INTRODUCTION The "Financing and capitalization of results of the project" report was developed by "SUNNY AND PARTNERS" , Sofia, in accordance with Contract № SEE/B/0006/4.3/X-U06 / 19.03.2014, contract subject "Method of financing for cultural monuments (transnational exchange of information, analysis) as "CultTour - Cultural (garden) heritage as a focal point for sustainable tourism". CultTour - Cultural (garden) heritage as a focal point for sustainable tourism is an INTERREG IVB Project, funded by the EU within the framework of the ETC (European Territorial Co- operation), the South East Europe Programme (SEE) and co-funded by ERDF (European Regional Development Fund). The present document represents the outcome of Working Package 7.1, 7.2 and 7.3 for Bulgaria. The overall strategies for regional tourism development according to the principles of (environmental) sustainability and the results of the feasibility studies are the basis information for activity 7.2 and 7.3 together with the outcomes of activity 6.2. Taking into account that 2014 is the beginning of a new programming period for European funds, the information concerning the new conditions and priorities for funding are not final decided yet, there were consulted the draft documents as source of information. The proposed integrated projects are reckoned with following strategic documents: An Veliko Tarnovo’s integrated plan for urban regeneration and development 2014 - 2020, at the town of; 2014 - 2020 Municipal Plan for Development, as well as developed reports from other project partners. As a result, three project chains have been identified and will be described in greater detail in this document: 1st PROJECT CHAIN - CULTURAL HERITAGE 2nd PROJECT CHAIN - NATURAL HERITAGE 3rd PROJECT CHAIN – PARTNERSHIP NETWORK 3 VELIKO TURNOVO Veliko Turnovo is called "the soul of Bulgaria, the spirit of Europe". If we have to identify it in one word, this is the phenomenon town. Here, every single step measures the eternity - historical layers of Prehistory, Antiquity, Middle Ages and Bulgarian Revival are overlapped here. The high cultural value is supplemented by the complex and multilateral exchange of influences as a crossroad between the East and the West. The town is unique symbiosis between architecture and nature and a center of living traditions, cultural and spiritual communication. One of the ten museum towns. Veliko Turnovo occupies a central place within the National scheme of cultural routes as a cultural crossroad in the Bulgarian part of the Eastern Trans-Balkan road and the national cultural route along the Fore Balkan. In the period 2014 - 2020 will be realized projects linked to modernization of the technical infrastructure and building the infrastructure if the information society, protection of the environment and cultural heritage, development of cultural institutions, improvement of urban environment - all this in order to be able to attract investments and the city to proactively participate in the competitive environment and the cultural and economic exchange between the towns in the European Union. One of the main aims in the development is to fully use the capacity of the city to give an impetus in the development of the whole territory of the region it is situated. This is to be done through integration of the surrounding area and achieving of economic, social and spatial convergence. For the period 2014 - 2020 on the territory of Veliko Turnovo is foreseen to be implemented the following projects: Urban infrastructure. It is envisaged construction of Affordable architectural environment and improving traffic safety and surveillance of pedestrian and green aread (ramps, traffic lights sytems, pedestrians and recreation spaces, social infrastructure; placing equipment to stop parking on pedestrians of the main city streets (pegs, isolating greenery) Renovation of pedestrian spaces - 4 squares with area of 4 505 sq.m. Rehabilitation of 1500 sq.m. lanes, 30 000 sq.m. streets and 4 500 sq.m. pedestrians Construction of parkings and underground garages 4 Construction of bicycle lanes and bicycle parkings Development of energy saving and ecological public transport Reconstruction of existing public spaces - over 250, 000 sq.m. (landscaping, construction of footpaths and installing street furniture in public spaces) Construction of 3 new playgrounds for children Touristic infrastructure: Rehabilitation of 6 sites of cultural infrastructure Exposition and adaptation of cultural heritage Construction of military museum, new library, youth art center, touristic center, museum of photography and exposition center Renewal of sport infrastructure Provision of access for people with disabilities Reconstruction of 4 viewpoints with common area of 30,000 sq.m. Reconstruction of old authentic elements of urban furniture Reconstruction of 3 public parkings Challenges to implementation of investment projects in the urban and touristic infrastructure: Increased global demand for cultural tourist product, exploiting the concentration of many natural cultural values particularly along the cultural corridor Bucharest - Rousse - Veliko Turnovo - Stara Zagora. "Conquering" new open spaces for the culture, through the restoration and refurbishing of cultural heritage with a focus on ensembles of the cultural monuments, parks and establishing microspaces among the less friendly neighborhoods of Veliko Turnovo (outside downtown). Transformation of one of the large panel building neighborhoods, Cholakovtsi, by means of the fine arts - graffiti. The proposed integrated project embraces different sub-projects, related to rehabilitation and revitalization of selected pilot site "Boruna" and the opportunities for popularisation of cultural and natural heritage, aiming to develop sustainable tourism and increase of the area attractiveness. 5 PILOT SITE: BORUNA AREA, VELIKO TARNOVO, BULGARIA PILOT SITE – BORUNA AREA The Boruna hill, picturesquely shaped by the Yantra River meander, is located in the central part of the city and it is one of the most impressive and attractive views in Veliko Tarnovo. The landmark which looks like a huge ship remained undeveloped until the 20s of last century. Natural resources The Boruna area is surrounded by the protected area "Yantra" for conservation of natural habitats and wild flora and fauna. It covers the water stream and the river banks, and a subject of protection are the numerous habitats, plant and animal species that can be found in Boruna area. 6 Stambolov Bridge The socialization of Boruna area began with the building of Stambolov bridge at the end of XIX century. The area turned into a cultural and historical center only in the 80s of last century. The bridge was built in 1892 on the idea of one of the best Bulgarian political leaders and statesmen - Stefan Stambolov. The project is one of the most famous architects of that time - Giovanni Mosuti, Italian and the bridge is entirely made of iron and concrete. Stambolov Bridge is the first expression of modern European bridge construction not only in the newly liberated Bulgarian state, but also on the Balkan Peninsula. 7 Assens’ monument /Monument to the Asen dynasty/ The most notable monument in Veliko Tarnovo was built in 1985 in honor of 800th anniversary of the uprising of the Tarnovo boyars brothers Assen and Peter and the restoration of the Bulgarian State. The monument is located in the Boruna area. It depicts four of the greatest Bulgarians from the Middle Ages - kings Petar, Assen, Kaloyan and Ivan Asen II, during whose reign the country is among the leading forces in Europe of that time. The monument can be reached via Stambolov bridge and from the monument itself is offered a magnificent view to the houses of the old city, situated on the opposite hill, as well as to the endless greenery and blue waters of the river Yantra. 8 Boris Denev Art Gallery "Boris Denev" Art Gallery is as well located on the Boruna peninsula just opposite of the Assenevtsi Monument. The gallery was initially built in 1928 with the purpose of holding an art school. In 2002 it was named after the famous painter from Veliko Tarnovo - Boris Denev, immortalized in dozens of his canvases the incredible beauty of his birthplace. The building of the gallery was reconstructed in 1985 and offers a glimpse into the history of Bulgarian art. 9 ІІ. SCREENING OF FUNDRAISING OPTIONS OPERATIONAL PROGRAMME „REGIONS IN GROWTH“ 2014-2020 Operational Programme “Regions in growth” 2014-2020 is an integrated operational programme targeted at achieving the objectives of the urban policy of Bulgaria and contributing to the regional dimension of the sectoral policies of regional importance included in the Partnership agreement. The basic principle of the programme is the application of integrated territorial approach. The need of this approach results from the regional disparities between the Bulgarian and the average EU regions and from the advanced process of mono-centrism in the case of Sofia and the 6 big cities which in the long term leads to serious imbalances between different parts of the country, unused potential of the territory and increased migration towards the biggest centers and to other EU countries. The current territorial model is one of the main preconditions for the demographic crisis and the process of depopulation of the peripheral parts of the country. Therefore the model of moderate polycentrism, defined in the National Spatial Development Concept 2012-2025 (NSDC) and the Regional Development Plans (RDP) will be supported. OPRG 2014-2020 is designed to answer to the most pressing needs of the country and to contribute to the fulfilment of the country-specific recommendations of the Council and of the national targets under Europe 2020 Strategy.
