Vol. XCII No. 113 The University of Connecticut Tuesday, April 18,1989 Bush announces incentives to aid Poland's reforms HAMTRAMCK, Mich. (AP) — Saying the West must respond to "yearnings for democracy" in Eastern Europe, President Bush on Monday announced an array of economic incentives for Poland aimed at encouraging the Warsaw government to continue its new- found momentum toward political reform. He lauded the Communist government's reinstatement of the trade union movement Solidarity, after eight years of banishment, and authorities' agreement to hold Poland's first free parliamentary elections since before World War II. Traveling to this Polish-American city on the same day Poland's highest court legalized Solidarity, Bush told a flag-waving crowd: "The winds of change are shaping a new European destiny. East- ern Europe is awakening to yearnings for democracy, independence and prosperity." "Democratic forces in Poland have asked for the moral, political and economic support of the West," he told the crowd. "We can and must answer this call for freedom." Among the incentives Bush announced: —Asking Congress to lower tariffs on selected Polish imports under the Generalized System of Preferences. Such preferential tar- iffs are generally used to aid less-developed nations. —Seeking congressional approval of U.S. guaranteed loans to stimulate private investment in Poland. Such incentives, which would be done through the Overseas Private Investment Corp., would provide a kind of political risk insurance to U.S. investors. Taken together, the moves could amount to more than $1 billion in economic advantages to the Communist government and would, if fully implemented, largely reverse the economic sanctions im- President George Bush holds a young Polish girl after a speech in Hamtramck, posed against the Warsaw government in 1981 and 1982 after it Michigan, where he promised economic assistance to Poland (L'PI photo). imposed martial law crackdown and banned Solidarity. AROUND THE WORLD "Bra Murderer" found competent to stand trial BRIDGEPORT, Conn. (AP) — A Superior Couri judge Monday found a former Darien postal clerk competent to stand trial for the murders of three prostitutes in a case dubbed the "Parkway Bra Murders." Judge Richard A. Damiani made the ruling following a compctancy hearing for Benjamin F. Miller, 58, formerly of Norwalk. Dr. Olaf J. Ogland, a private psychiatrist contracted by the state, testified Monday that during an interview on Thursday, Miller understood the charges against him and would be able to assist in preparing a defense against them, two elements vital to proving competency to stand trial. Miller was found innocent by reason of insanity in 1973 of the murders of three women who were strangled and their bodies dumped along the Merritt Parkway in Stamford. He has spent 16 years at Whiting Forensic Institute, a hospital for the criminally insane in Middletown. The case got its name because the bodies of four Stamford prostitutes and one from , strangled with their own bras, were found in wooded areas off the Merritt Parkway in Stamford.
