2012-7-1 ADOPTION OF AGENDA:

It was moved by E. Geduld and seconded by M.A. Cross that the proposed agenda be adopted, as amended. Carried.

There were no declarations of interest pursuant to the Municipal Conflict of Interest Act.

2012-8-2 NYCPP Minutes (Report No. 7, September 24, 2012) It was moved by E. Geduld and seconded by R. Kingma that the minutes of the North York Community Preservation Panel meeting held September 24, 2012 be approved, as amended. Carried.

2012-8-3 Delegations and Presentations There were no items of public meeting or presentation nature on this agenda.

2012-8-4 Panel Initiatives 8.4.1 2012 NYCPP Heritage Education Events (Lawrence Park, )

8.4.1.1 Lawrence Park G. Kettel reported that the Lawrence Park Heritage Advisory Committee was holding an evening on “The Century Homes of Lawrence Park” at the home of Jane Somerville. William Greer. heritage architect and consultant will be the speaker. NYCPP will support the cost of the flyer distribution for the event through the Special Heritage Community Events funds approved by the TPB.

8.4.1.2 Leaside G. Kettel reported that the Leaside Property Owners’ Association has invited Scott Barrett, Senior Preservation Coordinator, Heritage Preservation Services to the Association’s Annual General Meeting on November 29 (confirmed) to discuss the heritage conservation district policy and its possible application to Leaside.

8.4.1.3 Neighbourhood Character Forum G. Kettel indicated that the purpose of this proposed session was to explore the tools that may be used to preserve the character and maintain the stability of residential neighbourhoods. The proposal is being discussed with some other urban organizations who may be interested in the topic.

8.4.2 Heritage Plaques Program There was no report.

2012-8-5 Site Specific Items 8.5.1 Ward 8 7.5.1.1 William Baker Subdivision, Parc Park There was no report.

8.5.2 Ward 9 7.5.2.1 65 Carl Hall Road, Parc Downsview Park (Canadian Air and Space Museum) G.Kettel attended the Parc Downsview Park (PDP) Annual meeting on September 27 and in discussion with PDP officials it was again confirmed that the building will not be demolished.

8.5.3 Ward 10 7.5.3.1 1755 Steeles Avenue West (Sanofi Pasteur) There was no report.

8.5.4 Ward 16 8.5.4.1 60 Roselawn Ave. Lynda Moon, President of the Historical Society has brought this property, which is for sale, to the Panel’s attention as it may contain items of archeological interest. S. Hughes, Heritage Preservation Services, in an email to G. Miedema of Heritage Toronto, indicated that the property is in an archaeological potential zone. If it is re- developed and subject to an application under the Planning Act, HPS would require an archaeological assessment.

8.5.4.2 2384 (former Postal Station K) G. Kettel reported that a public meeting regarding preservation of Postal Station Q was held by Mike Colle, M.P.P., on October 10 th , 2012. In addition, Council approved a Motion brought by Councillor Stintz that the property be designated by the City upon its sale.

8.5.5 Ward 24 65 Centre Avenue S. Pedersen indicated by email the following; (1) that HPS had sent a report to the September 30, 2012 Committee of Adjustment (CofA) meeting requesting that the application

for this listed property be deferred to allow HPS time to assess its value. Based on this, the CofA deferred the item. (2) HPS preliminary evaluation indicates that this property is worthy of designation but a complete evaluation will be undertaken to confirm their findings. (3) If a demolition permit is submitted HPS will report to Council with a designation report.

8.5.6 Ward 25

8.5.6.1 19 St. Leonard’s Avenue It was reported that the heritage assessment report for this property will be on the agenda of the Toronto Preservation Board on October 23, 2012.

8.5.6.2 102 Wanless Avenue It was reported that the heritage assessment report for this property will be on the agenda of the Toronto Preservation Board on October 23, 2012.

8.5.6.3 105 Golfdale Avenue It was reported that the heritage assessment report for this property will be on the agenda of the Toronto Preservation Board on October 23, 2012.

G. Kettel reported that the appeal of the CofA’s approval of the application for minor variances by the Teddington Park Residents Association has been withdrawn by the Association.

8.5.6.4 4111 Yonge Street (C.W. Jeffreys House) E. Geduld reported that she had been approached by the Valley Association (YMVA) for advice. There is a covenant on the property involving the YMVA in any development of the property. She has forwarded a copy of the covenant to HPS.

8.5.6.5 122 Dawlish Avenue This unlisted property, which was designed by Murray Brown, and is included in the Historical Walking Tour of Lawrence Park, is now for sale. The Panel agreed to bring this to the attention of the Lawrence Park Heritage Committee.

8.5.7 Ward 26 8.5.7.1 68 Parkhurst Boulevard G. Kettel reported that the owner has developed revised plans for the property that are being reviewed by the neighbours.

8.5.7.2 45 Sharron Drive G. Kettel reported that the CofA at its September 20 meeting deferred sine die the application for minor variances.

G. Kettel also noted that he has written an article in the November edition of Leaside Life on the heritage story of 45 Sharron Drive and the CofA process.

8.5.8 Ward 33 8.5.8.1 10 Buchan Court, formerly 1400 Sheppard Avenue East (Col. Phillips Estate/Wynyates Farm) There was no report.

8.5.9 Lane/Road Naming

8.5.9.1 Proposed street - Draft Plan of subdivision at 175 Goddard St (Ward 10) E.Geduld will investigate whether the flowers suggested for street names by City Staff grow in the Don Valley lands located to the east of the site. M. A. Cross will investigate to determine the names of settlers who lived in the area whose names might be considered for street names.

The Panel agreed that the name of Rabbi Joseph Kelman would be suitable for a street name as long as the street naming principle, that honourific names shall normally be awarded posthumously to those individuals who have been deceased for at least two years, was met.

8.5.9.2 Proposed Private Lane – 131 to 141 Finch Avenue East The staff report recommending Slingsby Lane is going to NYCC on October 10, 2012, with the Panel noted as being in support of the name. It honours Samuel Walter Slingsby of the Royal Canadian Engineers, who was killed in action during WWII.

2012-8-6 City-Wide Items 8.6.1 Five Year Review of the Official Plan and Municipal Comprehensive Review G. Kettel reported that the draft Official Plan – Heritage Policies were considered at a special meeting of the Toronto Preservation Board on October 1 st . 2012 and at the Planning and Growth Management Committee (PGMC) on October 12 th . The PGMC deferred the draft Official Plan – Heritage Policy to the January 2013 meeting of the Committee.

E. Geduld deputed at the TPB as a member of the Heritage Advisory Committee.

8.6.2 Eglinton Planning Study There was no report.

2012-8-7 Administrative Items 8.7.1 Panel Financial Report E. Geduld reported that the following expenses have been received and submitted to HPS to date: Parking $91.25, TTC $95.50, Memberships $140.00, Supplies $264.82, Minutes $282.00, Copies $48.57, Fax $3.90, Printing $372.88, Workshop $100. Total to date $1,311.65

8.7.2 Future Panel Meeting Dates Dates for upcoming meetings have been confirmed as follows:

2012-8-8 Other Business 8.8.1 Heritage Property Nomination Form HPS has provided an updated Form.

8.8.2 CHO Membership The Panel agreed to renew membership in the CHO.

8.8.3 85 Laird Heritage Toronto Historical Plaques G. Kettel reported that Heritage Toronto had requested comments on the draft plaques. He will circulate them for comment.
