Introduction Gladman Developments Ltd have successfully invested in communities throughout the UK over the past 20 years developing high quality and sustainable residential, commercial and industrial schemes. We are proposing a development on land off Chapel End Road, Houghton Conquest for approximately 125 new homes. The proposals include: areas of open space; formal recreation space including children’s play; a potential nursery/forest school; community orchard; and a range of family housing.

Housing need Every Council is required by the Government to boost significantly the supply of housing and to make planning decisions in the light of a presumption in favour of sustainable development. Gladman consider that Central Council currently has a significant shortage of housing to meet the present and future needs of the community within the local area. Approval of this scheme will help towards addressing this housing shortfall.

Why is the site suitable for development? Settlements like Houghton Conquest provide opportunities to help meet ’s housing need. The site is sustainably located with good access to schools, existing community amenities and the public transport network.

Paramount to the promotion of this application is the availability of the local infrastructure to accommodate the development or where improvements by the developer will be required.

Visual context A comprehensive photographic audit of the site and its surroundings has been undertaken to establish the visual impact of the proposed development. Views into the site are limited from the south and west of the site by both landform and surrounding vegetation and buildings. Filtered views through hedgerows are possible from residences to the west on Stanbridge Way and Crancott Road. Views of the northern end of the site are screened by a dense group of trees however residences on Mill Lane have filtered views on to the site.

Historic context Historic map regression analysis demonstrates the development of the site’s context over time. By the first Ordnance Survey of 1882 significant development was already in evidence in the village core along High Street. This included All Saints Church, the rectory, some almshouses, two public houses and a Methodist Chapel. To the east of the site, Chapel End including the farmhouse and barns were also in existence. A footpath bisected the site from north- west to south-east, providing a connection to a corn mill to the north. The surrounding landscape was largely agricultural in nature. Little change took place in the period until 1938, with only a few additional buildings, including a mission hall to the immediate west of the site. By contrast, in the period to 1980 the village experienced significant change, with substantial areas of new housing built abutting the western and northern boundaries of the site, and extending out of the village to the south-west. Further additions were made to the village in the period to 2014, with a number of cul-de-sacs added off High Street, including Sybil Way, The Orchard and Victoria Drive.

Local facilities Houghton Conquest is a moderate sized village, served by a range of facilities including a village shop and post office, Houghton Conquest Lower School, a village hall and pubs including ‘The Knife and Cleaver’ and ‘The Royal Oak’. The nearest middle school is located in Stewartby, 3.2km away, whilst Red Bourne Upper School and Community College is located in , 6.7km away from the site which is accessible via the 42 bus service. Kempston A broader range ofHardwick facilities can be found within Bedford, located approximately 11km to the north of Houghton Conquest. This includes a diverse range of employment and retail options, together with civic services and amenities, as the county town of Bedfordshire.
