Organising Authority (OA) Stichting North Sea Regatta in conjunction with Jachtclub Scheveningen, under the auspices of the Royal Netherlands Watersport Association (RNWA) and in conjunction with The Royal Ocean Racing Club England, who organizes the RORC North Sea Race, included in the North Sea Regatta and the Royal Harwich Yacht Club, England.

A feeder race to Harwich (Vuurschepen Race) is included in this NoR, but as an individual race and not part of the North Sea Regatta overall series or Championships.

1. RULES 1.2 The regatta will be governed by the rules as defined in The Racing Rules of (RRS). 1.3 The RNWA rules for Championship Sailing, Surfing and Kiteboarding (RCS) will apply for Classes sailing a National Championship. 1.4 ORC System Rules 401.4 and 402.9 will not apply 1.5 IRC 2017 Rules Part D will not apply 1.6 In the case of a protest, the jury will make the following rebuttable presumption: Between sunset and sunrise, if boats come within two of the longer boat's overall length of each other, the right-of-way boat needs to take avoiding action. 1.7 Under RRS 87 the following IRC Rules have been changed: a) Rule 22.4.2 is deleted and replaced by “The maximum number of crew that may sail aboard a boat shall be the Crew Number printed on her certificate. There is no weight limit”. b) Rule 21.1.5(e) A spare mainsail may be used as a racing replacement when the race committee notifies so on the official notice board c) Rule 21.1.5(d). It is not compulsory to carry the spare main sail on board on other days of the regatta. 1.8 For TwoHanded class, automatic or wind vane steering is permitted. 1.10 For Inshore races the following will apply: a) ORC, IRC, J111, ORC TwoHanded, Classic Yachts and Coastal Cruising Classes: World Sailing Offshore Special Regulations 2016 - 2017 (OSR) category 4 A trysail and heavy weather jib are not required to be on board. This changes OSR Category 4. Exemptions are possible for Classic Yachts, to be requested prior to racing on a case by case basis. For Classic Yachts without lifelines, jackstays shall be fitted and lifejackets + safety harness and tethers shall be worn at all times. b) J/22, SB20 and ORC Sportboats: World Sailing Offshore Special Regulations 2016- 2017, Appendix B In addition: Each crewmember is required to wear personal flotation device when afloat. Recommended and permitted to carry VHF (channels 6, 16, 21 and 10) and GPS. c) Open Dinghy and Small Keelboat classes: World Sailing Offshore Special Regulations 2016-2017, Appendix C In Addition: Required to carry a heaving line no less than 6 mm diameter, minimal 15 m long, readily accessible. Each crewmember is required to wear wet or dry suit and personal flotation device when afloat and shall carry one flare on his body. Recommended and permitted to carry VHF (channels 6, 16, 21 and 10) and GPS. 1.11 Classes J/22, SB20, ORC Sportboats, Open Dinghy and Small Keelboat shall sign out and in each day. Boats failing to comply with this rule will be penalized without a hearing. The penalty will be 20% for all races of the day, calculated in accordance with RRS 44.3(c), scoring penalty. The scoring abbreviation will be STP (sign in penalty). This changes RRS 63.1, Appendix A5 and A11. 1.12 Boats may be required to carry on board cameras, sound equipment and positioning equipment supplied by the organisation. 1.13 Racing rule(s) will be changed as described in this NoR. The changes will appear in full in the sailing instructions. The sailing instructions may change other rules as well. 1.14 Under RRS 87, rule(s) of the J/22 class are changed as follows: Chartered or loaned boats may carry national letters or a sail number or both in contravention of the International J/22 Class Rules, however, the sail number must not be a duplicate of any other boat in the event. 1.15 Every person on board who has his domicile in the Netherlands shall have the appropriate license. 1.16 Arbitration will be used for infringements of RRS part 2 or RRS 31. RRS Appendix T (ARBITRATION) applies. Arbitration will not be used for the Vuurschepen Race. 1.17 If there is a conflict between languages the English text shall prevail.

2. ADVERTISING Boats may be required to display advertising chosen and supplied by the organizing authority.

3. ELIGIBILITY AND ENTRY 3.1 The regatta is open to all classes as listed in NoR 4.1. 3.2 Eligible boats may enter by following the links on www.nsr.nl to Manage2Sail for online entry. Please note that separate online entry forms are required for the North Sea Regatta and the Vuurschepen Race. IRC and ORC Classes wishing to participate in the RORC North Sea Race as part of the overall NSR / Open Dutch Championship must also complete the RORC North Sea Race entry form at www.rorc.com. (REMUS online entry system) 3.3 The Noordzee Club,rating bands 2017 will apply for IRC and ORC classes (www.noordzeeclub.nl). 3.4 No alteration in a boat’s TCC, GPH or TCF will be permitted after May 21st, except as result of a rating protest or to correct Rating Office errors. 3.5 ORC TwoHanded is considered as one class and will be scored as such Ruimte voor Waarmerk

3.6 ORC Sportboat is considered as one class and will be scored as such. A boat qualifies for Sportboat classification if the ORC certificate under IMS Division states ‘Sportboat‘. 3.7 In order to be eligible as a Classic Yacht, yachts should be designed and build before 1971 and with a minimum length of 10m. 3.7.1 all yachts should have a full keel, be of heavy to moderate displacement, built of wood or steel and be of traditional rig and appearance. 3.7.2 old craft using modern materials such as epoxy or glass sheathing, or new craft built along the lines of an old design are acceptable. 3.7.3 fiberglass yachts should have a full long keel with a keel- hung rudder, and be a descendant of a wooden boat design. 3.7.4 yachts built of other materials may be accepted if they are build according to traditional rig and appearance 3.7.5 yachts not fitting into the above categories may apply in writing with documents and photographs or drawings to support their request for entry. 3.7.6 entries are subject to approval by the Committee, whose decision is final. 3.7.7 Classic Yacht Class may be subdivided into separate classes based upon entries per overall length. 3.8 Minimum number of entries to establish a separate class is 15, based on the number of paid entries as per May 1st 2017, although the OA may accept a lower number. An additional entry fee may then be charged. Alternatively, classes may be combined on a handicap basis or started together at the discretion of the OA.

Depending on partnerships and regatta funding, costs for social events may be changed. Social events are provisional and the program may be reduced or adjusted.

6 SAFETY INSPECTION, MEASUREMENT AND CREW 6.1 Crew and other details shall be completed as per online entry form requirements 6.2 Change of crew (including the responsible person) during the regatta is subject to approval by the OA. 6.3 Boats entered for the Vuurschepen Race shall schedule a safety inspection via the online tool made available through www.nsr.nl prior to May 20th. Boats failing to schedule an appointment will be assigned a mandatory timeslot. In case an online tool is not made available, appointments will be scheduled via the race director. 6.4 J/22 Class boats shall schedule a measurement and equipment check via the online tool made available through www.nsr.nl prior to May 20th. Boats failing to schedule an appointment will be assigned a mandatory timeslot. In case an online tool is not made available, appointments will be scheduled via the race director. 6.5 J/22 competitors shall weigh-in during regatta check-in. 6.6 J/22 sails will be measured and stamped by the official measurement staff. Only the one set of sails with the official J/22 Worlds 2016 stamp may be used for the entire regatta. 6.7 For J/22 only: replacement of equipment will not be permitted without written approval of the Organising Authority. In the case of an emergency, approval may be granted retroactively. 6.8 For classes participating in (open) National Championship or Class Championship sail and measurement certificate checks may be required Ruimte voor Waarmerk

6.9 During the regatta checks on conformity with class rules, measurement requirements and safety regulations may be performed at all times.

9 THE COURSES Courses will be upwind / downwind, trapezoid courses and / or coastal races and Offshores. Coastal and Offshore courses may be partly or wholly around hydrographical marks.

10 PENALTY SYSTEM 10.1 An international jury will be appointed. Decisions of the international jury will be final as provided in RRS 70.5. 10.2 Protests for Vuurschepen/Harwich Race will be handled by the local protest committee in Woolverstone. If dissatisfied with a decision by the protest committee, a party is entitled to a hearing by the international jury of the North Sea Regatta as of June 2nd, 2017 10.3 Change RRS 44 so that the Two-Turns Penalty is replaced by the One-Turn Penalty for infringements outside of the zone. 10.4 Add after the first sentence of RRS 64.1: “When the international jury, after finding the facts, decides that a boat that is a party to a protest hearing has broken the measurement rules or equipment rules, that boat will either be disqualified, will be given a discretionary penalty or will be warned that each subsequent infringement will lead to a penalty.” This changes RRS 64.1. 10.5 For the Vuurschepen race, if a boat is OCS a 20% penalty calculated in accordance with RRS 44.3(c) applies. This changes RRS A4.2 10.6 A measurement protest, which requires the protested boat to be hauled out, shall be accompanied by a cash deposit covering the costs of hauling out. The Race Committee will determine the amount.

11 SCORING 11.1 Four races are required to be completed to constitute a series. 11.2 (a) When fewer than five races have been completed, a boat’s series score will be the total of her race scores. (b) When five or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. (c) When nine or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst two scores. (d) The RORC North Sea race may not be excluded. 11.3 The finishing order of boats in handicap classes is the finishing order on corrected time. • The corrected time for ORC in the Vuurschepen Race will be calculated according to the Time on Time Offshore Single Number System. • The corrected time for ORC and ORC Sportboat in the Inshores will be calculated according to the Time on Time Triple Number System. Any decision by the race committee in connection with the application of the Triple Number System will not be ground for redress. This changes RRS 62.1a. The ORC Windward/Leeward races will be scored using the inshore handicap, any coastal races using the offshore handicap. • The corrected time for the TwoHanded Class in all races will be calculated using the Time on Time Double Handed Offshore Single Number handicap or the Short Handed Offshore single number handicap whichever is applicable. • The corrected time for IRC classes will be elapsed time * IRC Time Correction Factor • The corrected time for Classic Yachts and SW classes will be elapsed time * 100 / 2017 SW number. In case a boat has no SW number, the OA reserves the right to assign a SW number 11.4 Each boat entering the Inshores constitutes a valid entry for the Open Dutch Championships ORC and ORC TwoHanded and the overall NSR IRC 11.5 The feeder race to Harwich, the Vuurschepen Race, is not included in the North Sea Regatta scores, with the exception of the Hans Horrevoets trophy and the Super Cup. 11.6 The scores of the RORC North Sea Race will be recalculated as follows: • Only boats competing in the Inshores will be scored. • Boats will be reassigned to classes in accordance with the North Sea Regatta • Points will be multiplied by the point factor 2.0. • For the application of Appendix A8.1, the RORC North Sea Race will count as two races

12 SUPPORT BOATS All support boats shall register with the organizing authority before the start of the first race of the regatta and where possible shall display identification as to which boat is being supported.

13 BERTHING 13.1 Boats, trailers and support trailers shall be kept in their assigned places. 13.2 Competitors of the Vuurschepen race are to reserve their mooring at one of the available marinas. Please see NoR 24

14 HAUL-OUT RESTRICTIONS 14.1 Keel boats shall not be hauled out during regatta except with and according to the terms of prior written permission of the Race Committee. Boats wishing to be hauled out between the offshore and the inshores will be granted permission upon request. 14.2 J/22 boats shall be afloat by 1800 on May 31st. Rudders shall remain affixed during the time afloat.

15 DIVING EQUIPMENT AND PLASTIC POOLS Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta.

16 RADIO COMMUNICATION 16.1 Except in an emergency a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 16.2 J/22, IRC, ORC, ORC TwoHanded, J111, ORC Sportboat, SB20, Coastal Cruising Class only: The Race Committee may use VHF for race information and intends to use the Noordzee Club VHF Protocol (http://www.noordzeeclub.nl/organisatie/vhf-protocol/). The content of information given over the VHF channel is a service to the competitors and will be no ground for redress. This changes RRS 62. This does not apply to the course descriptions of the coastal races when solely given on VHF.

17 PRIZES J/22 Helmsman and crew of the winning boat acquire the title "World Champion J/22" Ruimte voor Waarmerk

Prizes will be awarded to the top ten skippers and crew. If the fleet is divided, prizes will be awarded to the top five skippers and crew in the Gold Division, and to the top five skippers and crew in the Silver Division.

ORC 1-3, ORC TwoHanded Helmsman and crew of the winning boat of the championship acquire the title "Dutch Champion" The responsible person of the winning boat acquires the Blue Pennant of the RNWA. Medals for the responsible person and crew are available for the top three boats

ORC 4 and J111 Helmsman and crew of the winning boat of the championship acquire the title "Class Champion" The responsible person of the winning boat acquires the Red Pennant of the RNWA. Medals for the responsible person and crew are available for the first boat.

IRC 1 & 2 Helmsman and crew of the winning boat of the NSR acquire the title “Winner NSR IRC”

IRC, ORC and ORC TwoHanded Inshores First prize for each class based upon the combined score for the inshores

All other classes Prizes are available for the responsible person for the first boat. For two and three person boats, prizes will be available for the entire crew. If paid entries as per May 9th are over 14 there will be two prizes. If over 20, there will be three prizes.

Vuurschepen Race First prize for each class

Special Trophies (on loan to the winners until recalled by the OA) • Hans Horrevoets Trophy for the yacht with the lowest combined score for Vuurschepen and RORC North Sea Race, whereby a minimum of 20% of the crew is born after June 1st, 1992 • Vuurschepen Line Honours Trophy for the first yacht to cross the finish line in the Vuurschepen race • Yeoman Cup for the yacht in IRC 1 with the lowest combined score for the Inshores. • Frans Sluijters Bokaal for an individual or team (volunteer or competitor) with a remarkable contribution to the North Sea Regatta, at the discretion of the OA. • Super Cup for the yacht sailing in IRC, ORC or ORC TwoHanded with the lowest average score for the Vuurschepen race, North Sea Race and North Sea Regatta inshores. The results will be calculated by adding the points for the Vuurschepen race to points as per the ranking for the North Sea Regatta (NoR 12) and dividing this by the number of races sailed for a particular class

For trophies related to the Vuurschepen Race only, the awards ceremony will take place at Royal Harwich Yacht Club, May 29th 14.00.

For trophies related to the combined RORC North Sea Race and Vuurschepen race the awards ceremony will take place at the RORC North Sea Race price giving.

All other trophies will be awarded during the North Sea Regatta awards ceremony on June 4th, after racing.

17 RIGHTS TO USE EMAIL ADDRESS, NAME AND LIKENESS By participating in the North Sea Regatta, a competitor automatically grants the organising authority and the sponsors of the North Sea Regatta, the right to, in perpetuity, make, use and show, from time to time and at their discretion, any (still) motion pictures, live, taped or filmed Ruimte voor Waarmerk

television and other reproductions of the competitor and its material, during and after the North Sea Regatta without any compensation.

By providing your email as part of the entry procedure, you may receive targeted mail from the OA or OA affiliated companies for the purpose of race tracking applications and detailed entry requirements.

18 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The OA, Stichting North Sea Regatta, Jachtclub Scheveningen, the sponsors, the committees, the insurers and any other party and/or persons involved in the organisation of the North Sea Regatta will accept no liability whatsoever for any personal or material damage (including but not limited to death, injury, consequential damages, etc.) sustained prior to, during or after the regatta.

19 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of Euro 1.500.000 per event or the equivalent.
