Project Brief: Single storey rear extension

Introduction

Based on the Town and Country Planning (General Development Procedure) (Amendment) () Order 2006 (statutory instrument No. 1062) and following headings set out in the guidance for full planning permission application.

The ‘Design & Access Statement’ is submitted in support of the proposal to give additional detailed information to officers and consultees dealing with the application and to inform the public and others with an interest in the proposal about the site and the proposed operation of the site.

The statement describes the location, site context, identifies planning issues to be accounted in the determination of the application and describes the proposal in sufficient detail to enable the Local Planning Authority to determine the application with a minimal requirement for conditions.

Proposal

The application is submitted by TMV Architects who is acting on behalf of our client.

The application seeks to gain the planning consent for the construction of a new single storey extension at the rear of the property within the existing garden area.

Site Location

The dwelling (2 Fitzwilliams Court) is located just off Main Street, close to the centre of Greatford. Greatford is a village and civil in the district of , England. It is situated 2 miles (3 km) west from the A15, 4.5 miles (7 km) north-east from Stamford, and 5 miles (8 km) south from Bourne. Greatford is noted for

Greatford Hall. In the 2001 Census, Greatford's population was found to be 260, increasing slightly to 268 at the 2011 census.

The site is 3390sqm in size. It is occupied by a single detached dwelling with garage. The site is approximately 26m wide and 130m deep. Number 2 is screened from Main Street by a dwelling in front, this being no. 1 Fitzwilliams Court.

The application site edged red is located approximately 4.5 miles from the centre of Stamford. Bus stops are located just off Main Street near the Village Hall, within 0.5 miles of the application site which is approximately a 5 minute walk. The nearest train station is 6 miles located in Stamford.

Description

The proposal is to construct a single storey rear extension in the style of an orangery. A large lantern will provide light to the internal space. Doors to all three facades provide access to the garden.

The new rear extension provides an additional 29sqm of Gross internal area over one floor. The single storey element is 5m x 6.5m.

Landscaping

Generally landscaping will be altered to suit the proposed extension.

Appearance / Materials

Roof Material – Dark grey single ply membrane Wall Material – Buff Brick plinth with render walls. Timber panels to end as feature. Glazing/Doors Material – Timber frame doors, windows and lantern

Boundary Treatments

The boundaries will remain unaffected by the development.

Parking

Parking to the existing dwelling will remain unaffected by the proposal.

Refuse Disposal

Refuse disposal will remain unaffected.

Flood Risk

No implications – Please refer to map below. There are no watercourses on or adjacent to the site and it has no history of flooding.

Access

The development will be constructed on site with flush thresholds with internal arrangements to provide for the access needs of those in wheelchairs, all in accordance with current building regulation requirements as outlined in part M.

Conservation Area

The dwelling lies within the Greatford conservation area. Unfortunately after a telephone conversation with the planners there are no maps available of the conservation area.

Heritage Statement

What heritage assets (designated or undesignated) and settings will be affected by the proposals?

The single storey extension is located at the rear of 2 Fitzwilliam’s Court, therefore has little impact on the surrounding conservation area. The property is located within the conservation area of Greatford. Therefore the heritage asset to which this application relates to is the conservation area and the surrounding listed buildings.

What is the significance of the assets and settings affected? What gives the assets/settings their significance? How significant (or important) are they? How does that significance vary (or stay the same) for different parts of the assets/settings?

The following four listed buildings are within close proximity to the site, there assets and significance is as follows:

The Gardener’s Cottage

GRADE: II DATE LISTED: 22 June 1987 ENGLISH HERITAGE BUILDING ID: 194481 LOCATION: Main Street, Greatford, Lincolnshire PE9 4QA DESCRIPTION: Cottage. C16 with C19 and C20 alterations. Oak timber framed, close studding, with coursed limestone rubble plinth and under building and clad in cyclopean rusticated render. Thatched roof having single red brick axial and gable stacks. Originally lobby entry plan. Single storey plus attics, 3 bay front having central 3 light casements,

flanked by 2 light similar windows, timber lintels. The rear elevation has C20 fenestration, blocked original door and 3 narrow 2 light dormers with thatched eyebrows. Interior. Retains chamfered beam with run out stops. Fireplace has deeply moulded C16 bressumer over inglenook. Some reset C17 panelling under the windows.

Barn at the Gardeners Cottage

GRADE: II DATE LISTED: 22 June 1987 ENGLISH HERITAGE BUILDING ID: 194482 LOCATION: Main Street, Greatford, Lincolnshire PE9 4QA DESCRIPTION: Barn. Early C18. Coursed limestone rubble, partly banded, with Collyweston slate roof. Single storey, single bay with central full height planked sliding doors. 2 vertical breathers. In the other side a lower door with flat stone arch. Retains pegged oak staggered butt purlin roof. Included for group value only.

K6 Telephone Kiosk

GRADE: II DATE LISTED: 15 March 1989 ENGLISH HERITAGE BUILDING ID: 438149 LOCATION: Main Street, Greatford, Lincolnshire PE9 4QA DESCRIPTION: Telephone kiosk. Type K6. Designed 1935 by Sir Giles Gilbert Scott. Made by various contractors. Cast iron. Square kiosk with domed roof. Unperforated crowns to top panels and margin glazing to windows and door.

Stables and Pigeoncote to Glen Farm

GRADE: II DATE LISTED: 22 June 1987 ENGLISH HERITAGE BUILDING ID: 194483 LOCATION: Main Street, Greatford, Lincolnshire PE9 4QA DESCRIPTION: Stables and pigeoncote. 1814. Coursed limestone rubble with ashlar quoins. Collyweston slate roof. Single storey with loft, 2 bay front, having 2 planked openings under timber lintels. In the ridge a boarded flight hole turret with pyramidal roof. A quoin on the left hand side is inscribed 1814.

How has the scheme taken account of the level and nature of the significance of heritage assets and their setting?

The proposed extension has been designed to use materials which complement that of the existing building. The rear extension has been designed to a high standard in an orangery style. The windows will be timber to match the main house. All of the above will only enhance the conservation area and improve the current plain brick rear elevation of the existing dwelling.

What will be the impact of the proposal on the significance of the heritage assets and settings affected?

In my professional opinion the rear extension will have minimal impact on the conservation area of Greatford and the surrounding listed buildings. The single storey extension is located to the rear of the property. Although there are four listed buildings within close proximity of the site, none have views into the rear garden of 2 Fitzwilliam’s Court.
