RTM_V5_N1_Completo.indb 2 18/11/2019 15:17:53 CARTA DO EDITOR A revista Tempo do Mundo (RTM) foi criada em 2009, com o objetivo de ser uma publicação científica internacional editada pelo Ipea, para trabalhar as novas discussões acadêmicas e de pesquisa surgidas na instituição a partir da então récem-criada Diretoria de Estudos e Relações Econômicas e Políticas Internacionais (Dinte), que ampliaria e fortaleceria o leque de atuação do próprio instituto. Às vésperas de completar dez anos, a RTM foi institucionalizada pela Portaria Ipea no 317, de 24 de dezembro de 2018. Formalizou-se que a revista se trata de um periódico científico, com publicação quadrimestral, arbitrado, indexado, de difusão e circulação nacional e internacional, editado pelo Ipea. Este periódico possui o propósito de apresentar, divulgar e promover o intercâmbio de produções científicas atuais e relevantes sobre temas contemporâneos nas áreas de relações internacionais, economia internacional, desenvolvimento e sustentabilidade, visando à pluralidade tanto nas abordagens como nas metodologias científicas. Neste ano de 2019, foram publicados pelo Ipea, na forma de Relatório Institucional, o estatuto, o regimento interno e o plano de trabalho da revista,1 cuja finalidade é oferecer um espaço de diálogo acadêmico, político e de intercâmbio de ideias e conhecimentos que permita acompanhar as pesquisas de ponta, apoiando a elaboração de políticas públicas a favor do desenvolvimento do país. Cumpre à revista o objetivo de fortalecer a agenda internacional do Ipea e, concomitantemente, estimular estudos comparativos de política pública brasileira com outros países, com especial atenção para o programa de mestrado do Ipea. Definiu-se como principais metas da RTM estar indexada na Biblioteca Eletrônica Científica Online (Scientific Electronic Library Online – SciELO) e chegar a A2 no Qualis da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) em 2024. Para isso, a primeira ação concentrou-se na sua institucionalização e, agora, busca-se o seu fortalecimento. Com vistas à melhoria da indexação deste periódico, encontram-se em processo a aquisição de digital object identifier system (DOI) e a adesão aos parâmetros e às nomenclaturas propostos pela SciELO. Seguindo as diretrizes do estatuto e do regimento interno, a revista constituirá um novo Conselho Acadêmico Consultivo (CAC), formado por renomados profissionais, externos e internos ao Ipea, de reconhecidaexpertise , vinculados a conceituadas universidades ou instituições de pesquisa no Brasil e no exterior. 1. RTM_V5_N1_Completo.indb 3 18/11/2019 15:17:53 Cada novo número da RTM contará com um dossiê temático, cuja coordenação estará a cargo de notório conhecedor do assunto, responsável pela chamada de artigos. A coordenação temática será compartilhada por um especialista de uma instituição pública brasileira e por outro vinculado a uma relevante instituição estrangeira, quando necessário, para a melhor abordagem do assunto e o cumprimento dos objetivos da revista. A partir de 2020, a RTM passará a ser quadrimestral. No primeiro número de 2020, ela se concentrará em avaliar os dez anos iniciais do agrupamento BRICS e as suas perspectivas atuais, e será coordenada por Ivan Oliveira (Ipea) e Victoria Panova (Universidade de Vladvostok, da Rússia). O número seguinte, sob a coordenação de René Ramírez (Universidade Nacional Autônoma do México) e André Calixtre (Ipea), terá como principal alvo analisar a fragmentação regional e interna da América do Sul. Já o terceiro número terá como temática a relação entre China e América Latina e será coordenado por Cláudio Puty (Universidade Federal do Pará) e Liu Jia (Universidade de Negócios Internacionais e Economia de Pequim, da China). Em 2019, estão sendo publicados dois números. O segundo número de 2019, comemorativo dos dez anos da primeira edição da revista, reunirá alguns dos principais artigos publicados, revisados e atualizados pelos autores, sob a coordenação de Marcos Antonio Macedo Cintra, ex-editor da RTM. Este primeiro número reúne contribuições de dezesseis pesquisadores em doze artigos sobre os Estados Unidos no governo Donald Trump. Esta edição apresenta ao leitor um panorama sobre as origens, o desenvolvimento e as consequências de um fenômeno de difícil diagnóstico prévio que tem impactado fortemente a governança internacional. O artigo que encerra este número é de autoria de Reginaldo Carmello Corrêa de Morais, da Unicamp, falecido durante o processo de edição. Alguns autores que compõem esta publicação tiveram a oportunidade de trabalhar e se formar com o professor Reginaldo, a quem este número é dedicado. Um dos maiores estudiosos brasileiros sobre os Estados Unidos, o professor Reginaldo orientou e formou uma geração de pesquisadores dedicados à ciência política e relações internacionais nos mais de 25 anos em que lecionou em instituições como a Universidade Estadual de Campinas (Unicamp) – em seu Instituto de Filosofia e Ciências Humanas (IFCH) – e a Pós-Graduação em Relações Internacionais San Tiago Dantas, programa interinstitucional da Universidade Estadual Paulista (Unesp), da Unicamp e da Pontifícia Universidade Católica de São Paulo (PUC-SP), no qual participou intensamente de sua criação e contribuiu para que fosse uma renomada instituição em relações internacionais. Aposentado, seguiu lecionando e orientando como professor voluntário. Nos últimos anos, teve participação decisiva na organização e no fortalecimento do Instituto Nacional de Ciência e Tecnologia para Estudos sobre os Estados Unidos (INCT-INEU). The courts, as a lagging indicator, reveal this longstanding catastrophic equilibrium. Following an examination of class struggle ‘from above’, in this paper I trace how digital media instruments are used by different factions within the capitalist ruling class to capture and maintain the commanding heights of the American social structure. Using this hegemony, I argue that one can see the prospect of American Caesarism being institutionally entrenched via judicial appointments at the Supreme Court of the United States and other circuit courts.     Monday, April 15th 2019 Dear Members of Congress: On behalf of our organizations and the millions of American individuals, families, and business owners they represent, we urge you to focus on comprehensive reforms to prioritize, streamline and innovate the fnancing and regulation of our nation’s infrastructure projects rather than considering any increases to the federal gas tax. As part of any potential infrastructure package, Congress has an opportunity this year to institute major reforms to our federal funding and regulatory systems. Reforms are badly needed to improve outcomes, target spending toward critical projects, and streamline much needed maintenance and construction projects. Te goal this year should be a more modern and efcient national infrastructure system that will allow people and goods to move where they need to both safely and economically, contributing to an efective and well-functioning system of free enterprise. A 25-cent per gallon increase in the federal gas tax, a current proposal from some on and of Capitol Hill, would more than double the current rate and would amount to an estimated $394 billion tax increase over the next ten years. Before asking Americans for more of their hard earned money at the gas pump, lawmakers must consider how federal gas tax dollars are currently mishandled. More than 28 percent of funds from the Highway Trust Fund are currently diverted away from roads and bridges. Still more taxpayer dollars are wasted on infated costs due to outdated regulatory burdens, a complex and sluggish permitting system, and overly restrictive labor requirements. Tese reforms can be achieved by focusing on three core outcomes: 1) spending smarter on projects of true national priority, 2) reforming outdated and costly regulations, and 3) protecting Americans from new or increased tax burdens.

Beery* In one of the more noteworthy uses of his much-ballyhooed “swing vote”1 on the U.S. Supreme Court, Justice Anthony Kennedy sided with Justices Breyer, Ginsburg, Sotomayor, and Kagan in striking down two Texas laws that restricted access to reproductive- healthcare facilities. The laws did so by imposing toilsome admitting privileges and surgical-facility standards that clinics had difficulty abiding. 2 The proposition that a woman has an unenumerated constitutional right to terminate a pregnancy, at least before the point of fetal viability, won the day in 1973.3 But, as 2018 fades into 2019, no judicial precedent is more endangered than the one that has evolved in a triumvirate of cases: Roe v.
