The Vidhan Sabha met in the Hall of the Haryana Vidhan Sabha, Vidhan Bhavan, Sector -1, , at 2.00 p.m. of the Clock. Mr. Speaker ( Brig. Ran Singh ) in the Chair.

OBSERVATIONS MADE BY THE SPEAKER

Mr. Speaker : Hon. Members, you are well aware of the situation with which we are faced today. It is a matter of great sorrow and pain that the four hon. Members, who were expelled by the House yesterday did not leave the House. They are here even in the lobbies - not in the House itself, but they are still in the lobbies. They defied the Chair on the 4th and the House on the 5th and today, atleast I am somewhat happy that they are not in the House. Also I feel and it pained me that when the four Members did not leave the House on my request and later on, on the resolution of the House, the Group-Leaders—the Party Leaders did not persuade their colleagues to comply with the wishes of the Chair and the House. The Opposition, therefore, as a whole has been in the wrong and continues to be in the wrong even today.

Hon. Members, please remember that we are the elected representatives of the people and, therefore, have a very heavy responsibility to discharge in regard to the maintenance and proper functioning of democracy and democratic institutions, particularly at this infant stage of democracy in our country. We are bound by the procedure, we are bound by the oath we have taken, to uphold the Constitution and other Rules of Procedure made there under. It is, therefore, imperative that when the proper functioning of, democracy is at stake we should rise above individual and party levels and behave in a manner conducive to the good name of our country, cur Front, our people and this august House. Here I must warn you all that democracy is not merely the rule by the majority but the ideal and the underlying idea should be to move forward for the progress of the State as far as possible with the collective co-operation of various parties in the House. I am glad to see that there is a good example of this in our awn Parliament which we should imbibe. In democracy we must learn to give and take and should be guided by the spirit of mutual respect, regard and cooperation. I must also emphasise that :

(a) Discipline and decorum must be maintained at all times. This also includes the implementation of the resolution passed by the House yesterday suspending four members of the House.

(b) The question raised by the Opposition with regard to the abduction of a Member, if correct should be condemned by all and effort made by the Government to solve this mystery. (Thumping from the Opposition Benches) All Members of the House will have the protection of the Chair. (Thumping from the Opposition side) ; and

(c) Minimum force should be utilised for the functioning of of

In view of what I have said, I appeal to all the hon. Members of the House, particularly the Leader of the House and the Leaders of other Parties to ponder over the serious matter confronting us in a spirit of mutual goodwill and above all for the proper functioning of democracy in our State. I suggest that the parties meet for half-an-hour or fifteen minutes and then if possible the Leader of the House may call a meeting of the other Leaders to settle the matter amongst themselves. If unfortunately this is not possible, I will request four Members from the treasury benches and the same number from the opposition parties to meet me in my Chamber at 3.30 P.M. today with a view to finding out a way out of this most unfortunate dead-lock. Needless to say, I request the co- operation of you all in this vital matter.

Suicides cases in the State

*139. Shri Daya Krishan : Will the Chief Minister be pleased to state — 4 P. M.

(a) the number of suicides committed in the State during the period from 1st November, 1966 to 31st October, 1967 and from 1st November, 1967 to 31st October 1968 of males and females, separately ;

(b) the main causes of these suicides ; (c) whether the number of suicides in this State is larger as compared to the all figure on the population basis ?

Shri : (a) 122 males and 152 females during 1st November, 1966 to 31st October, 1967 and 120 males and 149 females during 1st November, 1967 to 31st October, 1968.

(b) Domestic quarrel, long illness, mental upset, failing in examination, failure in love affairs, illicit intimacy, financial hardship, fear of trial in criminal case etc.

(c) In the absence of All India figures comparison is not possible at this stage.

Higher Secondary System of Education

*187. Major Amir Singh Chaudhry : Will the Chief Minister be pleased to state -

(a) whether Higher Secondary System of Education has failed in Haryana ; and

(b) if so, reasons therefor ; and if not, reasons for the conversion of a number of Higher Secondary Schools to High Schools ?

Shri Bansi Lal : (a) No.

(b) Question does not arise. Some Higher Secondary Schools were reverted to Matriculation pattern due to some local reasons such as poor enrolment and insufficient accommodation etc.

Higher Secondary System of Education *221. Shri Mangal Sein : Will the Chief Minister be pleased to state—

(a) whether Higher Secondary System of Education has proved successful in the State ;

(b) whether Education Department has made any assessment about the progress made by the said system of Education; if so, the results thereof together with the details of the action, if any, taken by the Government in this direction.?

Shri Bansi Lal : (a) The system is still being run on experimental basis.

(b) Yes. A statement in this connection ( Annexure I) is laid on the table of the House.

ANNEXURE I

HIGHER SECONDARY SYSTEM OF EDUCATION

The Higher Secondary System of Education was introduced in the composite State of Punjab, long before re-organisation. Since then it has been running on an experimental basis. In order to gauge its progress in this part of the State inspection of the schools where this system was introduced, was held and as a result, the following ten Government Higher Secondary Schools were downgraded, because of poor enrolment, insufficient accommodation and in rare cases due to lack of popular interest it this system of education :-

(1) Government Girls Higher Secondary School, Badli (). (2) Government Higher Secondary School, Khidauli Pehladpur (Rohtak)

(3) Government Higher Secondary School, Naguran (District ).

(4) Government Higher Secondary School, Khadri (District Ambala).

(5) Government Higher Secondary School, Hills (District Ambala).

(6) Government Girls Higher Secondary School, Loharu (District Hissar).

(7) Government Girls Higher Secondary School, Tohana (District Hisser).

(8) Government Higher Secondary School, Bahuna (District Hissar).

(9) Government Higher Secondary School, Dhigana (District Jind).

(10) Government Girls Higher Secondary School, Jhoju Kalan (District Mohindergarh).

2. In private sector too, the following four Higher Secondary Schools were allowed to revert to the Matriculation Pattern on the request of the management, due to these institutions being uneconomical and unflourishing

(1) C.A.V. Higher Secondary School, Hisser.

(2) Jut Higher Secondary School, Hissar. (3) K.P.A.K. Girls Higher Secondary School, Ambala City.

(4) Kanya Gurukul Higher Secondary School, Khanpur Kalan (District Rohtak).

3. But in rest of the schools the system of Higher Secondary Education is running quite efficiently. But the Government is quite seized of the situation as regards the satisfactory working of this system and it is in this light that occasional inspections are held in schools so that the public money is used in as best a manner as possible.

Energising of Tubewells in the State

*140. Shri Daya Kristian : Will the Minister for Public Works be pleased to state—

(a) The number of tubewells energised in the State during the period from 1st November, 1966 to 31st October, 1967 and from 1st November, 1967 to 31st October, 1968 separately ;

(b) the number of tubewells energised to be energised between 1st November, 1968 to 31st March, 1969 ;

(c) the number of tubewells proposed to be energised in the financial year 1969-70 ;

(d) whether the Government is aware of the fact that many a time electricity fails for long on many tubewells and the agriculturists are put to great loss ;

(e) if so, the steps the Government propose to take to remove the difficulty ;

(f) the number of applications pending on 1st November, 1968 for tubewells connections ;

(g) within what period, electricity is likely to he provided to such applicants ?

(d) Yes, the Board is aware of the failures of electricity and consequent loss.

(e) To avoid overloading which causes failures of electricity, the existing sub-station capacities are being augmentated and more lines and substations are being put up.

(g) The pending applications are likely to be cleared within about one year.

Electrification of Villages

*141. Shri Daya Kristian: Will the Minister for Public Works be pleased to state—

(a) the number of electrified villages in the State as on 1st November, 1967, 1st November, 1968, separately, district-wise ;

(b) the number of villages proposed to be electrified in the State during the period from 1st November, 1968 to 31st March, 1969, district-wise, separately ;

(c) the number of villages proposed to be electrified in the State during the period from 1st April, 1969 to 31st March, 1970 separately, district-wise ;

(d) whether it is a fact, that proportionately on population basis, less number of villages have been electrified in

(e) if so, the step which Government propose to take to bring Jind District at par with the other districts in regard to the electrification of villages ;

(f) whether it is in the notice of the Government that electricity is much required in Jind District for tubewells for supplying drinking water to the villages ?

Shri K. L. Poswal : (a) The district-wise number of electrified villages in the State as on 1st November, 1967 and 1st November, 1968 is given in the statement.

(b) and (c) Nil.

(d) Yes.

(e) As per present policy of the Board, no villages are to be electrified for domestic purposes. However, connections for tubewells shall be given freely in the areas in which the 11 KV lines already exist or the same are situated within three miles from the existing 11 K.V. Lines.

(f) Yes, as already stated against (e) above, tubewell connections are being given freely in the areas in which the 11 KV lines already exist or the same are situated within three miles from the existing 11 KV lines.

Electrification of Villages in the State *196. Major Amir Singh Chaudhry : Will the Minister for Public Works be pleased to state—

(a) district-wise number of electrified villages and towns in State as on 31st March, 1968 ;

(b) district-wise number of villages and towns electrified during the period 1st April, 1968 to 31st December, 1968 alongwith nominal roll thereof (to be laid on the Table of the House);

(c) district-wise number of villages and towns earmarked to be electrified during the period 1st January, 1969 to 31st March, 1969 alongwith nominal roll there of (to be laid on the Table of the House) ;

(d) criteria adopted in the selection of villages for electrification ; and

(e) the reasons for proportional imbalances amongst the various districts, in the village electrification programme for the current financial year, if any ?

(b) No town was electrified from 1st April, 1968 to 31st December, 1968. According to 1961 Census there were 61 towns in Haryana and all of them had been electrified before 31st March, 1968. The number of villages electrified from 1st April, 1968 to 31st December, 1968 was as follows as per list enclosed :-

(e) In the village electrification programme for the current year, it was attempted to reduce the imbalance of village electrification in varions districts and position in the districts in which electrification was less has improved.

Agricultural Electric Connections

*197. Major Amir Singh Chaudhry : Will the Minister for Public Works be pleased to state-

(a) whether Electricity Board has ever taken stock of the annual income derived from agricultural electric connections and also worked out average monthly income per horsepower of the total installed load therefrom ;

(b) if so, the details of the factual-data thereof ;

(c) whether Haryana Electricity Board has ever given consideration to introduce flat-rate system for agricultural connections ; and

(d) if so, the final outcome thereof ?

Shri K.L. Poswal : (a) Yes. This is done on yearly basis. How- ever, the average monthly income cannot be worked out per K.W. of connected load only in the absence of data regarding horse power of all the tube-wells, which is not readily available with the Board.

(b) Income assessed from Agricultural connections during 1968-69 Rs 115.18 lakhs. Average monthly income per K.W. of connected load is Rs 8.45.

(c) Yes.

(d) It has been decided not to introduce flat-rate system for agricultural connections.

Civil Hospital, Rohtak

222. Shri Mangal Sein : Will the Minister for Health be pleased to state the number of out-door patients attended and of in-door patients admitted into the Civil Hospital, Rohtak, during the months of November and December, 1968 and in January, 1969 separately ?

Chaudhri Khurshed Ahmed : The requisite information is as under :—

Budget grants allocated to Civil Hospital, Rohtak

*223. Shri Mangal Sein : Will the Minister for Health be pleased to state the amount of Budget grant allocated to the Civil Hospital. Rohtak during the years 1962-63 and 1968-69, separately, together with the difference, if any, in the grants so allocated ?

Chaudhri Khurshed Ahmed : The Budget grant allocated to the Civil Hospital, Rohtak, during the year 1962-63, was Rs 1,54,910. During the year 1967-68, Civil Hospital, Rohtak, was no longer a separate entity and it was attached to the Medical College Hospital, Rohtak for all purposes and as such there is no separate Budget grant for this institution. However, on the basis of the staff employed in the Hospital and bed strength, the total Budget allocation during the year 1968-69, has been estimated as Rs 2,93,540 This includes the expenditutre on the Plan as well as the non-Plan side.

Exemption from Levy of Material Imported by Dalmia Dadri Cement Ltd.,

*102. Dr. Malik Chand Gambhir : Will the Minister for Health be pleased to state—

(a) whether there is any proposal under consideration of the Government to exempt wholly or partly from the levy of Octroi the material imported by the Dalmia Dadri Cement Ltd., Charkhi Dadri ; if so, the reasons for the exemption :

(b) whether Government has received any representation from the Municipal Committee and also from the Public of Charkhi Dadri in the said matter ; if so, the contents thereof and the action, if any, taken thereon ?

Chaudhri Khurshed Ahmed : (a) Yes. The proposal is yet under consideration ;

(b) No written representation either from the Municipal Committee, or from the Public of Charkhi Dadri, has been received by Government.

OBSERVATIONS MADE BY THE SPEAKER

Mr. Speaker : Hon. Members, I am very glad to say that a meeting was held in my Chamber with the Leader of the House and three other members from the Treasury Benches and the Leader of the Opposition and other leaders of the parties and I am very glad to inform you that they have very kindly agreed to resolve this matter (Cheers). This is how we should work in this House and herein lies, I think, the power of democracy, mutual respect and regard.

The privilege motion on the alleged abduction of one of the Members will be referred to the Privileges Committee. The Leader of the House has agreed to withdraw the privilege motion referred to the Privileges Committee yesterday regarding 7 members including the Leader of the Opposition. (Cheers) And, I am glad to say that I have also discussed the whole matter with the Leader of the House and he has very kindly assured ire Of his full co-operation with regard to the missing member. STATEMENTS BY THE CHIEF MINISTER

Chief Minister (Shri Bansi Lal) : Sir, in order to provide better educational facilities to the students belonging to Scheduled Casies, other backward classes and Vimukat Jatis, the following schemes tine teen put into operation :-

(1) State Harijan Welfare Scheme.—There is a provision of Rs. 16.15 lacs for award of stipends to scheduled castes/other backward students under this scheme. The claims received in the Directorate by 15th January, 1969 have since been sanctioned involving an estimated expenditure of Rs 7.50 lacs. The stipends claims received thereafter are being attended to, on priority basis and sanctions are being released.

(2) Vimukat Jatis.—There is a provision of Rs 28,000 for the grant of) stipends to the students belonging to the denotified tribes (Vimukat Jatis during the year 1968-69. All the stipend claims received in the Directorate till 15th January, 1969 involving an estimated expenditure of Rs.18,000 have been sanctioned. The claims received thereafter are being processed promptly.

(3) Government of India Post-Matric Scholarship Scheme for Scheduled Castes/Lower Income Group Students.—There is a provision Rs. 7,20,000 for award of Post Matric Scholarships to students belonging to Scheduled Castes/Lower Income Group. All the scholarship claims received in the Directorate till 31st October, 1968 to the extent of Rs. 5,38,484 have since been paid benefitting 1,382 students. Besides, the claims of 342 Scheduled

Castes/Low Income Group students have been sanctioned and the scholarship amount to the extent of Rs. 1,57,350 is being remitted by means of Bank Drafts/ R.T.R.'s.

All efforts are being made to utilise the remaining balance of Rs. 24,166/- well in advance the close of financial year.

It is, however, stated that delay in payment of scholarships/stipends to scheduled castes and backward classes students generally occurs due to the reason that sufficient time is lost in reconciling the discrepancies noticed in the claims forwarded by the District officers . Mr. Speaker : Thank you. The hon. Chief Minister also promised to make a statement in regard to *Call Attention Motion No. 10. He may do so now.

Chief Minister (Shri Bansi Lal) : Sir, during 1968, the sugarcane crop in the State was subjected to an unusually severe attack by the Pyrilla pest. The adjoining States were also affected. Normally, the attack is a mild one, and is overcome by ground spray of pesticides. On this occasion, it broke out in an epidemic form after 14 years. Consequently, Government of India was approached at personal level for arranging an aerial spray. The States were short of Malathion LVC pesticide, which was also obtained by personal contact from the Adviser, Punjab, and from Bombay.

(The sugar mills at Yamunanagar and responded to the danger immediately, but Rohtak took longer, and was slow about it). The following areas were covered by aerial spraying :—

Thus a total of 1,00,180 acres was sprayed from the air, and 45,880 acres was sprayed from the ground. The State Government spent Rs 7 Lacs on pesticides to combat the disease. A subsidy of 50 per cent was given for the purchase of pesticides to the cultivators for ground spraying, where aerial spray was not possible. Tie combined operations resulted in a mortality of 70 to 90 per cent of the pest. The aerial spray in the areas reserved for sugar mills was particularly effective in Jagadhri and Panipat. Damage to the sugarcane in was accentuated because before the attack of Pyrilla, it was affected by another disease called "red rot". In order to forestall a recrudescence of the disease, the Department of Agriculture has been advised to ask their Plant Protection Officers to dust both sugarcane and wheat with pesticides and also to purchase hand sprays, so that the disease could be attacked immediately on its reappearance.

It would be no exaggeration to say that the steps taken to combat Pyrilla in Haryana were remarkably quick and effective.
