16/116 Welcome/Apologies for Absence The Chairman welcomed everyone to the meeting and the Council noted apologies had been received from Cllr F. Barson (KM) and Cllr J. Newbury (KM) which were accepted.

16/117 Declarations by Members of Pecuniary and Non-Pecuniary Interests (In relation to Agenda items) including requests for dispensations All Members declared an interest in Peckleton Village Hall as this is owned by the parish council. RESOLVED: To accept the interest as a parish asset. Cllr Porter and Cllr Hubbard submitted dispensations for Stapleton Village Hall. RESOLVED: To accept the interest as parish representatives on committee.

16/118 To Review, Approve and Sign the Minutes from the Meetings held on Tuesday 21st June 2016 Members reviewed the minutes of the parish council meeting held on Tuesday 21st June 2016. 16/119 Matters Arising/Update of actions from previous Minutes 16/104.3 The Clerk confirmed HBBC made collections on a Tuesday. 16/104.5 Cllr Chick acknowledged an email from LCC Highways stating they would not intend to continue to cut the grass on Peckleton Common. RESOLVED: Members agreed to consider grass cutting along Peckleton common as part of the budget for 2017/18.

16/120 Parishioners’ time (20 minutes are set aside for Parishioners’ to raise issues and ask questions) None.

16/121 Finance 16/121.1 To discuss replacing litter bin and repairing/replacing entrance gate post at Kirkby Mallory recreation ground RESOLVED: Ask Mike Smith to add gate post to list for play inspection repairs. RESOLVED: Agreed purchase of litter bin within budgeted costs.

16/121.2 To approve the purchase of two new sets of keys for recreation grounds/filing cabinets RESOLVED: Members approved the purchase of two sets of keys for £16 from Mike Smith. RESOLVED: 2x parish field keys to be obtained for Stapleton.

16/121.3 To discuss the refurbishment of parish assets ACKNOWLEDGED: Members acknowledged the work is now complete.

16/121.4 To discuss repairs to/replacement of Peckleton Village Hall oil tank Cllr Chick explained the issues with the oil tank. RESOLVED: Members approved a quote from Ambassador Oil Heating Services Ltd for £1,589 + VAT. 16/121.6 To review and approve Quarter One Finance Report RESOLVED: Members approved the Q1 finance report, with minor change to description.

16/121.7 To review cash flow forecast RESOLVED: Clerk to recirculate cash flow with corrections.

16/121.8 To approve transfer to Nationwide Commercial Savings Account and sign mandate RESOLVED: Members noted revised forms had been received from Nationwide, and agreed the establishment of the account, duly signing the mandate. RESOLVED: Members agreed to transfer £10,000 from Business Manager account to Community Account. RESOLVED: Members agreed to transfer £25,000 from Community Account to Nationwide Commercial account and signed the Nationwide Commercial mandate.

16/123 To receive situation update for: 16/123.1 Locally reported crime/incidents including any update from police safer neighbourhood team Cllr Chick had distributed the crime figures to Members, noting that figures were now uploaded to the www.police.uk website for May and June. Peckleton - Two - 1x Vehicle Crime, 1x Violence & Sexual Offense (May 2016) Kirkby Mallory - Two - 2x Criminal Damage & Arson (May 2016) Stapleton - One - 1x Shoplifting (May 2016) RESOLVED: Members agreed, these do not appear to present a significant concern for us.

16/123.2 Monthly playground inspections on parish council owned recreation grounds RESOLVED: Members noted the gate post was in need of repair and asked Mike Smith to add gate post to list for play inspection repairs.

16/123.3 Play area resurfacing at Kirkby Mallory and Stapleton The Clerk and Cllr Porter noted their dissatisfaction with the surface and the surround not being to an acceptable standard. RESOLVED: Mike Smith to remove swings at Stapleton for maintenance to take place. RESOLVED: Clerk to confirm safety surface sizing with Play Inspection Company. RESOLVED: Clerk to chase up with Safer Surfacing about completing/repairing the new surfacing.

16/123.4 Stapleton Entrance Resurfacing Cllr Porter updated Members that area underneath waste bin hadn’t been resurfaced and was in need of surfacing. Bin lock had also been damaged. RESOLVED: Clerk to follow up with JK Asphalt to repair installation. RESOLVED: Replacement bin top had been ordered from Broxap, and would be delivered free of charge. RESOLVED: Members noted the entrance surfacing needs reseeding and agreed to asking Mike Smith to quote.

16/123.5 Chapel Sign RESOLVED: Members approved the new sign for Stapleton Methodist chapel.

16/123.6 Dog Bins Cllr Chick updated Members that locations had been agreed with land owners to place the new dog waste bins. Cllr Chick reported LCC Highways have said we can go ahead with the installation. RESOLVED: Members approved the purchase of two new Derby Ruddington bins from Broxap for £452.90 + VAT, including moving two bins from Kirkby Mallory recreation ground. RESOLVED: Members approved to pay Clerk overtime for completing the website.

16/123.8 Peckleton Village Hall Railings Cllr Chick reported that the railing had now been painted.

16/123.9 To review quotes for Peckleton Village Hall floor repair Cllr Chick had arranged to get the contractor to revisit and requote for any repairs. RESOLVED: Cllr Chick would be following this up once he returned from holiday.

16/124 To review correspondence received 16/124.1 Determining possible sites for affordable housing following Housing Needs Survey report Members noted the information provided by Waterloo Housing regarding building an affordable homes site within the parish. Members noted a public consultation event was being arranged in Kirkby Mallory. RESOLVED: Members recommended a better map be included in consultation material including a better image of the field currently.

16/128.2 Council to decide assessment of contribution levels RESOLVED: The council determined the employee/employer contribution rates, total contribution rates and basis for pensionable earnings.
