3. Invited Guest Speakers Minister David Speirs – Department for Environment and Water, joined the SAROC Committee meeting at 12:20pm, and discussed the following items:

• Landscapes SA Regulations • Solid Waste Levy • Little Corellas • Climate Partnerships – LG partnership proposal and Regional Sector Agreements • Crown Lands • Community Wellbeing The Minister then answered questions the Committee Members and Regional Executive Officers had in relation to these topics.

4. Regional Executive Officers’ Update Moved Mayor Burgess Seconded Mayor Mattey that the SAROC Committee: 1. notes the communique; 2. supports the SAROC Chair in meeting with the RDSA Chair to agree on a united approach to the South Australia and Australian Governments that will gain support from RDSA on the approach for recovery efforts associated with impacts to regional SA based on COVID-19 that is in alignment with the LGASA and ALGA positions; 3. invites the RDSA Chair to attend the next available SAROC meeting to discuss amongst other items the strategic direction of SAROC and RDSA; and 4. that the Regional Health Services project in the 2019/2020 SAROC Business Plan should continue to be progressed. Reports for Discussion 6.1 Sand Drift on to Roads Moved Mayor Hunt Seconded Mayor Stephens that the SAROC Committee: 1. notes the report; 2. recommends that the regional LGAs inform their constituent member councils that are eligible for the Commonwealth Government’s the Drought Communities Program that costs associated with the mitigation of sand drift and the removal of sand from public roads in an area impacted by drought meet the eligibility requirement for projects; and 3. requests that the SAROC chair write to the Minister for Primary Industries and Regional Development Tim Whetstone MP to: a. seek guidance from Primary Industries and Regions SA (PIRSA) on the legislative and regulatory provisions in place that allows a determination to be made, in a timely fashion, concerning responsibility and the ability for councils to recover costs in the instance where poor land management practices are thought to be the predominant factor in sand drifting onto roads; and b. seek guidance on how the protection and reinstatement of public infrastructure can be better considered in national drought policy; noting that the National Drought Agreement (established in 2018) focuses on the roles and responsibilities of the Australian and State and Territory Governments. Resolutions from the meeting of the SAROC Committee – Action Taken / Progress 21 May 2020 4.1 Regional Executive Officers Update (SM 705948) The RDSA Chair is a guest speaker at the SAROC meeting on 22 July 2020. that the SAROC Committee: 1. notes the communique; 2. supports the SAROC Chair in meeting with the RDSA Chair to agree on a united approach to the South Australia and Australian Governments that will gain support from RDSA on the approach for recovery efforts associated with impacts to regional SA based on COVID-19 that is in alignment with the LGASA and ALGA positions; 3. invites the RDSA Chair to attend the next available SAROC meeting to discuss amongst other items the strategic direction of SAROC and RDSA; and 4. that the Regional Health Services project in the 2019/2020 SAROC Business Plan should continue to be progressed.

6.4 SAROC Communication Plan (LT 701802) With funding support from SAROC and GAROC, the LGA Secretariat will engage an officer to provide executive support to SAROC’s activities for 2020- that the SAROC Committee: 21 and implementation of the SAROC Communications Plan. 1. notes the report; 2. endorses the SAROC Communication Plan 2020-2023; and 3. notes that the resourcing requirements of implementing the plan will be included in the 2020-21 SAROC budget for endorsement by the Committee.

6.6 Draft SAROC Annual Business Plan 2020-21 and Budget At its meeting in June 2020, the LGA Board of Directors approved the SAROC Annual Business Plan 2020-21 and budget. Resolutions from the meeting of the SAROC Committee – Action Taken / Progress 19 March 2020 6.3 Overabundant Species – Little Corellas (KR 701685) The SAROC chair wrote to the Minister for Environment and Water on 3 June 2020 on the terms outlined in the resolution. that the SAROC Committee: No reply has been received to date. 1. notes the report; SAROC actions to progress advocacy and research on the management of 2. requests that the SAROC Chair writes to the Minister for Environment Little Corellas are included in the SAROC Annual Business Plan 2020-21. and Water providing a copy of the Little Corellas Research Paper and seeking urgent finalisation and release of a statewide Little Corella strategy that includes financial assistance to local governments for the development of integrated local management plans and the implementation of medium and long-term management options at a local-scale; 3. that the little corellas research paper be amended to refer to previous research and include the following actions: o Short term – advocate for the implementation of culling programs o Medium Term – implementation of any agreed culling program o Long Term – monitoring of population and review of effective strategies and future trigger points for culling activity 4. considers potential activities to be included in the draft 2020-21 SAROC Annual Business Plan.

6.4 Regional Local Roads / RAVRAT (SM/LB 701687) Regional Local Roads – mapping and priorities is an action included within the SAROC Annual Business Plan 2020-21. Recommendation That the SAROC Committee notes the year to date finances to 31 May 2020. Discussion The attached report provides the Committee with an overview of the year to date results for SAROC projects to 31 May 2020. Funds in total of $100,000 have been received from the Local Government Research & Development Scheme of which $90,000 will be used to fund projects outlined in the budget with the remaining $10,000 to cover legal and other costs. Project expenditure consisted of $25,000 for the SAROC 2019-20 contribution to the Coastal Councils Alliance. Updates on the progress of individual projects will be provided during the meeting. Financial and Resource Implications There are no budget variances to report.

Reports for Discussion From: Simon Millcock - Legatus Meeting: SAROC Committee 22 July 2020 ECM: 713237

Recommendation That the SAROC Committee: 1. notes the communique; 2. supports the SAROC Chair in writing to Martin Haese the Chairman of the Premier’s Climate Change Council advising him of the support SAROC has for the Climate Change Sector Agreements and the value that the coordination role provides; and 3. supports the Regional LGA Executive Officers approach to progressing of the Wellbeing Alliance via a workshop later on 2020 to allow more time for impacts of COVID-19 to be assessed. Discussion The Regional LGA Executive Officers held a meeting on 2 July 2020, which included Mayor Erika Vickery, SAROC Chair and LGA Secretariat Lea Bacon, Director Policy. Topics included: 1. Workloads Impacts of COVID-19 has seen workloads increased and whilst on-line connections have assisted some forms of engagement such as workshops, board meetings for the larger LGAs have been more difficult. With policy issues such as planning reform, genetically modified crops and LG reform along with increased new grants they have all added to increased workload. Costs pressures on councils, strategic planning, public health plans, climate change sector agreements, drought funding are also adding to the workload of member councils and Regional LGAs. Noted that the EOs forum is an opportunity to support each other along with providing feedback to SAROC and LGA Secretariat. There has been an increase in collaboration with RDAs and it was noted that the SAROC agenda has RDSA Chair Rob Kerin invited to their next meeting. 2. COVID-19- Wellbeing Given workloads, Regional LGAs would be stretched and Simon outlined a possible project being developed for the Legatus Group region. Discussion included: • Graeme advised their trial project for Wellbeing Officer is concluding and coordinator role can assist member councils. • Tim advised their project will identify opportunities when further developed. • Noted the short time frame of 4 weeks to have applications submitted and the myriad of grants which are being made available and ability for smaller councils to deliver and or develop applications • Suggest that there could be a review of Wellbeing Alliance – what can be next steps and

working via Regional LGAs – role of SAROC and linkage with Community / Council Ready

Local Government Association of South Australia SAROC Committee Meeting - Agenda & Papers - 22 July 2020 - Page 21 • Levels of confusion about what public health and role of local government and COVID-19’s impact may well be some months off 3. Updates a) Collaboration with RDAs – Consideration could include a joint partnership for Regional Development Conference that could include a specific half day workshop to focus on the role of Local Government regarding recovery. If no conference is being held in 2020 then perhaps a series of webinars is developed in partnership between RDSA and SAROC. b) Emergency Management Regional Forums – Lea Bacon to follow up and provide response. c) SA Regional Waste Strategy – Paul Chapman (Legatus Group Project Officer) joined the meeting and Simon Millcock provided an update on progress and advised of clarity being sought with the preferred consultants. The meeting noted its support to Paul regarding any roadblocks with their member councils and provided updates on the projects they are working on. d) CWMS – Paul Chapman in collaboration with Simon Millcock provided a report on the current progress. Discussions held on the issues identified. It was agreed that a report be prepared for SAROC at a later date and that the Regional LGA EOs are comfortable with the work being undertaken and that this is in partnership with LGA Secretariat. The Annual Conference to be hosted by the Eyre Peninsula LGA and this can be used as part of the consultation for report. (Paul left the meeting) e) Climate Change Sector Agreements – Update provided by Graeme Martin and Simon Millcock on the outcomes of the South Australian Regional Climate Partnerships Central Coordinator position which finishes in July 2020. Noted the inaugural SA Regions Ready Conference was converted to a series of webinars in June and presentations can be found on the Legatus Group website. Discussion held on the great value of the work undertaken by having a coordination role and recommendation that the SAROC Chair writes to Martin Haese the Chairman of the Premier’s Climate Change Council advising him of the support SAROC has re the Climate Change Sector Agreements and value the coordination roles. f) Regional Local Roads Hierarchy – (Peter Ilee EO SA Local Government Grants Commission and Alex Segro DPTI joined the meeting). It was noted there was strong interest from the Commission as it has the potential to assist with Federal Funding. Discussion held on the GIS Road Network and its use for grants process and their current approach to look at this to be in house within DPTI. The need for road usage information would benefit a roads hierarchy and the need to include Commission and DPTI in the SAROC SA Regional Local Road project. Interest in knowing how to deal with boundary roads. Working group to include Peter Ilee, Tim Smythe, Graeme Martin, Lea Bacon, Simon Millcock and possibly Mike Wilde DPTI. (Peter and Alex left the meeting) g) Rating Equity – Lea Bacon provided an update that it was not directly included in the current LG Reform Bill and that Andrew Lamb is progressing and Lea will engage with Andrew to ensure information is coming through. Recommendation That the SAROC Committee notes the report on the implementation of the Planning and Design Code. Discussion The Chair of the State Planning Commission (SPC), Michael Lennon has been invited to attend the SAROC meeting to be held on 22 July. Phase Two Code Implementation On 18 June, the Planning Development and Infrastructure Act (PDI Act) Commencement and Designated Date Proclamations were made. This has the effect of commencing the PDI Act and Planning and Design Code in Phase Two council areas from 31 July 2020. From this date, the Planning and Design Code for Phases One (Outback Areas) and Two (Rural Areas) will be in operation and accessible via an ePlanning platform. The ePlanning platform includes the new SA Planning Portal, Planning and Design Code, South Australian Property and Planning Atlas and Development Application Processing system. The Minister for Planning extended the timeframes for implementation of both the Phase Two and Phase Three Codes by three months in March 2020. This extension was provided so that business readiness and familiarisation activities could be undertaken prior to the Code’s implementation. Phase Two councils were provided with access to the online Phase Two Code from 5 June for a short period of validation prior to its broader release. From 29 June, the online Phase Two Planning and Design Code has been made available to all South Australians to help familiarise themselves with the new planning system before it commences in rural areas on 31 July 2020. Following a review of all Phase Two Code submissions, the State Planning Commission has provided the Minister with an Engagement Report under Section 73 of the Planning, Development and Infrastructure Act 2016. This report which was released on 17 July sets out how the Planning and Design Code for the state’s rural areas is to be altered following public consultation. Phase Two councils have been provided with a written summary of the Commission’s recommendations to the Minister for inclusion in the final Phase Two Code of the most significant issues raised in the Council’s submission. The LGA is continuing to work with DPTI on a business readiness program and checklist, to support Phase Two councils with the implementation process.

Local Government Association of South Australia SAROC Committee Meeting - Agenda & Papers - 22 July 2020 - Page 24 The LGA Secretariat has raised concerns with the Chair of the State Planning Commission and DPTI in relation to slippage from the original Business Readiness Plan, particularly in terms of providing the learning materials. To support Phase Two councils in implementing the PDI Act and Code the LGA had sought a cohesive face to face learning program for all staff whether planning, building, administration and finance, preferably held at the council. DPTI has made available a one day, face to face training session in Adelaide and offered to cover transport and accommodation costs. While this would ordinarily be a reasonable approach, the LGA is concerned that this removes council staff from all the other business they are involved in, particularly at a time when councils are under pressure to support economic stimulus by processing development applications quickly. In addition, the LGA Secretariat believes that the Government and industry groups will be unforgiving of delays in approval timeframes and this creates a reputation risk for councils. DPTI is investigating how it can support councils both pre and post implementation and are considering providing DPTI development assessment staff to assist and support councils. DPTI have also provided an information session to Phase Two elected members and have provided information to potential applicants (builders etc.) in regional areas regarding the changes to the planning system. The LGA in conjunction with DPTI and the Chair of the State Planning Commission also arranged a briefing session with Phase Two Council CEOs for 15 July to determine their readiness for 31 July 2020, a verbal update of any outcomes of this session can be provided at the SAROC meeting. The LGA has also prepared several resources to support councils through the implementation process, which are available on the LGA website. Recommendation That the SAROC Committee: 1. notes the report; and 2. requests the LGA Secretariat to engage a suitable agency host a ‘SAROC local government regional development workshop’, in August 2020, in partnership with regional LGAs and Regional Development South Australia to bring together elected members and key council staff to consider their role in facilitating economic and community recovery from Covid-19. Discussion Hon Rob Kerin, Executive Chair, Regional Development South Australia (RDSA), has been invited as a guest speaker to the SAROC meeting to be held on 22 July. There is a long-standing partnership between local government and RDSA. In the current environment, there is an opportunity to collaborate further on the strategic direction of SAROC and RDSA to support regional communities to respond and recover from the Covid-19 pandemic. RDSA activities On 12 May 2020, RDSA hosted the Regional South Australia Recovery Expert Panel Discussion, offering strategic insights and expertise from across the three tiers of government, academia and RDSA on how regional economies are being affected by the Covid-19 pandemic and options for recovery. The seven regional South Australian RDA’s are taking the lead to put in place Recovery Plans for each of their regions. These plans are being developed utilising an extensive consultation process with member councils, industry and business stakeholders. These plans will be available individually and they will also be drawn together into a regional statewide Blueprint as the central reference point for Government at all levels. The Blueprint will be a live and evolving document that will contain a qualified pipeline of available projects to stimulate economic recovery for the regions, as well as the strategic overview outlining the key industry sectors for future growth. RDA Adelaide is facilitating the bringing together of the overall collaborative Regional Blueprint. A placeholder document for the regional Blueprint is attached.

Local Government Association of South Australia SAROC Committee Meeting - Agenda & Papers - 22 July 2020 - Page 26 Strategic context – SAROC actions SAROC has an objective in its 2020-21 Annual Business Plan, under the Economic Development theme, to; enable advocacy and partnership opportunities that recognise the specific needs of the regions and support councils to drive sustainable economic development. Two specific SAROC actions in 2020-21 are: Supporting Regional Economies – Advocacy. SAROC will seek to advocate to State and Federal government for funding, initiatives and legislation that assists with the growth and development of regional South Australia, including commitments towards assisting regional councils and communities to respond and recover from the Covid-19 public health emergency and the decentralisation of South Australia’s population. Supporting Regional Economies – Partnerships. SAROC will seek to host a regional development workshop to bring together a broad range of stakeholders to drive cross collaboration, innovation and build the evidence base for future LGA and SAROC advocacy, and scope for a potential Local Government Strategic Investment Plan for Regional South Australia. SAROC’s Annual Business Plan recognises that in order to be a strong partner and voice representing the regions, it will need to work in close collaboration with regional LGAs and regional councils along with key stakeholders including RDAs and Federal and State Government agencies. In the main, councils are funding members of RDAs that have undertaken significant engagement with regional councils to understand their needs. There is an opportunity to bring this work together to support greater interaction between SAROC and RDASA in areas of state significance to inform local government policy, council activities at the local level and ensure that RDAs are supported in common objectives. Other LGA activities GAROC webinars: Economic and community recovery from COVID-19 – local government’s role Arising from the current COVID-19 pandemic, South Australian councils are actively considering their role in facilitating economic and community recovery. Councils are enacting hardship policies to support business and ratepayers based on local circumstances and financial ability. In May/June 2020, the GAROC committee commissioned a webinar series for councils to hear from specialists on: 1. Covid-19 impacts on local economies and not-for-profit sector; 2. Council’s role in social and economic post-recovery marketing; 3. the role of Mainstreets in the ‘recovery’; and 4. the role of libraries and events over coming months. Through this webinar series, GAROC has sought to provide timely support to economic and community development staff as they consider and develop potential strategies and actions to ensure their councils appropriately respond to economic and community development issues presented by the COVID-19 pandemic. The LGA engaged McCo Group to codesign and deliver engaging and insightful webinars that offer tangible opportunities for councils to pursue in leveraging the value of council functions and services during the ongoing public health emergency. The webinars were facilitated by McCo Group Managing Director, Leigh McClusky.

COVID-19 recovery local government awareness campaign Concurrently, the LGA is rolling out a sector-wide COVID-19 Recovery campaign that aims to build awareness of, confidence in, and support for local government as a partner in the recovery process. The campaign will promote real stories of councils “making a difference” in their communities, and the LGA has asked Leigh McCluskey to help tell these stories through a series of video interviews. Interviews will also be conducted with other influential stakeholders that will verify the value of local government’s efforts in the recovery space. SAROC next steps With input from the discussion with Mr Kerin, the release of the Regional Blueprint and seven RDA recovery plans, and the finalisation of the GAROC webinar series; it is recommended that the LGA secretariat will work with regional LGAs and RDSA to design a SAROC local government regional development workshop (webinar) as identified in the SAROC Annual Business Plan. The purpose of the webinar would be to further communicate the key insights arising from the RDSA and local government actions to date and to and discuss opportunities for further council action as required. The workshop would be informed by a discussion paper, distributed for the purpose of synthesising the key strategic issues, as well as highlighting the many other matters that warrant further consideration such as community wellbeing and recovery (from Covid-19, bushfires and drought), infrastructure stimulus, rating equity from electricity generators, climate change, environment and coastal management, and waste and recycling. The LGA secretariat proposes that this is held in late August 2020 and is available to elected members, as well as key staff from regional councils. It is proposed that this webinar be facilitated by Leigh McClusky and take the form of a structured roundtable discussion. A SAROC/RDSA webinar would also help to inform local government content and insights at future RDSA forums and events. Financial and Resource Implications This activity has been anticipated in the SAROC’s work program. SAROC’s 2020-21 budget set aside an allocation of $15,000 aligned to its ‘Supporting regional economies – partnerships’ action for optional research and workshop activities as required.

Recommendation That the SAROC Committee notes the report providing an update on the activities identified in the Community Development theme of its Annual Business Plan. Discussion The SAROC 2020-21 Annual Business Plan has a Community Development theme with an objective to: support strong, vibrant and cohesive regional communities through advocacy and partnerships that unlock local government’s potential to deliver quality community services and meaningful outcomes in public health and wellbeing. This report provides an update on the actions identified by SAROC to achieve this objective. Regional Health Workforce In December 2019, the Minister for Health and Wellbeing, the Hon. Stephen Wade MLC, released South Australia’s Rural Medical Workforce Plan, prepared to meet the Government’s commitment to develop and implement ‘a plan to recruit, train and develop the health professionals... needed to deliver country health services’. The Plan identifies a specific strategy to collaborate with local government to address the unique challenges facing rural communities, recognising that the social and economic wellbeing of their community is paramount to councils in their role as public health authorities. Over the next two years, the Plan commits that the Government will seek to partner with councils through the LGA to maximise the personal and family supports provided to rural doctors, particularly for recruiting to challenging areas, by: 1) creating partnerships between councils, regional Local Health Networks, the Rural Doctors Workforce Agency and other key stakeholders to provide a holistic approach to doctor recruitment, considering opportunities and support for partners and families, and including social and community supports. 2) developing and support mechanisms for regional and rural doctors to receive support in areas including housing, transport costs and childcare. SAROC has allocated a budget of $25,000 in its Annual Business Plan to identify the health service needs of regional communities and commission research to identify sustainable health models for small communities undertaken. This work was postponed due to LGA Secretariat resources being redirected to the Local Government Functional Support Group to assist with the Covid-19 public health emergency.

Local Government Association of South Australia SAROC Committee Meeting - Agenda & Papers - 22 July 2020 - Page 37 More recently, the LGA Secretariat has since held meetings with Dr Kirsty Hammet, Local Government Relations and Policy, Office of Health Protection & Licensing Services, SA Health and Dr Matthew McConnell, Public Health Physician at the Rural Support Service, SA Health. This meeting was held to initiate discussions and gain a deeper understanding of the role of the Rural Support Service, as well as the six regional local health networks and the services and programs they support. The intent was to commence discussions and to establish strategic partnerships. It was acknowledged that each LHN has differing profiles and needs. The LGA Secretariat has also been advised that the implementation of the SA Rural Medical Workforce Plan 2019-2024 had been delayed due to the impact of Covid-19 and many of the strategies are only now starting to re-commence implementation. The Rural Support Service are currently in the processes of recruiting Local Implementation Managers for each LHN. These 12-month positions will sit within each LHN and support the implementation of the plan to provide localised tailored responses and presents a good opportunity for councils to be involved in the process. The LGA Secretariat is aware that the South Australian Ambulance Service Workforce Plan should be released in the coming weeks and following that consultation will begin on the development of the Nursing, Midwifery and Allied Health Rural Workforce Plan. It is envisaged that there will be opportunities for collaboration in this area. 2.2 Regional Public Health Planning Unsurprisingly, the pandemic has highlighted the important obligations and responsibilities of councils, in their role as the public health authority for their area. This heightened understanding has resulted in many councils now questioning how public health incidents like the Covid-19 pandemic can be managed and incorporated in their next Regional Public Health Plan (RPHP). In response the LGA and SA Health’s Local Government Relations and Policy section will work with councils to identify how councils can respond and recover from Coivid-19 through their RPHP. The regional public health planning guidelines1 launched last year will provide the foundation to guide and support councils in this area, in addition to facilitating a ‘learning circle’. Many councils or groups of councils are now in the process of either reviewing their Regional Public Health Plans (RPHPs) or commencing the development of their next Plan. Additionally, the LGA has had the Population Health Profiles updated, which are available from the LGA website.2 Recognising the need to create better linkages between councils and Public Health Partner Authorities, the LGA Secretariat hosted a meeting between staff from Wellbeing SA, SA Health and several councils in late December 2019. The intent of this meeting was to progress the conversation around Public Health Partner Authorities and the relationship between state and local government. The meeting, whilst well received, highlighted some key challenges which will be progressed further in the coming months due to delays caused by the impacts of COVID-19. 2.3 Community Wellbeing Alliance The Community Wellbeing Alliance trials have commenced hosted by the Southern & Hills LGA and the Murraylands & Riverland LGA. The LGA secretariat will progress the action identified in SAROC’s Annual Business Plan to facilitate a workshop to bring together regional LGAs and councils to use the outcomes of the two regional trials of the Community Wellbeing Alliance to refine a proposal for a state-wide program.

Discussion The SAROC Committee has included $20,000 in its Annual Business Plan 2020-21 as a financial contribution to the activities and resourcing of the SA Coastal Council Alliance (SACCA). As outlined in the Annual Business Plan, the proposed outcome of SAROC’s investment is to ensure the financial sustainability of SA Coastal Council Alliance, that the momentum generated through the early start-up phase of the Alliance is not lost, and that issues facing coastal councils continue to be strongly advocated and workable solutions implemented. This report provides an update on SACCA’s recent and planned activities. SACCA is hosted by the Limestone Coast LGA, which has engaged Adam Gray as the SACCA Executive Officer. SACCA was formally launched at the LGA Ordinary General Meeting in 2019. At the time, a ‘coastal snapshot’ was prepared highlighting that there is over $212 million of unfunded local government coastal zone management projects across South Australia. Over the last 12 months, SACCA has established a significant database of information from SA coastal councils, formed strategic alliances, partnerships, and networks.

Local Government Association of South Australia SAROC Committee Meeting - Agenda & Papers - 22 July 2020 - Page 40 SACCA Strategic and Business Plan 2020-25 At its 3 April 2020 meeting, the SACCA Executive Committee confirmed the ongoing role of the Alliance post 2020 and requested the development of a Strategic Objectives and Business Plan for the period 2020-25. The plan was finalised and endorsed by the Executive Committee at its 15 June 2020 meeting and is attached. The plan confirms that all 34 South Australian coastal councils are members. The SACCA Executive Committee is chaired by Mayor Keith Parkes (). The LGA President is an ex officio member. The plan sets out SACCA actions for 2020-21, guided by four key strategic objectives: coordination, collaboration, capacity building, and advocacy. The SACCA Executive Committee has confirmed two key objectives as part of this strategic planning process, being: 1. a definition of its core strategic objectives and the value proposition for its members and, 2. a shift from ad hoc funding (incl. SAROC & GAROC) to more sustainable and equitable funding arrangements going forward. In July 2020, SACCA will launch a webpage to keep its members informed and provide coastal specific tools and resources. Research project - Funding the Future: A New Approach for Coastal Management in SA In October 2019, the Limestone Coast LGA made a successful application to the Local Government Research & Development Scheme (LGR&DS) for a project to develop a model for shared responsibility and shared funding of coastal protection and management. SACCA is delivering this project which aims to bring together councils, State Government, Local Government Risk Management and independent researchers to develop a new, more equitable and sustainable funding model to adequately manage coastal issues into the future. This project aims to produce a new, collaborative and evidence based coastal protection and management funding model for South Australian coastal councils that takes into account: 1. The roles and most appropriate cost-sharing and resourcing contribution towards future coastal management by all levels of Government 2. Establishment of a rolling, long-term forward program of works, rather than the current year to year grant arrangements 3. More streamlined funding mechanisms to encourage and facilitate multiple outcomes for our coast, including protection, tourism, health, recreational and environmental benefits 4. Appropriate cost-sharing and proportion of public vs private benefit gained from investment of public funding into coastal management and protection 5. Principles and thresholds for triggering Government financial intervention/support vs default market/insurance driven response. The delivery of this project is SACCAs primary objective for 2020. COVID-19 recovery package At its 5 May 2020 meeting the SACCA Executive endorsed the preparation of a SACCA ‘COVID-19 recovery package’ focused on seeking State and/or Commonwealth funding to address many of those coastal projects identified by councils in their Long-Term Asset and Financial Management Plans. SACCA recently consulted with member councils to inform this initiative.

Local Government Association of South Australia SAROC Committee Meeting - Agenda & Papers - 22 July 2020 - Page 41 Coast Protection Board (CPB) The Coast Protection Board CPB is a significant stakeholder for the SACCA and its members councils. SACCA and the CPB have formed a strategic partnership to not only support current programs of work, but in redefining how the South Australian coast is managed into the future. In summary; • The CPB supports the SACCA with funding to facilitate effective engagement between the CPB and the states 34 coastal Councils • SACCA is a member of the CPB Local Government Advisory Committee • SACCA is a member of the CPB working group currently engaged to develop a new Coastal Zone Management strategy for the State • SACCA supports collaboration and coordination between State and Local Government • The CPB is a key stakeholder engaged in the development and delivery of the Funding the Future: A New Approach for Coastal Management in SA research project outlined above. The Coast Protection Board has indicated strong support for SACCA and its role in collaborating with the State and as such has provided in principle support for on-going funding. National activities Australian Local Government Association (ALGA) has included Coastal Erosion and Inundation into its 3-year strategic plan and will be representing these challenges at both the recently established Coastal Interjurisdictional Working Group (CIWG). The primary focus of the ALGA effort is aligned with SACCAs strategic objective to see funding/investment reform between the three spheres of government. SACCA has requested ALGA host an online forum to facilitate discussion between state/territory and local government coastal bodies to explore alignment on reforms, as well as to support ALGA with its national efforts. At a national level, SACCA has engaged with the Australian Coastal Councils Alliance (ACCA) to promote its role as well as support ACCA in its engagement with the Commonwealth Government. SACCA has committed to supporting the collation of detailed coastal asset data from South Australian councils to inform ACCA and the Coastal Interjurisdictional Working Group via the recently released coastal Councils national survey. Thriving Coasts CRC Griffith University and The University of Adelaide recently launched a national ‘Thriving Coasts’ bid for a Cooperative Research Centre (CRC) with four key proposed research themes: 1. Advancing Coastal Industries and Recovery 2. Boosting Productivity and Sustainability 3. Quantifying and Realising Value 4. Building Long Term Coastal Resilience While the opportunity to participate in the CRC is of interest, the required financial investment over 10 years is significant and not within SACCA’s financial capability. The LGA Secretariat and SACCA are currently liaising with the CRC bid partners and the State Government to explore potential partnership and funding opportunities for South Australian councils to engage with the CRC.

INTRODUCTION

Half of South Australia's sixty-eight local Councils are coastal.

Eight are located along the metropolitan Adelaide coastline, with the remaining twenty-six spread around the vast regional coastline, from Eyre Peninsula, Spencer Gulf, Yorke Peninsula, & Kangaroo Island and Limestone Coast.

All Councils are under increasing pressure to do more, with less. Coastal Councils have an additional responsibility to provide, manage and maintain a wide range of coastal assets that not only benefit residents and ratepayers, but a much wider visiting and tourist population.

Regardless of size and location, or whether they are metropolitan or rural, coastal Councils are facing the same issues and resourcing pressures including; accelerated cliff and dune erosion; inundation; managing coastal access; maintenance and replacement cost of recreational infrastructure like jetties and boat ramps; planning and development anomalies in coastal areas; sand and beach management; illegal dumping; dredging; managing coastal biodiversity; and construction and maintenance of protection infrastructure including levees, seawalls and groynes.

Every day Local Government is dealing first-hand with these issues and the impact on their communities. To address these challenges Councils consistently identify several barriers, but also the remedies and opportunities to deliver better coastal management outcomes, including;

• New funding and investment strategies are needed to meet the growing demand for infrastructure and mitigate risk from coastal hazards • Better coordination between levels of government is needed to maximise resources and enhance efficiencies. • The desire to develop local expertise in coastal planning and decision making to reduce the risk from coastal hazards; and • To build Local Government resources and capacity, particularly in small and non- metropolitan Councils to undertake the range of required coastal management works, maintenance, data capture and monitoring.

Over the last ten years expenditure by Local Government on coast protection, management and infrastructure has nearly doubled, however the level of funding from other tiers of government to support this has remained relatively static.

Over the next ten years, the cost of managing the coast is forecast to grow exponentially, with Councils in SA conservatively identifying capital works and operating expenses in excess of $200 million.

Based on the mounting challenges facing coastal Councils and strong demand from the sector for a more collective approach, the ‘South Australia Coastal Councils Alliance’ was formally launched in October 2019 with the initial objectives of providing;

1. An informed, coordinated advocacy voice: and, 2. a forum for information sharing and networking on coastal management issues facing Councils across SA.

This Plan identifies the strategic objectives of the South Australia Coastal Councils Alliance (SACCA) and its annual activities.

GOVERNANCE

The SA Coastal Councils Alliance is governed by an Executive Committee. Two Committee members and one proxy member is elected from the Councils within each of the following coastal zones;

* The President of the LGA shall be an ex-officio member of the SA Coastal Councils Alliance.

Chairperson

 One Chair and one Deputy Chair shall be selected from and by the Executive Committee members for two years.  The Chair of the Executive Committee shall be the primary spokesperson of the SA Coastal Councils Alliance.

Meeting Frequency

 The SA Coastal Councils Alliance will meet twice per year in April and October, in conjunction with SA Local Government Association’s ordinary and annual general meetings.  The Executive Committee will meet at least quarterly, or on an as needs basis.

Resources

 Executive support for the SA Coastal Councils Alliance and Executive Committee shall be provided by an Executive Officer.  Core funding for SACCA shall be sought from an equal, annual allocation from the LGA’s Greater Adelaide Regional Organisation of Councils (GAROC) and SA Regional Organisation of Councils (SAROC). This funding model however is under review and to be confirmed from 30 June 2021.  Additional project or specialist support shall be funded by grants, Councils or other external assistance as relevant.

Delegated Authority

 Nil – The SA Coastal Councils Alliance is an informal representative network of the States thirty-four coastal Councils. The Alliance Executive Committee is chaired by a Council elected member. The Alliance reports against its strategic objectives regularly to its members and to the LGA SAROC and GAROC committees.

Review

 The SACCA Strategic Objectives and Business Plan 2020-25 will be reviewed annually.

MISSION & STRATEGIC OBJECTIVES

The mission of the South Australia Coastal Councils Alliance is;

To provide leadership, support and advocacy for the benefit of all South Australian coastal Councils and their communities.

The activities of SACCA are guided by its five-year Strategic Objectives and Business Plan and the four key strategic objectives identified below;

FUNDING & BUDGETS

Income for the South Australia Coastal Councils is derived from four main sources:

1. Subscriptions and Project Fees from SA Coastal Councils 2. Funding from the LGA SAROC and GAROC committees 3. Funding from the SA Coast Protection Board; and 4. Project funding through partnerships with external organisations.

Annual expenditure is divided between two main areas:

1. Operating – expenditure required to employ an Executive Officer, and general costs for administration, subscriptions/memberships, travel and other general organisational expenses, and 2. Projects – expenditure required to deliver specific projects.

Recommendation That the SAROC Committee notes the report and adopts the SAROC Strategic Plan and Annual Business Plan key activities calendar. Discussion At its meeting in June 2020, the LGA Board of Directors adopted the SAROC 2020-21 Annual Business Plan and Budget. The SAROC key activities calendar, attached, has been developed to guide the progression of the SAROC work plan in 2020-21. It has been prepared to assist with setting the forward agenda for SAROC activities in 2020-21 and is provided for adoption by the Committee. The calendar takes into consideration the following key provisions within the SAROC Terms of reference: 1. The strategic plan will be reviewed and updated annually by SAROC by June each year (6.5.1). 2. SAROC will develop, in consultation with the members of the SAROC Regional Group, an Annual Business Plan for the next financial year by June each year. 3. The Strategic Plan and Annual Business Plan for the next financial year will be presented to the Board of Directors by June each year. 4. By June each year, SAROC will develop and adopt a budget to cover anticipated expenses of activities under the Strategic Plan and Annual Business Plan during the next financial year. After adoption by SAROC, the budget will be provided to the Board of Directors for consideration and approval. 5. SAROC will provide a financial report to the Board of Directors no later than September each year, providing a true and correct record of the expenditure of SAROC against annual budget. 6. SAROC will provide an Annual Report to the Board of Directors by September each year. Financial and Resource Implications As previously confirmed, with funding support from SAROC and GAROC, the LGA Secretariat will engage an officer to provide executive support to SAROC’s activities for 2020-21 to deliver the activities outlined in the calendar, as well as preparation of reports, planning and delivery of SAROC forums and events, and implementation of the SAROC Communications Plan.
