І. INTRODUCTION

The "Financing and capitalization of results of the project" report was developed by "SUNNY AND PARTNERS" , , in accordance with Contract № SEE/B/0006/4.3/X-U06 / 19.03.2014, contract subject "Method of financing for cultural monuments (transnational exchange of information, analysis) as "CultTour - Cultural (garden) heritage as a focal point for sustainable tourism". CultTour - Cultural (garden) heritage as a focal point for sustainable tourism is an INTERREG IVB Project, funded by the EU within the framework of the ETC (European Territorial Co- operation), the South East Europe Programme (SEE) and co-funded by ERDF (European Regional Development Fund). The present document represents the outcome of Working Package 7.1, 7.2 and 7.3 for . The overall strategies for regional tourism development according to the principles of (environmental) sustainability and the results of the feasibility studies are the basis information for activity 7.2 and 7.3 together with the outcomes of activity 6.2. Taking into account that 2014 is the beginning of a new programming period for European funds, the information concerning the new conditions and priorities for funding are not final decided yet, there were consulted the draft documents as source of information. The proposed integrated projects are reckoned with following strategic documents: An ’s integrated plan for urban regeneration and development 2014 - 2020, at the town of; 2014 - 2020 Municipal Plan for Development, as well as developed reports from other project partners. As a result, three project chains have been identified and will be described in greater detail in this document: 1st PROJECT CHAIN - CULTURAL HERITAGE 2nd PROJECT CHAIN - NATURAL HERITAGE 3rd PROJECT CHAIN – PARTNERSHIP NETWORK

VELIKO TURNOVO

Veliko Turnovo is called "the soul of Bulgaria, the spirit of Europe". If we have to identify it in one word, this is the phenomenon town. Here, every single step measures the eternity - historical layers of Prehistory, Antiquity, Middle Ages and Bulgarian Revival are overlapped here. The high cultural value is supplemented by the complex and multilateral exchange of influences as a crossroad between the East and the West. The town is unique symbiosis between architecture and nature and a center of living traditions, cultural and spiritual communication. One of the ten museum towns. Veliko Turnovo occupies a central place within the National scheme of cultural routes as a cultural crossroad in the Bulgarian part of the Eastern Trans-Balkan road and the national cultural route along the Fore Balkan. In the period 2014 - 2020 will be realized projects linked to modernization of the technical infrastructure and building the infrastructure if the information society, protection of the environment and cultural heritage, development of cultural institutions, improvement of urban environment - all this in order to be able to attract investments and the city to proactively participate in the competitive environment and the cultural and economic exchange between the towns in the European Union. One of the main aims in the development is to fully use the capacity of the city to give an impetus in the development of the whole territory of the region it is situated. This is to be done through integration of the surrounding area and achieving of economic, social and spatial convergence. For the period 2014 - 2020 on the territory of Veliko Turnovo is foreseen to be implemented the following projects: Urban infrastructure. It is envisaged construction of Affordable architectural environment and improving traffic safety and surveillance of pedestrian and green aread (ramps, traffic lights sytems, pedestrians and recreation spaces, social infrastructure; placing equipment to stop parking on pedestrians of the main city streets (pegs, isolating greenery)  Renovation of pedestrian spaces - 4 squares with area of 4 505 sq.m.  Rehabilitation of 1500 sq.m. lanes, 30 000 sq.m. streets and 4 500 sq.m. pedestrians  Construction of parkings and underground garages

 Construction of bicycle lanes and bicycle parkings  Development of energy saving and ecological public transport  Reconstruction of existing public spaces - over 250, 000 sq.m. Transformation of one of the large panel building neighborhoods, Cholakovtsi, by means of the fine arts - graffiti.

The proposed integrated project embraces different sub-projects, related to rehabilitation and revitalization of selected pilot site "Boruna" and the opportunities for popularisation of cultural and natural heritage, aiming to develop sustainable tourism and increase of the area attractiveness.

PILOT SITE: BORUNA AREA, VELIKO TARNOVO, BULGARIA PILOT SITE – BORUNA AREA

The Boruna hill, picturesquely shaped by the River meander, is located in the central part of the city and it is one of the most impressive and attractive views in Veliko Tarnovo. The landmark which looks like a huge ship remained undeveloped until the 20s of last century.

Natural resources The Boruna area is surrounded by the protected area "Yantra" for conservation of natural habitats and wild flora and fauna. It covers the water stream and the river banks, and a subject of protection are the numerous habitats, plant and animal species that can be found in Boruna area.

Stambolov Bridge

The socialization of Boruna area began with the building of Stambolov bridge at the end of XIX century. The area turned into a cultural and historical center only in the 80s of last century. The bridge was built in 1892 on the idea of one of the best Bulgarian political leaders and statesmen - Stefan Stambolov. The project is one of the most famous architects of that time - Giovanni Mosuti, Italian and the bridge is entirely made of iron and concrete. Stambolov Bridge is the first expression of modern European bridge construction not only in the newly liberated Bulgarian state, but also on the Balkan Peninsula.

Assens’ monument /Monument to the Asen dynasty/

The most notable monument in Veliko Tarnovo was built in 1985 in honor of 800th anniversary of the uprising of the Tarnovo boyars brothers Assen and Peter and the restoration of the Bulgarian State. The monument is located in the Boruna area. It depicts four of the greatest from the Middle Ages - kings Petar, Assen, Kaloyan and Ivan Asen II, during whose reign the country is among the leading forces in Europe of that time. The monument can be reached via Stambolov bridge and from the monument itself is offered a magnificent view to the houses of the old city, situated on the opposite hill, as well as to the endless greenery and blue waters of the river Yantra.

Boris Denev Art Gallery

"Boris Denev" Art Gallery is as well located on the Boruna peninsula just opposite of the Assenevtsi Monument. The gallery was initially built in 1928 with the purpose of holding an art school. In 2002 it was named after the famous painter from Veliko Tarnovo - Boris Denev, immortalized in dozens of his canvases the incredible beauty of his birthplace. The building of the gallery was reconstructed in 1985 and offers a glimpse into the history of Bulgarian art.

ІІ. SCREENING OF FUNDRAISING OPTIONS

OPERATIONAL PROGRAMME „REGIONS IN GROWTH“ 2014-2020

Operational Programme “Regions in growth” 2014-2020 is an integrated operational programme targeted at achieving the objectives of the urban policy of Bulgaria and contributing to the regional dimension of the sectoral policies of regional importance included in the Partnership agreement. The basic principle of the programme is the application of integrated territorial approach. The need of this approach results from the regional disparities between the Bulgarian and the average EU regions and from the advanced process of mono-centrism in the case of Sofia and the 6 big cities which in the long term leads to serious imbalances between different parts of the country, unused potential of the territory and increased migration towards the biggest centers and to other EU countries. The current territorial model is one of the main preconditions for the demographic crisis and the process of depopulation of the peripheral parts of the country. Therefore the model of moderate polycentrism, defined in the National Spatial Development Concept 2012-2025 (NSDC) and the Regional Development Plans (RDP) will be supported. OPRG 2014-2020 is designed to answer to the most pressing needs of the country and to contribute to the fulfilment of the country-specific recommendations of the Council and of the national targets under Europe 2020 Strategy. Compliance with the EU Strategy for the Danube Region: Bulgaria is a coordinator of priority area 3 “To promote culture and tourism, people to people contacts”. In this sense under Priority Axis 5 “Regional Tourism” of OPRG 2014–2020 support is envisaged for conservation and promotion of cultural heritage of national and world significance. OPRG will contribute to the targets of the priority area coordinated by Bulgaria and to the Danube Strategy as a whole, through creation of complete tourist products based on the most popular cultural sites in the Danube regions. By supporting the development of Level 2 cities in the North-Western and North Central Region in the implementation of integrated projects of urban development and through the other priority axes, OPRG will indirectly contribute to the achievement of the other targets and priorities of the Danube Strategy, as follows:

 Under Priority Axis 1: “Improving mobility and multimodality”, with investments under OPRG Priority Axis 6 “Regional Road Infrastructure”.  Under Priority Axis 6: “Conservation of biological diversity, landscapes and the air and soil quality”, through interventions under OPRG Priority Axis 1 “Sustainable and Integrated Urban Development”.  Under Priority Axis 7: “Promoting a knowledge-based society (scientific research, education and ICT)”, through support under OPRG Priority Axis 1 “Sustainable and Integrated Urban Development” and Priority Axis 2 “Regional Education Infrastructure”.

PRIORITY AXIS 1 SUSTAINABLE AND INTEGRATED URBAN DEVELOPMENT Investment priority 2. Acting to improve the urban environment, to revitalise cities, regenerate and decontaminate brownfield sites (including conversion areas), reduce air pollution and promote noisereduction measures. The urban environment is the key integrating factor for urban development projects. The development and regeneration of the urban environment is of crucial importance for the quality of life and the attractiveness of the urban areas. The key conclusion of the Social and Economic Analysis of the needs of OPRG 2014–2020 concerns the low. quality of the urban environment, public works and public infrastructure of a large portion of Bulgarian cities. It identifies an overall need for upgrading and gentrification of the physical infrastructure of cities, building upon and taking a step further to the measures implemented under OPRD 2007–2013. One of the principal flaws of the urban environment is the impossibility for people with disabilities to move freely in the streets or have normal access to administrative buildings, parks, entertainment and sports complexes, which additionally exacerbates the problem of the social isolation of that population group.

Investing in health and social infrastructure which contribute to national, regional and local development, reducing inequalities in terms of health status, promoting social inclusion through improved access to social,cultural and recreational services and the transition from institutional to communitybased services

Cultural sites and facilities play a crucial role for urban life. Their poor physical condition inevitably causes an overall deterioration of the quality of cultural services. Few and far between are such cases where the authorities have considered improving access for people with disabilities – not just by means of an accessible architectural environment but also using modern audio-visual equipment designed for such groups of the population. That is why investments in cultural infrastructure are aimed at making cultural sites and facilities more attractive, in order to encourage public participation in cultural life as a factor for social cohesion and the integration in society of people who, for one reason or another, are vulnerable or disadvantaged. Also the potential of cultural institutions to generate revenue and the possibility for return on investment is taken into account. Interventions in cultural infrastructure will stimulate employment in the services sector and will encourage the emergence of new forms of employment in the field of arts and crafts and the creative industries. As a result sustainable urban development will be achieved and preconditions for smart and inclusive growth will be created

PRIORITY AXIS 5 REGIONAL TOURISM The fifth priority axis is aimed at conservation, promotion and development of the cultural and natural heritage through development of regional tourism. In the draft of the Strategy for Sustainable Tourism Development in Bulgaria with Horizon 2030 as strategic objectives are pinned the conservation and the efficient use of the tourist resources (incl. cultural); increase of the share of the specialized types of tourism, incl. cultural (in all its forms – historical, archaeological, ethnographic and pilgrimage) and the stimulation of the integrated regional development of the tourism. The activities under Priority axis 5 of Operational programme “Regions in Growth” 2014 - 2020 are oriented towards the realization of the main strategic objectives laid down in the draft of the Strategy for Sustainable Tourism Development in Bulgaria with Horizon 2030, which will result in adequate realization of the unused opportunities of the cultural tourism and in its sustainable development, taking into account the advantages of the diversity, uniqueness and authenticity of the resources in order to achieve balance between the development of the cultural tourism and the conservation of the resources.

OPERATIONAL PROGRAMME "Environment 2014-2020"

The presentation of the Operational Programme "Environment 2014-2020" is in terms of its applicability to the envisaged projects. Operational Programme "Environment 2014-2020," (OPE 2014-2020) is one of the operational programs of the Republic of Bulgaria, prepared according to the implementation of EU strategy "Europe 2020" for smart, sustainable and inclusive growth. These three mutually reinforcing priorities envisage building an economy based on knowledge and innovation, encouragement of a greener and more competitive economy throughout a more efficient use of resources, as well as increasing economic activity and achieving higher growth and employment, leading to social and territorial cohesion. OPE 2014 - 2020, is generally aimed at implementing the priority of sustainable growth as stipulated in "Europe 2020" strategy and in particular at the following elements of the sustainable growth definition:  Building a competitive low carbon economy in which resources are used in an efficient and sustainable way;  Protecting the environment, reducing emissions and preventing biodiversity loss;  Benefiting from Europe's leading position in the development of new environmental technologies and production methods.

OPE actively supports the implementation of EU macro-regional strategy for Danube region development. The implementation of the program will complement in full synergy, but also a clear demarcation, the priorities of the Danube Strategy, as well as the Connecting Europe Facility, Romania-Bulgaria CBC and Danube transnational program. In this regard, the OPE will include projects that meet the objectives of the strategy, as into account should be taken and should be reported the results and additional needs in terms of realization of the projects Danube parks 1.0 and 2.0. The successful participation of Bulgaria in the Danube Strategy requires continuous implementation of the activities by different institutions and coordination among them regarding the implementation of a common action plan for all stakeholders with clearly defined responsibilities and specific tasks. At present a National

mechanism for coordination the participation of Bulgaria in the EU Strategy for Danube Region is established. In accordance with the above-mentioned joint expert working groups were established to work on specific objectives of the Strategy for construction and maintenance of infrastructure, as well as conservation and restoration of biodiversity in the Danube region.

PRIORITY AXIS 3 "NATURA 2000 AND BIODIVERSITY" OF OPE In order Directive 92/43/EEC, Directive 2009/147/EC and EU biodiversity strategy to 2020 (Objective 1 and 2) to be met, resources should be invested in: Protection, maintenance and rehabilitation species and habitats; Development of PAMP under Directive 92/43/ЕEC; Development/updating of PTMP of protected territories that are within the range of the PA. Priority axis 3 of OPE envisages financial resources for overcoming the challenges "Support for sustainable management and restoration of Natura 2000, restoration and protection of wetlands and rivers, preparation of management plans, capacity building for authorities responsible for Natura 2000 as well as raising awareness among various stakeholders" and "Halting biodiversity loss". The identified measures in the framework of the priority axis are based on the National Priority Action Framework for Natura 2000 and the EU biodiversity strategy to 2020, as well as the national legislation.

In 2014-2020, activities relevant to the envisaged under the present project will be funded. Priority 1: Management planning of protected areas NATURA 2000 Preparation/actualization/harmonization of plans and other strategic documents Preparation and/or actualization of management plans and other relevant documents (including research studies, researches on needs of planning and implementation, based on profound knowledge); Harmonization of planning/strategic documents relevant to the same territory, for example:  Implementation of innovative methods for joint management in accordance with the modern principles of biosphere reserves (BR) and parks according to the Seville Strategy for biosphere reserves under UNESCO's Man and Biosphere (MAB) program

 Exploring the possibilities for combining the target Natura 2000 territories with the requirements of the Seville Strategy for BR and their future nominations for winning the prize “Biosphere reserve” according to the UNESCO's Man and Biosphere program Beneficiaries: Public authorities and their subsidiaries in the sphere of their competence (eg Ministry of Environment and water, Ministry of Agriculture and Food, National Parks Directorates, Regional Inspectorate of Environment and Water, Natural Parks Directorates), municipalities and associations of municipalities, research and academic institutes, NGOs, supervisory and administration bodies of the protected areas.

Priority 2: Sustainable management of protected areas of NATURA 2000 network: Investments in conservation activities to maintain /improve the conservation status of species and natural habitats. Implementation of activities set out in the Management Plan or other relevant documents and action plans. Restoration of natural habitats and habitats of species throughout:  Reintroduction and displacement of the Natura 2000 species, where applicable;  Restoration of old meanders and river beds;  Increasing the resistance of the wetlands to the effects of climate change by implementing measures for maintaining the water regime;  Protection and maintenance of swampy areas;  Restoration and maintenance of wetlands, inland waters, spawning and migration routes of migratory species, including and cross-border wetlands under the Ramsar Convention, incl. throughout establishment and maintenance of green infrastructure projects;  Pilot projects for restoration of natural habitat types; Beneficiaries: structures of Ministry of Environment and water and Ministry of Agriculture and Food supervisory and administration bodies of the protected areas, NGOs, municipalities. Construction and maintenance of infrastructure needed to restore natural habitats and species. Beneficiaries: Municipalities, NGOs, Ministry of Environment and water, Ministry of Agriculture and Food, supervisory and administration bodies of the protected areas

Priority 4: Building, development and maintenance of a shared vision for the ecological network Natura 2000 in Bulgaria: Organization and implementation of innovative environmental events. Organization and implementation of attractive, innovative forms of events at the local and / or national level; Beneficiaries: NGOs and local authorities Planning and implementation of support information campaigns aimed at stakeholders. Keeping project stakeholders informed of Natura 2000 topic, organization and implementation of a total of 25 regional support campaigns on specific topics is expected to be realized. The indicative scope of the measure includes the study of information needs, organizing communication events, use of relevant approaches for work with the mass media. Beneficiaries: NGOs, local and regional authorities (ERDF)

ROMANIA - BULGARIA CROSS BORDER COOPERATION PROGRAMME

The presentation of the Romania-Bulgaria Cross Border Cooperation Programme is with regard to its application to the envisaged projects (ERDF) Veliko Turnovo Municipality is eligible applicant by the Romania-Bulgaria CBC Program. Priority 2: Environment - Sustainable use and conservation of natural resources and the environment and increasing the effective risk management in the cross-border region 2.1 Development of joint management systems for environmental protection  Improvement of the protection and conservation of nature in the cross-border region  Improvement and increasing the public awareness of the management and conservation of the environment. 2.2 Development of joint infrastructure and services for the prevention of natural and man- made crises, including joint services for emergency response  Joint prevention of natural and technological risks  Joint activities for early warning and emergency response Priority axis 3: Economic development and social cohesion by joint identification and promotion of the relative strengths of the region

CultTour project supported the preparation of Veliko Turnovo’s candidacy for European Capital of Culture in 2019 The preparation of Veliko Turnovo candidacy for European Capital of Culture and the preparation of the Strategy for the Development of Culture in the Territory of the Municipality of Veliko Turnovo with a time horizon (2014 - 2025) has helped to define the following challenges that the town must overcome in preparing for 2019.  Improving the proposed cultural product performance, quality and applicability of the creative skills and innovative thinking, free access and extending the participation in the cultural life of the town, cost-effective use of resources. These challenges are not only an important part of the way to achieve the objectives of the Europe 2020 strategy for an intelligent, sustainable and inclusive growth, but also for the formation of new indicators of their progress.  Building and refurbishing the infrastructure for cultural events. Veliko Turnovo is in an acute need of halls, a building the new library (the second largest library is located in the town), cultural centers in the town periphery to allow the creation of a high quality cultural product, the creation of new interactive spaces in unused buildings, inherited from the past (the old Military School, located in the center of the town, the old post office, industrial buildings, etc.). There are not sufficient opportunities for alternative cultural spaces and the expression of young artists for their debuts. Abandoned public spaces are available that may become spaces for the marketing of cultural products and services. (The activities are planned in the Integrated Plan for Urban Reconstruction and Development of the Town of Veliko Turnovo from 2014 to 2020).  Building a high quality urban environment by refurbishing abandoned urban areas for business and services, increasing the quality of important public spaces in the towns, the creation and/or improving the quality of the infrastructure for culture and recreation, rehabilitation and maintenance of buildings, representing real cultural values according to the Cultural Heritage Act. (The activities are planned in the Integrated Plan for Urban Reconstruction and Development of the Town of Veliko Turnovo from 2014 to 2020).

 Partnerships and the creation of a community. A specific feature of the town of Veliko Turnovo is its multicommunity (for students, artists, of the English settlers, etc.), which operate separately, but not together. A serious challenge in the period to 2020 is achieving the desired "togetherness" in the implementation of the cultural policies of the town and in preserving their creative identity. Achieving interinstitutional and intersectoral communications for establishing long lasting, effective and efficient partnerships.  Economic crisis: Despite the economic crisis, the Municipality of Veliko Turnovo allocates and keeps allocating nearly 9% of the total budget for culture to promote the enrichment of the cultural calendar of the town, to assist the implementation of projects of non- governmental organizations, creative craftmen's guilds, etc. The funds are limited and do not give the opportunity for the sustainable development of validated cultural events and their better positioning on an international level. The challenge in the years to 2020 is the creation and validation of alternative methods for raising additional funds, by examining and using the experience and best practices of other European cities.  Audiences and access to culture: There are not sufficient active and consistent policies to attract new audiences, including through educational programs and use of new technologies, active partnership with the media.  Advertising: Veliko Turnovo is a historical, cultural and tourist center. But it is necessary to build a recognizable image at an international level as a center for contemporary art too. It is necessary to implement systematic and active activities in the town positioning, both at a national and regional and international level. If we can implement this project, the advertising campaign must be deployed in the direction of building a town where happiness is created.

Town's objectives for 2019  To achieve a positive, visible and measurable change in each person and society as a whole in Veliko Turnovo and the region through culture and creativity and to improve the self-confidence of the local population.  To offer to Bulgaria and Europe a model for the achievement of personal, social development and well-being.

 To adopt the best practices from European capital cities that will contribute to the positioning of Veliko Turnovo as a town preserving its authenticity and giving space to contemporary art, through the implementation of an attractive cultural program.  To create sustainable networks of different levels (artists, cultural institutions, towns and countries, culture, tourism, business communities, administration and policy).  To develop and promote a program to include the main features of the town of Veliko Turnovo, the region and Europe and reflecting the global trends in art and culture.  Veliko Turnovo to become a recognizable factor in culture and the arts through the building of a successful public image beyond the borders of Bulgaria.

Information Day of Cultural tourism was organized in June 2014. Perspectives and possibilities for funding of the stakeholders were presented during this event. After consultations with the contractor was defined the most appropriate place – the office of Tourist Information Center Tsarevgrad Turnov Ltd. – as contact point with consumers of tourist services and through “promoters” in park “Boruna”. The first edition of the Information Day was held in parallel with the Festival of parks on June 1, 2014 in order to reach maximum awareness and a bigger number of consumers. On June 21, 2014 was held a second edition due to bad weather conditions during the first edition.

1st PROJECT CHAIN - CULTURAL HERITAGE

The Old Town - the symbol of Veliko Turnovo has been formed for many centuries. The first Thracian settlements date back from the late 13th century B.C. In the year 102, with the construction of Nikopolis ad Istrum (near Veliko Turnovo), territorial consolidation of the Roman Empire was ended and the "model" of the idea of the United Europe have been existing for nearly two millennia. Here, in the 4th century, bishop Wulfila created the first German alphabet (from The Gothic History of Jordanes, 6th century. Nikopolis ad Istrum is the only large roman urban center in Bulgaria, which has no later settlement built over. Late Antiquity, 4th century; the early Byzantine town Susidava of the 5th-7th century - on Tsarevets and Momina Krepost; Old Bulgarian village of 8th - 10th centuries and Byzantine period of 11th - 13th centuries - on Tsarevets and the valley of the Yantra river; Middle Ages - a metropolitan period of 12th - 14th century. - on Tsarevets, Trapezitsa, Devingrad (Momina Krepost) and the valley of the so-called "New town". From 1185 to 1393, Tarnovgrad was the capital of the restored Bulgarian kingdom, an embodiment of the idea of a holy city of Bulgarians to the election of Sofia as capital in 1879. In the 14th century, Tsarevgrad Tarnov was one of the largest cities in the European Southeast, considered to be the Second Constantinople and the Third Rome because of its cultural influence in the Balkans and the entire Orthodox world. The city was the capital of the restored Bulgarian state in the period 1185 - 1393. The town was the main center of the Christianity in Bulgaria and one of the leading centers of Orthodoxy over centuries. The regal town gave birth to the Turnovo literary, artistic and architectural schools that sent the most significant cultural messages to Orthodox peoples and states. They were also conductors of the achievements of the century-old heritage of Byzantium. Old is one of the three classic languages in Medieval Europe, together with ancient Greek and Latin, and Turnovo was a literary center that influenced entire Europe. Ottoman period - 15th - 17th centuries.; Revival - 16th - 19th centuries and the period after the Liberation from Ottoman rule to today, connected with expansion of the town in western direction.

After the Liberation (1877), statehood and political life of modern Bulgaria started to be built in the town of Veliko Turnovo. The Constituent Assembly took place here. The first Grand National Assembly sat here in 1879 that laid the foundations for the development of modern Bulgaria. The first Bulgarian constitution called Turnovo Constitution was adopted here. European political ideas such as liberalism, conservatism, social democracy germinated here; the independence of the (1908) was proclaimed here. In 1955, Veliko Turnovo was declared an architectural museum reserve. Today's condition of Old Town's cultural and historical heritage is the result of more than 100-year saving and protecting efforts. The Convention Concerning the Protection of the World Cultural and Natural Heritage (1972) gives grounds to believe that the values of the Old Town are of the necessary "outstanding universal value" and, if not entirely, specified sites or areas of its territory, together with the natural framework, can be nominated and included in the list of World Cultural Heritage. Myths and legends mixing cruelty and romance, add mystery to the town and through the various arts – literature, music, painting – fit the common European cultural content.

History and heritage are a huge capital of Veliko Turnovo and the region, but the town must look at its future, the main capital of which are people with their achievements in the field of knowledge, culture, life style, and ability to create and experience. These skills and competencies will form the new European heritage.

GENERAL OBJECTIVE Establishing the region’s image as a unique tourist destination on the national and international markets, is to support, popularize and increase the interest towards the competitive tourist attractions on the territory of the municipalities Veliko Tarnovo, which will effectively contribute to the diversification of the integrated regional tourist product, the decrease of the territorial concentration and the more balanced distribution of the benefits from tourism. Increasing the number of visitors and the duration of their stay, improving the seasonal and territorial distribution of tourism in the various regions and territories, based on the integrated management and marketing of the destinations and implementation of different means, techniques and systems, ensuring effective tourist information and marketing. The successful realization of the mix of project activities will result in the following benefits for the target audiences: developed competitive cultural and historical products, with the potential to attract a substantial number of Bulgarian and foreign visitors and tourists.

SPECIFIC OBJECTIVES  The restoration, protection, and valorisation of the cultural and natural heritage within Boruna Park as resources for the cultural, social, educational, and economic regeneration of the Veliko Tarnovo.  Develop a functional infrastructure for organising festivals and cultural events attracting tourists from outside the area, in order to export local products connected to cultural and natural heritage towards other areas Raise awareness at the community level and educate the youth on the importance of the cultural and natural heritage belonging to the community they live in, and raising their awareness of the individual responsibility to participate in the protection or controlled use of the cultural patrimony assets

FOCUS In the framework of CultTour project an ecological survey of the park was conducted, feasibility studies for improvement of the infrastructure in Boruna park (improving accessibility, lighting and landscaping) were performed. An energy efficiency audit of the "Boris Denev" Art Gallery was conducted. Recommendations to local authorities for future models of governance were developed. According to the report on tourism development is needed the efforts of the local government to be focused on improving the tourist information infrastructure (signs, traffic signs, information boards, etc.), as well as to implementation of successful European practices to generate revenue from the increased tourist flow. Integrated Project consists following sub-projects that can be implemented stepwise: 1. Introducing energy efficiency measures in Boris Denev Art Gallery Summary description of the project: Implementation of construction works (energy saving measures: Heat insulation of the exterior walls; Replacement of the wood sash windows and doors with new PVC windows and doors; Roof insulation; A replacement of all heating appliances is planned; Efficiency enhancement through adistribution network replacement; that management control devices with a map of the outdoor temperature which are combined with three-way valves with automated actuator for management of each section of the system should be delivered and installed, which will enhance the efficiency of the distribution network; It is planned that the existing steam-boiler should be replaced with a heat pump system air-water, chiller system type; Recuperation implementation; Ventilators and ventilation pumps; An electronic lux-lighting control device will be installed on the existing luminescent lighting fixtures). Performance of restoration and rehabilitation works of heritage items and acceptance and installation of equipment.

Reconstruction of Stambolov’s Bridge in Boruna Park Summary description of the project: Implementation of rehabilitation, restoration and conservation activities, maintaining the uniqueness of the construction of the bridge: replace with high-strength bolts; restoration of stonework, strengthen the bridge abutments on the rock massif, on which faults and cracks are observed; active corrosion protection.

3. Restoration and revitalization of the Boruna Park: walkways, introduction of energy- saving lighting, installation of direction and information signs, elements of urban furniture Summary description of the project: Boruna ridge is the most attractive part is the area where there is an art gallery and Asenevtsi monument. Asenevtsi park is one of the most popular recreational areas in the town. Tree and shrub species are well maintained and have good habits and healthy potential. Grass areas are also well maintained and have dense sod. Three-dimensional spatial and compositional combination of natural and architectural elements is another direction of park development. Functional allocation of the areas in Boruna is another key in the park development . In this respect the area should not be modified, but these well situated recreational areas should be further developed.

4. Building of new landscape elements: pedestrian overpass to Sveta gora Park; construction of two thematic paths with information boards on biodiversity and history Summary description of the project: Boruna should be developed as a place for recreation. For this reason the riverside area should be developed as a place for recreation, boat trips along the river, visual effects and attractions. In this context, a concept proposal has been developed for artificial water geysers that can be part of the attractive 3D-show and beautiful fountains can gush from the river. No such facility has ever been installed in the country, but it has been thoroughly studied and it is considered to be a viable solution. Water jets fired from the special water cannons can reach 80 meters height, and when lit by powerful underwater lights it will be an indescribable attraction for the town.

The alley running along the memorials of prominent citizens of Veliko Tarnovo should be further developed as such, and the park area should be enriched with some more park

details and attractive recreational places. It is desirable to establish a stable connection with other attractive areas such as the Sveta Gora Park. In this regard we make a concept proposal for a pedestrian overpass which will help avoid the conflict points between pedestrians and vehicles at the 300- degree bend at the entrance of the park. This overpass can be combined with a small office offering coffee, soft drinks and giving information to visitors.

5. Establishment of facilities offering free internet access

Veliko Tarnovo which is a symbol of the mix of history and modernity deserves to be clean and attractive for its citizens and visitors from around the world. The town should be a respectable candidate for a European capital.

CULTURAL ROUTES Numerous tourist routes have been established, encompassing both cultural and historical sites and nature sightseeing in all municipalities of the region: three reserves; part of the National Park "Persina", covering the enclosing steep bank of the Danube River in Nikopol and , and all Bulgarian Danube islands belonging to this part of the Danube River - a place for protection of wetlands; the protected areas are 15 in number with the typical and remarkable natural monuments, such as rock formations, caves, habitats of rare and endangered species of plants, waterfalls, specific landscapes, Hotneshki waterfall, Emenski Canyon and others that are of exceptional value because of their inherent rarity, representativeness and aesthetics.

CONTEXT / ARGUMENTS The project proposes a sustainable solution for the restoration and revitalization of the Boruna Park as a multifunctional cultural centre. Boruna Park – an emblematic open space in Veliko Tarnovo Veliko Turnovo Municipality conducts a sustainable policy for socialization and rediscovery of Boruna park. It is a favorite place for tourists and it is an integral part of the social life of the local population. Boruna park is a place for meeting and walk. It is a venue for numerous unique wedding ceremonies. Boruna is the place to teach the children to love and appreciate the nature.

Boruna park is a pilot model for the development of new cultural spaces. In 2012 started the implementation of the program "Art Summer" - a successful partnership between local authority, business, cultural managers and NGOs. In the park more than 100 events a year aimed at audiences of all ages are performed.

The socialization of the park would provide opportunities the visit number and duration in the area to be increased. At the same time, the results of the project would directly benefit the community: accommodation, food services, souvenirs, etc. The project benefits for the local community are related to improvement and increasing of knowledge and awareness of the cultural and natural heritage and performing numerous outdoor cultural events. The project has a real contribution in preparing the candidacy of Veliko Tarnovo for European Capital of Culture in 2019.

GENERAL OBJECTIVE The main aim of the project is to implement a strategy for the protection and maintenance of the cultural heritage, including architecture, landscaping, open areas which are part of the cultural attractions, located in Boruna area -Veliko Turnovo. Another aim of the project is the development of a comprehensive environmental concept for the development and the new vision of Boruna area and compositional construction of places for natural environmental protection and ecologically sound environment for the employees and visitors to the facilities in Boruna park. This could increase the number of tourists and create a comfortable and varied environment for the inhabitants of the town.

FOCUS BIODIVERSITY 1. Development of protected areas and territories management plans Summary description of the project: After the detailed survey of the area, especially because it is within the town limits, and after localizing the actual habitats, the remaining area should be allowed to be reasonably used by the citizen under strict supervision as to the protection of the endangered species and their habitats.

2. Implementation of information campaign Summary description of the project: The information campaign as to the scope and purposes of the preservation of the protected area could be a significant factor for converting the accessible parts of the river into part of the town area. The awareness of the population could play an important role in the appropriate organization of the area, especially Boruna area, taking into consideration its location in the central part of the town.

Summary description of the project: Protected site Natura 2000 in Bulgaria Yantra River Type E site code BG0000610, area 13900.4100 ha, is situated in the northern Central region, the district of , northern Central region, the district of Russe and northern Central region, the district of Veliko Tarnovo. It is a type A site - protected under The Birds Directive; type B - Protected under The Habitat Directive; type C - Protected site under both Directives. A problem for the surveyed are is the difficult access to the river due to the poor maintenance of the banks in that respect. The banks are often steep, and where they are not, they are overgrown with trees and shrubs. With optimum balance between the norm for the preservation of the protected area and ensuring access to the river through clearing the banks without removal of tree species. Along the river fishing is carried out at places that are difficult and dangerous to access. This creates hazards for the fishermen themselves and does not guarantee the control over the preservation of the river and the habitats under protection in the area. CONTEXT / ARGUMENTS The Boruna area is surrounded by the protected area "Yantra" for conservation of natural habitats and wild flora and fauna. It covers the water stream and the river banks, and a subject of protection are the numerous habitats, plant and animal species that can be found in Boruna area. Karst rocky habitats, combined with shrub formations and deciduous forests prevail. The morphology and health status of the forests are relatively good. There are only single dry species. It is necessary to do periodic cleaning of dry branches and thinning of the middle layer of the massives, and the coastline of the river should be cleaned from fallen trees and branches and other waste. The ecological status of the area is very good. In its lower course the river makes many meanders, which are not only beautiful, but also play an important role for the enhancement of the self-cleaning functions of the river. These self-cleaning functions are a sufficient prerequisite for maintaining the water clean enough for the proper reproduction of the water and amphibian organisms, as well as of the vegetations along the banks.

A great advantage is also the Crossroad (geographical, historical, cultural). This gives all the preconditions for the town and the region to develop as an area for global cultural exchange. Active work is done in this direction for the recovery of the historical and cultural connections between the individual settlements, by developing joint cultural projects and networks. This is the town with more than 20,000 students, the greatest number per capita in the country. The future teachers, writers, journalists, translators, artists, architects, lawyers, economists, military men, theologians transform the town into an open creative space, in a laboratory for the cultivation of live culture and talents, in a center for creativity, innovation, communication and dialog. The town and the region enjoy the presence of thousands of artists, students, young people, audience, cultural organizations, and clubs. Every year, more than 400,000 tourists visit Veliko Turnovo. There are fifteen operational monasteries in the region, which attract thousands of pilgrims. Sometimes a distinctiveness can be a strength and a problem at the same time. Young people are an example of this. Visibly, the town is filled with them, but unfortunately, their empathy to the Community life is insufficient. Young people have the potential to be a very active and creative community and attracting them as the main partner in organizing and conducting the events in 2019 is of primary importance in preparing the candidacy of Veliko Turnovo for European Capital of Culture. In a wider context, this is a Community issue. The Veliko Turnovo community is fragmented, which makes it unsustainable, demotivated, and creates conditions for the traditional approach of top-down management to prevail in every sphere of life. In the town live 80,000 local residents, more than 20,000 students, more than 2,000 artists and scientific workers who have completed the local prestigious university and who opted for remaining to live in the town, more than 400,000 tourists per year, more than 2,000 people involved in the tourist business, which is directly connected with the attitude to the process of production and distribution of culture. As a whole, the intersections between these groups are insufficient, although they have been strategically studied and became more active for some time. Now, in the development of the new strategy and the concept of Veliko Turnovo

candidacy for 2019 European Capital of Culture, an opportunity is opened for extensive and innovative solutions to catalyze the process of convergence of these community groups. History and heritage are a huge capital of Veliko Turnovo and the region, but the town must look at its future, the main capital of which are people with their achievements, skills and competencies to form the new European heritage.

The goal is development of the transnational and transregional cooperation in the spirit of the New Cohesion Policy with emphasis on territorial cohesion. Specific opportunities will be provided by the new Danube Transnational Program, which will provide resources for financing and initiation of the projects, as well as for the necessary analyzes and studies. The implementation of a program for transregional cooperation and partnership between municipalities, NGOs, academic institutions, etc. from the EU member states will continue. Example for a project, included in candidacy projects for Veliko Tarnovo – European Capital of Culture 2019: „Bulgarian Garden in Europe“ will be implemented in partnership between pupils and university students, young landscape architects, young entrepreneurs, the National Association of Small and Medium Business – Sofia; the National Exhibition „Flora “; exhibitions „Spring Flower“ and „Color fall“ (part of the International Fair ). Project Concept: The project includes research work of students and pupils on the history of Bulgarian gardeners in Europe, who originate from the region of Veliko Turnovo - , Zlataritsa and others. Our contribution to the European treasury of garden and park art finds its expression in 2014, when in the Hungarian capital will be opened a monument of the Bulgarian gardeners and a Bulgarian fountain, on the occasion of the 100th anniversary of the founding of the Association of Bulgarians in . A postage stamp will be validated in Bulgaria, dedicated to the anniversary. Research results will be published in a book and a documentary film will be shot. Young landscape architects will participate in the competition with their proposals to upgrade the parks in Veliko Turnovo and the region as a free zone for culture, art and ... happiness. Mini-parks with flowers, ornamental shrubs, sculptures, small scenes and more will be created. Young producers of flowers and ornamental plants from (one of the largest manufacturing centers) will organize and conduct a Fair of flowers, and the residents of Zlataritsa and Lyaskovets will organize the traditional days on meeting the gardeners – a tradition alive for already 150 years.

participants in the cultural life of the city. For the period 2001-2010, Veliko Turnovo Municipality in partnership with NGOs has completed projects worth over three million lev in various areas of the public life, as the major share belongs to the culture and tourism- related projects.

3. Elaboration of a strategy for tourism development in Veliko Turnovo Municipality Summary description of the project: As far as Veliko Turnovo is an emblematic town of our country and the most popular destination for cultural tourism in Bulgaria, the implementation of the planned activities will directly influence the improvement of the national tourist product attractiveness. The principle of concentration will be complied with, through concentration of financial and other resources in the so-called Locomotives of Development - Veliko Turnovo, where the greatest effect from the investments is expected. With the support of the so-called "poles of growth" that have a proven potential, develop and implement successful projects, their even better development is expected to favorably influence both the neighboring territories and settlements and the whole country. These towns will become even more attractive for investments.

EDUCATION 4. Creation of a center for professional development and information exchange among network partners -municipal administration, private sector and educational institutions Summary description of the project: Tourism in Veliko Turnovo district has long been established as an important branch of the tertiary sector of the regional economy, which has relatively sustainable development. The largest share of revenues in the last year was in the "Trade, Services and Tourism" branch (about 57%-60 %). This has been a strong trend over the years, and the sustainable development of the town is planned in this direction. Veliko Turnovo attracts more than 350,000 thousand of visitors, yearly.Visits to museums are heavily concentrated in Veliko Turnovo (71% of all visits and over 96% of the visits of foreigners). According to experts, in the next 10-15 years the city will be visited by about three million Bulgarians and one million foreign tourists. To ensure the local economy, timely professional orientation of young people is needed.

5. Traineeships for young graduates in different areas (priority areas related to tourism services) Summary description of the project: Young people are the main target group of the project. They represent approximately 30% of the residents of the city (not just the local population). The old capital is a very important educational center. The local secondary schools and universities are identified as the best in the country. Many young Bulgarians come here to get a good education that can provide them opportunities for realization in Bulgaria and in the European Union. Internships in hotels and restaurants, as well as cultural sites will increase skills and improve service quality.

6. Formation and promotion of regional tourism product focusing Veliko Turnovo Municipality

CONTEXT / ARGUMENTS 3 universities are located in Veliko Turnovo district: University of Veliko Turnovo "St.St. Cyril and Methodius",the National Military University "Vasil Levski" in Veliko Turnovo and Finance and Business Academy "D.A.Tsenov" in Svishtov. They represent an attractive centre for many young people, not only from the settlements around it, but from all over the country. The well-established international relations of these universities strengthen the international importance, and foreigners stay there for a long period of time, thus availing the opportunity to get acquainted with the country's culture and traditions. The good educational structure has effect upon the employment, and the number of employees engaged in the higher education activities in the various sectors is highest not only in the municipality, but also in the enire district

ANNEX 1 REHABILITATION AND REVITALIZATION OF SITES IN BORUNA PARK

GENERAL OBJECTIVE Restoration, protection, and valorisation of the cultural and natural heritage within Boruna Park as resources for the cultural, social, educational, and economic regeneration of the Veliko Tarnovo.

SUMMARY DESCRIPTION OF THE PROJECT: The project proposes a sustainable solution for the restoration and revitalization of the Boruna Park as a multifunctional cultural centre. Boruna Park – an emblematic open space in Veliko Tarnovo Veliko Turnovo Municipality conducts a sustainable policy for socialization and rediscovery of Boruna park. It is a favorite place for tourists and it is an integral part of the social life of the local population. Boruna park is a place for meeting and walk. It is a venue for numerous unique wedding ceremonies. Boruna is the place to teach the children to love and appreciate the nature. The envisaged project activities would ensure providing of a better quality services for tourists who visit the city. In the framework of the project energy efficiency measures is expected to be introduced in Boris Denev Art Gallery - a cultural monument of local importance and thus would allow it to be visited all year round by lovers of art, as well as many cultural events to be realized. For better security of the visitors is needed to be undertaken rehabilitation measures for unique Stambolov’s bridge, which was built in the period 1892 - 1898 year and is accessible and usable more than 100 years. In order the landscape to be improved is expected rehabilitation activities of existing walkways, installation of energy efficient lighting, direction and information signs, elements of urban furniture and other to be carried out. It is envisaged a construction would be avoided of a new pedestrian overpass, throughout which the critical pedestrian-vehicle conflict points of the 300-degree turn at the entrance of the park in order the use of the direct link between "Boruna" and "Sveta Gora" parks to be

strengthen and become more efficient. In order the transformation of the park into a kind of outdoor education center (on the site of protected species of flora and fauna) to be achieved, construction of two thematic walking trails with information boards on: biodiversity and history of Veliko Turnovo is expected to be constructed. At present the tourist awareness about the site is one of the weaknesses in service providing. Boruna park is a pilot model for the development of new cultural spaces. In 2012 started the implementation of the program "Art Summer" - a successful partnership between local authority, business, cultural managers and NGOs. In the park more than 100 events a year aimed at audiences of all ages are performed. The socialization of the park would provide opportunities the visit number and duration in the area to be increased. At the same time, the results of the project would directly benefit the community: accommodation, food services, souvenirs, etc. The project benefits for the local community are related to improvement and increasing of knowledge and awareness of the cultural and natural heritage and performing numerous outdoor cultural events. The project has a real contribution in preparing the candidacy of Veliko Tarnovo for European Capital of Culture in 2019.

ANNEX 3. REPORT FOR EVALUATION OF THE REGIONAL ECONOMIC BENEFITS

The town of Veliko Turnovo is the administrative center of the largest region in Central Northern Bulgaria - the region of Veliko Turnovo. The town is located in a strategic center, part of Trans European North - South Corridor 9 (Helsinki - Alexandroupolis) and the East - West main road, intersection of all major roads on the territory of Bulgaria. The Danube River connects the region to the neighboring one - Teleorman in Romania. There is a large river port, an airport in the region as well as one of the largest railway stations in the country. Veliko Turnovo has a population of over 80,000 people and is part of the second largest conurbation in the country of about 130,000 people, so the town population together with that of the supporting region amounts to 300,000 people. As important economic, educational and cultural center of national and international importance, the town is the bearer of deep traditions, connected with the spirit of Europe and its culture, a sign for the development of today's creative Bulgaria. Veliko Turnovo is generously endowed with historical and cultural landmarks and artifacts, fortresses, churches, monasteries, lots of greenery and the picturesque curves of the Yantra River, which flows only 60 km away, within the region of Veliko Turnovo - near the town of Svishtov, into the Danube River, the "cultural" connection with Europe. Unique are the atmosphere and the nature of this unique town that actively stores and develops its natural, historical and cultural heritage. This is the third great advantage of Veliko Turnovo as shared by most of the visitors of Veliko Turnovo. A great advantage is also the Crossroad (geographical, historical, cultural). This gives all the preconditions for the town and the region to develop as an area for global cultural exchange. Active work is done in this direction for the recovery of the historical and cultural connections between the individual settlements, by developing joint cultural projects and networks. This is the town with more than 20,000 students, the greatest number per capita in the country. The future teachers, writers, journalists, translators, artists, architects, lawyers,

economists, military men, theologians transform the town into an open creative space, in a laboratory for the cultivation of live culture and talents, in a center for creativity, innovation, communication and dialog. The town and the region enjoy the presence of thousands of artists, students, young people, audience, cultural organizations, and clubs. Every year, more than 400,000 tourists visit Veliko Turnovo. There are fifteen operational monasteries in the region, which attract thousands of pilgrims. History and heritage are a huge capital of Veliko Turnovo and the region, but the town must look at its future, the main capital of which are people with their achievements, skills and competencies to form the new European heritage. Despites the large number of events implemented in the town - a minimum of one a day, in a cultural aspect, it remains relatively remote from the European and global trends and models. "Nonstandard" creative original ideas are missing, there is no feeling of creative energy and dynamism. Targeted investments must be made in the development of human resources, in the support and promotion of the new modern experimental art and the expansion of the international relations and partnerships. Another major issue is the infrastructure. It is necessary to further develop the cultural spaces, as well as to extend the urban spaces, to build cultural points in the residential areas. The town of Veliko Turnovo has a very high potential as a political, economic, educational and cultural factor in the development of Central Northern Bulgaria (unfortunately, the high level of centralization of the culture and the lack of separate regional policy in Bulgaria converted Northern Central Region in the second region in the country after the Northwestern Region in terms of economic issues). Within the Union, the importance of the town and the region as a focal point for Bulgaria and Europe will be increased. As far as Veliko Turnovo is an emblematic town of our country and the most popular destination for cultural tourism in Bulgaria, the implementation of the planned activities will directly influence the improvement of the national tourist product attractiveness. The principle of concentration will be complied with, through concentration of financial and other resources in the so-called Locomotives of Development - Veliko Turnovo, where the greatest effect from the investments is expected. With the support of the so-called "poles of growth" that have a proven potential, develop and implement successful projects, their even better development is expected to favorably influence both the neighboring territories and

settlements and the whole country. These towns will become even more attractive for investments. Within this period the town will encourage the small settlements to understand culture as the main tool for improving the well-being of people living in them, and to implement sustainable initiatives to contribute to improving the overall appearance of the region. The program provides for the implementation of events outside the urban habitat, to contribute to the financing of new ideas that need support. Medium-term effect  Improving the competitiveness of small and medium sized businesses in the region through the promotion of cultural and creative industries.  Development of a strong tourism sector based on the rich natural, cultural heritage and the cultural diversity created after 2019. The diversified tourist sector is identified as a potentially sustainable and evolving element of the economic complex of the region.  Improving the level of employment that is among the investment priorities of the Structural Funds for the period of 2014-2020 and fits to a great extent the direction of Competitiveness of Small and Medium-sized Enterprises.  Enhanced main and supporting tourist infrastructure in the region and progress in the development of the cultural tourist corridor.  Increased demand for the product offered in the area, through effective marketing during the period of 2014 - 2020 and increased number of tourists.  Increased number of integrated projects of cross-border and transnational nature;  Veliko Turnovo will become an attractive place for modern forms of art and culture, following the establishment of a center for contemporary art, which will supplement traditionally validated features of LOCUS 3: The Revival Town (presentation of historical, cultural and natural attractions as valuable part of the specific geographical area, the local heritage and identity);  Establishing partnerships for local development between local authorities, businesses and non-governmental sector in municipalities with similar characteristics. Development and implementation of strategies for the integrated local development of groups of municipalities; implementation of European standards and know-how; concessions of sites of sport and culture with a view to offer better and more affordable opportunities for the

citizens; implementation of pilot projects for the integrated local development of groups of municipalities, in accordance with the specific economic conditions, the accessibility and availability of cultural and natural resources.  Implementation of sustainable partnership initiatives on the Danube and with other regions in Europe. The goal is development of the transnational and transregional cooperation in the spirit of the New Cohesion Policy with emphasis on territorial cohesion. Specific opportunities will be provided by the new Danube Transnational Program, which will provide resources for financing and initiation of the projects, as well as for the necessary analyzes and studies. The implementation of a program for transregional cooperation and partnership between municipalities, NGOs, academic institutions, etc. from the EU member states will continue. Long-term effect  Change of the personality.  Change of the society.  Change of the cultural planning.  Change of living environment.  Change of the attitude toward health and nature.  Change of the feeling of regional and European identity and affiliation.  Change of the quality of life. In achieving the project objectives, to achieve real medium-term and long-term effects the following basic principles will be observed:  Sustainability - basic as principle that applies to all spatial activities in the Strategy for the Sustainable Integrated Regional Development;  Development of the cultural and territorial identity of the region;  Territorial cohesion, as a result of well balanced socio-economic regional development;  Improving the competitiveness, which means further development of urban areas while strengthening and functionally profiling the less developed parts of the territory, especially in rural areas;  Multi-center territorial development, with underlined role of cities and agglomeration formations, as well as strengthening the connections between rural and urban areas;

 Establishing and strengthening the network of cities, towns and villages, which can ensure the development of new complementary functions;  Improving the transport accessibility, as a major factor for unlocking the territorial potential for a better balanced development;  Improvement and protection of the natural and cultural heritage as a resource for the development. Nearly 60% of the revenue in the town are generated from activities related to tourism, culture, education. This has been a strong trend over the years, and the sustainable development of the town is planned in this direction.
