Sir, This has reference to your letter no. AAL/16/08-09/75 dated 2525thth March, 2009 alongwith Application Form I,l, Prefeasibility Report and and subsequent clarifications furnished by you vide letters dated 3030th,h April, 2009 and 22ndnd May, 2009 for environmental clearance on the above mentioned project.

2.0 The Ministry of Environment and Forests has examined your application. Itlt is noted that proposal is for the Ferro Alloy Plant (4x18 MVA, 1,20,000 TPA) alongwith Sintering Plant (28,000 TPA) and Briquetting Plant (28,000 TPA) at Plot No. 42, 43 & 44,44, A. P. Special Economic Zone,Zo'ne, Village & MandalMandalAtchutapuram, Atchutapuram, District Visakhapatnam, A. P. by M/s Anjaney Alloys Ltd. Total land acquired is 60 acres. Allotment letter no. SPZ/AAL/SEZ/ATP/APIIC/2008SPZAAUSEZIATPIAPIIC/2008 dated 2929thth August, 2008 issued by APIIC is submitted indicating the location of the project in Special Economic Zone (SEZ). No rehabilitation and resettlement (R & R) is involved. No national Park and wildwlld life sanctuary is located within 10 km radius of the project site. Panchadarla RF (6.5 km), Kalavalapalli RF (8.25 km), Dopperle RF (7.0 km) and RF (3.0 km) is located within 10 km radius of the proposed project site. TotalTotalcost cost of the project is Rs. 223.19 Crores. Following are the details of facilities to be installed and the corresponding products:

Treated wastewaterwastewater-will will be recycled and reused. No effluent willwill.be be discharged from the plant. Ferro Manganese slag will bebb used for the production of Silico-Manganese. Silico-Manganese slag will be suitably disposed off. Dust generated from different sources will be sintered or briquetted for reuse in the plant. Fines from theihe sintering process will be recycled as part of the raw mix.

6.0. At no time, the emission level shall go beyond the prescribed prescribed standards. iii) In-plantln-plant control measures for checking fugitive emissions from all the vulnerable sources like bag filter, cyclones, spark arrestoranestor shall be provided. Fume and dust extraction system with bag filters shall be provided at the raw material handling, transfer and discharge points to control fugitive emissions. Crusher with closed chamber system shall be used. Further, specificsp-ecific measures like water sprinkling around the coal stockpiles and asphalting or concreting of the roads shall be done to control fugitive emissions.

Domestic wastewater shall be treated in septic tanks followed by 3 soak pit system. No wastewater shall be discharged outside the factory premises andand'Zero' 'Zero' discharge shall be adopted. vi) All the dust generated from material handling, process and air pollution control system shall be sintered or briquetted for reuse in the plant. Product fines, flue dust shall not be dumped anywhere but recycled/reused in the sintering process as part of the raw mix. Bag filter dust shall be disposed off to brick manufacturing units as proposed. vii) Ferro Manganese slag shall be used in the production of Silico-Manganese. Dust generated from material handling, process and air pollution control system shall be sintered or briquetted for reuse in the plant. Fines from the sintering process shall be recycled and used as raw material. viii) All the ferro alloy slag including Silico-Manganese slag shall be used for land filling and road making inside the plant or used as building material only after passing through Toxic Chemical Leachability Potential (TCLP) test. Otherwise, hazardous substances shall be recovered from the slag and output waste and be disposed in secured landfill as per CPCB guidelines. All the other solid wastes shall be properly disposed off in environment-friendlyenvironmerit-friendly manner. Used or spent oil and oily waste shall be provided to authorized recyclers / reprocessors. ix) No Ferro chrome shall be manufactured without prior approval of the Ministry. A commitment in this regard shall be submitted to the Ministry and its Regional Office at Bangalore. x) Proper handling, storage, utilization and disposal of all the solid waste shall be ensured and regular report regarding toxic metal content in the waste material and its composition, end use of solid/hazardous waste shall be submitted to the Ministry's Regional Office at Bangalore, APPCB and CPCB-CPCB. xi) As proposed, green belt shall be developed in at least 20 acres 133(33 %) out of total 60 acres to mitigate the impact of fugitive emissions within and around the plantptant premises as per the CPCB guidelines in consultation with DFO. xii) PnorPrior permission from the State Forest Department shall be taken regarding likely impact of the expansion of the proposed steel plant on the reserve forests viz. Panchadarla RF (6.5 km), Kalavalapalli RF (8.25 km), Dopperle RF (7.0 km) and Pudimadaka RF (3.0 km) located within 10 km radius of the proposed project site. Measures shall be taken to prevent impact of particulate emissions /i fugitive j emissions, if any from the proposed plant on the surrounding reserve forests. Further, Conservation Plan for the conservation of wild fauna in consultation with the State Forest Department shall be prepared and implemented. xiii) All the recommendations made in the Charter on Corporate Responsibility for Environment Protection (CREP) for the Ferro Alloy Units shall be strictly implemented. xiv) Provision shall be made for the housing of construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobile SIP,STP, safe drinking water, medical health care, crechecrdche etc. The housing may bebe'in in the form of temporary structures to be removed after the completion of the project. 4

B. GENERAL CONDITIONS:

j.i. The project authorities must strictly adhere to the stipulations made by the A.P.A.P' Pollution Control Board (APPCB) and the State Government.Government' prior ii. No further expansion or modifications in the plant shall be carried out without prior approval of the Ministry of Environment and Forests. iiiiii. At least four ambient air quality monitoring stations shall be established in the downward direction as well as where maximum ground level concentration of SPM,SPM' SO2SOz and NOx are anticipated in consultation with the APPCB. Data on ambient air qualityquatity and stack emission should be regularly submitted to this Ministry including its Regional Office at Bangalore and the APPCB / CPCB once in six months.months'

iv. Ambient air quality-one monitoring stations shall be set up in consultationconsultation.with with the APPCBApPCB including one ambientambieit air quality monitoring station in the downwind direction.

v. Industriallndustrial wastewater shall be properly collected, treated so as to conform to the standards prescribed under GSRGSiR 422iZZ(el (E) dated 1919th,h May, 1993 and 3111" December,De.cember, 1993 or as amended form time to time. Theihe treated wastewater "$shall be utilized for plantation purpose.

vi. The overall noise levels in and around the plant area shall be kept well within the standards (85 dBA) by providing noise control measures includinginciuding acoustic hoods, silencers, enclosures etc. on allail sources of noise generation. The ambient noise levels should conform to the standards prescribed under EPA Rules, 1989 viz.viz.75 75 dBA (daytime) and 70 dBA (nighttime).

vii. Occupational health surveillance of the workers shall be done on a regular basis and records maintained as per the Factories Act.

viii. The company shall develop rain water harvesting structures to harvest the rain water for utilization in the lean season besides recharging the ground water table.

ix. The project proponent shall also comply with all the environmental protection measures and safeguards recommended in the EIA / EMP report. Further, the company must undertake socio-economic development activities in the surrounding villages like community development programmes, educational programmes,programmes' drinking water supply and healthcarehealtlucare etc.

x. As proposed, Rs. 10.15 Crores and Rs. 3.835 Crores shall be earmarkedea.rmarked towards the total cost and recurring cost/annumcosUannum for the environmental protection measures and judiciously utilized toto-implement implement the conditions stipulated by thethe__Ministry Ministry of Environment andind Forests as well as the State Government. Rs. 95.00 Lakhs earmarked for peripheral development shall be judiciously utilized. The funds so provided shall not be diverted for any other purpose.

xi. The Regional Office of this Ministry at Bangalore / CPCB / APPCB shall3hall monitor the stipulatedstipulatJd conditions. A six monthlymonthty compliance report and the monitored data along with statistical interpretation shall be submitted to them regularly. been xii. The Projectproject Proponent shall inform the public that the project has been .accordedaccorded environmental clearanceciearance by the Ministry and copies of the clearance letter are available with the APPCB and may also be seen at Website of the Ministry of Environment and Forests at http:/envfor.nic.in. This shall be advertised within seven 5

days from the date of issue of the clearance letter, at least in twotwo local newspapers that are widely circulated in the region of which one shall be in the vernacular language of thethi locality concerned and a copy of the same shall be forwarded to the Regional office at Bangalore.

xiii. Project authorities shall inform the Regional Office as well as the Ministry, the date of financial closure and final approval ofoi thetne project by the concerned authorities and the date of commencing the land development work.

7.0. The Ministry may revoke or suspend the clearance, if implementationimplementalion of any of the above conditions is not satisfactory.

8.0.g.O. The Ministry reserves the right to stipulate additional conditions ifif found necessary. The Company in a time bound manner shall implement these conditions.

9.0.g.0. Any appeal against this environmental clearance shall lie with the National Environment Appellate Authority, ifiipreferred preferred within a period of 30 days as prescribed under Section 11 of the National Environment Appellate Act, 1997.

10.0. The above conditions shall be enforced, inter-alia under the provisions of the Water (Prevention(prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981,igat, thetf'e Environment (Protection) Act, 1986, Hazardous Wastes (Management and Handling) Rules,Rutes, 2003 and the Public (Insurance)(lnsuiance) Liability Act, 1991 along with their amendments and ruies.rures. ft:^.Ag- (Dr,(Dr. P.
