Surrey Langley SkyTrain Business Case On January 30, TransLink will present the business case for the Surrey Langley SkyTrain project to the Mayors’ Council on Regional Transportation for endorsement. The business case will be submitted to senior governments pending Mayors’ Council approval. TransLink expects final approval of the business case this summer, with construction beginning in 2022. Business Case Summary: SkyTrain from to Langley City Centre Highlights • Length: 16 km • Stations: 8 • New vehicles: 55 • 62,000 average weekday boards by 2035 • Benefit-Cost Ratio: 1.24 (Comparable to and ) • Operating and maintenance cost: $32.4-million annually • Estimated fare revenue by 2035: $21.3-million annually Improved Travel Options • Travel time from to King George will be 22 minutes • Transit users will save nearly 900,000 hours of travel time annually by 2035 • Capacity for 6,800 customers per hour in each direction – over 10 times the capacity of bus service today • 80,000 people would be living within 800 metres of new stations Economic Benefits • Langley City Centre would connect to 380,000 jobs and 23,000 post-secondary education spaces by 2035 • It is estimated the project will enhance economic productivity by $255-million over its life • Project construction will result in 3,000 direct jobs annually. Environmental Benefits • Annual greenhouse gas reductions of 17,000 tonnes • Active transportation trips increase of 25-million by 2035 • SkyTrain will replace nearly 20,000 car trips by 2035

BACKGROUNDER

Funding and Capital Cost • While the business case examines the entire Surrey-Langley extension, there is approximately $1.63-billion in available funding, which is enough to construct the first stage of the project from King George Station to 166 Street and Fraser Highway in Fleetwood. The full line would cost about $3.1-billion. Any work beyond this amount is unfunded and would require contributions from other sources.

Supportive Policies Agreement (SPA) • The Mayors’ Council will also be asked to endorse a Supportive Policies Agreement for the project • Commits the City of Surrey to policies and initiatives which will help ensure the project’s success • Includes commitments to land use planning, urban design, housing and transportation near the corridor Public engagement phase two • 2,000 attendees at five open houses, 8,624 survey responses, 5,000 telephone townhall participants • Respondents offered general support for the extension, especially for it to be built quickly in one stage • Community feedback on options for 104 Avenue and King George Boulevard is being considered. TransLink will report back to the Mayors’ Council later this year.
