Motion: Develop a Solid Paint-Bred Sub-Committee to generate ideas for presentation to the committee at its mid-May meeting. Approved. Appointed members are: Co-Chairs Tina White and Merle Himle, Laurie Takoff, Colleen Samela, Karen Vance, Devon Rose, Gwen Melshaw and Laurie Roden.

Motion: Make a recommendation to the EC to offer one month free of Gold aphaonline.com access to owners of foals that are registered within the first 30 days of birth. Approved.

Motion: Focus on developing a club/regional-level award program for solid Paint-breds in 2017 in concert with the Regional Club Committee, and have a proposal prepared for August 1 rule change proposal consideration; then build on that idea for a national-scope program with a possible 2018 rule change proposal. Approved unanimously

2. Genetic testing Motion: Pursue the idea of offering a “Breeding Stock” registry designation for Quarter and Thoroughbreds that carry a Paint pattern gene, but do not express enough color for cropout registration. Approved unanimously

3. Phrases for discussing SPB horses & perception Motion: Develop talking points or best practices handout to share with directors about discussing solid Paint-bred issues and the benefits of APHA involvement for these horses and their owners. Approved unanimously

Program Proposal: A participation-based program designed to help build the pool of horses eligible to show in Solid Paint-Bred classes, and does not result in registration of Quarter Horses and/or Thoroughbreds. This program would allow registered Quarter Horses and/or Thoroughbreds to participate in Solid Paint- Bred classes — participating horses must pay annual licensing fee and be listed with APHA. These animals are not considered Paint Horses for RG070.E. consideration.

Motion: Communicate to the Executive Committee that the Breed Integrity Committee, at this time, is not in favor of the Long Range Planning Committee’s program proposal to allow Quarter Horses and Thoroughbreds to show in Solid Paint-Bred classes. 2. All Solid Paint-Bred-registered APHA horses are eligible for a competition license allowing them to compete in APHA Regular Registry classes under the following conditions: a. DNA parentage verification of identity from an APHA-approved lab is on file with APHA proving the horse as registered. b. Genetic Health and Color/Pattern panel testing from an APHA-approved lab must be conducted prior to licensing and are recorded on the horse’s registration papers. c. The horse is ineligible for registration with the American Quarter Horse Association or the Jockey Club of North America. 3. A horse that has a competition license (as noted in RG-020.B.2) will only show in Regular Registry classes. If the horse is sold during the calendar year, the new owner has the same opportunity to select in which division (Regular Registry or Solid Paint- Bred) the animal shall compete. One change in division shall be allowed per calendar year, per owner.

NOTE: Committee took a break at this time (approximately 4:22 p.m.) to allow staff liaison Jessica Hein to take the clarification to the Rules Committee. Rules Committee approved clarification to RG-020-3 (section 3) as noted above.

b. Update from sub-committee regarding Priority #1: Registration

MOTION to, upon review by the committee (via email vote), forward the sub-committee’s proposal for a 4-section reorganization of the RG rules to the Rules Committee for final determination and reorganization. Motion made by Don Beard; seconded by Tina White. Passed

Staff Note: Motion was distributed via email Aug. 16, 2018, to the committee for input, requesting discussion and their votes by Aug. 20 at noon. Result of the vote to forward the sub-committee’s proposal for a 4-section reorganization of the RG rules to the Rules Committee

for final determination and reorganization was 9 for, 1 against. Passed. Outline was sent to the Rules Committee for input.

c. Discussion of RCP RG-020-4: allowing Quarter Horses who possess a Paint pattern gene, but do not meet the color requirements for registration as a cropout, to be registered with APHA as solid Paint- breds.

[Note: Done 10/16/18 and sent to EC Liaison, who recommended to include it as a normal update to the EC, since there’s no specific directive for which an EC vote is required. b. Discussion of Zone Show Superhorse Award idea MOTION: Forward the Zone Show Superhorse Award proposal as revised by this committee to Show & Contest for development and discussion. i. Feedback from Rules Committee shared. MOTION: Draft a guide to registration rules by the next meeting for inclusion consideration in the APHA Rule Book contents section. Motion by Tina White; seconded by Don Beard. Motion passed.

MOTION: Create a rule change proposal in which all foals produced by two APHA parents, and properly documented, will be eligible for the Regular Registry. When all required genetic testing has been completed (regardless of DNA results), the horse will be eligible for showing and breeding purposes. Motion by Tina White; seconded by Don Beard. Motion failed.

c. Update for RG-020-4 resubmission of rule change proposal [Note: clarified the Color & Pattern Panel specifically in the rule change, per suggestion, and it was submitted by 10/1/18 rule change deadline]
