Industrial employment grew in most of the Basque regions for the second consecutive year in 2016

In half of the regions the turnover figure also increased

Employment in the extraction and manufacturing industries grew in fourteen of the twenty regions of the Basque Country in 2016, according to EUSTAT data. The most significant increases were registered in three regions in the province of Bizkaia. 4.5% in Arratia-Nervión, 4.4% in Markina- and 4.3% in Duranguesado. The region where industrial employment fell the most was also in Bizkaia, - (-1.9%).

Employment at a regional level showed a significant change in trend; while all of the regions, except Valles Alaveses, presented negative year-on-year growth rates in 2013, in 2016 seven regions maintained three years of sustained growth in their industrial employment. They include Montaña Alavesa and in Álava, Duranguesado and Markina-Ondarroa in Bizkaia and Bajo-Bidasoa, Donostia-San Sebastián and Tolosa in .

The trend at the provincial level is practically identical in Bizkaia and Álava with 2.3% and 2.2% more industrial employment, respectively. This figure was somewhat less in Gipuzkoa, 1.2%, in

EUSKAL ESTATISTIKA ERAKUNDEA BASQUE STATISTICS INSTITUTE INDUSTRIAL STATISTICS-REGIONS 2016 part due to the better figures in the regions of Gipuzkoa the previous year. As a whole, employment rose by 1.8% in the Basque Country in relation to 2015.

In Bizkaia, employment in the manufacturing and extraction industry rose between 2015 and 2016 in all of its regions except Plentzia-Mungia, whose year-on-year growth was negative (-1.9%). The greatest increases in the province and also in the autonomous region were found in the aforementioned regions of Arratia-Nervión, Markina-Ondarroa and Duranguesado, though the increase registered in Gernika-Bermeo (3.7%) was also considerable. Lastly, the region of Encartaciones indicated a growth of 0.6% in 2016, its first positive rate in the last eight years.

In Álava, the provincial growth of employment in these sectors is the result of a markedly heterogeneous regional trend. Two regions, Llanada Alavesa and Rioja Alavesa, grew significantly at a rate of 3.6% more each, while three saw decreases: Cantábrica Alavesa (-1.7%), Valles Alaveses (-1.6%) and Estribaciones del Gorbea (-0.2%). For its part, employment in Montaña Alavesa remained unchanged.

Gipuzkoa presented the most homogeneous year-on-year trend. Only in the region of Goierri was there a drop in employment, which was limited to 0.3%. For the rest of the regions of the province, the progress of employment fluctuated between 0.7% in Donostia-San Sebastián and 2.3% in Tolosa and Urola-Costa, and 2.2% in the case of Bajo Deba; in between was Alto Deba with a rate of 1.4%.

The performance of net sales in the extraction and manufacturing industry was moderately negative in the Basque Country as a whole, falling by 0.6% between 2015 and 2016. The regional data reveal that in the last year taken into consideration performance was positive for half of the twenty regions that make up the Basque Country. Llanada Alavesa, 12.4%, Duranguesado, 8.0%, and Rioja Alavesa, 5.5%, are the regions whose sales increased the most in the last year. In turn, the other half of the regions showed downward trends. Among them, the most severe correspond to three regions in Álava: Cantábrica Alavesa (-9.7%), Montaña Alavesa (-9.2%) and Estribaciones del Gorbea (-8.5%).

By province, Álava was the only one with an upward trend overall with 7.1% more turnover, although there were large differences according to the regions. The regions of Llanada Alavesa and Rioja Alavesa, which represent nearly 80% of sales in their province, grew by far above the average, as did Valles Alaveses, 4.6%. However, its other three regions registered considerable losses: Cantábrica Alavesa (-9.7%), Montaña Alavesa (-9.2%) and Estribaciones del Gorbea (-8.5%).

In Gipuzkoa, where the turnover figure fell by 1.6%, the increase in employment is a reflection of a growth in sales in the regions of Bajo Deba (3.1%), Tolosa (1.9%) and Bajo Bidasoa (1.7%). Nevertheless, in Alto Deba, Donostia-San Sebastián and Urola Costa, sales dropped by 4.8%, 1% and 0.7% respectively, despite showing positive growth rates in employment. Lastly, in Urola Costa, sales also fell by 0.7%.

In Bizkaia, the turnover figure decreased by 3.9% between 2015 and 2016. In this province, the positive trend is particularly noteworthy in the regions of Duranguesado, 8.0%, and Encartaciones, 4.9%, and, to a lesser extent, Arratia-Nervión, 2.1%, and Markina-Ondarroa, 0.1%. In contrast were Plentzia-Mungia (-0.9%), Gernika Bermeo (-0.4%) and, particularly, Gran Bilbao, whose sales fell by 8.2% in the last year and represent 64% of the province.

From a long term perspective, seven regions presented growth rates in their respective turnover figures over at least the last three years: Valles Alaveses and Llanada Alavesa in Álava;

Duranguesado and Plentzia-Mungia in Bizkaia; and Bajo Bidasoa, Bajo Deba and Tolosa in Gipuzkoa.

For its part, the Basque extraction and manufacturing industry as a whole registered a rise of 4.2% in the gross value added with respect to 2015. The gross value added represents the contribution of labour and capital to the production process. The regional trend was positive for fifteen of the twenty regions in the Basque Country. Among those that registered positive variations, of particular note are Arratia-Nervión (11.8%) and Duranguesado (9.7%) in Bizkaia; Goierri (6.3%) and Bajo Deba (5.1%) in Gipuzkoa; and Rioja Alavesa (4.7%) and Llanada Alavesa (3.5%) in Álava. At the opposite extreme, there were notable reductions in gross value added in the regions of Estribaciones del Gorbea (-4.3%), Montaña Alavesa (-2.1%) and Plentzia-Mungia (-1.2%).

Methodological note The sectorisation used is the National Classification of Economic Activities (CNAE-2009), with the B (extractive industries) and C (manufacturing industries) being the only sections included in this disaggregation by regions.
