1. INTRODUCTION

The history of legal education in the country goes as far back as 1833. In that year the Supreme Court was empowered to "admit and enroll as and all such persons being of good repute..., and upon such examination by one or more of the said Judges of the Supreme Court appear to be of competent knowledge and ability." There was no system of formal instruction at that time. Those aspiring to be lawyers served a period of Apprenticeship with a practising lawyer and took the examinations. The Incorporated Council of Legal Education was formed in 1873 and the Law College came into existence in 1874.

Sri Lanka Law College is one of the oldest, if not the oldest professional training bodies in the country. During its proud history of over a century, the College has trained nearly all the lawyers in the country. These lawyers have served the nation with great dedication not only in the field of law, but also in various other fields such as politics, social reforms, commerce, trade unions and religion.

The Law College is administered by the Incorporated Council of Legal Education established under the Incorporated Council of Legal Education Ordinance (Chapter 476). Its Chairman is the Honourable Chief Justice. The Council comprises the Hon. Attorney - General, two Judges of the Supreme Court nominated by the Hon. Chief Justice, the Secretary to the Ministry of Justice, the Hon. Solicitor General, six members appointed by the Hon. Minister of Justice and two members nominated by the of Sri Lanka.

The College is self-financed and does not receive any assistance or grant from the Government or any other source.

The Head of the College is the Principal who is assisted by a staff consisting of permanent and visiting lecturers who are very senior and experienced legal practitioners and academics.

2. ADMISSION REQUIREMENTS

(1) Should be a citizen of Sri Lanka.

(2) Should have completed seventeen years of age at the date on which submission of applications closes.

(3) Should possess Credit Passes in English Language and Sinhala/Tamil Language at the G.C.E. (O/L) or N.C.G.E. Examination. Credit Pass in Sinhala/Tamil at London Cambridge/ Edexcel O/L is also accepted.

(4) Should have passed in three subjects at one and the same sitting at the Sri Lanka G.C.E. (A/L) Examination under the new scheme, (i.e. August 2000 and thereafter) or three subjects at one and the same sitting at the London Cambridge/Edexcel A/L Examination. A person who has sat the above examination under the old scheme should have passed in four subjects at one and the same sitting to be eligible for admission.

3. ENTRANCE EXAMINATION

1. All Candidates are required to sit an Entrance Examination to be held in October 2020. 2. The subjects for the Entrance Examination shall be:

(a) Language Paper;

(b) General Knowledge ; and

(c) General Intelligence.

A candidate may elect to answer the General Knowledge and General Intelligence paper in Sinhala, Tamil or English Language.

If he/she elects to answer the General Knowledge and General Intelligence paper in either the Sinhala Language or the Tamil Language, he/she shall sit for the English Language paper. If he/she elects to answer the General Knowledge and General Intelligence paper in English Language, he/she shall sit for either the Sinhala Language or the Tamil Language paper.

The examination will be conducted by the Commissioner General of Examinations. All candidates are expected to adhere to the rules and regulations imposed by the Commissioner General of Examinations regarding conducting the examination and issuing results. Anyone who breaches these rules and regulations will be subjected to punishment ordained by the Commissioner General of Examinations.

4. IDENTITY OF CANDIDATES

Candidates should confirm their identity at the examination hall to the satisfaction of the Supervisor for each subject he/she faces. For this purpose, any of the following documents will be accepted:

1. National Identity Card 2. Valid Passport 3. Valid Sri Lanka Driving License

In addition, they should enter the examination hall without covering their face and ears in order to be able to confirm their identity. Those who refuse to confirm their identity in such manner will not be admitted to the examination hall. Further, the candidates should remain without covering the face and ears from the moment they enter the examination hall until they leave after the examination, so that the examination authorities can identify them.

5. SYLLABUS FOR THE LANGUAGE PAPER

The Syllabus for the Language Paper shall comprise:-

(a) an essay, the main objective being to test the candidate's power of thought, expression and arrangement;

(b) precise writing and paraphrasing;

(c) syntax, vocabulary, synonyms and antonyms, figurative and idiomatic usage; 6. APPLICATION / EXAMINATION FEES

The duly filled application shall be accompanied by a Bank Receipt for RS. 6,000/- being the examination fee for the Entrance Examination. This examination fee shall not in any event be refunded.

The payment could be made at any branch of the Hatton National Bank in favour of “Incorporated Council of Legal Education” A/C No. 063010004875 of the Hatton National Bank, Branch, or at any branch of the Bank of Ceylon in favour of “Incorporated Council of Legal Education” A/C No. 0001369779 of the Bank of Ceylon Hulftsdorp Branch.

Please note that as the Examination fee is already paid when handing over the application, no additional payment is required.

7. CLOSING DATE FOR APPLICATIONS

Duly filled applications should be handed over to the Law College office on or before 10th August 2020.

8. EMPLOYED CANDIDATES

An employed candidate can follow lectures and serve his/her apprenticeship period if his/her employer has intimated in writing that he/she is permitted to follow lectures at the Law College and to serve his/her apprenticeship period.

9. ATTENDANCE

Please note that attendance at lectures and tutorials is compulsory for students of Sri Lanka Law College. No student will be permitted to sit any examination (Preliminary/Intermediate/ Final) unless he/she has attended at least 75% of the lectures and tutorials during the relevant year.

10. MEDIUM OF INSTRUCTION

The medium of instruction in Sri Lanka Law College is English. Accordingly, all lectures, tutorial classes and training programmes are in English. Question papers will be issued in Sinhala, Tamil and English; the candidates may elect to answer in their choice of language. Sri Lanka Law College provides English language lectures and training programmes to enable students to achieve the required standard in English.

11. REJECTION OF APPLICATIONS

Incomplete / inaccurate applications and applications of those who do not have the required qualifications will be rejected without prior notice. Such application numbers will be published in the Sri Lanka Law College website (www.sllc.ac.lk) by the end of August 2020.
