are [within the ANC] or have their handlers in the ANC. " Since April 16 at least six senior ANC members have been killed in KwaZulu-Natal. Police Minister Nathi Nhleko recently established a political violence task team to deal with recurring murders, attacks and threats. Ntuli said: "These instances are somehow intended to instil fear within members of the ANC. "We have to ask how long [the killings] are going to continue, who's next, where are they coming from and how far from us [the ANC] they are. " Provincial DA caucus leader in the legislature, Sizwe Mchunu, said the country's political leadership needed to step in and ensure that progress was made.

39 Economic Codesa: Desperate times require desperate measures At a conference in Sandton yesterday, Finance Minister Pravin Gordhan and Deputy President Cyril Ramaphosa threw their weight behind a plan to boost Gauteng and with it the rest of the nation. Their commitment to the plan was made as Statistics SA released the latest growth figures confirming that South Africa's economic prospects are spiralling downwards. The decision by Fitch Ratings to hold the country's sovereign credit rating at the lowest investment-grade level, fractionally above junk status, and to maintain its outlook at "stable", should spur South Africans into working harder to improve the economic outlook, Ramaphosa said. He said the government, and all business sectors, must agree on a plan to rescue one of Africa's biggest economies and keep its rating. "This is a great platform for people who are serious about the economy of their country. This gathering is a start to economic revival. "The latest economic stats tell us to move with speed to grow our economy. We need a common vision - we should work together," said Ramaphosa. Stats SA yesterday painted a gloomy economic picture. It said the country's real gross domestic product contracted by 1.2% in the first quarter of the year. An 18.1% fall in the contribution to GDP of the mining and quarrying sector led the contraction. Transport, storage and communications shrivelled by 27%. Other economic sectors that dragged down GDP were agriculture, forestry and fishing, and electricity, gas and water. Fitch Ratings said yesterday that it was worried by South Africa's poor GDP growth. Gordhan said the time for plans and promises was over and that citizens wanted action. Gauteng carries the future of the country on its shoulders, he said. The economy talks, which continue today, have been organised by the Gauteng government. Gordhan said the global economic environment was "pretty dismal". "Generally there is too much volatility. and the marked negativity towards emerging markets doesn't help [this country]. " He said South Africa's own forecasts for the coming months do not look good but the situation was expected to improve towards the end of this year and in 2017. "Next year is key for South Africans to show that we can move into a different kind of growth path," said Gordhan. He said that South Africa still had the best investment infrastructure on the continent - the question was how to use it to best advantage. Gordhan stressed that the economy must grow so that the people benefit from investment. "We can't have more and more millionaires and fewer [ordinary] people benefiting," he said. Gordhan called for greater collaboration between business, labour and the government. "I'm hoping that, under the leadership you have in Gauteng, you'll be able to turn this into practical work. We will constantly have differences but this is not the time to exacerbate the differences. This is the time to collaborate. " Gauteng's economic development MEC, Lebohang Maile, said the global economy was not doing well and this had prompted the provincial government to look at ways of intervening to solve the problems facing the country. "We are in danger and that is why we want to look at infrastructure development, skills development and export promotion, among other ways, to propel the economy. We also want to look at how to integrate township economies into the mainstream economy," said Maile. Business leaders complained about the profusion of red tape and the government's slowness to act to stimulate the economy. But Gauteng Premier David Makhura cautioned: "Let's avoid a rush to nowhere. Proper planning is key to avoid choosing a route that fails to create the necessary jobs. " Makhura said that the government and business should declare a national emergency with regard to youth unemployment. Jabu Mabuza, chairman of Business Unity SA, and other business leaders said they shared the government's sentiments and called for more talks to create trust. AU Commission chair Nkosa-zana Dlamini-Zuma said Africa needed a ''skills revolution" to modernise and grow. "We need to start with our most precious resource which is our people. We must do no less than a skills revolution on this continent... These skills must be proportionally right with a big emphasis on science, technology engineering and mathematics.'' Economist Dawie Roodt said that even with President Jacob Zuma and Gordhan showing a united front by posing for photographs together, the government was not doing enough to turn the economy around. "We are in a recession and we have been in one for a year. The government has been destructive and is undermining this economy. He said golden handshakes, which ran into millions, were often awarded to municipal managers and senior officials to induce them to leave their positions when they were no longer wanted by their political principals or councils. Speaking to about 200 local government officials in Centurion, near , Van Rooyen warned that more arbitrary dismissals of municipal managers were likely in the run-up to the August 3 local government elections. Such "irregular actions" had been common previously as elections approached. "Experience has shown that during this transitional period many municipalities enter into settlement agreements with senior managers for reasons other than misconduct [or] their performance. "This usually culminates in huge sums of public funds, committed to enhancing service delivery, being spent on defending arbitration cases with huge and unjustified pay-outs to these managers. "Municipalities are urged to ensure that any termination of a contract of a senior manager is based on legal grounds," said Van Rooyen. "We are monitoring the appointment and suspension of senior municipal officials in the run-up to the elections and in the post-election period. "I want to assure all municipal managers that we have your back. " The tendency is said to be even more prevalent at national level. In the recent past the government has paid millions to senior officials as part of settlements that eject them from their jobs. Former Hawks head Anwa Dramat received a R3-million payout and R60000 a month until he reaches 60, for a total of R13-million, in return for his resignation. Former Eskom CEO Tshediso Matona's settlement amount was not disclosed and SA Airways former CEO Monwabisi Kalawe settled for R2.7- million. National Prosecuting Agency head Mxolisi Nxasana received an estimated R17.3-million to convince him to go home. The acting director-general of Co-operative Governance and Traditional Affairs, Muthotho Sigidi, told The Times that the department had amended the Municipal Systems Act to include a provision that bans municipal officials found guilty of corruption from being hired again by a local government for 10 years. Suspension of municipal officials should last no more than three months, after which their disciplinary hearings should be concluded. Sigidi said the department was keeping a list of fired officials. He insisted that municipalities must allow disciplinary proceedings to conclude before awarding a golden handshake. He said the department favoured settlement agreements reached on the basis of recommendations made at the conclusion of a disciplinary hearing. Municipalities often made settlements without waiting for the outcome of a disciplinary hearing, resulting in payments being made even when officials would have been found guilty of an offence. "The department wants a situation in which, when a municipality enters into a disciplinary hearing, it must deal with it until the end and let the golden handshake be an outcome or recommendation of that disciplinary hearing," said Sigidi. "When a council takes a decision to award a golden handshake, we are not able to determine whether the official charged was innocent or guilty of wrongdoing and, in the case of the latter, we are unable to prevent their re- entry [into local government]. In a statement posted on his Facebook account, Dureza—who was on his way to Oslo for an informal meeting with Prof. Jose Maria Sison—said he wanted “to correct the report by some media outlets bannering the story that I am open to negotiations with the ASG and the BIFF (Bangsamoro Islamic Freedom Fighters).” The BIFF is a breakaway group of the Moro Islamic Liberation Front (MILF). Dureza said while it was true he negotiated directly with the Abu Sayyaf for the freedom of his friend, the late Canadian tourist John Ridsel, he was not open to negotiating with the extremist group “in the context (of the peace talks) with the Bangsamoro and the CPP-NPA-NDFP.” The bandit group beheaded Ridsdel last April. “True, I have even directly negotiated with the ASG just recently to seek the release of my friend John Ridsdel, whom they nevertheless beheaded as the families could not raise the demanded ransom amount. 50 Malaysia warns of leptospirosis risk at natural water spots KUALA LUMPUR—Taking a dip in a waterfall or pond may seem innocent enough. But at least two people have died doing so in the last two months. With the school holidays and hot weather, the health ministry is alerting school children and their parents to be extra careful not to contract the highly infectious leptospirosis disease while vacationing in natural water spots. So far this year, there have been 14 outbreaks of the rat urine disease and 2,200 people infected, said the ministry. Recreational areas accounted for 32 percent and 22 percent of these outbreaks in the past two years. A single gulp of water from a river, pond or waterfall, coming into contact with soil or swimming in natural water spots with small open wounds can expose people to the disease which killed 78 people last year. Health deputy director-general Datuk Dr. Lokman Hakim Sulaiman said the ministry had conducted tests for the disease in 71 natural water spots nationwide last year and found that 11 percent or eight sites were found to have traces of the disease. This, however, did not guarantee that sites which tested negative were completely free of the disease, he said. He said the risk of leptospirosis was proportionate to rodent density, which is affected by sanitation and hygiene, especially in terms of access to food waste. “Poor cleanliness/sanitation in recreational areas may increase the risk of contamination,” Dr. Lokman said. Scraps left behind by visitors become food sources for rats and other wildlife, whose droppings end up poisoning the natural water sites. He called on vacationers to keep these tourist sites clean, thus controlling the population of rodents and other animals at the site. “Cleanliness makes a difference,” he said. Kelantan accounted for the highest number of cases with 365, followed by Sarawak with 362 cases and Terengganu with 323 cases. However, Selangor accounted for nearly half of the outbreaks this year, according to the health ministry. Symptoms for the disease include high fever, diarrhea, muscle aches and headaches, chills, nausea and vomiting. In May, a Seremban college student contracted leptospirosis while swimming in the Jeram Toi Recreation Park in Jelebu. He died two weeks later. Two other vacationers there were also reported to be admitted into the intensive care unit after a visit to the park. In April, an 18-year-old polytechnic student died of leptospirosis after bathing in a picnic spot in Lata Sedim, Kedah, a month earlier. In October last year, the Gunung Pulai Recreational Forest had to be closed for three months after samples from a waterfall there tested positive for leptospirosis. While the risk is there, it doesn’t mean a holiday needs to be ruined. Vacationers can still have fun if they take proper care of themselves at holiday spots. Dr. Lokman said maintaining one’s personal hygiene and choosing clean food premises would reduce the risk of contracting the disease at hotspots. “Avoid leisure activities in potentially contaminated areas, or swimming in waterfalls that are not properly maintained. “Avoid swimming in and drinking raw water from natural water bodies or ponds. “People should close skin wounds with waterproof bandages and wear protective clothing like rubber boots and gloves to avoid exposure,” he added.

51 Thane: Ex-Central Excise officer gets jail in graft case Thane : A local court on Friday sentenced a retired Central Excise officer to one year rigorous imprisonment in a 2005 bribery case. District Judge M M Walimohammed found Ravindra Shete (60), then posted as sub-inspector, guilty of accepting bribe under relevant sections of Prevention of Corruption Act and sentenced him to one year jail. He was also convicted under section 13 (1), (d), 13(2) of the Act and sentenced to six months jail. Both the sentences will run concurrently. Additional Public Prosecutor Hemlata Deshmukh told the court that the accused use to extort money on monthly basis from complainants, owners of a liquor shop in Kalwa area in Thane, while carrying out official checks. On one occasion, he demanded Rs 15,000 as bribe from Gorakhnath Mhatre and his brother Ramesh and threatened to file a false case against them if they fail to fulfil his demand. The aggrieved then lodged a complaint with Anti- Corruption Bureau, Thane unit, following which a trap was laid and Shete was arrested while he was taking the bribe at his office on February 9, 2005, from Ramesh, the prosecution said. After hearing the prosecution and the defence, the court held that the prosecution has proved the case beyond any reasonable doubt, and hence, the accused needs to be convicted and sentenced.

Facebook said “anyone can report content to us if they think it goes against our standards.” “Our teams, which span the globe, review these reports 24 hours, 7 days a week in dozens of languages. It doesn’t matter how many times a piece of content is reported, it will be treated the same,” it said. “One report is enough to take down content if it violates our policies, and multiple reports will not lead to the removal of content if it meets our standards,” it added. On June 1, journalist Ed Lingao’s Facebook post about the burial of former President Ferdinand Marcos at the Libingan ng mga Bayani was taken down. 59 Nuclear power may yet ease our clean energy- hungry lives While nuclear power produces tremendous energy, the tragedies that have occurred from its operations (remember Long Island, Chernobyl, Fukushima) give it a tenuous reputation. Fortunately, according to a report on OZY, old research has been dug up that may quell nuclear meltdown concerns. The rediscovered technology is called molten salt reactor (MSR), which creates power by dissolving uranium pellets in molten salt. This transforms the uranium into liquid that can be safely stored inside reactors for decades. Research on this technology actually dates back to the 1950s until the 1970s. Efforts to construct working plants were shelved because the technology could not easily produce weapons-grade nuclear material to arm the US during the cold war, something that currently designed power plants can accomplish easier. However, with the cold war a thing of the past and climate change upon us, the prospect of clean and safe energy production has rekindled the research into MSR. A multilateral collaboration with the US Department of Energy, China and other countries estimates that fully functional MSR plants will be up and running by 2030. It will produce energy at a far cheaper cost than coal and none of the environmental damage that coal plants create. Technology like this may even one day ease the cost of energy in our own backyard. 71 Lebanon: Teetering on the edge SAUDI ARABIA’S decision, in late February, to rescind its 3 to 4 billion dollar aid package for Lebanon’s armed forces marked the latest round in the ongoing Saudi-Iranian geopolitical and ideological battles that underpin much of the horrific conflicts roiling the Middle East and reshaping its contours. The action was a clear Saudi message to the fractured Lebanese elites, who preside over a dysfunctional political system – that Hezbollah, Iran’s proxy in Lebanon, needed to be cut down to size, and forthwith. How this was to be accomplished without tearing the country apart, given Hezbollah’s commanding position, militarily and politically, was anybody’s guess. And the specter of a large-scale spillover of ethnic and religious strife from Syria loomed large. The year 1920 marked Lebanon’s inception as a distinct territorial entity within French-mandated Syria. Achieving independence in 1943, Lebanon constituted an experiment unique to the former Ottoman Arab lands. A “confessional democracy” was established in which power was divvied up among the multitude of ethno-religious groups, led by Maronite-Christian and Sunni-Muslim elites. Central state institutions were left weak, and laissez-faire economics and a strong orientation toward France and the West ensured a degree of liberalism and dynamism unmatched in the region. At the same time, it was agreed that Lebanon would have an “Arab face,” i.e. not adopt any policies that would be inimical to collective Arab, and particularly Syrian, interests. Unfortunately, this precarious republic has never been able to sufficiently insulate itself from conflicts and crises beyond its borders: the Arab-Israeli conflict, inter-Arab rivalries and, over the last 20 years, especially, the penetration of the Islamic Republic of Iran into the eastern Mediterranean. All of these developments interacted with, and exacerbated, internal fissures. At bottom, the fragile power-sharing arrangements that had been worked out at the creation were based on freezing the demographic and socioeconomic profile of 1932, when Christian communities still collectively constituted a majority of the population. Lower birth rates and higher outward migration rates resulted in Christians losing their numerical primacy. Palestinian (Sunni) refugees (100,000 in 1948, 300-400,000 by the mid-1970s) could not be accorded rights, owing to fears of upsetting the demographic balance. And, beginning in the late 1970s, Lebanon’s Shi’ites, now the largest single confessional group in the country, emerged from their downtrodden semi-feudal existence to demand their proper share of the pie. As the Lebanese state fractured during a bloody civil war (1975-89) and overlapping rounds of Arab-Israeli violence, Hezbollah, supported by Iran and Syria, emerged as the central expression of Shi’ite power. In summer 2006, the damage wrought to Lebanon by the Israel-Hezbollah war was blamed by many in Lebanon and the Sunni- Arab world on Iran. A decade later, the Sunni-Shi’ite/Saudi-Iranian divide has only deepened, with deleterious consequences for Lebanon. The latest Saudi actions were sparked by the sacking of the Saudi Embassy in Tehran, in January, following the Saudi execution of a dissident Shi’ite cleric. An ensuing Saudi-sponsored resolution against Iran in the Arab League was not endorsed by Lebanon’s foreign minister, enraging Riyadh, and leading to the aid suspension. On March 2, the Saudi-led Gulf states and a majority of Arab interior ministers branded Hezbollah a “terrorist organization,” and the Lebanese press speculated about a variety of harsh economic and political sanctions the Saudis might impose. Making matters even more charged is the fact that Lebanon’s political system has not been this fractured in decades ‒ it has been without a president since May 2014, and the term of the current parliament, the body that selects the president, is about to expire. Parliament itself has mostly been in recess, owing to a fundamental disagreement over its role in the absence of a president, and over the terms of a draft electoral law. Without a president, cabinet decisions must be unanimous, thus giving each of the 24 members, many of them aligned with Hezbollah, veto power over all decisions. Lebanon currently hosts 1.3 million Syrian refugees, and more than 50 percent of its six million population (only four million of which are citizens) are in need of some kind assistance. The delivery of basic services – electricity, water, garbage collection – is severely deficient; an eight-month long garbage crisis, in which mountains of refuse accumulated, prompted unprecedented mass demonstrations by an enraged public under the “You Stink” banner. Their taking to the streets highlighted the vibrancy and energies that still exist in Lebanon’s civil society. 77 HC blasts CBFC for 'censoring' instead of 'certifying' 'Udta Punjab' The Bombay High Court on Friday pulled up the censor board for insisting on 'censoring' films instead of 'certifying' them and asked why it was not banning 'Udta Punjab' if the movie indeed glorified drugs. A divison bench comprising Justice S. C. Dharmadhikari and Justice Shalini Phansalkar-Joshi asked the Central Board of Film Certification (CBFC) to leave it to viewers to decide whether the film was defaming a state as the modern audiences were a mature lot. The judges noted that all this was giving unnecessary publicity to the film and said people must be allowed to see what they want on television or cinema as 'everybody has a choice'. The CBFC must stick to certifying instead of censoring films, they said. After completing the second day's hearing on a plea filed by "Udta Punjab" co-producers challenging the cuts recommended by CBFC, the judges said they would pronounce their verdict on June 13. Earlier, the CBFC told the court that some of the scenes recommended for deletion in the film were "very vulgar" and the lyrics used in the songs were "offensive". Citing examples, CBFC lawyer Advait Sethna said one dialogue, 'zameen banjar toh aulad kanjar', was abusive and the word 'kanjar' was used in an objectionable manner. To this, the court pointed out that films do not run on such content and there must be a storyline and the modern audiences were mature enough. Sethna further argued that the word 'kanjar' showed the state in a poor light as Punjab was a highly productive state. He added that a dog in the film was named 'Jackie Chan'. On Thursday, the court had noted that the film wants to save people from drugs and was not "made with a view to malign the state or its people". Titled "Words Matter: Writings Against Silence" (Penguin Random House India), the book has been edited by award-winning poet and scholar K Satchidanandan. It contains essays written by scholars and writers including Romila Thapar, Githa Hariharan, Pankaj Mishra, Salil Tripathi and Ananya Vajpeyi among others. "In their perceptive and insightful essays, the contributors argue that we must nurture critical thinking to fight all kinds of discrimination and insularity," publishers said. The book includes excerpts of writings of rationalists Narendra Dabholkar and Govind Pansare and scholar M M Kalburgi, who were killed by fundamentalists, besides articles and speeches by eminent public figures like Markandey Katju, Shyam Saran, Nayantara Sahgal and Keki Daruwalla. 84 Dalit woman murder: Kerala police secure CCTV footage Kochi : A Special Investigation Team probing the murder of a Dalit woman in nearby Perumbavoor has secured CCTV footage from a shop in the neighbourhood of her residence to examine whether it captured movements of the suspected killer on the day the law student was murdered. "We have secured the CCTV camera details from the shop hoping that it might have captured visuals of the suspected killer," a senior police official probing the case said. The official, who did not wish to be named, downplayed local media reports which claimed the CCTV footage secured by police showed the suspected killer following the law student in the neighbourhood of her residence, hours ahead of the incident on April 28. According to the reports, CCTV evidence secured from the fertiliser depot showed a man wearing a yellow T Shirt following a woman, believed to be the victim, who was on her way home after getting down from a bus at Vattolippady near Perumbavoor around 1.30 PM that day. "It is not sure whether the people found in the footages are related to the incident," the official told PTI when asked about such reports. Meanwhile, the owner of the fertiliser depot, Shibu, told reporters that the police probing the case took the hard disc of the CCTV footage on Wednesday. Newly appointed Kerala Police chief Loknath Behera, while visiting the house of the 30-year-old woman on Sunday, had said a scientific probe has been launched to nab the culprits involved in the crime. Noting that the probe into the sensational case was progressing well, he had said it might take some time to nab the criminals. The case is being investigated by a team headed by ADGP B Sandhya. The newly sworn-in LDF government in one of its first decisions had appointed the senior woman IPS officer as head of the new team to probe the case. The Kerala High Court had last week rejected the plea for a CBI probe into the case, noting that the new Special Investigation Team had been set up in the case. The woman, who hailed from a poor family, was allegedly raped and brutally assaulted using sharp-edged weapons before being murdered at her house on April 28. The murder was in focus during the May 16 Kerala Assembly poll campaigns with political parties attacking the then UDF regime for "tardy" progress in the investigation and its failure to nab the culprits.

86 Woman NGO worker Judith D'Souza kidnapped in Kabul New Delhi: Suspected militants have abducted an Indian female aid worker from the volatile Afghanistan capital of Kabul, Indian and Afghan officials said on Friday. The woman was identified as Judith D'Souza, 40, a senior technical advisor on gender with the Aga Khan Developmental Network in Kabul, sources in Delhi said. Believed to be from Kolkata, D'Souza was kidnapped late on Thursday, the sources said. No group immediately claimed responsibility for her abduction. The Indian embassy in Kabul is in touch with senior Afghan authorities and the government, the sources said, adding that officials in Delhi were also in contact with her family in Kolkata. They said all efforts were being made by the Afghan authorities to secure her release. The aid agency also confirmed to IANS that a "staff member of the Aga Khan Foundation" was abducted without naming her. "An investigation by the authorities has been launched, in conjunction with security officials and various partners. Every effort is being made to secure the safe release of the staff member," Aga Khan spokesperson Sam Pickens said in an email response. This is not the first time that an Indian aid worker has been kidnapped in Afghanistan. Taliban militants have mostly been blamed for the kidnappings. Many Indian establishments have also been targeted in the past in Afghanistan where New Delhi has pledged and made huge investments to rebuild the war-torn country. The latest in a series of terror strikes on Indian interests in Afghanistan was on an Indian consulate on March 2. The abduction comes as the Indian embassy issued a security alert earlier last month for Indians residing in Afghanistan and travelling to the country. "All Indians residing and travelling to Afghanistan are advised that the security situation in the country remains highly volatile. Terrorist attacks have taken place in the country against foreigners and are expected to continue. There is also the risk of kidnapping and hostage taking throughout the Afghanistan," the embassy statement warned.

88 Massive plan to upgrade Arab sector has good chance to work The multi-billion shekel deal for the Arab community is likely to be carried out, director of the NGO Injaz, Ghaida Rinawie-Zoabi, told The Jerusalem Post. “The senior professional staff in the Ministry of Interior, Finance and other important ministries realize that in order for them to make sure Israel will prosper, it needs to invest in the social and economic goals of the Arab community,” she said on Wednesday. Injaz – Center for Professional Arab Local Governance – is helping 35 Arab municipalities out of a total of 75 so far, and the number is growing. The NGO created a task force in January to facilitate Arab municipalities’ implementation of the new plan. “The municipalities are very pro-active compared to the past and are not waiting for ministries to reach out to them,” she said. In December 2015, the government approved the proposal by Prime Minister Benjamin Netanyahu, Finance Minister Moshe Kahlon and Social Equality Minister Gila Gamliel to promote a comprehensive program of economic and structural development. The five-year plan is estimated to be worth NIS 10 billion-NIS 15b., and would increase funding for housing, education, employment of Arab women, infrastructure, welfare services and public transport. Last December, Netanyahu said that the budget proposal “is a significant addition designed to the minorities and to reduce gaps,” adding that the deal “strengthens law enforcement among minority populations, with an emphasis on illegal building.” Rinawie-Zoabi commented that “in the last several years we are definitely seeing a shift in discourse within the government towards the Arab community, though the political discourse from ministers and politicians is often anti-Arab.” Senior government officials understand that building a strong Arab middle class and increasing employment and education in the community benefits the state, she said. She said that compared to a plan for the Arab sector under former prime minister Ehud Barak’s government worth around NIS 4b. that was not implemented, this one is not only worth more but also more likely to be implemented. Asked if it is ironic that Netanyahu, who is criticized for his position with Israeli Arabs, is turning out to be better for the Arab community than Barak was, Rinawie-Zoabi responded that “Netanyahu is a politician and seeks to balance his anti-Arab positions.” She said that the prime minister wants to be accepted by the international community and so he seeks to back up his talk about democracy and equality. Questioned why this deal is going to be implemented as opposed to the last deal’s failure, Rinawie-Zoabi replied that this time the Arab portion of the budget is mainstreamed into the ministries with each one having to contribute around 20 percent to the Arab municipalities. For example, the public transportation ministry must contribute around 30% of its budget which means municipalities have to start planning in advance by chartering bus lines and creating parking lots, bus stops, and so on. In addition, this time around the municipalities see the implementation as partly their responsibility and are preparing their financial situation and infrastructure for the budgeted projects.

Season Two has started out strong, though, with Rachel (Shiri Appleby, whose mother is Israeli), the schleppy and neurotic but ambitious showrunner, and Quinn (Constance Zimmer, who has been wonderful on so many shows, such as The Newsroom, House of Cards and Entourage), her competitive boss, doing what The Bachelor has never done: bring in an African American as the season’s new bachelor. The appearance of this hunky football player (B. J. Britt) has inspired the writers to sharpen the satire.

91 Dining: Authentic Italian During the whole of June, the Tel Aviv Sheraton is holding an Italian festival to show Israelis what Italian food is all about. A well-known chef, Max Mariola, was brought over to plan the menus and show local chefs how to prepare the food in authentic Italian style. Highlights of the festival included cooking classes with top Italian chefs and an Italian food market in the hotel lobby. A festive dinner to launch the event was held this week in the Sheraton signature restaurant, the Olive Leaf, and the Italian ambassador, Francesco Maria Talo, was there mingling with the guests. As the sun sank over the Mediterranean, guests drank Italian cocktails and listened to a two-man jazz combo playing unobtrusively in the background. The snacks served were unexceptional, except for a small dish of fried fresh anchovies, which was a revelation. Who knew that anchovies could be so delicious and not at all salty? They went well with the variety of Italian kosher wines going around. The dinner began with the usual basket of interesting bread and three dips – roasted garlic, pesto and oil and balsamic, which soon vanished as we waited for the first course. This turned out to be the least successful of all the courses that were offered. On the menu it was described as a 65 degree egg, served with zucchini cream and flowers. Given our climate, a half-cooked egg is probably not the best choice, and the cream was very bland. The best part of the dish was the tempura-like flower, which was hot and crunchy. Once this yellow, green and white concoction was removed, the second starter was much more appealing. It was listed as gnocchi with a fish ragu and olives. The gnocchi were crafted from mashed potatoes without the addition of flour, as the chef had heard that one of the diners needed glutenfree food. Although it was very tasty, I could not find a trace of an olive in my portion. The situation improved even further with the arrival of the main course, which consisted of a piece of sea bass, lightly poached with cherry tomatoes, lots of garlic and chopped parsley. This was perfectly cooked and very fresh, with a tantalizing garlicky flavor pervading the whole dish but not overwhelming it. The cubed courgettes and diced chunks of potato were all the accompaniment that was needed. To end the meal, a modest dessert of diced fresh peaches in a wine glass topped with lemon sorbet appeared. It was refreshing, and the sorbet was unusually creamy, but all the diners agreed that a drop of liqueur with the fruit would not have gone amiss. The Sheraton is also offering business lunches within the framework of its Italian month. A three-course lunch will be available at NIS 250 and a four- course meal at NIS 350. There will be a good choice of imported kosher wines at NIS 25 a glass. These include a Chianti, a Montepulciano d’abruzzo (both dry red wines) and a Moscato dessert wine. Also on the wine list is a Spumante, described as an elegant white wine with a fresh and bubbly character. A cooking class will be held on June 20 with Olive Leaf’s chef, Michele Bozzetto, and the cost is NIS 150. It can be booked at (03) 521-1122. The Italian Trade Agency in Tel Aviv and its commissioner, Massimiliano Guido, are also involved in promoting the Sheraton Italian month and enthusiastic about their product. “The Italian Festival 2016 in Tel Aviv is our invitation to discover throughout the month of June our world, our food, our culture: Italy!” he says. There was relative calm in the area in the weeks that followed‚ but tensions boiled to the surface this week. Operations at the estate ground to a halt after community members allegedly cut the water supply to the estate‚ the KZN economic development department said on Friday. Newly appointed economic development MEC and ANC provincial chairman Sihle Zikalala‚ will visit the area on Saturday to restore calm. The estate employs more than 20‚000 people and is “the main economic lifeblood of the Mandeni area”‚ Zikalala said in a statement. “We cannot allow a situation wherein people who are disgruntled for whatever reason vent their unhappiness by disrupting business operations. “We want to send a strong message that we will take stern action against anyone who does that. It is because of this reason that we will visit the area the local leadership tomorrow to assess the situation and to meet with all the stakeholders‚” he said. 96 Under his wheels The image the mind conjures up is a little jarring – a boawrapped, masacara-wearing, ghoulish-looking Alice Cooper traipsing across the solemn sites of the Holy Land. But the legendary shock rocker will be making his pilgrimage to Jerusalem as Vincent Furnier, a Phoenix, Arizona, golf-playing practicing Christian instead of his subversive onstage alter ego. “I’m coming to Israel early because I want to see the Holy Land,” the 68- year-old Cooper enthusiastically told The Jerusalem Post in a recent phone interview. “Being Christian, I want to see where all of this history actually happened. My wife’s father is a Baptist pastor and he organized Holy Land tours, so my wife has been to Israel three times. She told me, ‘You’re going to love it there.’” The same could be said of fans planning to attend Cooper’s debut performance in Israel on June 16 at the Ra’anana Amphitheater. The career overview called Raise the Dead combines the classic 1970s hard rock hits of Cooper’s legendary 1960/70s self-named band such as “School’s Out” “18” and the timely “Elected” with a stage production worthy of Broadway. “Oh yeah, the audience is going to love the show. 97 Survey: More than half of Harris residents lean Democratic More than half of Harris County residents lean Democratic for the first time in over three decades, propelled by plummeting support for Republicans among Latinos, according to a survey released Monday by Rice University's Kinder Institute for Urban Research. The finding, in the midst of a divisive presidential campaign, could signal an important shift in arguably the nation's largest swing county, which narrowly went to President Barack Obama in 2012 by about 970 votes. "Frankly, I'm not all that surprised," said Jim McGrath, a Republican political consultant in Houston and spokesman for former President George H. W. Bush. "These are the fears realized by those on the Republican side who are worried about the irresponsible rhetoric surrounding the illegal immigration issue. " According to the annual survey, which was conducted between January and March, 52 percent of Harris County residents said they identify more with the Democratic Party, compared to 46 percent in 2012. Only 30 percent of residents lean Republican, about the same as in 2012, meaning that it is the share of undecided and new potential voters that has swung largely Democratic. More Harris County residents have leaned Democratic than Republican since 2006, but until this year, no party could claim the support of more than half of residents in the more than three decades the survey has been conducted. Stephen Klineberg, co-director of the institute and author of the report, said the county had been pretty evenly divided among those who said they aligned more with Democrats and those leaning Republican. Though the survey has a margin of error of 3 percentage points, the increase in Democratic support from 2012 to this year is "really remarkable," he said. "The big change is among Latinos. " The survey is conducted by land line and cell phone calls among a statistically representative sample of 808 residents in Harris County. 100 Texas GOP platform says majority of Texans share homosexuality Journalists at the 2016 Texas GOP convention pointed and chuckled, but now the entire nation has caught on : the party's platform calls "the majority of Texans" gay. It's a grammatical error. It was unintentional. Most Texans probably aren't gay, but who knows. The language adopted by the party in Dallas last weekend reads: "Homosexuality is a chosen behavior that is contrary to the fundamental unchanging truths that has been ordained by God in the Bible, recognized by our nations [sic] founders, and shared by the majority of Texans. " The key error there is the verb "has. " The authors probably meant it to apply to the "unchanging truths," but in English we can't say unchanging truths "has. " That would be "have. " So the sentence says that homosexuality has been ordained by God and is shared by most Texans. Writing in the Washington Post, University of Minnesota Law School professor Dale Carpenter raised an important question : how exactly do Texans share their homosexuality? "Perhaps it means that there is a certain amount of homosexuality that most Texans pass around to each other. If someone doesn't seem to have enough, one Texans may loan or even give another Texan some of his," he wrote. "Of course it should be emphasized that a majority but not all Texans share homosexuality. There may be some who hoard it.
